The Reeves of Charlottenburgh and
Mountain having been appointed Scruti-
neers, tho ballot was taken, and resulted
in favor of Mr. Anderson, whom the Clerk
declared duly elected.
The Warden, after addressing the Coun-
cil, made and subscribed to tho declara-
tion of office, and entered on his duties.
The following communications were then

1st. From Dr. McDiarmid, Inspector of
Schools of Glengarry, with reference to tho
loss of a registered letter, and the inability
of the Post Office Department to recover it.
2nd. From J. P. Whitney, Esq., resign-
ir.g the position of High School Trustee for
the village of Morrisburgh.
Srd. From A. M. Rosebrugh, Treasurer
of the Prisoners' Aid Association, making
the annual appeal in aid thereof.
4th. From Beverley Jones, Esq., Hon,
Secretary of the Canada Land Law Amend-
ment Association.
5th. From Wm. Davidson, Es(i., County
Clerk of I'oik, asking concurronco of tills
Council in a resolution with roferonco to a,
proixwed Doletjation of Engmeers to inter-
view the Government.
From J. T. JJell, Vsq., County Clerk of
Hastings, askinf? co-oiKjratiou in memo-
rializing the Government in tlio matter of
providing better uccomuiudation for the
lunatics of this Province.

[Moved by Mr. Ault, seconded by Mr.
Doran, that a select Committee composed
of Messrs. McKcnzio, Sweet. Steacy, A.
Stewart, A. Ilarknoss.McArthur, the mo-
ver and seconder, be appointed to take in-
to consideration all communications that
do not properly come under the consider-
ation of any of the Standing Committees.

Doran, that Messrs, Steacy, Snider, Ben-
nett, Mcintosh, McNaughton, McKenzie,
Irving, P. A. Stewart, the mover and se-
conder, be a Si)ecial Committee to strike
the Standing Committees, and report
at to-morrow morning's session. Carried.
Moved by Mr. A. Harkncss, seconded by
Mr. Ault, that Messrs. Steacy, McKenzie,
McLaughlin, Munro, McArthur. McNaugh-
ton, P, A. Stewart, the mover and second-
er, bo appointed a Si)ecial Committee, with
instructions to report on the condition of
the fund arising from the Scott Act fines,
making such recommendations with refer-
ence to the dispositon thereof as may ap-
pear to be in the public interest and in ac-
cordance with the law in that behalf.

to-morrow, ask leave to introduce a By-
law to appoint Auditors for the current
year.
Mr. Ault gave notice that he will on to-

the United Counties.

on to-morrow,^ ask leave to introduce a By-
law to appoint County Officers.

Your Committee beg leave to report that
the Minutea of 1886 reached the Clerk of
this Council in due time, viz : the 1st day
of December, 1886, and were promptly for-
warded by the Clerk to the various muni-
cipalities. Your Committee would recom-
mend the printing of sixteen hundred co-
pies of the minutes of proceedings ol the
sessions of this Council for the current
year. Your Committee would also recom-
mend that the Clerk notify all the editors
of newspapers in the United Counties by
telegram or otherwise to send in sealed
tenders for this work, and also shall ask
for separate tenders for printing convic-
tions to be received at the same date, not
later than 7 p. m., of Thursday, the 27th
inst. ; the lowest or any tender not neces-

an application of the Council of the city of
Kingston, requesting the Council to loin
them in memorializing tlie rrovincial Go-
vernment to establish a School of Science
at Kinraton ; the Committee recommend
that the Council agree with the resolutions
of the Kingston Council, and that D. B. Mc-
Lennan, Esq.. (brnwall, be appointed to
ioin the Deputation from Kingston, to press
the above on the consideration of the Gov-
ernment of Ontario.

