IL— Politics and religious questions of every de- scription shall be excluded from the objects of the Club. TIL— Each candidate for admission shall be pro- nosed by one member and seconded by another, by a proposal in writing, stating the candidate s usual resi- dence, rank, profession or other description, which shall be inserted in the Book of Candidates, and signed by both mover and seconder, and such can^ didate shall be balloted for at any ballot which may take place after the lapse of two weeks from the time of such proposal, provided the names of the candidate and his proposer and seconder have been posted in the Club Room, under the hand of the Secretary at least two weeks before the day of ballot. No ba lot shall be valid unless eighteen members actually ballot, and one black ball in six shall exclude. No candi- date who shall have been rejected shall be eligible to be proposed again within twelve months. No person shall be admitted a member unless of the full age of twenty-one years, except officers in Her Majesty $ service. Ml I 1 <6 RULES AND REGULATIONS. IV. — The ballot shall take place between the hours of twelve and six p.m. on any Saturday, and each mem- ber voting shall write his name on a card to be provid- €d for that purpose, and such card shall be placed by s'idi member in a separate box ; and the Secretary, or, in his absence, two members of the Committee, shall open the ballot box and declare the result ; and any member may vote by proxy at such ballot, such proxy, being a special proxy, given for such vote only. V. — On the admission of each new member the Secretary shall notify the same to him, and furnish him with a printed copy of the Rules and Regulations, and request him to remit the amount of his entrance fee and subscription to the Treasurer. VI. — The Entrance Fee shall be One Hundred Dollars, and the Annual Subsciption Twenty Dollars ; the latter payable in advance on the first of December in each year. The subscription of new members balloted for on and after the first of February, shall be a sum equal to Two Dollars per month until the first of December following. VI I. ^ — No member shall be allowed to ballot for a candidate, or be admitted to vote on any occasion whatever, or enjoy any of the privileges of the Club, wlio has not paid his entrance fee, oi has been in arrear for his annual subscription for six weeks. VIII. — Any member failing to pay his entrance fee or subscription within six weeks from the time the same shall become due, if he resides in Canada, shall be reported to the Committee by the Secretary, who shall cause his name to be erased from the list of members, unless the delay can be justified to the satis- faction of the Committee. "F RULES AND REGULATIONS. J JX. — The name of every member failing to pay his annual subscription by the first of January shall be exhibited in the Club Room. X. — All entrance fees and annual subscriptions shall be paid either to the Treasurer personally, or to his credit at the Bank of the Club. XL — Any member who may be absent from Canada during the whole period for which the annual sub- scription is payable, may be considered a supernume- rary member, and be exempt from subscription during the continuance of .uch absence ; but any member availing himself of this indulgence must notify the same by letter to the Secretary, who shall insert his name in the Book of Supernumerary Members. Any such member shall be re-admitted to all his privi- leges, upon his return being notified, in writing, to the Secretary, and such notification to be given within one month after his return to Canada, and upon payment of his subscription for the current year ; and failing in such notification and payment, such member shall be considered as having withdrawn from the Club. ('! XII. — The Committee shall have the power to admit to the privileges of the Club, as visiting mem- bers, for such periods as they may from time to time think fit, the Governor-General of the Dominion, the Lieutenant-Governors of the Provinces of the Dominion, the Judges of the Superior Courts of the Province of Ontario, and any stranger of distinguished rank or position visiting Toronto, to whom it may seem proper to offer such a compliment, but the leso- lution to admit them must be agreed to by a majority of the Committee. ,...„.ii! lumijiwiiwiiiiwii mmum»mmm^ f ssssr^mmm. 8 RULES AND REGULATIONS. XIII. — Officers in Her Majesty's Army and Navy,. and persons holding civil and military appointments under the Imperial Government, who may be stationed in Canada temporarily, shall be admitted to the privi- leges of the Club on payment of the subscription semi-annually in advance. And also such strangers as may be temporarily resident in Canada, whose names have been previously submitted to and ap- proved of by the Committee, shall be admitted, in like manner, after having been duly balloted for and elected. The above shall be called privileged mem- bers, and shall not be entitled to vote or have any voice in the management of, or hold any interest in the pro- perty of the Club. The temporary residence of such strangers not to exceed twelve months, after