We congratulate Your Majefty on the Advantages which have been obtained by the Arms of the Allied Powers, and on the favourable Change which has taken place in the general Situation of Europe, fince the Commencement of the "War. We have fcen with great Satisfaftion the United Provinces ptotcfted from Invafion, the Aujlrian Netherlands recovered and maintained, and Places of con- fiderable Importance acquired on the Frontiers of France : We confider the Re- tapturc of MentZy and the fubfequent Succefliis of the Allied Armies on the Rbine^ as having, notwithftanding the late Advantages of the Enemy in that C^iarler, proved highly beneficial to the Common Caufe \ and we arc alfo jiiftly fenfible of the powerful Efforts which have been made by Your Majefty's Allies in the South of Europe.
