The Bishop hath the power of appointing persons from time to time, as he shall see fit, to be Members of the Board of Trus- tees, and of the College Council ; and Viny Jive, of the members of the Corporation shall form a quorum. 2. The Bishop shall have the power of dismissing any Trus- tee, on a representation and request to that effect from a majority of the members of the Corporation, appointed at any meeting specially called for that purpose. 3. The Bishop of Quebec, or the Superior Ecclesiastical Func- tionary of the United Church of England and Ireland in the Dio- cese for the time being, is the President of the Corporation, and shall preside at all meetings thereof, when present ; and he shall have power to depute and delegate such member of the Corpora- tion as he shall see fit, to preside at such meetings, in his ab- sence. If no such person be deputed, the members present shall choose a chairman to preside. 4. The Corporation shall meet at Bishop's College annually, on Buch day, immediately before or after the commencement of the Itxig vacation, as the President shall fix. Special meetings shall be held at other times as the President •jhall judge necessary ; or upon the requisition of any three mem- bers of the Corporation ; — auch meetings to, be held at such time and place as the President shall appoint. And notice shall be given in writing to each member, at least one week before the time appointed for holding such meeting, of the specific object or objects thereof; but no alteration or amendment of the original and fundamental regulations of the Corporation shall be made at any meeting of the Corporation, unless notice of such alteration or amendment shall be given in writing to each member of the Corporation at least one month previously to such meeting. 5. All questions at such meetings shall be determined by a majority of votes of those present, including the President. 6. The Corporation Seal shall be kept by the Principal of the College, until such time as a Registrar shall be appointed. (I If _op TFir: ruirsTEKs. 1. The Irustees shall be responsible to the Corporation for acts done by then.^ m the exercise of the powers herein granted to them and tiie Corporation may annul such acts, if they deem it necessary. . 2. The Trustees, or a miijority of them, in the event of their Having reason to believe that there is any matter relating to doc- trine, morals, g^od order or discipline, which recpiires correction withm the College, shall represent the same to tlie Visitor who shidi at his earliest convenience make, or cause to be made a sufficient investigation as to the truth of any charge thus brought under his notice, and shall at the next meeting of the Corporation communicate, for their information, his decision ^n the subiect thus investigated. u"jt.v.i 3. The Trustees shall hold meetings at the call of the Chair- man, or at the requisition of any two Trustees, as shall be found necessary ; with power to adjourn as they please. Notice of all such meetings shall be given in writing to each member at least three days before-hand, by the Chairman, or, in his absence by any two Trustees. At all meetings hereby authorized or required three Trustees shall form a quorum. III.— THE COLLEGE COUNCIL. 1. The College Council consists of the persons now appointed, or who shall be hereafter appointed thereto, by the Bishop. 2. The Bishop, when he thinks proper to be present, shall pre- side m the Councd, and, in his absence, the principal officer of the College shall preside according to seniority of appointment : in the absence of such officer the senior member of the Council present shall preside. The presiding officer may always vote, and shall give a casting vote when a question would otherwise be nn- decided. 3. The Bishop, or such Principal officer or Senior Member of the Councd, may call Meetings of the Council as occasion may require, by written notice ; any three to form a quorum. The said Meeting shall have power to adjourn as they please. 4. The immediate internal government of the College shall be ve-sted in the College Council who shall have power, at any such Meeting as aforesaid, to make and establish temporary Rules Orders, and Regulations not contrary to the By-Laws or Regula- tions of the Corporation, whenever it shall be necessary or expe- dient for the better carrying the said By-Laws into effect, or in cases where no provision is made. 5. At those Meetings all other affairs of the College shall be transacted, whether relating to morals, learning, the good govern- n^nt and economy of the hmise, or the election or removing of officers and servants, in so far as such matters are entrusted by the said By-Laws to the management of the College Council. 6. AH Rules Orders, Regulations, and appointments made by the College Council, and all regular proceedings at College Meetings shall be communicated and submitted to the Corpora- tion at their Meetings j who may amend alter or confirm the same. 7. The Council shall have the power of reprimanding publicly, arid it need be, of rusticating or expelling any student guilty of misconduct, provided that such sentence of rustication or ex- pulsion be not earned into effect, except in cases of urgent necessi- ty, for the preservation of order and discipline, until confirmed by the Visitor. •' IV —OF THE VISITOR. There shall be morning and evening prayers every ordi- nary week day, in the College,~at which all Member- of the College shall attend ; on Sundays and all other days when Divine Service shall be held in the Church of the • Mission of Lennoxville, all the Students, — unless the pa- rents or guardians shall especially direct attendance else- where, — shall attend upon such service ; and any Student absenting himself from prayers or Divine Service, shall give account of his absence to the Principal. 13 c. ctures. A list of Lectures for the term will be publicly given out by the Professors at the commencement of each term, which Lectures it will be the duty of all Students, belong- ing to the several classes, to attend. d. — There will be an examination held annually, before the commencement of the Summer vacation, by the Visitor, or such persons as he may appoint. The examination will be conducted on the plan in use at the English Universi- ties. c. — Moral Conduct. The moral conduct of the Students will be carefully at- tended to by all the Professors. The Students will be called upon to appear before the College Council to answer any charges of misconduct which may be preferred a- gainst them. 4. — Expenses. a. —The charge to each Student for tuition, room rent, and the use of the College Library, shall be twelve pounds ten shillings per annum, to be paid, in the necessary propor- tions each term. b. — All Students shall be required to deposit in the Bursar's liands, on the first day of each term, the sum of seven pounds ten shillings towards the payment of the expenses of the said term; and shall pay the balance of the term's expenses on whatsoever day shall be duly notified at the end of each term ; and it shall be the duty of the Princi- pal to take care that no Student be received back into the College, or receive his Diploma, when otherwise entitled to it, without having complied with this regulation. Examination. — Candidates will be examined in Xenophon and Homer, Cicero's Select Orations and Virgil, or in such books as they may have read in Latin and Greek ; in the first three books of Euclid, and as far as Equations in Algebra, with Proportion and Vulgar and Decimal Frac- tions in Arithmetic ; and in Latin Composition. Expenses — for Board, fuel, lights, and washing, do not ordinarily exceed £27 10s. — Charge for tuition, use of the Library, and room rent, £12 lOs. — per annum. Payment. — £7 10s. at the commencement of each term : viz. the 1st Saturday in September ; the 3rd Saturday in January ; and the 1st Saturday in April ; the remainder at the end of each term.
