That this Fraternity be, and is hereby called " The Canadian Order of Odd Fellows, in connection WITH THE Manchester Unity ;" its object being assistance to every brother in sickness, distress, or dan- ger, and governed by the following Code of Laws. It shall consist of an unlimited number of members, well attached to the Queen and Government, whose admis- sion shall be regulated in strict accordance with the rules and regulations of the Institution, and whose prin. ciples muHt be duly vouciicd for in conformity with the general declaration and qualification essential for a member. 1. That in order to constitute a lodge, it shall be im- perative that not less than five members be present, including a competent oiTicer to preside. And if Jive subscribing members of the lodge be not present, no business shall be transacted, except the receiving of con- tributio7is, mid the payment of sick and funeral dona- tions, 2. That all lodges shall meet regularly on the even. ings appointed, at not earlier than half-past six nor later than half-past eight o'clock. Lodge business to com- mence immediately after the lodge is opened, and not to be closed earlier than one hour from the time the lodge is opened. All new business entertained after half-past ten o'clock shall be null and void, and the three propositions in lodge business shall all be opened at the same time, and remain open until the close of the lodge. 3. That the N. G. shall cause the Warden to exam- ine and demand the pass-word from every person who shall be in the lodge-room before the lodge is opened, a 2 8 GENERAL LAWS. and without giving the pass-word no person shall be entitled to sit, after which the Guardian or Guardians shall demand the pass-word from every member v/ho may apply for admission. 4. That in the absence of the N. G. of any lodge, he shall appoint a P. G. to fill his chair; when no officer is appointed by the N. G. for that purpose, any P. G., or in the absence of a P. G., the V. G, may take the chair and open the lodge. That any lodge admitting a pereon not a regular member of the Order, viiless a member of a sister Order holding redprocal connection y into the lodge, when the lodge is open, Fhall be fined twenty-five shillin^';s, the fine to go to the widows' and orphans' fund. 5. Every member who accepts an office, shall attend the lodge, and take his situation at the time appointed for opening the same, or send an apology in writing, satisfactory to a majority of the members present, or be fined, elective officers Is. 3d., and inferior officers 7^d.; and if absent for three successive nights, either with or without an apology, shall vacate his office, and another be appointed in his stead, imless such absence is caused by sickness (in such cases only) his situation shall be filled by any qualified member of the lotlge, and the sick officer shall be entitled to the office to which he was appointed. 6. That it be discretionary with all lodges whether they appoint an Outside Guardian or not, and should either of the Chmrdia?is admit a member without de- manding from him the pass-word, he or they shall be fined two shillings and sixpence each ; and should either of them leave the door, or suffisr a stranger to enter during lodge hours, the party so offending shall be fined one pound for each offence. 7. That every member, upon his first entrance into the lodge, shall give the countersign to the N. G. and V. G. before taking his seat, and again on his last leav- ing the lodge, or be fined 7^d. for each offence. 8. That when a member addresses the N. That any member being in a lodge room in a state of intoxication, shall, for the first offence, be fined the sum of five shillings; for the second, ten shillings ; and for the third he shall be reported to a Committee of the District, and shall suffer as they may think proper j in all cases the fine to go to the lodge in which the offence was committed, and the lodge to which he be- longs shall be responsible for the payment, if he conti- nues a member. 11. That any member insulting, quarrelling with, or striking a member, either in or out of lodge, shall be fined the sum of five shillings. Any member aiding or abetting in such offence, shall be fined two shillings and sixpence. If any brother misbehaves himself during lodge-hours, or enters into conversation with a new- made brother, so that his conduct may be deemed a bad example, he shall be fined two shillings and six- pence. 12. That no member shall be allowed to go in or out of the lodge-room during discussion or harmony, nor leave the lodge-room at a quarterly or special meeting until the lodge is closed, except by consent of the N. G, 13. That if any member neglect to address the offi- cers of his lodge by their respective titles, he shall be fined 7id. 14. That if any member divulge a member's name who votes against a person becoming an Odd-Fellow, or make known the discussions used in lodge or committeei so as to cause disturbance or angry feeling between two 10 GENERAL LAWS. or more members, he shall in each case be fined, for the first offence, five shiHings ; for the second, ten shil- Hngs ; and for the third, be suspended for twelve months. Any member making known the discussions used in lodge or committee to any person who does not belong to the Order shall be fined for the first offence, ten shillings; for the second, twenty shillings; and for the third, be expelled, o; suffer such other punishment as a committee of the lodge or District may think fit. 15. That any member improperly reflecting on the decisions of a lodge or committee, legally convened, so as to bring the same into contempt or ridicule, shall be fined five shillings for each offence. 16. That no member shall vote or take office in the lodge the night he is initiated, or the night he throws in his clearance, except it be on the opening of a new lodge ; or be allowed to vote in any lodge except where he is a subscribing member. 17. That no lodge shall be allowed to sit under any laws but those adopted by the A.M. C, or by-laws made in conformity therewith. Any lodge breaking this law shall, for the first offence, be fined five pounds ; and ibr the second be expelled, the fine to be paid into the widows an J orphans' fund. 18. Any brother transacting any private business, or reading any publication unconnected with the order, or making, or proposing to make, any wager, during lodge hours, shall be subject to a fine of T^^d. PROPOSITIONS AND INITIATIONS. 