'"^p /J \ X > <> 86 HAND-BOOK OF DATES. \ 111 in 1G05, HUtl called Port Royal, was on the north side of Annapolis Basin, nearly opposite Goat Island. It was abandoned in 1607, re-occupied in 1610, and destroyed in 1613 by the Virginians under Cai)tain Argall. In 1620 it was re-settled by a number of Scotch colonists. After the treaty of St. Germain it was restored to the French, who almost immediately abandimed it ; the fort was de- molished ; and the seat of government was removed for a time to La Heve, not far from the present town of Lunenburg. This is the last mention of De Mont's Port Royal. Some time between 1636 and 1645, a new settlement, also called Port Royal, was established by d'Aunay Charnisay, about six miles from the site of the former settlement, but on the south side of Annapolis Basin, and a fort was built there, of which the ruins are still to be seen. It is this second Port Royal which was taken by Sedgwick in 1664, by Phips in 1690, and finally by Nicholson on the 13th October, 1710, when the name was changed to Annapolis in honor of Queen Anne. 7. The 8th of June was for a long time regarded as the date of the foundation of Halifax, and on that day in 1849 the centenary of the foundation of the city was celebrated. The correctness of that date, however, cai^iC to be questioned, and, in 1862, corre- spondence between the celebration committee and the Commis- sioner of Public Records led to the production by him of a letter written by Cornwallis, in which he stated that he had arrived in Halifax Harbor on the 21st of June. A proclamation by the Lieutenant-Governor then jvppeared in the Royal Gazette, appoint- ing the 21st of June, 1862, as the anniversary of the settlement of Halifax, and on that day it has ever since been observed. But, although Cornwallis did arrive in Chebucto Harbor on the 21st of June, it was only with his suite on board the sloop-of-war Sphinx. It appears, by his subsequent letters to the Secretary of State, that it was not until the 27th that the first of the transports that brought over the settlers appeared off the harbor, and it would seem that it was not before the 30th of June that he landed the settlers and that Halifax was founded. NOTES. 87 8. In this list of battles are included many minor engagements, and also captures of i)laces in some cases ettected without lighting. 9. Slavery was gradually extinguished in Upper Canada by an Act of the Legislature, passed July 9, 1793, which forbade the further importation ftf slaves and ordered that all slave children born after that date should be free on attaining the age oi twenty- five. Slavery still existed at York on the 1st of March, 1811. 10. Slavery terminated throughout the British colojiies, bj' Act of the Imperial Parliament, on the 1st of August, 1834. 11. Under the Act, passed in 18C9 by the Canadian Parliament, for the temporal*}' government of Ruperts Land and the North- western Territory, the Hon. William McDougall was ai>pointed Lieutenant-Governor on the 29th of October, 1869 ; but he was prevented by the insurrection of the French half-breeds from entering the country, and he returned to Ottawa in December. 12. In 1708 a Secretjiry of State was appointed for American and Colonial aftairs, which from 1600 had been managed by the Council of Plantations or of Trade and Plantations ; but this office was abolished in 1782, and the attairs of the colonies devolved on the Home Department, being in the charge of a separate branch of that department, called the Office for Plantations, and being at first managed by a sei)arate Under-Secretary. In 1794 the office of Secretary of State for the Colonies was revived in the person of Henry Dundas (afterwards Lord Melville), who was also Secre- tary for War, and this new department was thenceforth gener- ally known as the Colonial or Colonial and War Department. Since 1854 the affairs of the cohmies have been under the exclu- sive charge f»f a principal Secretary of State. 13. In almost all the lists hitherto published of Governors of Canada, the dates given are those of their commissions. But these dates, especially as regards the French Governors, are in many cases not even an api)roximation to the commencement of their tenure of office. For instance, Lauzon. d'Argenson and M(?zy were appointed for three years, not from the date of their com- ^ 88 HAND-BOOK OF DATES. missions, but from the day of their landing at Quebec ; Vaudreuil did not assume the government, as governor, until 1705, or more than two years after the date of his commission ; and in the case of La Jonqui^re the interval was still greater. 