This will give, not only respectability, but permanency, to the Institution. i» of long ■four !ase, lo8- iring This Charter, among other things, appoints that every one who has contributed to the funds of the Hospital, or who shall contribute, £5 or more, and who shall pay annually £1 or more, shall be a Member of the Corporation, and have a right to vote at the annual election of Governors. Every one who has con- tributed, or shall contribute, jE2f> or more, and who shall pay annually £3 or more, shall be a Governor for life. Every one who has contributed, or shall contribute, £10, and less than £25, and who shall pay annually £2 or more, may be elected a Governor. There diall be, for the present, of Governors annually elected, thirteen ; but as soon as the Governors for life shall be less than thirteen, then a greater number of Governors shall be elected, so that the whole number of Governors, including those for life, resident in Montreal, shall not be less than twenty-six. The votes shall be in the ratio of the sum contributed, that is, one vote for every J£5, eo that no one have more than ten votes. The Directors (who by the Charter are called Governors), before the patients were removed from the temporary Hospital, appointed a Committee to draw up Rules and Regulations for the better government of the Members, Officers, Servants, and Patients. These Rules, after being submitted to the Directors, were appointed by them to be the Rules and Regulations for the Hospital. These continued in force until the Charter was obtain- ed, when another Committee was appointed to revise them, and to make such alterations in them as experience might point out, and conformity with the Charter might require. The Rules and Regulations, so revised, were laid before a meeting of the Gover- nors duly convened for that purpose, on the 26th of April last, and, after being approved by them, were established and ordained to be the By-Laws, Regulations and Statutes of the Corporation of the Montreal General Hospital. In conclusion, it is highly satisfactory to be able to state, both from the Reports of the Committee of Management and from the observations of the Visiting Governors, that the Medical Officers have shown the greatest zeal and assiduity in everj'thing relating to their department ; that the wards have at all times been found neat and clean, and evciy attention given to the comfort of the patients. The Committee of Management has sincerely endea- voured to promote the good of the Institution : how it has suc- ceeded, it is not for the writer of this Report to decide ; wherein it has failed in the discharge of the important duties devolved upon it, the candid will no doubt admit, as an excuse, its inexpe- rience, and the difficulty attending the organizing a new institu- tion. REVISED AND AMENDED, 4tu FEBRUARY, 1851. liE it made, established and ordained, by the authority of the President, Vice-rresident and (loveniors of the Montreal Gene rnl Hospital, that the following By-Laws, Regulations and Statutes be, and they are hereby made, established and ordained to be the By-Laws, Begulations and Statutes of the said Hospital. CHAPTER L Of tJic Qiialijications of Members of the Corjwration. 1. Every person who has contributed, or who shall hereafter contribute towards the funds of the Hosj)ital, five pounds, Hali- fax currency, or more, and shall pay annually, one pound, like currency, or more, towards its support, shall become a member of the Corporation, and shall be entitled to vote at the election of Governors. 2. Every person who has contributrj to the erection of the Hospital, or who shall hereafter, contribute to the funds of the Hospital, twenty-five pounds, Halifax currency, or upwards, and shall pay annually towards its support a contribution of three pounds, like currency, shall be a Governor for life. 3. There shall be thirteen other Governors who shall be annually elected, in manner hereinafter prescribed, from among those persons who have contributed, or who shall hereafter contribute to the Institution, under twenty-five pounds, Halifax currency, and not less than ten pounds like currency, with an annual pay- ment thereto of two pounds, or more, like currency. 4. Whensoever the number of Governors for life, resident at Montreal, shall Ijc under thirteen, then such an addition shall be made to the number, so to lie elected Governors, as to make the whole number thereof (those «(> resident inclusive) Iwcnty-six. f>. No new contributor shall have a right to vote at ony dec tlon of Governors, unless he shall have paid his contribution or donation at least three months previous to the said election. CHAPTER II. Of the Election of Governors. 1. Notice of the hour and place of meeting for the election of Governors, shall be given by the Secretary in one or more of the newspapers published in Montreal, at least seven days previous to such meeting. 2. The votes shall be given in the ratio of the contributions, (that is, one vote for every five pounds contributed, provided that no person shall, in any case, have more than ten votes.) 