19. That all persons must be proposed by a member on one lodge night, and the parties so proposed are to be made on the next or any subsequent lodge night, within six calendar months from the time they were proposed, or forfeit their proposition money ; and that lodges be not allowed to return such proposition money, except the person has been rejected. G. shall be required to ascertain by a committee whether the person proposed is respectable, and whether he and his wife Hf any) are in a sound state of health ; when that is aone, the opinion of the lodge shall be taken. 20. If any person be proposed in one lodge and made in another within the space of six calendar months from the time he was proposed in the first lodge, the lodge accepting such person shall pay to the lodge in which he was first proposed the sum of twelve shillings and sixpence : but no lodge shall have any claim if a longer time has elapsed between the proposition and the initiation than six calendar months. 21. That no lodge shall be allowed to mrVe a person knowing him to have been refused to be made or accept- ed in another lodge in compliance, until they have re- ceived the consent of a committee of the District, under the penalty of twenty-five shillings to the widows and orphans' fund. That any person who may have been refused acceptance by one lodge, obtaining admission into another lodge, and not acquainting its members of the fact of his having been so refused acceptance, shall, on proof being made, be expelled the Order- 22. If any member persuade a person, who may be proposed for any lodge, to be initiated in another, before the expiration of six calendar months from the date of such proposition, he shall be fined twenty-five shillings, which fine shall be paid into the widows and orphans' fund. 23. That lodges shall have power to appoint com- mittees in such manner as they may think proper, to inquire into the character of persons proposed to become members of the Order ; all members to be admitted by ballot, and that one-jifth of members present shall exclude the candidate ; and in case of disjmte the ballot niay be taken a second time, provided 7io brother has left the room. 24<. That each lodge shall appoint a surgeon, whose duty shall be to inspect individuals intending to join the Order, and to visit the sick members, but when other 12 GENERAL LAWS. 1 I medical men are employed he shall visit at least once a week, and every declaration on the funds, and recovery, shall be signed by him. Any lodge breaking this law shall be fined 20s. 25. That no person of improper character, nor any one under the age of eighteen years, shall be made a member of this Order. Any member who knowingly proposes a person contrary to this law shall be fined twenty-five shillings, and not less than ten shillings, whether the person proposed be admitted or not. 26. That every person previous to initiation shall sign, after being read to him either by an elective or past officer of the lodge, the following declaration ; that the N. G. or Secretary, as the case may be, shall sign his or their names as witnesses, and that the Board of Directors provide a book of forms for that purpose, which shall be kept in the lecture box. FORM OF I>ECLARATION. That every member shall pay his contribution, which shalJ not be less than four pence per week clear, to the general contribution fund of the lodge to which he belongs, whether he attend or not, and he shall not be credited with contributions, except on a regular lodge night. 31. That no lodge be allowed to appropriate the gene- ral contribution fund of the lodge to any other purposes than assistance in sickness, distress or death. 32. That all lodges establish a fund, to be called the " Incidental Expense Fund," out of which all expense incurred by the lodge shall be paid for conducting its affairs (over and above the amount paid for sick and funeral donations,) together with its propori'onate share of District expenses. SUSPENSIONS. 33. That any member allowing his contribution to exceed the amount of fourteen weeks' contribution, or being fined and not paying such fine within fovrtee7i weeks, or ordering goods and not paying for them in fourteen weeks after delivery, shall be refused all bene- fits until the expiration of fourteen weeks from the time he complies. Any member being fined shall be made acquainted with the same in writing within twelve weeks, or it shall be null and void. Secretaries of all lodges shall be compelled to read over publicly, every lodge night, the names of all members who will be out of compliance before next lodge night. The N. G. of every lodge is compelled to deduct from every sick member's pay sufficient contributions to keep him good upon the books of the lodge. * 34. A member neglecting to discharge his fines or arrears, shall not be allowed to visit his lodge, or obtain the password, until he complies. Any person who has formerly been a member of the Order, joining another lodge with- out informing them of his having been a member of the Order before, shall be expelled. LODGE COMMITTEES. 36. That each lodge shall hold a quarterly meeting, to which every member good upon the books bhall be summoned. The svmimonses shall state the amount due by him, and no by-lavv shall be made, altered or rescinded except at a quarterly or special meeting of the whole lodge. No by-lavv shall be made, except in con- formity with the general laws. Notice of alteration or addition to by-laws shall be given at least two lodge nights previous to being entertained. 37. That on the regular election nights, two or more auditors shall be appointed by the lodge, who shall examine the accounts for the last term. The three principal present and last past officers shall attend the auditors' meeting, and give and receive all necessary information, or fines shall be inflicted the same as on lodge nights. 38. That all summonses shall be signed by the secre- tary of the lodge. That the N. G. shall do all in his power to suppress disorder, and shall not put any mc lion to the vote which is contrary to law. Any member giving the pass-word to another member without authority, shall be fined five shillingsi for each offc nee. RETURNS. 