which, period, having been re-elected by ballot, they may, on payment of full entrance fee, become regular members. But should they leave Toronto permanently before the expiration of six months after having paid such entrance fee, they shall be entitled to receive back one-half of it. XIV. — All privileged members whose terms of sub- scription shall have expired, whether resident in To- ronto or elsewhere, shall be considered as retaining their membership if they continue to make use of the Club, and shall be held liable for their subscription, half-yearly, in advance, as usual. XV. — All members of the St. James' Club, Mon- treal ; Stadacona Club, Quebec ; the Halifax Club, Halifax ; and the Rideau Club, Ottawa, whose usual place of residence shall be distant one hundred miles from Toronto, shall be eligible for election as members of this Club, and, on election, shall be entitled to all its privileges (except that of voting, having any voice in the management, or holding any interest in the ■^BT RULES AND REGUIATIONS. property of the Club), on payment of Thirty Dollars, in advance, per annum, and without payment of any entrance fee. XVI. — Any member, at his sole expense, shall have the privilege of introducing a friend to the Club, and at breakfast, lunch or dinner, provided the name of such friend shall have been previously subscribed on the Guest Book, to be kept for that purpose. XVII. — A member may, with the consent of two members of the Committee, introduce a friend, non- resident of the Dominion, to the privileges of the Club for a period not to exceed three days, such p> ivi- lege not to be repeated within six months. By con- sent of the Committee, or a quorum thereof, non-resi- dents in Ontario may, on the proposal of a member of the Committee, be admitted to the privileges of the Club for a period not exceeding two months in any year, on payment of a monthly subscription of Four Dollars, for which the proposer shall be responsible. The name of any person admitted under this rule, with the name of his proposer, shall be entered in the Visitor's Book by such proposer in his own writing, with the date of entry and period for which admission is required before such admission is allowed, and it shall be the duty of the Steward to see to the strict observance of this rule. XVIII. — Any member whose dues are all paid shall be at liberty to withdraw from the Club, on his written application to that effect, sent to the Committee before the Annual Meeting of the Club. XIX. — Any member who shall withdraw, resign or be expelled, shall cease to be a member of the Club, and shall forfeit ipso facto all right or claim thereon, or |^B!wnp^p)w^^^ lO RULES AND REGULATIONS. 1! in or to its property or funds ; and any member who shall be expelled shall for ever thereafter be ineligible to be re-admitted a member of the Club. XX. — All concerns of the Club shall be managed by a Committee, to consist of nine members, to be elected by ballot at the Annual General Meeting of the Club, a President and Secretary and Treasurer to be elected by the Committee from among their own number at its first meeting thereafter ; and the said Committee shall have full power to make such regu- lations (consistent with these general Rules and Regu- lations) from time to time as they shall think fit, and shall publish such regulations for the information of the members. XXI. — If any member elected to serve on the Com- mittee resign, or a vacancy occur, the Committee shall have power to choose a qualified member to act in his stead until the annual meeting next ensuing. XXII. — The Committee shall meet weekly, on a stated day, to transact current business and to audit the accounts of the week, and three shall be a quorum. XXIII. — It shall be the duty of the Committee to take immediate cognizance of any infraction of the Rules and Regulations of the Club. XXIV. — There shall be a General Meetina: of the Club on the second Thursday in December, for the purpose of electing the Committee for the succeeding year, at which meeting it shall be the duty of the Committee to present a Report and Abstract of the state of accounts and general concerns of the Club for the past year, together with an estimate of the receipts and disbursements of the current year, which RULES AND REGULATIONS. ir report and estimate shall be printed and distributed amongst all the members at least one week before such Annual Meeting. Notices of any motions to be brought up at the Annual Meeting shall be left with the Secretary at least fourteeen days before such meet- ing ; and no proposal of which such notice has not been given shall be entertained at such meetings and all such notices shall be posted by the Secretary in one of the rooms of the Club at least one week before the day of such meeting. XXV. — The annual financial statement of the year shall distinctly show the total amount of revenue that should be received from members subscribing for the year, and the net amount of subscriptions paid up, together with the balance due for subscriptions for that year ; further, that the amount of subscriptions due bealso shown, and the names of the members