As the heating was placed under tlio
charge of a special Comnitttee (with which
the Chairman of this Committee was asso-
ciated,) wo bes to report that, altliough the
recent flood has entailed a little damage
to the basement and furnaces, and has
caused some delay in completing tliOAVorU
by the contractor, everything will he in
working order in a few days.
Your Committee have liad under their
consideration the irre.ii'ular wiiy in which
officials contract debts for supplie;-:, other
than those for prisoners. No doubt many
of these have arisen out of circumstances
connected with our improvements and may
never occur agiun ; however, to protect our
finances and to inaugurate a check on such
expenditure, this Comuiitteo recommends
for adoption by the Council; that no ac-
counts for furniture and other supplies out
of the usual course ordered by officials and
gaoler, will be allowed, unless ordered un-
der requisition of tlie Chairman of this
Committee.
Your Comniittoo also be.us to define the
duties of the Caretaker. Messenger, and
Gaol Physician.
1st. That the duties of the Caretaker will
be to take particular care of the furnaces
and heating conductor.s; to look after the
boating, ligliting, s\ve(ii)ing and cleaning
the Public or County Oflices and Court
House; to supply dry earth, and remove
all refuse from any (^arth clowsts, if used in
the Public JjuildiiiL's, or a(lja(;ent yard ; to
keep in a pro]»er conditioii of cleanliness
the outward siUTuundings, and comply
with the Town By-law in keej)ing snow and
ice in the winter olf the ^side- walks front-
ing the county property, on I'iit street, and
to keep the basement free from filth of
whatever description. Tiie caietaker will
be under the direction of the Clerk of the
Council duiing the interval of sessions.
2nd. That the duties of the ^Lessenger
will be, to be in attendance and wait on
the Counties' Council when in session, and
all Courts, to attend to lights, fires, and
closing the Court House ;ift(u" the evening
Hossion, etc., etc.
3rd. The salary of the Gaol Physician
will be for the current year in full j)ay-
ment of all duties, including examination
of lunatics, and including full payment -of
jvU prescriptions, drugs and medicines used
in his duties as Gaol Physician. Your
Committee would here intimate to the
Gaoler and IMessenger, that they recom-
mend the Finance Committee to refuse
payment after tliis date, of any bills con-
tracted by them for drugs and medicines
of any description.

cil to petition the Legislative Assembly m.
this Province to amend the Land Laws by
adopting tho Torren's System of Land

Report of the County AndUors,
To the Warden and INIembers of Council of
the Corporation of the United Counties
of Stormont, Dundas and Glengarry.
Your Auditors have much pleasure in
reporting that, after having carefully ex-
amined tho Treasurer's books and vouchers
for the year 188G, they find the same cor-
rect.
They submit herewith detailed and
abstract statements showing a balance in
the Treasurer's hands of $2,770.23.
It was found necessary to borrow from
the Ontario Bank during the year $5,000.
Of this amount $2,000 has been paid off
leaving $3,000 under discount on the 1st
day of January, 1887.
The necessity for borroAving the said
sum was owing no doubt to the fact that
the expenditure on new building up to the
31st of December, 1880, exceeded the
amount received from the sale of the de-
bentures (with interest on proceeds until
used) by the sum of $5,G9G.60.
All of which is respectfully submitted.

Wherer.s at a special Session of this Council
held at the Court House In the Town of
Cornwall, on the first day of August, 18*4, a
By-law was passed appointing a Committee to
Bup»rvise the Drainage of the Nation River,
and whereas it has again become necessary
to re-appolnt the said Committee, and provide
vacancies occasioned by the members ceasing
to be members of this Council.
It is therefore enacted a By-lay of the Cor-