14. Quebec was held by the English, under Louis Kirke, from July 20, 1629, to July 13, 1632, when it was restored to France. The colony was then governed by Emery de Caen and Duplessis Bochart, until Champlain's return, May 23, 1633. 15. Champlain died on the 25th of December. Chateaufort's administration began on the day of the interment, probably the 28th. 16. The Marquis de Tracy, the King's Lieutenant-04n4ral in America, arrived at Quebec, June 30, 1665, and was virtually Governor of Canada till his departure, August 28, 1667. 17. La Galissonni^re was sent out to administer the government during the captivity of La Jonqui^re, who, on his way from France, had been made prisoner by the English, in a naval engagement oflf Cape Finisterre, May 3, 1747. 18. According to the epitaph preserved in Smith's History of Canada, La Jonquiere died on the 17th of May, and that is the date given by every writer since. However, there is grave reason to doubt either the correctness of the epitaph itself or its having been correctly copied. In a letter from Bigot to the Minister, dated Quebec, May 6, 1752, it is distinctly stjvted that La Jonquiere died on the 17th of March ; the same date is given in the Bigot Memoir ; and several letters from de Longueuil, the administrator, written before the 17th of May, can be explained only by accepting March and not May as the month of La Jonquiere's death. 19. Although Amherst's name is usually placed first on the list of English Governors of Canada, it is well known that after the capitulation of Montreal he divided the Province into three govern- ments or districts, for each of which he appointed a Governor, and that he himself very shortly afterwards left the country and did not return. From 1786 to 1867 the Governor at Quebec held a commis- sion also as Governor of each of the Maritime Provinces, and, (from 1791 to 1841,) of Upper Canada, the government of each of these Provinces being administered by a Lieutenant-Governor, except during the presence in the province of the Governor-in- Chief, which seldom happened. 22. Governor Prescott left for England, July 31, 1799 : but he continued to hold the office of Governor until 1807. 23. Lieutenant-Governor Milnes was created a Baronet, Feb- ruary 14, 1801. 24. On the 12th of July, 181fj, Sir John Sherbrooke took the oaths of office at Quebec, althtnigh he had previously, on the 8th of June, been sworn in at Halifax. 25. Sir Peregrine Maitland, Lieutenant-Governor of Ui>per Canada, was sworn in at Quebec, as administrator of the govern- ment, on the 8th of February. Lord Dallumsie was sworn in at Halifax as Governor-in-Chief, November 24, 1819. 27. The Right Hon. C. E. Poulett Thomson was created Baron Sydenham and Toronto in 1840. He was sworn in as Of>vernor of the Pnnince of Canada, on the 10th of February, 1841, when Upper and Lower Canada were united. 28. Sir Charles Metcalfe was created Baron Metcalfe in January, 1845. 29. Sir .John Young was created Baron Lisgar on the 8th of October, 1870. 30. There is still so much darkness and confusion about the early history of Acadia, esi)ecially down to the time of Grandfontaine, that there is difficulty in determining the very names of the gover- nors, and this list is but an attempt to reconcile some of the con- tradictions which exist between any two independent histories of that i»eriud. 31. It would seem that during this period (1636-1641) Acadia was divided into two governments : that of La Tour, comprising the peninsula of Nova Scotia, and that of D'Aunay Charnisay, extending along the coast of New Brunswick and Maine, from Chignecto t( > Pemaciuid. 32. Acadia was held by the English from 1654 to 1670 ; for, although the treaty of Breda provided for its restoration to France, it was not actually surrendered till July, 1670. 33. Brouillan sailed for France, December 18, 1704. He died at sea. on his way back tt) Acadia, September 22, 1705. 34. Henry Ellis, who had been Governor of Georgia in 1758, was appointed Governor of Nova Scotia, April 14, 1761 ; but he never came to assume the position, and upon his resignation Lieu- tenant-Governor Wilmot was appointed Governor, October 8, 1763. 