PLAN OF THE SOCIETY. 1. — That the Society be under the direction of a Presi- dent, six Vice Presidents, a Treasurer, a Secretary, and a Committee of twenty-one members. 2. — That all Subscribers of ten shillini^^s annually, or five pounds in one donation, shall be considered Members of the Society, shall be entitled to attend and vote at the General Aleetings, and to be elected Members of the Committee, anrl shall be also entitled to have one child continually in the School, and so in proportion for any larger sum. 3. — ^That all subscriptions be paid annually in advanqe, on the 1st November, and no member shall be entitled to any privilege during such time as his subscription is in arrear. 4. — All Clergymen of the Church of Rome, and Protestant Ministers of every denomination, shall be considered Honorary Members of the Society upon their signifying, in writing, to the Committee, their desire to become so, and shall be entitled to attend, but not to vote at the General Meetings. 5. — That a General Meeting of the Members be held every year, at which tneeiing the proceedings of the Com- mittee for the |)receding year shall be read, and if approved, confirmed. ANNUAL iMEETING. The Annual Meeting of the Quebec British and Canadian School Society, was held at the School-house, in St. Koch's Suburbs, on Tuesday, the (itli March, I8'32, D. SUTHERLAND, Es(i. President, in the Chair, when, the Report of the Committee having been read by the Secretary, the following Resolutions were unanimously adopted : 1. — Moved by Mr. Lee, seconded by Mr. .1. In presenting their Report for the preceding year, the Committee of the Quebec Rritish and Canadian School arc enal led to congratulate their friends on the encouraging and steady progress which has been made in every depart- ment of theafllairsof the Institution. Convinced themselves of the beneficial tendency of their exertions, they feel that it is superfluous at the present day, and that it would be insulting to the enlightened un- derstanding of their constituents, to dwell at large upon the manifold advantages of Education. Neither do the Committee deem it necessary to enlarge upon the peculiar adaptation of the Lancasterian system to the population of a Province, in which, children, differing alike in origin, in language, and in religion, stand equally in need o^ the benefits which legislative and individual liberality com- bined have extended now for a series of vcars to the mem- bers of the rising generation. 10 Tlie Committee, therefore, proceed at once to the details of thog« proceedings by which, under the superintending Providence of God, the institution has advanced to a con- dition of comparative prosperity which warrants their adoption of the language of congratulation. The continued generosity of the Legislature has enabled them, in addition to tlie ordinary expenses of the School, to discharge the balance of £100, which was noticed by the last Committee as remaining due of the purchase money of the ground on which the School House stands j so that the funds are now relieved from the annual pay- ment of interest to the amount of £6, and the Society is out of debt. The monies at their disposal have also placed it in the power of the Committee to prepare the vacant half of the upper part of the building, with a covered staircase lead- ing to it, for the formation of a Female School. Jtwill be remembered that, at the last General Meeting of the Society, a Committee of ladies was appointed for the super- intendence of this new and important department of the Institution ; and the Committee fee] that no encomiums of theirs would be commensurate with the promptitude and zeal with which the ladies entered on the duties which they had kindly consented to perform. The Girls' School was opened in the month of July last : the average daily attendance of the girls amounts* to 50 j and the number on the books to 80. Of the Boys' School also, your Committee have the most encouraging report to make. But a stimulus was thus afforded to education generally, which is operating favourably now in behalf of the British and Canadian School ; and the Committee are enabled to announce that the total number of boys upon the books amounts to 196, being an increase of 111 over the number stated in the last Report, and that the present daily attendance is from 140 to 150. The Public Examination which took place on the 22nd of last December, in the j)rcsence of His Excellency the Governor in Chief, the Patron of the Society, the Kevd. Clergy of all the religious denominations in the place, and a numerous assemblage of ladies and gentlemen, Avill have exonerated the Conmiittee from the necessity of adverting in detail to the 'progress of the pupils of either school in the several branches of tuition in which they were examin- ed then. It will suffice to state that Lord Aylmer expressed himself highly gratified with the manifest improvement of the boys since the last Annual Examination ; and that the girls — under the persevering personal exertions of the ladies, evinced a proficiency which was fully adequate to the brief period during which their school had been in oper?ition. Your Committee notice now with satisfaction tlie renewal by the Legislature of the important measure which had been adopted in the previous year, of providing the country by degrees with Teachers (pialified to introduce the system of mutual instruction. The sudden formation of upwards I ,; ii 1 I 1; Mi; 12 of 12005 cliools has created a demand for competent tea* clicrs, which it does not lie within the immediate power of the country to supply. Education will itself provide a remedy in the course of time. Meanwhile, however, the sum of £50 was appropriated to Mr. Morris, the master of the school, whose ability and assiduity in the fulfilment of his duties continue to deserve the highest praise, for quali' fying ten persons to conduct schools according to the Lancasterian j)lan. The instruction of these ten persons was superintended by a standing Sub-Committee appointed for that purpose : they each of them underwent a public examination before receiving a certificate of qualification ; and it will be received as a pleasing proof of the success and practical benefits of this proceeding, to state that eight of them are now actually engaged in the manage- ment of schools in various parts of the Province. The Committee have the further satisfaction of report- ing that the number of subscribers l;as been much aug- mented during the progress of the foregoing year. Addi- tional pecuniary assistance has been obtained from many ladies in consequence of the formation of the Girls' School j and although this latter circumstance occasioned, at the same time, an additional expcnse,the Committee have every reason from past cxj)ericnce to believe that the funds of the Society will not be permitted to suffer any permanent de- terioration by reason of so interesting an extension of the establishment as that which is comprised in the formation of a female School. Application by petition has again been made for Parliamentary assistance ; and the Committee cannot but persuade themselves that the Legis- lature will continue to appreciate the claims which are so justly founded on the merits of the school. Your Committee now resign the office which has been entrusted to their care.
