I will therefore propose^ w^hcn askin<>- for the authoTizati(»Ji t<^ increase the loan, that th(^ Grovcrnment l)e left the option of placing the new issues, either on our own or on foreign markets. It would be important, in view of the conversion or re- newal of a pin-iion of ourco >solidatod debt, that the Goverji- ment of this province should be classed amongst those whose loans are elfei^ted at four per c(nit. It is iVn- thai reason that I will propose that the Gov- ernment be authorized to make the new issm^s either at five per cent or at fmr per cent, and in the latter case to increase the nomiual amount of the l)onds. All the oth«>r conditions of the loan will remain unaltered. The Government will not negotiate the other issues at any rate which would give less than the par of the live per cent, and, as the loan will only be redeemable at the option of the Government, there (\i.n be no objection to this increase in the nominal iuuonnt. In my ihiancial statement last year, basing my calcula- tions upon the ordinary receipts of the first ten months, I said that there would be a surplus of about $100,000 for the year 1881-82. But to be on the safe side, I only really counted upon ,000 which is the amount that appears in my calcula- P: 15 tioiis. My oxpo(i;itions have boon more than realized, for, as you will sec by the [)ublic aixouuts for the fiscal year ouding- on the 30lh Juno last, the surplus has reached the sum of 1340,000.80. It is iiuo that, ill the receipts for the year, is included the sum of i|i;r)r) 1,140.83 paid by the city of Montreal for its debt to the Municipal Loan Fund, and that, without such payment, there would have boon a doiicit of 1213,150.53. My prodcnx'ssor had placed in his estimates the sum of $250,0(10 as being' the probable amount of receipts to be derived from the Muni(ii)al Loan Fund ; and in his linancial statement, when alluding to this subjecl, he declared that he saw no greater objection to using this money for paying the usual yearly expenses than in using the moneys de- rived from the sale of pul)lic hinds, which had always, from year to year, })een expended in mooting the ordinary requirements of the Treasury, lie added that, in any case, the moneys received from the Municipal Loan Fund might be employed in reducing the acc\imulated deiieit of pre- vious }'ears. I entirely coiiirido in the views of my honorable prede- cessor on this point. I see no r(>al difference between the receii^ts derived from the Municipal Loan Fund and those arising from the sale of our iniblic lands; and in order to be logical, those who claim that the former sums should be capitalized and the interest alone applied to meet ordinary expenses, would have to say the same of the proceeds of the sale of our public lands. If this sum of 1554,140.83 had boon capitalized instead of being placed in the receipts of the year, the deficit of the fifteen years w^hich have elapsed from Confederation to the 30th of June last, would liaAo boon increased by so much 10 and would conscqiiciitly have boon #1>2H,2G2.49 instead of $374,115.(50, but we woidd havo had |r)r)4,140.88 on the credit side towards meeting' it. The items of Legislation, Official Gazette, Asylums, Public Buildings, Casual Revenvie, Re-imbursement.;, and Quebec Fire Loan remain at the estimated ligures. There are still claims arising' from the working of the railway which the GoA'ernment are now endea\ oring to collect ; I estimate the receipts from this source at |25,000. Th\' information I have •/•athered has confirmed the esti- mate I had made of the sum to be realized by the direct taxes upon commercial cori)orations. I place the receipts from this source, in the revision I have made of the esti- mates, at $125,000 instead of !|12,'],800. The collection of these taxes has been vigorously con- tested, and the companies that have been taxed have com- bined to resist it. During the recess, thi; negotiations for a settlement of accounts with the Federal Government made considerable progress. I met the Treasurer of Ontario, at Ottawa, and we settled upon the manner in which the accounts are to be prepared. In proposing this appropriation, I must express the regret of the Government that the means at its disposal do not permit a much larger increase. No iinal settlement of account has ever been arrivt-d at betweeii ourselves and the Government of Ontario with respect to the interest accrued upon the sums in its hands ; but during last fall and this present winter I had several interviews with the Treasurer of Ontario upon this matter, and the necessary statements are being prepared for a settlement.