42. Thai each lodge shall make a return to the Dis- trict of the amoimt of contributions received since last return, setting forth the receipts, expenditure and state of the funds in abstract — the number of members good upon the books, the name of each member initiated, with their age, trade or calling, and the name of each member bad on the books, and forward the same to the District C. S., duly certified by the N. All officers shall take their situation on the elec- tion niglii, except the secretary, assistant-secretary, and warden, who shall take theirs on the lodge night follow- ing. 51. The inferior officers are the assistant-secretary, warden, supporter to the N. G. and V. G., inside and outside guardians, and the conductor; who shall be chosen out of their own lodge, except in case of a new lodge. 52. If an elective officer forfsit, vacate, or resign his office, (the resignation being accepted by the lodge) the proposition for the election of another in his stead shall be made on one lodge-night, and the election take place y V 18 GENERAL LAWS. on the lodge-night following. That when a new lodge is opened, any past offi- cer or member of the District, being duly qualified, may become a candidate, and stand his poll to serve any office in such lodge, and may either draw his clearance or remain a member of his own lodge during the time lie is filling it, providing there are no qualified members belonging to the new lodge who are willing to take office. But in case there are no candidates to fill the elective offices of new lodges, the District Officers shall have power to mnke such arrangements as they shall deem necessary. 5i. That no P. G., P. N. G., or P. V. G., shall op- pose any qualified brother for the same situation, unless he has been out of the said office twelve months ; but such past officer may be nominati^d for such office, provided the election takes place full twelve months after he has been out of such office. Secretaries may be re-elected. 55. That all officers on taking their situations in the lodge after election, be provided with a copy of the charges and duties by the N. G., and that they be per- fect in the same in six weeks from that time, under a fine of one shilling and threepence for the P. G., N. G. and V. G., and the inferior officers 7^d. The fines shall be repeated every lodge night. Past Grands are required to see this law strictly enforced. 56. That should an elective officer of a lodge suffer his contributions to exceed the amount of fourteen weeks' contribution, or being fined and not paying such line in fourteen weeks, or ordering goods and not pay. ing for them in fourteen weeks after delivery, he shall vacate his office, and another be appointed in his stead. G. shall be placed on the dispensation board, until the expiration of his term of office as G. M., and not then, unless ho has served the office in a meritorious manner in the same lodge. 60. That if any P. G. be expelled, hia name shall be taken off* the dispensation board. LECTURES AND DEGREES. 61. That the Board of Directors shall procure lecture books and supplement, for the instruction and infor- mation of members, and that each lodge shall be sup. plied with a copy of the same. 62. That the lecture book and supplement shall be kept in a box with two locks, in the desk or some safe place ; the N. G. shall keep one key, and the G. M. shall keep the other. 63. That no officer or other member shall be allowed to take the lecture book or supplement out of the lodge, under a penalty of £2, which shall be paid into the Widows and Orphans' fund. 64*. That any person writing or copying any part of the lecture book or supplement, without the consent of the G. M. and Board of Directors, shall be expelled or suffer such other punishment as a committee may deem necessary. 65. That Districts or lodges shall be allowed to hold their lectures at any time a majority of the members in committee assembled may think proper, but they shall be held at leaest once a quarter of a year ; and that fines shall be inflicted for non-attendance and disord'^r, the same as on lodge nights. 66. If any member enter a lecture, and give 'he sign or pass-word to a degree which he has not received legally, he shall be expelled, or suffer such other punish- ment as a committee of his lodge c District may deem proper. 67. G., and Secretary, and that lodges shall have the power to compel the attendance of the inferior officers, to assist in giving such degrees or lectures as they may have received. 68. That it shall be incumbent on the N. G. not to advance a brother another degree, who has been guihy of cursing, swearing or drinking to excess, or who has in any way proved himself unworthy of the degrees he has already taken. 69. That no lecture shall be held except in a regular lodge or committee room, and on a lecture night. 70. That any member may receive the white degree on the first lecture night after he has paid the whole of his initiation money ; he may receive the blue degree in three months after he has received the white, and the remaining degrees in the same rotation, provided he give notice to the lodge on a regular lodge-night ; but in all cases he shall be able to give the signs and pass-words of the defjree or degrees he has already taken, or other- wise he will nc , be entitled to receive another degree until he can do so. 71. That no lecture shall be delivered in any lodge, except those in the general lecture books. Any mem- ber violating this law shall be fined twenty shillings, which shall be paid into tlie Widows and Orphans' fund. CLEARANCES AND TRAVELLING CERTIFICATES. 72. That printed forms of clearances and travelling certificates shall be provided, and that no clearance or certificate shall be legal unless upon the form issued by the board of directors. 73. That no member shall be entitled to his clearance until twelve months after his initiation. The N. G. and Secretary shall sign all clearances, affix the lodge seal thereon, and see that they are properly filled up, or be answerable for those whom they may authorize to do so for them, and the N. That when a member is desirous of travelling, the lodge to which he belongs may grant him a certificate, signed by the N. G.and Secretary, and bearing the lodge seal. Mcmbero holding travelling certificates shall pay contribution to their lodges and be subject to the suspen- sion laws, the same as if they did not hold a recommen- datory certificate. 