NAME— JURISDICTION— MEMBERSHIP. Section. 1. JVame.— Thin Lodge shall be entitled the Grand Lodge of Nova Scotia, of the Independent Order of Good Tem- plars. S I'X. 7 . Rank of Past Representatives, who are entitled. — The Reuresentativc who holds a seat to the end of a sesuion only shall bo entitled to the rank of Past Representative. Skc. 8. Non- Voting members. — The Grand Lodge may by bylaw determine the qualifications and privileges of non-voting members. In the absence of such by-law all acting and Past Chief Templars, acting and Past Vice Templars, and all dep- uties of the Grand Chief Templar, shall be entitled to the Grand Lodge Degree as non-votmg tnembers. Skc. 9. Credentials. All representatives shall receive reg- ularly attested certificates of election to this body. All mem- bers entitled to the Grand Lodge degree, under Section 8, shall r. ceivo certificates of service from the Lodge in which said service wa^ rendered, which shall be their proper credentials, entitling them to the Grand Lodge degree, and the Grand Chief Templar's commission shall be the requisite credentials for Deputies. Sec. to. Voting. — All members specified in Section 3, of this Article shall be eligible to office, and shall be permitted to take part in the proceedings and debates of this Grand Lodge, and vote on all questions except the election of officers, and when the yeas and nays are called, on which occasions repre- resentatives only shall vote. Sec. 5 — Vacancies — How Filled — Vacancies in any office may be filled at any session of the Grand Lodge or by the Kxecutive Committee between the sessions, and in case the office of Grand Secretary becomes vacant, the Grand Chief Templar, by con- sent of the Executive Committee, shall appoint a member of this Grand Lodge to act in said office until the next session, when the vacancy shall be filled by election, and such appoint- ed officer shall receive the regular salary for the term oi such ■ervice. Sec. 6. — Penalties. — The Grand Lodge may place on trial and remove any officer for dereliction of duty and improper conduct, by a vote of two-thirds of the members present. It may enforce upon its members any penalty, to the extent of ex- pulsion, for a violation of the constitution, rules, obligations or any principles of the Order. ARTICLE. 4. DUTIES OF GRAND LODGE OFFICES. He shall preside at all its sessions, preserve order, enforce a proper observance of the laws and usages of this body, decide questions of doubt and difficulty, whenever properly submitted, appoint such officers and committees as the Constitution or usages may require, provide for the institution of new Lodges and the gen- eral prosperity of the Order. In case the office of Grand Connsolor becomes vacant, the Grand Vice Templar shall be entitled to succeed to the said office, but if tho Grand Vice Templar decline, the Executive Committee shall fill the vacancy. In the absence of the Grand Chief Temp- lar and Grand Counselor the Grand Vice Templar shall preside, and m ease of vacancies in both those offices, shall act as Grand Chief Templar, until the succeeding session when they shall be filled by election. Sec. 4. Grand Superintendent of Juvenile Temples.— The Grand Superintendent of Juvenile Temples shall exercise super- vision over all Juvenile Temples, decide all questions of doubt or difficulty relating to tho Juvendo branch of the Order, when- ever properly submitted, commission such officers as the Con- stitution or usages may require, enforce observance of the laws, provide for the institution of new Temples, and the general prosperity of the Juvenile branch throughout the jurisdiction. He shall present a full report to each session, and shall dis- charge such other duties as tho interests of the Juvenile depart- ment require. *• Sec. 5. Grand Secretary.— Tht Grand Secretary shall be the recoi-ding and corresponding officer of the Grand Lodge. He shall keep a correct record of all its proceedings, and of those of the Executive Committee, also of the returns of Subordinate Lodges; notify all Subordinate Lodges of tho action of this body, and furnish ihem with such instructions, blanks, etc.. as mav be necessary for their correct working. He shall be chairman of the committee on Returns and Credentials, with power to make or direct necessary corrections. T. are binding upon his Lodge un- til reversed by the G. C. T. or Grand Lodge. He may arrest the charter when ordered by the Grand Lodge or its Executive Committee. Sec. 3. Expelled and Suspended.— ^o person who has been expelled from this or any oiher Lodge of this Order shall b'e proposed again within one month from the date of his expul- sion, and no member who has been suspiended shall be proposed for membership in any other Lodge until he has been reinstated in the Lodge suspending him. In case such matter should be decided in favor of the appe- lant by the G. C. T., and the Lodge appeals from said decision to the Grand Lodge, the title of the case would c(mtinue the same with the following change, to wit: — "'Bxeelsior Lodge, No. 2t), appellant, vs. John Doe, respondent.*' Should the G. C. T. affirm the decision of the Lodge in the first instance, and the party aggrieved take appeal from that decision, the case vrould then appear as "Excelsior Lodge, No. 20, respondent, vs. John l)oo, appellant." The rules governing cases of appeal from Grand to Right Worthy Grand Lodge, adopted by the R. W. G. Offenses. — It shall be the duty of any member, know ing that another has violated the obligation, to immediately re- port the same to the Superintendent who, with the Executive Committee, shall take such action thereon as, in judgement, the best interests of the Temple and individual demand. Sec. 2. Penalties. — Any memberr violating the obligation ehall be subject to reprimand, suspension, or expulsion. No member shall be expelled but by vote of the ExecutivjB Com- mittee. ARTICLE 8.