3. The annual election of Governors shall be held on the first Tuesday of May, in each and every year, in the Committee Room of the Hospital, at two o'clock, P. M., and continued until three o'clock, P. M., of the same day; at which two Governors for the preceding year shall be appointed to inspect the ballots : and every person voting at said election shall personally and then and there appear, and deliver to the aforesaid Inspectors a ballot containing the names of ihirteen persons, or more, as the case may be, as Governors for the ensuing year ; and the Inspectors shall deposit in a bag all ballots, so delivered, and shall insert the names of the persons so voting in a poll-list kept by ihem for the purpose ; and when the poll of such election shall be closed, the Inspectors shall open and count the said ballots, and shall openly declare to the meeting the names of the persons who shall be found to have been elected by the majority of the votes and shall deliver a certificate thereof to the Secretary who shall forthwith communicate the same to the persons so elected. 4. The Secretaiy for the preceding year shall, immediately after the election, give notice in writing to the Governors elected, and to the Governors for life, requiring them to meet on the Tues- day next ensuing, to choose a President, a Vice-President, a Secretary, a Treasurer, a Committee of Management, and Medical Officers, for the ensuing year. 5. The Governors elected shall declare, either at their first meeting after their election, or by letter addressed to the Secre- tary, at least one day previous to such meeting, whether or not they are willing to act in their office, otherwise their election shall be void. 6. In case the number of Governors shall at any time, by death, resignation, absence, neglect of duty, or refusal to act in their office be less than thirteen : or in case, by any of those causes, B ,1 10 the whole number of Governors shall be less than twenty-six, the deficiency shall be made up, within thirty days after such vacancy, by the vote of the Governors for the time being, at a meeting to be convened for the purpose. i f I CHAPTER III. Of the Governors. 1. A quarterly meeting of the Governors shall be' held in the Committee Room of the Hospital, on the first Tuesday in August, on the first Tuesday in November, en the first Tuesday in February, and on the last Tuesday in April, in each and every year, at two o'clock, P. M. 2. The Governors for life, together with those elected, shall choose by ballot, out of their number, on the second Tuesday in May, in each and every year, one President and one Vice-Presi- dent: and out of their number or otherwise, one Secretary and one Treasurer ; and also out of their number, they shall nominate and appoint by vote, a Committee of Management, consisting of five, of whom three, including their Chairman, shall he a quorum ; all of whom shall remain in office one year from the date of their appointment. 3. Every President, Vice-President, Governor, Treasurer and Secretary of the Corporation, shall, as soon as convenient after their election, and before they act in their respective offices, take the oath hereinafter prescribed, to be to them administered by the President or Vice-President for the time being or for the pre- ceding year, for the faithful and due execution of the duties of their respective offices during their continuance in the same. Form of the Oath. I do swear, that I will faithfully and duly execute the office of of the Corporation of the Montreal General Hospital, during my continuance in the same, according to the best of my ability, so help me God. 4. The Grovernors, at their meeting on the second Tuesday in May in each and every year, shall elect, by vote and not by bal- lot, eight Medical Officers, to be the attending Physicians for the year, which election shall be conducted in the following manner, viz : the President, or in his absence, the Vice-President, shall openly propose the names of eight Medical Officers, whose election shall be decided by the majority of the votes of those present. The President, or in his absence, the Vice-President, shall and may, or at the request of two Governors, summon and call together (by letter, from the Secretary, at the Comiiittee Room of the Hospital, at any time to be appointed by him) the Gover- nors of the Corporation for the time being, giving them at least one day's notice thereof and intimating the purpose of the meet- ing. 6. Seven or more Governors, convened according to the By- Laws of the Corporation, of whom the President or Vice-Presi- dent shall be one, shall constitute a legal meeting of said Corpora- tion and shall be competent to transact all business relative to the said Corporation in as far as they are authorized by the Charter. 7. The Governors shall have power, at any quarterly or extra- ordinary meeting to ai)point by ballot or otherwise, such Officer or Officers, and fix their salaries, as they may at any time find necessary for the management of the Hospital. 8. They shall also appoint a Steward, and a Matron or House- keeper, and fix their salaries, who shall respectively remain in office as long as they continue to discharge properly the duties thereof. 9. Two of the Governors shall, in rotation, visit the Hospital at least twice a week, and shall enter their names in a book with such observations relating to the Institution as they shall think necessary. 