77. That should a brother fall sick when on travel, he shall procure a certificate from a medical practitioner, or from a minister of the place where such sickness occurs, and forward it to his lodge, through the medium of the N. G. of some neighbouring lodge, (if any) who shall see his sick allov^'ance paid, provided his certificate is not above three months old, which shall be refunded by the lodge to which such member belongs. S2. That no member shall be allowed the sick gift whose sickness or disability has been brought on by in- temperance or immoral conduct. And when a brother has been chargeable upon the books of the lodge for the space of twelve months he shall be relieved from the funds of the Order in such a manner, and to such an amount as the Board of Directors may determine ; no sick gift shall be alloived if sickness be less than one U'eek. 83, That if any member remove to some distant part, without having a clearance out of his lodge, and cause to be paid into his own or any other lodge all monies due to his lodge during his absence, he shall be entitled to the donations of his lodge in case of sickness or distress, as if residing in the neighborhood of his own lodge, pro- vided he send an account of such sickness or distress to his said lodge certified by the N. G. of the nearest lodge to the place where he then is, (if there be a lodge in the neighborhood in strict compliance,) or by some respectable medical practitioner, or minister, stat- ing his complaint or distress. Any lodge receiving the contributions of any brother of another lodge, shall give the lodge to which such brother belongs notice of the same within two months from the date of the first pay- ment, or be fined five shillings, the fine to be paid into the lodge to which such brother belongs. And any lodge paying sick or any other allowance to a member of a distant lodge, who may happen to reside in its neighborhood, shall be repaid the same by the lodge to which such brother belongs within two months after de- mand being made, or be fined five shillings. That every lodge shall appoint a visiting commit- tee, one of w^hom shall visit a sick brother at least twice a week, provided he reside within two miles of the lodge. Visiting committees shall commence their visits within twenty-four hours after the sick brother has no- tified the N. G. or Secretary of the lodge. Any lodge breaking this law shall be fined five shillings, which shall go to the Widows and Orphans' funds. 85. That no lodge be allowed to pass a by-law de- claring that the funds of the lodge be closed against members in distress, but that the power be left with the n\embers for the time being. 86. Any member in the receipt of gifts of the lodge, who may be found to be imposing thereon, by stating himself sick, and incapable of following his employment, usual avocation, trade, or calling, when he is able or actually doing so, shall be expelled, or suffer such other punishment as a committee of the lodge may think fitj and any member in receipt of the gifts getting drunk, shall, for the first offence, return one week's sick gift, and pay a fine of five shillings ; for the second offence, be suspended for three months ; and for the third be expelled, or suffer such other punishment u ^ a committee of the lodge may think proper. FUNERAL FUND. 87. G. of the lodge of which he was a member a proper certificate, signed and sealed by the N. That every member shall contribute to this fund six calendrr months from the date of his wife's registra- tion, before his family can receive any benefit from it. 94. That should any single brother marry after his ini- tiation into any lodge in this Order, he shall, to entitle him to the benefit of this fund, give notice, and pay his wife's entry money, 2s. 6d. 95. That this fund be governed by the Board of Di- rectors lor the time being. 96. That a Treasurer shall be elected at the Annual Moveable Committee of the Order, to hold office for one year, and may be re-elected, and that all monies shall be placed in the Savings Bank in the name of the Order, and shall be withdrawn on the signatures of the G. M. C. S., and the Treasurer for the time being, and the seal of the Order attached to the check. 97. That it shall be held imperative that each and every member in every lodge in the Order shall be bound to contribute to this fund. 98. That all lodges in the Order shall appoint a Vis- iting Committee, to consist of not less that three mem. bers, whose duty it shall be to visit the Widows and Orphans belonging to the lodge, and pay them their al- lotted aliment — the amount of such aliment so paid to be deducted from the next quarterly account due by the lodge to the District 5 but no lodge or committee shall be empowered to grant any particular sum of money to any Widow or Orphan, in lieu of aliment, without the con- sent of the Board of Directors being first obtained. 99. That each lodge shall keep a book for the pur- pose of registering members' families, and such registra- tion shall be sufficient to entitle a member to the benefit of the funds ; and each lodge shall furnish a correct account o( the same, witli the quarterly returns. That any Widow who can sliow to the district committee a reasonahle ground for believing that the im- mediate possession of a sum of money will be of more benefit to her than receiving a weekly stipend, it shall be in the power of the committee to commute her claim, subject to the approval of the Board of Directors ; the children's claim not to be commuted while the parent remains in the Colony, 101. That every widov.- shall receive two shillings and sixpence per week, and each child under fourteen years of age, one shilling and three pence per week, from this fund ; the payment to the widow should she marry again, shall cease ; the children nevertheless shall receive their weekly allowance, until they are fourteen years old ; but should the children be bereft of both parents, then it shall be the duty of the lodge (of which their father was a member) to take charge of such Orphans, and io take special care that they be well at- tended, as regards their moral comfort and cleanliness, and also that they have a plain, good education j and when fit for employment, it shall be the duty of such committee to provide them masters and mistresses, and otherwise to watch over their welfare. And that a sura not exceeding 5s. per week, if found necessary to pay for the maintenance of each and every child who is bereft of both parents shall be paid by the Lodge of which their father was a member; and that the amount of such sum shall be charged to the district to be levied on Lodges in the !?ame manner as for Funeral. 