35. A curious uiisconceptioii exists as to the Lieut onant-Oover- nors of the Province of Quebec. When the celebrated English reader, Mr. Bellew, was in Quebec, a few years ago, he sought in- formation concerning an ancestor of his who was 8ui)i)osed to have been " Lieutenant-frovernor of Quebec" at the end of the last centuiy. A short correspondence on the subject api)eared in the Quebec Chronicle, and was reproduced in the Canadian Antiijuarian in July, 1874 ; and it was there .stated that not only Major-dleneral Patrick Bellew was appointed Lieutenant-Govern(»r, liut that he was succeeded by Colonel John Callow and, probably, by General Morris. Subseiiuent writers, in atteiii})ting to form a list of the Lieutenant-Governors of the Province, included Bellew, Calhjw and Morris, although the position was ai)i)arently tilled during those years by Prescott, Milnes and others. Moreover, it seemed to escape notice that the proper title of the Lieutenant-Governor of the Province was, at that time, not the Lieutenant-Governor of Quebec, but the Lieutenant-Governor of Lower Canada. Still, it is true that Bellew and Callow were "Lieutenant-Governor of Quebec ;'" but that was 8imi)ly the title of the officer second in command of the garrison of Quebec. As in other garrison-towns, there was also an officer styled the G(»vernor, and that was the position held by Morris. DeChazel was lost in the wreck of Le Chameav, on his way to Canada, on the 27th of August, 1725. 54. Governor Beauharnois summoned D'Aigremont from Mont- real to replace Dupuy, as ordonnatenr. D'Aigremont died on the Ist of December, 1728, and was succeeded, on the 18th of Janu- ary, 1729, by De Tilly, who was commhsMiire de hi marine at Que- bec. Although acting in concert with Beauharnois and sending reports to France, it dctes not appear that either D'Aigremont or De Tilly was present at any meeting of the council in the interval between Dupuy's departure and Hocquart's installation. The council was during that time presided by Delino, premier conseiller. In Doutre and Lareau's Histoire dii Droit Gmuidien it is claimed that Ferland is mistaken in stating that Dupuy was recalled, and Garneau is cited in support of this. Ferland's statement, how- ever, is confirmed by the minutes of the coiimH extraordinaire of the 22nd of September, 1728, where it is stated that on the 1st of that month Dupuy was notified of his recall. 55. By a commission of March 8, 1729, Hocquart was appointed commissaire g^n&t'cU de la marine, to perform the duties, and enjoy the honors, authority, prerogatives, rank in the council, etc., of the Intendant, in the absence of such an officer for New France. He first sat in that capacity on the 6th of September, 1729. His commission as Intendant was registered, August 20, 1731. 56. Thomas LegaufFre was named Bishop of Canada in 1645, but died a few weeks afterwards, and was never consecrated. 57. Bishop Laval was consecrated as vicar-apostolic for New France, December 8, 1658, and landed at Quebec, June 16, 1659. I 94 HAND-nOOK OF DATES. ' I 68. On the 26tli of July, 1704, La Seine was ca]»ture(l V»y the English, and Bishop St. Vallier, who was on his way V»Hck from France, was made prisoner. He was detained in England until June 16, 1709, then spent four years in France, and arrived in Quebec on the 17th of August, 1713. 69. Bishop Mornay never came to America. He was conse- crated at Paris, April 22, 1714, as coadjutor to the Bishop of Quebec, and in that capacity governed that part of the diocese of Quebec which extended along the Mississippi. 60. Bishojj De I'Auberiviere arrived at Quebec, August 12, 1740, and died eight days afterwards, «m the 20th, oi fever. (51. The Manitoba Legislature adjourned from February 7 to April 8, and from Ai)ril 8 to May 27, 1879. 92. The Ffouteiuic is fretiuently alluded to as the first steamer on Lake Ontario; but the Kingston Gazette, mentioning the launch, adds that "a steamboat was lately launched at Sacket's Harbour." The Frontcnar's first trip to the head of the lake was not made until June 5, 1817. 