10. If any Officer, the Steward or the Matron, shall at any time become unfit to perform the duties of his or her office, or shall misdemean himself, or herself, in his or her office, it shall be the duty of any Governor or Officer of the Corporation acquiring a knowledge thereof, to make known the same to the Committee of Management, who shall have power to suspend the Steward or the Matron from the exercise of his or her office, if they think proper, until a meeting of Governors can be obtained, with as little delay as possible ; to take cognizance of the charge or charges which may be brought against them, or either of them, and in case of complaint against any Governor or Officer, they shall examine into the case and report thereon to the President, or in his absence, to the Vice-President. And in default of attention thereto, by the Committee of Management, the Governor or Officer aforesaid, shall lay his complaint before the President, or in his absence the Vice-President, who shall cause the Secre- tary to summon a meeting of Governors, at a time to be appointed by him, and to give notice to the party or parties com- plained of, with a copy of the charge or complaint, and to the party or parties complaining: and the Governors shall, at such meeting, after hearing both parties, remove by ballot or other- wise, if they find sufficient cause, the person or persons complained of. u ' «v :1 ; i 12 CHAPTER IV. Of the President and Vice-President, 1. The President, or in his absence, the Vice-President, shall preside at all meetings of the Governors of the Corporation. 2. At all meetings of the Governors every person shall, in speaking, stand up and address himself to the President, vsrho shall propose all questions ; and if a diiference of or. They shall at their meetings make minutes of their proceed- ings which they shall forthwith cause their Secretary to transcribe into a book. 5. They shall have the power and it shall be their duty to en- gage and discharge all servants of the Hospital, and fix their wages. 6. The Committee of Management, shall at each quarterly meeting of the Governors, report the state of the Hospital and the state and the number of patients admitted and discharged during the preceding quarter. 7. They shall insert or cause to be inserted in a book, to be provided for the purpose, all orders to the Steward for the pur- chase of the stores, and which orders must be signed by the Chairman. 8. They shall lay on the tal)le in the Committee Room, at every meeting of the Governors, the book containing the minutes of their proceedings. CHAPTER VIII. Of the Steivard. 1. The Steward shall purchase, under the direction of the Com- mittee of Management, fuel, provisions, and all other stores for the use of the Hospital, except Medicines and Medical Stores, and shall be accountable for the same. 15 tment, 2. He shall keep in books, provided for that purpose, an account of all stores brought into the Hospital — and shall not deliver any stores under his charge, unless on a requisition from the Matron, entered by her in a book provided for the purpose. 3. He shall keep pass books into which shall be entered all articles purchased from those tradesmen with whom the Commit- tee of Management may open accounts ; and for all other articles, he shall obtain bills of parcels ; all of which he shall lay before the Committee of Management at each of their meetings. 4. He shall keep an account of the moneys due by the pay- patients, and collect the same. 5. He shall present to the Committee of Management, every three months, or oftener, if required, a statement of his accounts and shall show his books when required. 6. He shall give timely notice, in writing, to the Committee of Management, v^^hen any of the stores are nearly expended. 7. He shall immediately on the admission of a patient, take an inventory, in a book to be kept for that purpose, of his or her clothes and other effects — shall order the clothes to be purified, if necessary — and shall be accountable for the safe delivery of the same to the patient on leaving the Hospital, or in case of death, to any person whom the Committee of Management shall authorise to receive the same. Provided, that if the clothes of any patient be in such a state as to render it necessary that they should be burned, it shall be done, if sanctioned by the attending Medical Officer. 8. He shall keep, in a book for the purpose, an account of the servants' time and wages, and pay the same when ordered by the Committee of Management. 9. It shall be his duty to take care that every part of the pre- mises, without the Hospital, be kept in proper order. 10. He shall keep the keys of the outer doors and gates, and lock them at 10 o'clock, P. M., and open them at 6, A. M., from the first of May to the first of November, and lock them at 8, P. M., and open them at 7, A. M., during the rest of the year ; unless ordered otherwise by the Committee of Management, or in case of emergency, for the service of the patients. 11. He shall report, *o the Committee of Management, any misconduct or irregularity that may come under his notice. 12. He shall write the minutes, &c., of the Committee of Man- agement when required. 13. He shall hang up in the Hall of the Hospital, the names of the weekly visiting Governc rs, and shall on the Saturday pre- ceding their week of attendance, give them notice thereof by letter. 14". He shall lay his books of accounts on the table in the Com- mittee Room at all meetings of the Governors. 