FIRST DAY.
CORNWALI-, 2l8T JUNE, 1887.
The Council met at 7 p. in.
The Warden in the chair.
Mr. Alex. Fraser filed his certificate and
took his seat as Deputy Reeve of Roxbo-
rough, in the room of Mr. John McLaugh*
lin resigned.
Roll called.
Members all present except Mr. Bauford,
Dr. liarkneis, and Mn P. A. Stewart.
Minutes of the last day of January Ses-
sion read and adopted.
The following communications were re-
ceived and read :
1. From A. M. RosebrUgh, Esq., Treas-
urer of " Prisoners' Aid Association," ask-
ing aid from these Counties.
2. From George Hodgetts, Esq., Regis-
trar of "Ontario College of Pharmacy"
drawing attention to the sections of the
Pharmacy Act 1884, regulating the sale of
poisons.
8. From W. D. Otter, Lt. Colonel, Secty.
" On-tario Rifle Association," soliciting the
Council's annual donation.
4. From W. P. Lett, Esq., City Clerk of
Ottawa, submitting for approval and co-
operation a resolution of the Council of Ot-
tawa, with reference to Home Rule for Ire-
land.
5. From Jno. E. Farewell, Esq., Clerk of
the County of Ontario, with refwrence to
memorializing the Government as to cer-
tain changes in the Act regulating the Vo-
lunteer Force.
6. From Wm. J. McNaughton, Esq., Se-
cretary of the Board of Directors of the
•' Glengarry Farmers' Institute," asking for
the amount fixed by statute in aid of said
institute.
7. From A. McDonell & Co., requesting
the Council to give them the opportunity
of furnishing supplies to the Gaol.
8. From James Dingwall, Esq., Clerk of
the Peace, with report of the Grand Jury
at its last sitting.
PBTITIOKS.
1. Mr. Sweet presented a petition from
A. J. Laflamme and others, for the Incor-
poration of the Village of West Winches-
ter.
2. Mr. Irving presented a petition of
Nathanial Haines and others, against the
incorporation of the Village of West Win-
chester.
3. Mr. Campbell presented a petition
from the Township of Kenyon, asking per-
mission to open out two streets in the Vil-
lage of Maxville, of less width than 66 ft.
Moved by Mr. Sweet, seconded by Mr.
Kennedy, that the petitions for and against
the Incorporation of the Village of West
Winchester, be referred to a special com-
mittee, consisting of McArthur, Moffatt,
Snyder, McKenzie and Campbell, and that
they report to the Council at to-morrow
morning's session. Carried.
Moved by Mr. Bennett, seconded by Mr.
McNaughton, that Mr. Alex. Fraser, De-
puty Reeve of Roxborough, be placed on
the Committee of Roads and Bridges, and
on the Special Committee relating to the
Scott Act, in place of Mr. McLaughlin, re-
signed. Carried.
Moved by Mr. McArthur, seconded by
Mr, Harkness, that a special Committee
composed of Messrs. Ault, McNaaghton,
the mover and seconder, be appointed to
draft a suitable message of congratulation
to Her Gracious Majesty Queen Victoria,
on this the 50th year of tier Majesty's
reign. Carried.
Moved by Mr. James Fraser, seconded
by Mr. A Stewart, that a Committee com-
posed of the Reeves, and in the absence of
the Reeves, of the Deputy Reeves, be or-
ganized to equalize the assessment rolls
of the several municipalities of these
Counties, and that the said Committee do
report to this Council at its earliest con-
venience. Carried.
Upon motion of Mr. Harkness, seconded
by Mr. McArthur, the Councill adjourned
to 10 o'clock to-raorrow morning.

Matilda, stating his inability to bo present
owing to sickness in his family.
2. Report from Dr. McDiarmid, School
Inspector of Glengarry.
3. Report from Mr. McNaughton, School
Inspector of Stormont.
The Special Committee appointed to draft
a mensase of congratulation to Her Gra-
cious Majesty the Queen, reported as hav-
ing sent the following cablegram :
" The AVarden and Members of the Cor-
poration of the Counties of Stormont, Dun-
das Glengarry, in session assembled, join
with Her Gracious Majesty Queen Victo-
ria's loyal subjects, the world over, in
praising God for having so long spared Her
Majesty to reign over us."
Mr. Mc Arthur, Chairman of the Special
Committee with reference to the Incorpo-
ration of tlio Village of West Winchester,
presented their report^ with a copy of By-
law, appointing Mr. Geo. Elliot census
taker of said village.
The Report and By-law were referred to
a Committee of the whole.
Mr. Harkness in the chair.
Committee rose, recommending the
aJoption of the report, and presented the
Bv-law filled.
'Tlie report, upon motion of Mr. Sweet,
seconded by INIr. Moflatt, was adopted and
the By-law read a third time and passed.
Upon motion of :Mr. Ault, seconded by
Mr. G. H. Whittaker, the Warden left the
chair until 2 p. m.

the Committee on Equalization, be read
and referred to a Committee of the whole.

Upon motion of Mr. Doran, seconded by
ISIr. McNaughton, tlie Report was adopted,

Castleman, that the report of Special Com-
mittee in re Hill vs. Middagh, be now read.
Carried and report read.
Moved by Dr. Steacy, seconded by Mr.
J. S. Anderson, that the report just read be
adopted. Carried.
Moved by Dr. Steacy, seconded by Mr.
Ault, that the deputation of the Dominion
Alliance now present, be heard in matters
pertaining to the Scott Act. Carried.
Rev. :Mr. McEwen and Rev. Mr. Huxti-
ble as representatives of the Dominion Al-
liance, addressed the Council, and pre-
sented the following resolution :
" That we do ask the County Council to
apportion one half of the fines accruing
from the violations of the Scott Act in
these Counties, under private prosecutions,
be given to the person or persons prose-
cuting."
After a lengthy discussion on the sub-
ject, the resolution was referred to the
special Committee already appointed to
deal with the Scott Act fines.
Moved by Mr. Bennett, seconded by Mr.
McKenzie, that the Report of the Commit-
tee on Education be received and read, and
that By-laws to levy money for IHiblic
Schools, Model Schools and High Schools,
be read a first and second time, and refer-
red to a committee of the whole. Carried.
The Report and By-laws were read and
referred to a Committee of the whole-

