In England and other countries where the siiccossion tax exists, this has been truarded against by ])roviding that transfers of projjerty vrithin a certain period of the owner's death, by donation, are regarded as equivalent to transmissions owing to death. It may be necessary to consider whether similar provisions should not be placed in our own law. It is yet too eaily in the financial year to forecast with any degree of certainty the exact results. It may not be amiss, however, to mention that our expenditure, even when kept down to the closest limits, is evi-r on the increase. Practiciilly no new sources of taxation have boon imposed. It is true that large subsidies have not been voted as in the past, but the people of the Province have learned self reliance and no branch of anv industry has suffered. Agriculture has been more prosperous than ever before. The exodus ot our population to the irreiit Republic to the south of us has ceased, and Canadians now find a home in their native land.