15. As soon as the body of a patient, dying in the Hospital, is M ■ 1 I 1 , 16 laid out in the dead house, it shall be the duty of the Steward to see that the body be safely kept there, until delivered for interment or to such authorised party as the Law may direct, and he shall be responsible for the faithful execution of his duty. 16. He shall give reasonable security to tne Governors for his fidelity. 17. He shall not absent himself from the Hospital, except on duty, without the permission of the House Surgeon. 18. When any patient shall wish it, the Steward shall send immediately, in writing, for such Clergyman as the patient may desire. CHAPTER IX. Of the Medical Board. 1. The Medical Board of the Montreal General Hospital shall consist of the consulting and attending Physicians and Surgeons. 2. The number of the attending Medical Officers shall be eight, who shall make such arrangements among themselves, that the Hospital be visited once every day at least by two of them. 3. No person shall be eligible to the office of attending Physician or Surgeon, who is not a Graduate of a University or College in the British dominions, or a Licentiate or Member of a College of Physicians or Surgeons of Great Britain and Ireland, or other in the British dominions, of at least three years standing, and who is, moreover, not licensed to practice in this Province. 4. Any attending Physician or Surgeon may, after having acted in that capacity for twelve years, become a consulting Physician or Surgeon of the Institution. 5. The visiting hour for the attending Medical Officers shall be 12 o'clock (noon) of each and every day, Sundays excepted. 6. Should any one of the Medical Officers be unable from ill- ness, or intended absence from town, to fulfil the duties of his office, he shall obtain the assistance of some other of the Physi- cians or Surgeons for the time being. 7. In all surgical cases requiring operations (except in emer- gencies where delay might be dangerous) and in medical cases when desired, a consultation of the whole Medical Board of the Hospital shall be summoned. 8. The attending Medical Officers shall have full power, at all times, to visit and examine the Apothecary's shop. 9. It shall be the duty of the Medical Board, to examine all candidates for the situation of House Surgeon and Apothecary. 10. The Medical Board shall communicate to the Governors, in writing, through their Secretary, their opinion of the candi- dates. ward to terment shall be n 11. Any Member of the Medical Board may recommend patients for admission, in like manner as Governors. 12. The attending Medical Officers shall alone have the power to admit and discharge any patient ; except in cases of severe Injuries, where the House Surgeon shall admit at any hour of the day or night, without recommendatory letters. 13. The Medical Board shall regulate the diet of the patients. 14<. The attending Medical Officers shall have the power to name and appoint their own Dressers and Clerks from among the Students. 15. That for the purposes of Pathological investigation, the attending Medical Officers of the Hospital shall have the power of examining, post mortem, the bodies of patients deceased within it, at their discretion ; and such examination shall only be made in the presence or by the order of the same. CHAPTER X. Of the House Surgeon. 1. No person shall be eligible as House Surgeon, unless he be a Graduate or Licentiate of some University or College in the British dominions, and a Licentiate of this Province ; and further, imless he submit to the Governors, satisfactory testimonials of hia moral character, and of his having been approved of by the Medi- cal Board and having attained the age of 21 years. 2. The House Surgeon shall visit all the occupied wards in the Hospital at least once every morning and evening and oftener when required so cO do by the attending Medical Officer ; he shall also be prepared to report to the attending Medical Officers, the state of the patients since the last visit. 3. In any case of an urgent nature, the House Surgeon shall immediately summon tlic attending Medical Officer, and if he cannot be found, he shall call upon the nearest Member of the Medical Board. 4. He shall not absent himself from the Hospital during the visits of the attending Medical Officers, and when at any time he goes out, he must leave word where he is to be found during his absence. 5. He must always be in the Hospital at a seasomible hour in the evening, and never sleep out of the building, unless with the permission of one of the attending Physicians. 6. He shall have charge of all the surgical instalments belong- ing to the Hospital, and shall be responsible for the same ; he shall also superintend the making up of all tinctures, pills, pre- parations, &.C., &.C., roquiicd to be kept on hands, and shall make c ( f 1 T i ;(;f I l!.( 18 up all prescriptions ordered for patients in his own particular wards. 7. He shall insert in the case book under his charge, an account of all operations performed in the Hospital, and by whom performed. He shall be responsible for the affixing of the names, and other particulars of all the patients at their bed's head, and he shall enter in the register of patients the name, sex, age, reli- gion, country, place of residence, disease, and time of admission of every patient received into the Hospital ; also the name of the person by whom the patient has been recommended, whether a pauper or a pay-patient, and the rate per week ; and the time and the manner in which every patient leaves the Hospital. 