adoption of the report, and upon motion of
Mr. McKenzie, seconded by Mr. Myers,
the report was adopted, and the By-laws

sideration a petition from the Council of
the Township of Kenyon a&king pernns-
sion to open two streets in the village of
Maxville of a less widtii than sixty-six
feet beg to recommend that leave be
granted as desired and that a By-Daw be
introduced accordingly.
Wo have also considered a petition Irom
th.e Reeves of Kenvon and Lochiel asking
that a bridge be built by the Counties over
river La Grass which crosses lie
Boundarv lino between the Townships.
At the October Session 1886 a claim was
made on behalf of the Township of Moun-
tain to have this Council repair or build a
bridge over the Nation river where it.
crosses the Boundarv between that Town-

Act of 1883.
•While not in u position to determine
whether these streams are entitled to be
regarded as rivers within the meaning of
the Act, we would recommend that as

terested in the same manner as on roads
on Township Bomidary lines.

Report of Special Committee re Distri-
bution of Fines Accraini; under
the Canada Temperance Act.
Present — Harkness, Ault, Steacy, Mc-

Your Committee beg leave to report that
that they have had submitted for their
consideration applications from the License
Districts of Dundas, Stormont and Corn-
wall shewing a deficit due for the license
year of 1886-7 as follows :
Dundas. Deficit $923.75, which with an
estimated expenditure of $1215.00 for year
1887-8 makes a claim of $2188.75 (less fees
for liceEses $90.00) leaving a balance of
$2048.75 ; two-thirds of which having to
be discharged by the Counties makes an
appropriation of $1365.87 necessary,
Stormont shews a deficiency of $387.28
for the year 1886-7, which with an es-
timated expenditure of $1200.00 makes an
amount of $1587.28 (less fees for licenses
$90,00) leaving a balance of $1497.28 ; two-
thirds of which $998.18 is due by these
Counties.
Cornwall shews no deficiency, having
drawn $400 appropriated last Session. Its
estimates for year 1887-8 amounts to
$950.00 (less fees for licenses $50.00) mak-
ing the amount required $900.00.
Your Committee beg leave to make the
following recommendations with regard to
above amounts, viz :
1st. That the Dundas License District
have placed to the credit of the License
fund account at the Molson's Bank, INIor-
risburgh, the sum of $1365.87 being the
full amount of deficit 1886-7 and estimated
expenditure for 1887-8.
2nd. That two-thirds of deficit of $387.28
fro year 1886-7 being $258.19 and a further
sum of $400 on estimated expenditure
1887-8 be placed to the credit of the License
fund account for License District of Stor-
mont in Bank of Montreal, Cornwall, said
amount to be paid out of fines accrued
under Scott Act convictions in said License
District.
3rd. That $600 be placed in Bank of
Montreal, Cornwall, to the credit of License
fund account of the License District of
Cornwall being full amount of estimate.
4th. That in the absence of either estim-
ates or account of expenditure from the
License District of Glengarry that the
Treasurer be instructed to pay all funds
accruing from Scott Act convictions from
said License District to a sum not exceed-
ing $1000 (less amount already paid) into
the Bank of IMontreal, Cornwall, to the
credit of License fund account of District
of Glengarry.
Your Committee considered a petition
from Police Magistrate Bow, of Dundas,
asking for an appropriation to pay for u^a
of halls while trying Scott Act cases, but
they do not feel warranted in recommend-
ing any appropriation at present for such
purposes as it appears to be within the
province of the Inspector.
With reference to the request made to
the Council by the deputation from a
Branch of the Dominion Temperance Al-
liance that one-half of fines accruing from
convictions under the Scott Act, at the
instance of a private prosecutor, be paid
to said private prosecutor, it is recom-
mended that the request be granted and
that the Treasurer be authorized to make
payments accordingly, but only on the
certificate of the convicting Magistrate.
While recommending the grant in de-
ference to the wishes of the deputation and
in the hope that it may further the end
wished for, your Committee are still
strongly under the impression that the
properly constituted authorities are the
best channels for promoting enforcement
of the Act.
Your Committee wish to express in the
strongest terms possible their disapprova-
tion of the course pursued by the oflicers
of many of the License Districts in not
making proper returns, and especially in
not paying over the amount of fines to the
Treasurer of these Counties as the law so
plainly directs; thereby causing this