93. The Royal William, a Canadian-built vessel, was the first to cross the Atlantic fci/ stcam-povtr alune. This distinction has (jften been claimed for the Sarannah, which left Savannah on the 26th of May, 1819, and reached Liverpool on the 20th of June ; but most of the trip was made under wiil alone, the paddle-wheels being taken on hoard. In fact, the Savamuth was merely a full- rigged sailing vessel, and as such only was employed after her return to America. No transatlantic steamer arrived in any port of the L'nited States until the 23rd of April, 1838, when the Siriiis and the Great Westei-n entered the port of New York, within a few hours of each other. The Sirins h»ul left Cork on the 4th of April, and the Great Westeiii had left Bristol on the 8th. The Royal William was built by Robert Black for the " Quebec and Halifax Steam Navigation Comi)any," and was launched at Campbell's ship-yard, near Quebec, on the 27th April, 1831, Lady Aylmer performing the ceremony of naming her. She was towed to the foot of St. Mary's current, Montreal, where she received her engines, of about 200 horse-power, from Bennett «fe Henuer- son's foundry, and returned to Quebec in August. Her builder's measurement was 1,370 tons ; but she was not expected to carry more than 400 or 500, owing to the space occupied by the a 98 HAND-BOOK OF DATES. engines and to her sharp build. Her dimensions were as follow : — Length of keel, 146 feet ; length of deck, 1'76 feet ; breadth of beam, 44 feet ; dei>th of hold, 17 feet, 9 inches. She was rigged like a three-masted schooner, with three square sails "n her fore- mast, besides large fore and aft sails. Her under-deck cabin was fitted up with upwards of fifty ample berths and a large parlor, and in a round-house on deck was a spacious dining-room. When ready for sea, her cost was estimjited at £16,000. She left Quebec on her first trip to Halifax and way ports, on the 24th August, 1831. This route, however, did not prove profitable, and in 1833 her owners sent her to England to be sold. On the 5th of August, 1833, she left Quebec, under command of Captain John McDougall. After being detained seven days at Pictou, repairing the engines and boilers and taking in coal, she started across the Atlantic on the 17th of August. Her cargo is described as being "natural curiosities and spars." There were five cabin and several steerage passengers, the price of a cabin passage being £20. According to the captain's account, he was "about twenty days on the passage, having run six or seven days with the larboard engine in con- sequence of the starboard engine being disabled, and was detained at different times about a week lying to, repairing the boilers which had become very leaky." Gravesend was reached on the 11th of Septembt . Some days afterwards she was sc»ld to Joseph Somes, a ship-owner of Radcliff, and made a couple of trips to Portugal. In September, 1834, she was sold to the Spanish Govern- ment, and her name was changed to Ysabel Segunda, the first war steamer the Spaniards ever possessed. In 1837 or 1838 her hull was condemned and a new ship was built to receive the old engines. In disputing the Royal William's claim to priority, it has some- times been confounded with another steamer, bearing the same name, which left Liverpool for New York on the 5th of July, 1838, and consequently crossed the Atlantic after the Sirins and Great Western. "The Company of Proprietors of the Champlain and St. Lawrence Raih'oad " was incorporated on the 25th of February, 1832 ; but work was not begun until 1835. On the 21st of July, 1836, the first train was run over the road from Laprairie, nearly opposite Montreal, to St. Johns, a distance of 14^ miles. A few days before an accident had happened to the little engine, and it was deemed advisable to attach to it only two of the passenger cars, while the others were drawn each by two horses. Some three hundred persons, including the Earl of Gosford and other high officials, were present, by invitation of the directors, to take this first trip over a Canadian railway. Next day, when the engine had been repaired, it effected the journey to St. Johns, with two passenger and two loaded freight cars, in forty-five minutes, and returned in thirty. The rolling-stock of the road consisted of the engine, of from five to six tons, c^f four passenger cars, each carrying eight persons, and of twenty freight cars, capable of con- veying ab(jut ten tons each. The engine cost £1,500, and the cars £1,000. The cost of the road itself was estimated at £33,500. 