8. It shall be his duty to notify the Members of the Medical Board whenever a consuUation is required. 9. He shall draw up a quarterly report of the state »nd number of patients admitted and discharged previously to the meetings of the Governors, and the Committee of Management. 10. It shall be his study to certify the regular attendance of each student of the Hospital. 11. He shall notify the Steward of the dismissal of all pa- tients. 12. In all cases when it becomes necessary to notify the Cor- oner of the sudden death of any individual within the precincts of the Hospital, it shall be the duty of the House Surgeon to give such notice, and on the holding of the inquest, he shall be the Medical Officer referred to for information by that functionary, and the Jury summoned by him, and shall be entitled to the fees paid by the Coroner in such cases. ; fr CHAPTER XI. Of the Apothecary. 1. No person shall be eligible as Apothecary, until he shall have laid before the Governors satisfactory proofs of moral char- acter, and of his having been examined and approved of by the Medical Board. 2. He shall compound, and make up, under the superinten- dence of the House Surgeon, all the Medicines required to be kept on hand ; he shall take charge of such wards as are assigned to him by the attending Medical Officer. 3. He shall deliver to the nurses of his wards, the different Medicines, &c., ordered for the patients of each, the directions for which shall be legibly written or printed, and atUxed upon each phial, box or parcel. CHAPTER Xn. Of the Students attending the Hospital. 1. No student who has not previously taken a ticket for atten- dance in the Hospital, shall on any pretence whatever, be allowed to witness any operation or dissection or to attend the Clinical Lectures. 2. The fee for a Student's annual Ticket shall be £9, 10 Six months 1 10 Perpetual 4 3. Students following the attending Medical Officers during the visits, are to behave with decency and propriety, keeping their hats off at all times, and they must avoid doing any thing that may tend to disturb physicians, clerks or patients. 4. Every Student must keep off his hat, while he is in the ope- rating Theatre, both that he may not obstruct the view of others, and as a mark of respect, and all noise and changing of seats must be avoided, as unpleasant to the operator, and hurtful to the patient. 5. Students when visiting the wards are on no account to offer any advice, or express any opinions unless when requested so to do by the attending Medical Officer. 6. No Student shall enter the wards at any time, except the visiting hour, unless by permission of the attending Medical Officer. 7. Any Student infringing any of the above regulations shall forfeit the benefit of his ticket and the privilege of attending the Hospital. CHAPTER XHI. ^ Of the Matron. 1. The Matron shall visit the wards of the Hospital every morning at eight, every afternoon at one, and every evening at eight o'clock, and oftetier if necessary ; at these visits she shall see that the wards are properiy attended by the Nurses, and that all the patients are in their respective wards, and report to ' I ( r'll ( I 20 the House Surgeon the names of such patients as are absent without leave from their respective vvurds. 2. She shall oversee the conduct of the patients and servants and take care that the wards, apartments, beds, clothes, linen, &c., are kept clean and in good order. 3. She shall have charge of all the furniture, beds, bedding, and dresses belonging to the Hospital, as far as regards her department. 4). She shall report any misconduct of the patients or servants or any other irregularity occurring in the house, to the attending Physician or Surgeon ; or in his absence to the House Surgeon, and to the Committee of Management. 5. She shall prevent anything being taken into the wards except that which is ordered. 6. She shall not admit any person or persons to see any patient or patients, except at the hours appointed by the Medical Board of the Hospital. 7. She shall superintend the preparing of the diet of the patients and be particular that the same diet, in the quantity, and at the lime prescribed, be given and nothing else ; she shall also keep a diet list, with the number of patients on each diet. 8. She shall not absent herself from the Hospital without the leave of the House Surgeon. CHAPTER XIV. !r, ' t M Of the Nurses. 1. When a patient is admitted into the Hospiial, the Nurse of the ward, to which such patient may be ordered, shall imme- diately wash his or her face and hands, neck and arms, feet and legs, with tepid water ; she shall give him or her (if he or she have none) an Hospital shirt and night cap, and shall deliver without delay, his or her clothes, after an inventory of them has been taken, to the person ordered by the Steward to receive them. 2. The Nurse shall, at the next visit, state to the attending Physician or Surgeon such circumstance or circumstances as may tend to throw light on the case, ami shall be ready to do the same if required, at each succeeding vit'it. 3. In the event of any patient being seized with violent or alarming symptoms she shall give immediate notice thereof to the House Surgeon or Apothecary. 