furnish either deficits, estimates or ac-
counts of receipts and expenditure.

Your Committee have passed accounts
amounting to $1392.20— payment of which
to be levied by By-Law.
Your Committee find that the Nation
Liver Drainage account has been kept
distinct from General Account, and all the
moneys paid out of the General Account at
the earliest stages of that improvement
Jiave been repaid.
The Boundary Road difficulty between
W inchester and AVilliamsburgh, with its
attendant litigation, has drawn some $1130
()lc. from tho treasury, and if the appeal
re Jlall should be adverse, we fear a much
arger sum will be needed to meet our ob-
hgations to the Courts. In that event it
will be necessary for this Council or suc-
cessors, to adjust these payments with the
lownships interested.
Your Committee who had in charge the
saie of the wood-yard and the purchase of
the adjoining Lot on the west side of the
gaol premises, haye already reported that
they did not receive any tenders for the
wood yard— (the time seemed to be inop-
portune.) They did, however, secure the
Lot on tho west side at public sale, through
Mr. McKenzie, at $1600. This purchase
was necessary and contingent on the sale
of the wcoi yard, as reported to Govern-
ment and this Council bv the Prison In-
spector.
Your Committee therefore have to report
that this purchase, with the large accumu-
lated sums paid for heating, furniture, and
the necessary improvements— (and not
realizing cash from sale of wood yard)—
will necessitate borrowing about eleven
Jnousand dollars till the October session.
Whatever sums may be needed at that
date, over and above the usual $12,000
levy, to cover ordinary expenditures, we

bentures for a series of years, which will
make the levy on the Municipality small
and the payment scarcely felt. This sum
may be very much reduced to the e:ctent
at least, of $5000 or more, if a purchaser
for the wood yard can be secured on or
before our next Session.
Your Committee therefore recom^aend
for adoption the accompanying Bv-Law to
give power to the Treasurer and 'Warden,
to borrow from some person or chartered
bank of the Dominion, for the purposes
above set forth, in such sum or sums as

\our Committee beg to report that they
have examined offices and gaol, and have
decided to recommend that a 1} in. grooved
and tongued pine board partition be made
an the corridor of the goal, south of the
doors opening into the male and female
j'ards, and north of the door entrance into
the west prison ward, with two windows
on hinges opposite the outside windows,
for light and ventilation, and a U in. panel
door. This partition is necessary for the
comfort of the prisoners in the west ward
in the winter, as the cold introduced into
the corridor Lorn the north door neutral-
izes the heat from the heating pipes. The
yo
time has now arrived, the town water-
works being completed, to supply the offi-
ces and gaol with water closet accommo-
dation. Your Committee would therefore
recommend that the closets bo jilaced in
the basement of the offices, Hushed into
the main government sower, a distance of
about one hundred feet, and that a recop-
taclo closet be made at the east end of the
centre corridor of the gaol, and flushed
through the same pipe of the water closets
with ventilating pipes. All this outlay
will cost very much less than the credit
we got from the contractor Johnston for
dispensing with that work. As Mr. Hun-
ter has been doing all our heating works,
we have asked him to do this work in the
best manner for durability and economy,
to charge as ho has been doing in the
other works for n.aterial and labor. Tliis
rough estimate meets our approval, and
we ask the Council to confirm this arrange-
ment by adopting this Keport.
RjYour Committee would recommend the
passing of a By-Law to coyer the purcliase
of the Lot on the west side of the gaol.
Your Committee notice that they impos-
ed additional duty on Mr. Cameron, the
caretaker of the offices, in their report of
the last January session, bj^ adding the
Court House. We now release lum from
that duty, and hereby direct that the mes-
senger, Mr. McMartin, do that work, un-
der the supervision of the Sherifi, to whom
it properly belongs.
Your G jimittee had a conference with
]\Ir. Johnston, the contractor, for incom-
pleted work, for which $200 was retamed
to insure the completion of said work. "We
have compromised the matter by paying
Mr. Johnson $175 in full of all dues and
demands, and releasing him from further
obligations.
All of which is respectfully submitted.