102. That any unmarried brother dying and leaving a widowed mother or father who l^s depended on his labor and industry when living, such mother or father shall receive the same allowance as the widow of a deceased brother, provided he shall have paid the regis- tration fee of such father or mother, according to the manner prescribed for wives and children. c u > i 28 GENERAL LAWS. 103. That all fines imposed by the foregoing laws shall be paid into the Widows and Orphans' fund ; and fines inflicted on officers and nnembers shall be charged to the lodge to which they are contributing members. 104. That all fines imposed under the General Laws and appropriated to the Widows and Orphans' Fund, shall only be rescinded on appeal to the District Com- mittee or the Board of Directors. DISPUTES AND ArPEALS. 105. That lodges shall have power to form commit- tees to try minor oflences, immediately after the com- mission of such offence, when the pen'alty does not ex- ceed twenty-five shillings ; such committee shall consist of not less than eight members, together with the N. G., who shall preside, and shall be chosen in the foliovving manner, viz : the name or number of each member shall be placed in the balloting box, and the first eight names or numbers drawn residing within three miles shall form the committee, each party having power to object to four members — five to form a quorum ; and that any member being regularly elected on such committee, and being notified at least 24 hours before the time of meeting, and not attending within half an hour of the time appointed, shall be fined two shillings and sixpence for such neglect, unless he send a written excuse, satis- factory to a majority of the committee present. 106. That when a dispute or other matter of a serious nature is brought beiore a lodge, which is likely to sub- ject the party or parties concerned to a greater penalty that twenty-five shillings, it shall be referred to a com- mittee of the whole lodge, to which every member good on the books shall be summoned, if he reside within three miles of the lodge ; the summonses shall express the business to be brought forward, and no other busi- ness shall be transacted by such committee but that spe- cified. The party or parties complained against shall in all cases where a committee of the whole lodge is called bo furnished with a copy of the charge at least twelve days before the case is heard, and the names of GENERAL LAWS. 29 witnesses shall be taken at the time, ami no other shall be heard at any subsequent hearing of the case ; or, if any case be referred back to the lodge by the district, no additional evidence shall be heard from eiiher party. 107. That if any member prefer a charge against another member, and the same be brought before a committee and proved to be false, he shall for every offence be fined seven shillings and six pence ; and if he continues to prefer such charge against the same member, and it still be proved false, he shall for the second offence be fined ten shillings; and for the third be expelled, or suffer such other punishment as a commit- tee may deem proper. 108. That should a dispute arise between members of different lodges in the same district, it shall be referred to a quarterly committee ; summoned to attend, and be furnished with a copy of such charge at least fourteen days before the case is heard ; and no evidence shall be received at any subsequent hearing of the com- mittee. 109. That when a charge is brought by a lodge, oflicer, or brother, against any lodge, officer, or bro- ther of another district, then the case shall be tried before a quarterly committee of the district to which the aggressor belongs ; and if a fine be inflicted on either party, the fine shall go to the Widows and Orphans' Fund. That in all cases where a charge is preferred by a lodge or member against another lodge or member, the same shall be made in writing, and shall state the time and place, and when and where the offence was committed. 110. In all cases of appeal, the decision appealed against shall be inserted in full in liie report of the com- mittee where the case is heard, and the reason assigned for such conclusion being come to, and read afterwards to the parties concerned in the same; such decision to be printed with the quarterly or other regular report. 111. That any party aggrieved at the decisions of a committee of his lodge may appeal to a committee of the district, within six monihs after the resolution HI 30 GENERAL LAWS. appealed against was passed, and if dissatisfied with the decision of the district, may appeal to the Board of Directors. 112. That in all cases of appeal, siufticient notice must be given, that the district, lodges, or parties con- cerned, may be summoned at least twelve days pre- vious to the re-hearing of the case. 113. That in all cases of appeal, the decision appeal- ed against must be complied with before such appeal can be licard ; but m cases where money matters are concerned, the lodge or member shall be considered as having complied if they deposit the amount in the hands of the district ofiicers or the Bcfard of Directors. EXPULSIONS. 1 I4f. If any member make known the secrets of the Order he shall be expelled, or suffer such other punish* ment as a committee of his lodge may think proper to inflict. 115. If any member damage, destroy, detain or take away the regalia, money, or other property belonging to the lodge or district, he shall be expelled, or suffer such other punishment as a committee of the loiJge or dis- trict may deem necessary, and he shall not be reinstated tmtil the whole be made good. 116. That if any member be convicted of felony by a jury of his countrymen, he shall be expelled the Order. 117. That if any member be guilty of fraud, or any other disgraceful conduct, or follow any evil, wicked, or notorious practice, contrary to law, or use any unlawful means in procuring a livelihood, or become a habitual drunkard, or be seen repeatedly in a state of intoxication, if proof be made thereof, he shall be ex- pelled, or suffer such other punishment as a committee of the lodge or district may think fit. 118. That an}' lodge admitting expelled, suspended, or illegal persons, or in any way giving them countenance or aid, by lending or allowing them the use of any regalia or lodge property, such lodge shall, from the time of committing such acts, become suspended from all bene- fits and privileges of the Order, until they shall satisfy the Committee of the District; and if such practices be persisted in or repeated after notice being given them of the illegality of such proceedings, they shall be expelled the Order. 