4. When a death occurs, the Nurse of the ward shall imme- diately give infonnation to the Steward. 7. They shall clean their rewpective wards, &c., at 8, A. M., from the first of May to the first of November, and at 9, A. M., the remainder of the year. 8. The Nurses shall be diligent in complying with the orders of the Medical Olficers, Surgeon and Matron, and they shall behave with tenderness to the patients. 9. They shall pay particular attention to the patients, and as often as necessary supply them with the drink prescribed, and assist them when they are unable to assist themselves, and when they are able shall place the vessel or vessels containing their drink, commodiously within their reach, and take care that they never remain empty. 10. They shall see that the patients take their medicines as prescribed. 11. They shall never, on any account, allow any thing to be brought into the wards, or given to the patients, except that which is ordered. 12. They shall give immediate notice to the attending Physi- cian or Surgeon, or in his absence to the House Surgeon, or to the Matron, when any patient or patients shall have violated any of the By-laws of the Hospital. 13. Of the Admission of Patients, 1. Every Governor and Medical Officer of the Hospital, and tlie Clergj'men belonging to the congregations of this city, may , recommend patients to be admitted into the Hospital, in the manner and form hereinafter prescribed ; but it shall be the ex- clusive prerogative of the attending Physician or Surgeon, as the case may be, to judge if the person so recommended be labouring under such disease as is admissible into the Hospital, according to the By-laws of the Corporation. 2. No woman in advanced pregnancy, shall be admitted as an in-door patient. 5. No children under six years of age, except in cases where the greater operations arc to be performed, shall be admitted into the Hospital. 6. Such patients as are unable to pay for their maintenance shall be received as paupers, such as are able to pay, shall be admitted into the Hospital as pay-patients and none of these at less than five shillings per week, for the payment of which the person recommending such patient shall be responsible. 7. The person recommending any patient or patients shall mention, in the certificate for admission, if the patient or patients bo paupers, and if not, the sum they are to pay per week. 8. No patient shall be admitted into the Hospital as a pauper, excepting emigrants from the United Kingdom of Great Britain and Ireland, or other indigent persons passing through the town, who do not reside in the city or parish of Montreal, and the person or persons who shall recommend any patient or patients, who do not reside in the city or parish aforesaid, shall become responsible for the payment of the Hospital dues for such patient or patients, which shall not be less than seven shillings per week j and in case of his or her death, he shall also be bound to defray the expenses of the funeral, which shall not exceed twenty-two shillings and sixpence ; but as special cases may occur when a deviation from this By-law may be necessary, the Committee of Management are authorized to dispense with it in such cases, and shall report the same to the Governors at their next meeting. .Seamen presenting themselves for admission with a recommen- dation from the Commanding Officer, shall be admitted, so long as the Statute William IV., especially Section 2, Chapter 35, shall remain in force. 9. A male and a female ward shall be devoted to lock-ward cases. Patients shall not be admitted into the lock-wards as paupers, but each and every lock-ward patient shall pay seven shillings per week; and if it be not specified on the ticket of admission that he or she be a lock-ward patient, then the attend- ing Medical Officer shall send back such patients to the person recommending, with the words "Lock-ward" written on the ticket j and if the person recommending shall renew his recom- mendation, he shall then be responsible for the payment of the Hospital dues for such patient. No patient shall smoke in the house or on the galleries, make use of obscene or profane language, nor leave the ward in which he or she shall have been placed, without permission from the attending Physician or House Surgeon, or unless required by him to give assistance. 2. The patients shall not play at cards or dice ; or any other game. 3. They shall conduct themselves with due respect to the Ma- tron, Nurses and Servants of the Hospital. 4. No male patient, under any pretence whatsoever, shall enter the apartments or wards for females, unless required by the Phy- sician to give assistance, nor shall a female patient enter the apartments or wards for males. !yir n, \ 24 Ijii], 6. No patients shall allow their friends to bring to them nor shall they use, any thing whatsoever, except the diet prescribed, without permission from the attending Physician or Surgeon. 6. Every patient shall retire to bed at nine, P. M., from the first of May to the first of November ; at eight, P. M., from the first of November to the first of May ; and those who are able shall rise at seven, A. M., during summer, and at eight, A. M., during winter. 