Sic. the Boards are to order the Surveyor to lay out the Town lots, and num- ber the fame ; after which the Boards are to receive applications, and upon due examination of the Charailer and Pretenfions of the Petiti- oners, to iflue to them Certificates, fiv fuch lots, in the ufoal manner. IX. The Boardi flull not ilTue any Certificate for more than one Town lot of one acre, or one Town bt and one Town park of twenty- four acres together, to the fiime perfon (being the head of a fiiniily) and this only opon' condition of hii building t Dwelling houfe on fuch Town lot, and occupying the tame, within the fpace of one year firom the d.iie of the Certificate.