122. That the name of no expelled member be in- serted in the reports of the Order until he has had an opportunity of appealing to a Committee of the District. 123. That no member who has been expelled by his lodge shall be reinstated without the consent of a Committee of the District, under a penalty of £2 lOs., which shall be paid into the Widows and Orphans' fund. 124<. That any brother who shall at any time make use of the name or inflrence of the institution for any purpose not strictly belonging (o the Order, without the sanction of the District Officers, shall be subject to expulsion, or such punishment as the Board of Directors may determine. DISTRICTS. 125. That all lodges shall belong to the District bv which they are opened, and shall not be allowed to leave that or any other District to which they may after- wards belong without the consent of an Annual Com- mittee. That on the formation of a new District, the Board of Directors shall appoint a Committee of P. G's, to see the District accounts paid, call a meeting of the Deputies to elect orticerd, and open said new District. That every motion which comes before a Dis- frict Committee shall be stated in writirig previous to its being put to the vote, and the resolutions carried shall be kept by the District Officers, and they shall not put any motion to the vote which is contrary to law. 131. DISTRICT OFFICERS. 135. That Districts shall elect three Officers by ballot, viz: — (i. M., D. G. M., and C. That District Officers shall see that all signs, charges, and makings, are alike, and shall have power to examine the books of any lodge in their District, and see that the laws of the Order are duly observed ; and if any lodge persist in acting contrary to law, they shall have power to bring them before a Committee of the District. 140. That no District Officer shall be allowed to vote at any District Committee, unless the votes be equal, in which case the [Presiding officer shall give the castinj; vote. J^l. That if a lodge refuse or fail to comply with, the resolution of the District Coijimittee, the District Offi- cers shall warn them of the same, and if they still per- sist in not complying, any two of the District Officers being present shall have power to suspend such lodge until the next District Committee is held. That lodges requiring the attendance of the District Officers shall pay their reasonable expenses. DISTRICT C. S. 14i2. That the C. S. of theListrict, immediately after liis appointment to office, shall send his address to the C. S. of the Order. 143. That all communications from or to the G. M. und Board of Directors, shall pass through the hands of the C. S. of the District; and that whatever information the C. S. may receive for his District, he shall cause the same to be forwarded to the respective lodges, and the District shall be empowered to make a regulation in order to carry the same into effect. 144. That the C. S. shall furnish each lodge with an account of its arrears, fines, «fec., quarterly ; and such accounts shall be paid on or before the fourteenth day of March, June, September and December in each year. 36 OENERAL LAWS. -'! m Lodges neglecting payment shall not be allowed the pass word, reports, or other communications, unless they satisfy the DisUict Ollicerf?, or a Committee of the Dis- trict, why such account has not been paid. 145. That throe Auditors shall be appointed by the District Committee, at the annual meeting, from the lodges in the locality where the C. S. resides, who shall examine the books of the C. S., after being prepared by him ; and that such books shall be ready by the last day of April, July, October and January, respectively. The Auditors shall examine said books, and prepare a balance sheet to lay before the Annual Committee at the meeting in May, or be subject to a fine of two shil- lings and sixpence eacli. Each Auditor to be allowed two shillings and six pence for every meeting when busi- ness is actuallv transacted. 140. That an abstract of the business to be brought belbrc any meeting of the District, be prepared by the C. S., and handed to the G. M, at or before the time of meeting. 14<7. That if the C. S. do not comply with the two foregoing laws, he shall be fined ten shillings ; and that no part of his salary be paid until his accounts aro satis- factorily approved of, and passed at the District half- yearly committee. 148. That the C. S. shall give security to the District to the amount of one hundred pounds, for any monies he may from time to time be entrusted with. 149. That a balance-sheet of the receipts and dis- bursements of the preceding twelve months may be prepared by ^he C. That the C. S. shall keep an order book, in which he shall enter all orders received, which must bo signed by the N. G. of the lodge from which they were sent, or they will not be attended to. Goods, when ordered, are not returnable lo the C. S. He shall also have a book in which copies of all letters to the Board of Directors, and all other correspondence shall be in- serted, — such letters or correspondence to be read before any other business is transacted at yearly committees, if required. 152. That the District G. M., or in his absence the D. D. G. M., be empowered to bring the C. S. to ac. count, and shall have free access to his books and papers at any time ; and should he refuse to obey his or their reasonable commands, he shall suffer such penalty as a majority of the next Annual Committee may think proper to inflict. DISTRICT RETURNS. 153. That the C. S. of each District hliall, on or before the twentieth day of February, May, Augusit and November of each year, transmit to (he C. S. ol the Order an abstract of the returns received bv him from the Lodges, as per annexed schedule No. 2. 154. That the G. M. of each District in the Unity shall, up to the first day of April in each year, make, or cause to be made, a return of each lodge in his District, stating where it is held and what number of members it contains. Any District neglecting to send their returns to the C. S. of the Order on or before the twentieth day of February, May, August and November, in each year, shall be fined £1. DISTRICT DISPUTES. 