Clerk of Elgin, with copy of a resolution
for this Council's concurrence.

Inspector for Glengarry, with requisition
for payment of certain monies under the
Canada Temperance Act.
4. From Wm. Pollock, License Inspector
for Cornwall, with detailed statement of re-
ceipts and expenditures of his Distiict
for 1886-7.

Officer License Branch, Provincial Secret-

Mr. J. Eraser that the clerk be instructed to
grant a free license to peddle with one
horse for one year from date, to Aaron
Murchison, a man who is unable to do any

time and passed, notwithstanding any
rules of this Council to the contrary.

School accounts are audited, and the fact

account of the Municipal grants have led
to confusion ai)d uncertainty in the acounts,
and inasmuch as it is believed tbat by fix-
ing tbo date after the Government grant
IS al or aboiit all paid, and before the pay-
mont of the Municipal grants begins, much
of the confusion can be obviated, it is there-
fore resolved that hereafter the audit year
correspond with the civil year, and that
the accounts for each year be closed on the
.51st of December, and the clerk be instruct-
ed to notify the auditors and sub-treasur-
er accordintrly. Carried.

petition this Coinu-il to ineorporate the Village
of Laneasier, and wher as it is necessary to
take a census of the inhabitants under the cU-
rectlon of this Council to ascertain whether
the proposed village has the recjuisite nuniljer
of inhabitants to entitle it to Incorporation as
a separate Municipality.

to the Corporation of the Village of
Alexandria to change the Bou .daries
of a certain Street.
Whereas the C )rporation of the Village of
Alexandria 1ms petitioned for permission to
cliange the boundaries of a certain Street
therein.
He enacted a ]}y-law of the Corporation of
the United Counties of Siormont, Dundasaiid
Glengarry that the Village of Alexandria be
empowered to change tlie boundaries of a
certain Street known as lUshop Street in said
Mnnlcirality to a uniform width of fifty-three
feet.

No. 823— By-law to Incorporate the Vil-
lage of Lancaster Apart from the
Townships of Lancaster and Chariot-
tenburgh.
Whereas a petition of over one hundred resi-
dent Freeholders and Householders of the \il-
lage of Lancaster and neigliborljood has been
])resented to the Warden and Council to incor-
porate the Village of liancaster.
And whereas the census taken under the di-
rection of the Council shows that the said vil-
iaga contains over seven hundred and fifty
(76'J) inhabitants sutllciently near to form tn
Incorporated Village.
Be It therefore enacted a By-law of the Cor-
poration of the United Counties of Stormont.

Lancaster iind neighborhood be erected into
an Incorporated Village apart from the Town-
ships of liancaster and Charlotten burgh, and
that the boundaries of the said incorporated
village sliall be as follows, namely :— On the

Donald and the land of Archibald McArthur in
IjOtKandJi in the First Concession of the
Town^iiipof (Jharlottenburgh and by the line
between the building lot Ol A. Tobin and the

No. 828— By-law to Appoint a Commit-
tee re River Beaudette Drainage Im-
provements.
Wherens application has been made to this
Council by the Council of Charlottenburgh to
proceed as provided by the Municipal Act of
18ty, and amendments thereto, to deepen the
lllvcr Beaudette in the Townships of Charlot-
lenburRh and Lancaster and remove obstruc-
tions therefrom for the purpose of draining
the land in the vicinity of the said river and
its tributaries,
And whereas it Ik considered desirable to ap-
olnt a Comm ittee to report to this Council on
the probable cost and result of such work.
It Is therefore enacted that J. B. Snider,
Reeve ot Lancaster; A. D. McDonald, Deputy-
Reeve of Lancaster ; A. K. McDonald, Deputy-
Reeve of Charlott^'nburgh; E. Hunt, Deputy-
Reeve of Charlottcnburgh, and D. A. Mc-
Arthur, Reeve of Alexandria be appointed
such Committee with Instructions to report to
to this Council at its January Session as to the
probable cost of the proposed improvements ;
the quantity of land drained, and the benefit
likely to result from tnc work.