95. At Rouse's Point connection was made, by the Vermont Central Railway, with the American system of railways. The Great Railway Jul)ilee was held at Boston, September 17, IB and 19, 1851. 96. The railway from Toronto to Bradford was the first in Upper Canada on which locouKjtives were used. That between Queenston and Chipi)ewa, built by the Erie and Ontario Company, and opened m 1839, was a horse-railway. 97. Whether there were priests with Cartier is still a vexed question, and it may be, as some writers claim, that the service was merely read by Cartier himself. 99. Before the opening of St. Gabriel Street Church, the Pro- testants of Montreal wore for some years allowed the frecjuent use of the old Recollet Church, and in 1809, when St. Ga})riel Street 100 HAND-BOOK OF DATES. Church was being repaired, the congregation assembled for public worship during two months or more in the same church. In Que- bec also, Protestants were granted the same privilege by the RecoUets, during several years previous to the destruction of their church by fire, on the 6th of September, 1796. As early as Thurs- day, May 21, 1767, the following notice ai)pears in the Quebec Gazette : " On Sunday next divine service, according to the use of the Church of England, will be held at the Recollets' Church, and continue for the summer season, beginning soon after eleven. The drum will beat each Sunday soon after half an hour past ten, and the Recollets' bell ring, to give notice of the English service the instant their own is ended." 100. By royal letters patent of June 3, 1753, the care of the Montreal hospital was transferred to Madame D'Youville and the grey nuns. 101. Until a very few years ago it was popularly sup^x^sed that the first newspa})er printed in Canada was the Quebec Gazette. It is true that in Murdoch's History of Nova Scotia, published at Halifax in 1866, he says, under the date 1754 : "In this year we find, perhaps, the earliest notice extant of a newspaper published in Nova Sc(jtia. In a letter of Secretary Cotterell to Captain Flyer, at Piziijuid, speaking of the priest, M. Daudin, he says : ' If he chuses to play the hel esprit in the Halifax Gazette, he may communicate his matter to the printer as soon as he i)leases, as he will not print it without showing it to me.'" But, commenting on this statement, Mr. Campbell remarked in his Kist< tv < >f Nova Scotia, seven years later, that the })aper to which Murdoch referred was first published in 1769 by Anthony Henry, that it was designated the Nova Scotia Chronicle or Weekly Gazette, and that it was edited by Cajttain Bulkley, who was for many years Secre- tary of the Province and a member of the Council. Lawson, the proprietor of the Yarmouth (N.S.) Herald. This was the discovery, in the library of the Massachusetts Historical Society in Boston, of the first number of the Halifax Gazette, dated the 23rd of March, 1752, and "published by John Bushnell, at the printing office in Grafton Street." It appears that after some months publication was for a time suspended, and that the paper was not issued regularly until about the autumn of 1760. In 1770, upon the discontinuance of the Nova Scotia Gazette, (founded in 1762,) the title was altered to the Nova Scotia Gazette and Weekly Chronicle. The publication ceased in December, 1800. 102. The Quebec Gazette was published in both French and English until October 29, 1842 ; then in English only until 1874, when the paper was discontinued. 103. The Montreal Advertiser was the first daily paper published in British North America. 104. The Kingston Whig appeared in 1849 as a daily paper — the first in Upper Canada. 105. Le Fantasqiie was the first satirical paper published in Canada. 106. The Halifax Post was the first daily paper in Nova Scotia. 107. Previous to its incorporation the name was St. John's. The change was made at the suggestion of Attorney-General Ward Chipmau, who drafted the charter. 108. The Bank of Kingston, or, as it was subseciuently called, the jyretetided Bank of Upper Canada, was established at Kingston in 1819 ; but it soon stopped payment. 109. An Act to provide for the introduction of the decimal ystem was passed by the Canadian Legislature, August 31, 1851 ; but it was not approved by tlie English Government.