155. That should a dispute arise between separate Districts, whicli they cannot mutually settle between themselves, either by arbitration or otherwise, they may refer lo the G. That a Lecture shall be held after each District Committee, to be called a Purple Lecture, at which degrees shall be given to Past Grands who are duly enti- tled to receive them ; and that a qualified P. G. may be appointed in any lodge, to give the Purple and Past Offi- cers' Degrees, and return a copy of such degrees taken to the C. S. of the District. 157. In order to qualify an officer to take this degree, he must have regularly passed through the office of N. G., filled the office of G. M. of his lodge for thirteen lodge-nights, taken the four inferior degrees, together with the degree attached to the office of N. G., which must be taken at least three months before he receives this degree, and be good on the books of his lodge. He shall be proposed and seconded in open lodge by past officers, and if his lodge on the next lodge-night declare him \A orthy, the presiding officer must sign a certificate to that effect, which must be delivered to the C. No decoration shall be worn in any lodge as appertaining to the Order, except the brother be strictly entitled thereto. POSTAGE. 163. That the postage or freight of all correspon- dence, parcels, &c., sent or received by lodges from Dis- trict Officers, or officers of the Order, shall invariably be paid by lodges. DISPENSAllONS. 164i. That the Board of Directors shall procure and issue Dispensations for the opening of lodges, which shall contain the usual forms established by the Order. 165. That any party wishing to open a new lodge, shall cause it to be made known to a lodge in the Dis- trict, which lodge shall, if they think proper io apply for a Dispensation, give notice thereof to the District Officers, and make it known in writing to the lodges in the immediate neighborhood of the intended new lodge; and if it should be proved that it would be injurious to open such new lodge, the Dispensation shall not be granted. 166. That no Dispensation shall be granted to open a lodge, without the consent of the officers of the District, and sanctioned by the G. M. and Board of Directors, which shall be dated at the time of opening the lodge, and numbered as they pass in rotation. The lodge ap- plying for such Dispensation shall give the new lodge a name, which shall differ from the name given to any 40 GENERAL LAWS. ! k i other lodge in the District. And should the name appear objectionable to the G. M. and Board of Directors, they shall have power to reject the same. 167. All applications made to the G. M. and Board of Directors for Dispensations for new lodges, must be sent so as to be received by them at least fourteen days before the time specified for opening them, and be in strict conformity with schedules 6 and 7, or they cannot be attended to. All applications must have the District seal attached to the same. 168. That all Dispensations, frame and box for new lodge, shall be sent from the Board of Directors, in order tiiat they may be all alike. 169. That all Dispensations shall have the signatures attached to the same of those of the three principal officers of the Order, the three principal District Officers, and the three past officers of the District from which the Dispensation was granted ; the names of the last named officers shall be fixed on by the committee grant- ing the Dispensation j but in cases where the Districts do not forward such names, they shall be supplied by the last past officers of the Order. 170. That no lodge shdil be allowed to be held at any house where there is another secret society which holds its meetings on the same night. 171. That when the Directors receive an application to open a lodge at a distance from the place where the applicatk n is made, they may be empowered to make such arrangements as they may deem necessary, in the qualification of parties to take office in the new lodge. 172. That no Dispensation be granted to open a new lodge, unless there are ten candidates to be initiated ; the name, age, trade or calling, and residence, together with the sum of five pounds, to be deposited in the hands of the District Officers, who shall inspect, or cause to be inspected, the intended lodge-room, and report as to its fitness, &c., to the committee granting the same. C, who have taken the Purple Degree previous to being nominated for sucho^ce, viz : G. M., D. G. M., and C. S. Any District in the Unity shall be at liberty to nominate candidates to fill such office, and the names of all candidates to be published in the reports and polled for, whether present or not. 174<. That a Treasurer shall be elected at each A. M. C, who shall be, ez-o^cio, a member of the Board, if he has taken the Purple Degree. 175. That any past G. M. or past D. G. M. of the Order, who has been out of office more than twelve calendar months, shall be eligible to stand his poll for re-election ; and that no G. M. be allowed to take the D. G. M's chair for twelve months after leaving the G. M's chair. 176. That the G. M. of the Order shall preside at all meetings where his attendance may be required. All disputes of the Order in general, if not settled to mutual satisfaction, after having been heard before a quarterly committee of the District, shall be under the cognizance of this officer, whose summonses shall be attended to, and whose decision, in conjunction with the Board of Directors, shall be final and binding on all parties con- cerned. 177. That the G. M., D. G. M, or C. S. of the Order, shall be allowed his or their reasonable expenses by the District or lodge at any time requiring his or their atten- dance. 178. That if the G. M., D. G. M., or C. S. of the Order, cannot attend when called upon, the foregoing law to be equally binding in lavor of any other officer they may appoint. 179. That the D. G. M. of the Order shall act in conjunction with the G. M., and officiate for him during his absence. 180. That the G. M., D. G. M., and C. S. of the Order, shall act in conjunction with the Board of Directors. 42 'Ml GENERAL LAWS. C. S. OP THE ORDER. 181. That the C. S. of the Order shall superintend the forwarding ol goods ; have the charge and custody of the books and the stock of goods ; receive all parcels, letters and other correspondence on account of the Order; and place all correspondence to and from Dis- tricts, before the G. M, and Board of Directors. He shall answer all communications, and pay all accounts. The C. S. shall not furnish goods to, or reply to the cor- respondence of any person other than through the me- dium of the C. S. of the District, except he refuse or neglect ; then the C. S. of the Order shall reply to the correspondence, and furnish goods to the G. M. of the District, should he apply ; and that his salary shall be fixed by the A. M. C. 182. That all monies received by the C. S. shall be placed in the hands of the T; isurer within one week after receiving the same ; he snail pay no account with- out an order from the G. M. and Board of Directors, and shall produce the Treasurer's receipt at all meetings oi the Board. 