7. Such patients as shall be considered able, shall assist the Nurses and other servants of the Hospital in nursing the patients, making the beds, cleaning the wards, and doing such other work as the attending Physician or Surgeon may direct. Any patient or patients not conforming to the By-laws of the Corporation, shall incur the penalty of expulsion. 8. They shall attend in the place at the hour appointed by the Medical Board, for giving advice and medicines to the poor, gra- tis ; and if any of them neglect to attend twice in succession, with- out leave from the attending Physician or Surgeon, he or she shall not be entitled to any further advice or medicine. 2. When a pauper dies in the Hospital, (if the body be interred,) the Steward shall give notice thereof to the Clergyman to whose congregation or churcii he or she may belong ; and the Porter shall, if necessary, assist the Sexton at the interment. Emigrant paupers of less than twelve months' residence in the country, who die in the Hospital, shall have their funerals defrayed from the money received from the Emigrant funds. With regard to other paupers, the Committee of Management are authorized to request the diiferent religious communities to which they may have be- longed, to provide for the I'unerals of such, unless the bodies are otherwise disposed of by law. President, inay sum- mon the Governors to meet, Corporation shall a])point a member or members thereof, duly qualitied, in the place and stead of him or them so dying, removed or refusing or neglecting to act, within thirty days next after such contingency, who shall serve until, the first Tuesday in May next following : and we do hereby will and direct, that this methotl shall for ever after be used for filling up all vacancies in the said offices between the annual elections above directed ; and our will and pleasure is, and we do hereby, for Us, our Heirs, and Successors, direct, ordain and require that every President, Vice-President, Governor, Treasurer and Se- cretary of our said Corporation, to be elected and ap- pointed by virtue of these presents, shall, before they act in their respective offices take an oath, to be to them administered by the President or Vice-President of our said Corporation for the time being or of the preceding year (who are hereby severally authorized to administer the same), for the faithful and due execution of their res- pective offices during their continuance in the same respec- tively ; and further, our Royal will and pleasure is, and We do hereby for Us, our Heirs and Succes- sors, ordain and appoint, and give and grant to the said Society of the Montreal General Hospital, that the President for the said Corporation for the time being, and in case of a vacancy in the said office, or in case of his sickness or absence, the Vice-President shall, and may from time to time, as occasion may require, summon, and call together, at such ))laces, within our said City of Montreal, as by any By-Law shall be ap- pointed for such meetings, and on such day and hours as the President or Vice-President shall respectively think proper, the Governors of the said Corporation and f 33 Hospital for tlie time being, giving them at the least one day's notice thereof; and We do hereby require them to meet accordingly, and give, grant, ordain that any seven, or more, of the Governors of our said Corpora- tion, being so convened together, of whom the President, or in case of a vacancy in the said office, or the sick- ness or absence of the President, the Vice-President for the time being shall always be one, shall, for ever hereafter, be a legal meeting of the said Corporation, and they, or the major part of them so met, shall have full power and authority to adjourn from day to day, or for any other time, as the business of our said Cor[)oration may require ; and to do, execute, transact, manage, and perform in the name of our said Corpora- tior. all and every act and thing whatsoever, which our said Corporation are, or shall, by virtue of these our Letters Patent, be aiithorizcd to do, transact, manage, and perform, in as full and ample manner, as if all and every the Governors and Members of the said Corpora- tion were present and consenting thereto ; saving and excepting always, the electing of Governors, unless upon vacancies, as aforesaid, happening in the interme- diate period between general elections ; and also saving, and excepting the giving, granting, selling, or otherwise aliening any of the estate, real or personal, of our said Corporation, and the leasing, demising, or disposing of any ol the lands, tenements, hereditaments, real or mixed estate, of our said Corporation, for any longer time than one year ; our Royal will and pleasure being, that no part thereof be so sold, leased, or in any wise aliened for any longer term or time, but by and with the concurrence and apj)robation of the majority of the whole number of the Governors of our said Corporation, for the time being, first obtained at any legal meeting of the same ; and fur- ther, We do, hereby, for us, our Heirs, and Successors, ordain, and appoint, and give, and grant, to the said " Society of the Montreal General Hospital," that at any such legal meeting of any seven or more of the Gov- ernors of our said Corporation, of whom the President or Vice-President, for the time being, shall always be it shall and may be lawful for them, in writing gMag at leaat one day's notice.