by whom they are due. XXVI. — The annual statement shall show the amount of assets and liabilities of the Club : and the accounts of the Club when presen'^ed by the Com- mittee shall be audited by two members (not being members of the Committee) who shall have been ap- pointed by the Club at the last preceding General Meeting of the Club. XXVII. — The Committee shall have power at all times to convene an Extraordinary Meeting of the Club on giving seven days' notice, to be posted up during that period in the Club Room, specifying the object of such meeting in the form of a resolution, at which meeting no subject shall be discussed beyond that specified in the notice. XXVIII. — The Committee, on being requested, in l}% f." I mn 12 RULES AND REGULATIONS. f^ t writing, by the members of the Club, shall call a General Meeting, giving a week's notice thereof, — such notice to specify the object of the meeting — by posting the same in a conspicuous place in the reading- room, and notifying the country members by circular. XXIX. — A 'quorum of fifteen qualified members shall be necessary to constitute any annual or special meeting of the Club. XXX. — The Club shall be open every day for the reception of members, at 8 o'clock in the forenoon, and shall be closed and the lights extinguished at One, a.m., except on Saturdays and Sundays, when the hour of closing shall be midnight ; and no member shall be admitted into or remain in the Club after these hours on any pretence whatever, unless specially authorized by the Committee. XXXI. — No member shall, on any pretence, or in any manner whatsoever, receive any profit, salary, or emolument from the funds of the Club ; nor §hall any member give any money or gratuity to any of the ser- vants of the establishment, when engaged by the Com- mittee, upon any pretence whatever. It being under- stood that this rule is not intended to preclude any member of the Club from selling property or goods, or stocks, or other money securities, to the Club, or buying any of the same from the Club. XXXII. — No member shall take away from the Club, upon any pretence whatsoever, any newspaper, pamphlet, book, map, or other article, the property of the institution. XXXIII.— No servant of the Club shall be sent out of the house on any errands, on any pretence what- RULES AND REGULATIONS. 13 ever, unl 2ss sent out upon Club business by a member of the Committee, or to post letters at stated periods, or call a cab from the nearest cab stand. XXXIV. — Any cause of complaint that may arise is to be written and signed by the member so com- plaining, in the Complaint Book established for that purpose, or by letter to the Secretary, which complaint must be specially noticed by the Committee at their weekly meeting ; and any overcharge, inattention, or improper conduct on the part of a servant, is to be stated by letter, under the signature of such member, which being put into the Secretary's box, must be laid before the Committee at their next weekly meeting. XXXV. — All members are to pay their bills for every expense they may incur in the Club before they leave the house. liii s ' 'I nf XXXVI. — No game shall^ on any account, be played for money, except whist, ecarte, picquet, euchre, bil- liards and pool ; nor dice used in the Club Room, except at backgammon. No higher stakes than quarter dollar points shall be played for at whist, nor shall any bet exceed one dollar. The games of ecarte, picquet, euchre, billiards and pool may be played for limited stakes, the limits to be fixed by the Committee, and the Committee shall have power to fix a limit to the hours during which cards shall be played in the Club, and to make such regula- tions in respect thereof as circumstances may hereafter call for. r r 14 RULES AND RKGULATIONS. V li Any member deviating from, or committing any breach of the foregoing regulations, shall be liable to expulsion, and the mode of proceeding shall be as provided for in rule XL. XXXVII. — The privileges of the billiard and card room shall not be accorded to guests of members, un- less they have dined at the Club — nor before 8 p.m. XXXVIII. — No smoking shall be allowed in the sitting, reading or dining rooms. XXXIX. — No member is on any account to bring a dog into the Club. XL. — Any member wilfully infringing the Rules and Regulations of the Club, or being guilty of conduct unbecoming a gentleman, shall be liable to suspension from all th privileges of the Club on a vote of two- thirds of the whole Committee, subject to an appeal to a general meeting of the Club, to be called by the member suspended, within one fortnight after he has received notice of the resolution of suspension ; and if such notice is not given, or if the susj^ . asion is sus- tained at the general meeting so called, the member so suspended shall be considered to be expelled. XLI. — Any article of these Rules may be altered, amended or suspended for any length of time, by con- sent of two-thirds of the members present at any meet- ing specially convened for that purpose, provided such alteration, amendment or suspension, shall have been specified in the notice summoning such meeting.