183. That the C. That the books and accounts of the Order be balanced up to the first day of May in each year, and that the auditors appointed to examine the same shall be called in on the fifteenth day following. 187. That the C. S. of the Order shall forward to each Disirict their accountt with the Board quarterly, which shall be paid by such Districts in three months from the issuing of such accounts; otherwise all goods, reports and pass- words, shall be withheld until they have complied. 188. That Districts shall settle their accounts with the Board of Directors up to within twe7ity-one days from the \st of January , April , July and October^ or be fined one pound ; which fine shall be paid into the general fund, and a list of such Districts, together with the sums owing by them, shall be circulated in the quarterly reports. 189. That no District shall be allowed to send a dele- gate to the A. M, C, wnose account is not paid up to the period last mentioned, unless a satisfactory reason is given why it has not been paid. BOARD OP DIRECTORS. 190. That there shall be chosen out of the District where the officers of the Order reside, a Board of Direc- tors, to consist of the G. M., D. G. M. and C. S., together with five persons who have taken the Purple Degree, and to be polled for at the A. M. C, whether present or not; and that the Directors examine the cash account for the last quarter, compare the Treasurer's account with that kept by the C. S., and that they have power to examine any of the books or papers connected with the Order — five to form a quoruni. That the whole of the Directors retire annually, and be eligible for re-election. That the Board of Directors shall meet quarterly for the hearing of appeals, and to transact all the finan- cial business of the past quarter, and that all accounts be settled at such quarterly meetings ; and that ii be dis- cretionary \\\\\i the officers of the Order to convene a meeting of the Directors whenever it shall, in their opinion, be necessary to do so for the transaction of business relating to the Order. That the Board of Directors shall issue a report annually to each lodge, with a balance sheet containing the items of income and expenditure during the previous year, together with the sum to which the fund amounts, the Obituary, List of Lodges, and Nights of Meeting; and members to be at liberty to purchase the same. 196. That a levy be made throughout ihe Order, at 80 much per member, according to the quarterly returns from the District, and be at the disposal of the G. M. and Board of Directors, for defraying the necessary expenses and carrying on the government of the Order ; such funds to be placed in the Bank, in the name of the Board, and shall not be withdrawn, unless so ordered at a regular meeting of the Board ; the cheque to be coun- tersigned by the G. M. and D. G. M. of the Order. 198. That the G. M., D. G. M., C. S., and Board of Directors shall be entitled to a copy of all printed docu- ments that are published for general circulation. ANNUAL MOVEABLE COMMITTEE. 199. That there shall be held annually a General Committee, composed of past officers who have received the Purple Degree, ^rora the various Districts in strict compliance. 200. That the A. M. C. commence its sittings on the third Wednesday in June in each year, at nine o'clock in the morning. The certificates from the various Dis- tricts to be sent to the C. S. of the Order at least one week before the A. M. C, if piav'ticable; after which the names shall be called over, and the Committee opened for the transaction of business. That no P. G. be allowed to stand his poll as deputy to the A. M. C, unless he has taken the Purple Degree prior to his nomi- nation for election. That all Districts be represented at the A. M. C. according to the number of members; each District to have the privilege of sending one mem- ber, and every District having two hundred members, two deputies, and for every additional hundred members, one deputy. Each District shall pay the expenses of their own deputies. 201. That the Auditors' Report shall be read imme- diately after the names are called over, and a copy of the balance-sheet presented to each deputy. That after 46 GENERAL LAWS. the Auditors' Report has been read, a committee of three persons shall be appointed to examine the pro- ceedings of the Board of Directors, with power to call for all books, papers and persons, who shall report thereon to the A. M. C. 202. That any lodge wishing to alter any existing law, or introduce a new one, shall submit the same to a Committee of the District, and if agreed to, notice thereof shall be sent to the C. S. of the Order, on or before the first day of March in each year, who shall cause the same to be circulated in the reports issued in May — otherwise they shall not be taken into consideration by the A. M. C. In all cases where the District wishes to alter an existing law,, they shall propose a new law in full, as a substituto for the one they wish to alter. When the Directors lind two or more propositions in conformity with each other, one only shall be inserted. 203. That all applications for new Districts, and applications from ludges for permission to join other Districts, shall be inserted in the May reports, or the same shall not be submitted to the A. M. C. 204. That the quarterly reports and the resolutions of the A. M. C. shall be read in the lodges on the first lodge night afler having received the same. Lodges neglecting to do so to be fined two shillings and sixpence for each offence^ to be paid to the Widows and Orphans' fund. 205. That all applications to the A. M. C. for relief, shall have the approbation of a Committee of the Dis- trict ; and all such applications to be forvvE rded to the C. S. of the Older, at least fourteen days previous to the A. M. C. 206. That the whole of the laws for the government of the Order shall be published in a book, to be called " The General Laws," and sold to lodges for the use of members. 207. It is therefore obvious that every C.
