This Society shall be Men's Reform Club called •• The Young OF Montreal. " Art. U,~Object The object of the Club shall be the promotion of the principles of the Reform Party of Canada, especially among young men. Art. III. — Membership. Any young man approving of the object of the Club, on being proposed by a member and accepted by a three-fourths vote at a general meeting of the Club, may become a member on signing the constitution and com- plying with the ruios. Art. lY. —Officers. The Officers of the Club shall constitute the General Committee and shall consist of a President, three Vice- Presidents, a Secretary, a Treasurer, and twenty-one Councillors. Art. y. —Election of Officers. The Officers shall be elected by ballot at the Annual Meeting, held during the last week in October. Vacan- cies occurring during the year shall be tilled by the General Committee. Art. 71. — Vacancies, The place of any officer absent from three successive Committee meetings without sufficient cause, may be declared vacant by the General Committee, after notice. Art. \lh— Presiding Officers. The President, or in his absence, the Senior Officer present shall preside at all meetings of the Club, and shall decide all questions of order without discussion. Art. Wll— Treasurer. The Treasurer shall collect and account for all moneys due and belonging to the Club ; pay out money when ordered by the Committee ; keep a list of mem- bers who have paid their subscriptions, and present a -^ sl-_ financial statement to the Annual Meeting, and at other times when required to rio so. Art. IX.—Secretary, The Secretary shall keep a Roll of members* names, and the date of their admission. He shall keep a record of the minutes of the Club, notify members of ihe time and place of meetings and shall present the reports of the General Committee to the Club. Art. X. — Meetings, Meetingfs shall be held whenever deemed advisable by the General Committee, or at any time upon a requis- ition addressed to the Secretary by five members of the Committee, or ten members of the Club. Art. XI. ^Quorum, Fifteen members of the Club shall form a quorum for the transaction of business. The quorum of the Gener- al Committee shall be five. Art. XIJ,— Annual Subscription, The Annual Subscriptiou shall be one dollar. Mem- bers m arrears shall not have the right to vote or hold office. Art. XUI.^Voters, No member shall have the right to vote at the elect- tion of oflficers, unless he has paid his subscription for the ensuing- year. Art. XTV.— Friends, Members may introdnce friends to all meetings of the Club which are not declared private. Art. XV. — General Comndttee, The General Committee may make By-Laws for conducting the afl'airs of the Club, and shall arrange a ' programme for each meeting. Art. XVL— Alterations in Constitution, Alterations in this Constitution shall be made only at the Annual Meeting, or at a Special Meeting called for the purpose.
