This year the Queen celebrates not only her diamond jubilee, but also the longest reign in English historj' ; a reign without parallel in the advancement in science, the development of education, the increase of religious tolerance and the betterment of huaiauity generally. When the young daughter of the Duke of Kent wa*? called to the throne, the United King- dom had a population of barely twenty-five millions ; to-day forty million souls occupy the same territory. During her reign Great Britain has enlarged her pos- sessions by one-sixth, and the Queen is the proud and happy ruler of a popu- lation of 500,000,000. The United States has grown from a population of 17,000,000 to a population of 70,000,000. The days of the accession of the Queeu were days when public schools were scarcely known ; ignorance among the lower classes was almost universal ; books were few in number, and costly ; travel on land and water was slow and tedious, and attended often with great danger ; the electric telegraph and telephone were not dreamed of; and even the carrying of mail by the Government was only being formulated in theory, and was regarded by the financiers and political economists of the day as a rash movement, and only likely to be fraught with unsurmountable obstacles. To-day the Government of England *he English Colonies, and the United States spend millions of dollars on education ; public schools are seen in every city, town and village ; even in the .mote backwood** settlement and the embryo diggings of the miner. Not only ) , common school education receivedjan impetus unprecedented in the annals of his' ry, but the higher education, the education of th" high school, the academy and the college has relatively advanced with equally as great strides. Electricity, then in swaddling clothes, encumberedjlby false theories, and still more detrimental prejudices, has grown into lusty yooth. Electric lights, electric telegraph, and telephone, electric power, all belong to the Victorian era. Chemists have discovered new elements through the great power of the spectroscope, and during the past sixty years twenty- four elements have been added to the yet incomplete list — until the number of simple substances are now seventy-eight. The refractory power of the lens has been almost perfected, and the ancient science of astronomy cultivated by the Egyptians and Chaldeans has made more progress during this period than ii. centuries past. The stage coach, that great English institution, lauded by De Quincey, has passed away ; the whistle of the locomotive is heard iu its stead. Sailing vessels no longer fly their white wings to ocean breezes ; or, rather, the sails are becoming fewer and fewer. Relegated to the office of carriers of freight, they are now being superseded by the smoke stack of the steamboat. Canals cut the United Kingdom as a net-work ; they overcome cataracts and waterfalls on the American continent, and unite ocean to ocean in Europe and Asia. ^fi ^^ ^^ ^S ^» ^S ^^ Slavery existed the world over ; emancipation not being proclaimed upon British soil till two years after the accession of the Queen, to be followed by emanci- pation by France and the South American Republics, and later by Russia and the United Stitc3— the latter afler the bloody war between the North and the South. The condition of the working classes is infinitely superior to what it used to be ; they are fed, housed and clothed better. Although there still exists great poverty and misery, there are benevolent societies aud individuals who are fighting the battle of the poor man, and the intelligent exercise of the franchise has placed a weapon in his hands that, properly used, cannot fail to aid him in his social upraising. * m * * * * * Apart from the social, polUical and scientific question^, the reign of the Queen will always be revered by Englishmen. She has been a monarch well-beloved oi" her subjects ; of simple habits ; fondly attached to her children from their infancy, and has lived to see them grow up into manhood and womanhood, and her children's children become men and women, and to hold in her aged arms her great grand- children — the heirs apparent of the throne, which she has graced for sixty long years. At her jubilee the hearts of Englishmen will go fbrth in renewed praise when singing the national anthem, and from the North to the South, the East to the West, girdling the broad expanse of land and water of the globe, the words, " God Save Our Glorious Queen," will re-echo as never before they have re-echoed, thanks to God that He was pleased to place so noble a monarch on the throne of England, and praise to the monarch for her queenly and womanly virtues. The celebration of the jubilee will take place everywhere where Englishmen and descendants of Englishmen are found ; upon British soil and in the land of foreigners, and the celebration at Victoria— a city named afler the Queen— will extend from June 20th (Sunday), to June aard, the fallow- ing W ednesday. Tl.e programme of events to take place are contained in the following pages, and p.i-e ^s complete as it is possible to make them, and the city will be in gen- eral fete ; mere Aaufci and private citizens vieing 9ne with another in the decoration o the places of bub'neis and private residences, and one and all extending to visiting Britishers and to cousins i- .. olood— the citizens of the great American Republic—^ that whole and open-hearted welcome characteristic of the Anglo-Saxon peoples. ., . * * For the convenience of visitors to the city there has been published a complete list of officers and committees of the celebration, who will be found at all times ready to give any required information, and to do all in their power to make the visit of strangers to the capital City of Victoria as pleasant and cheerful as possible. The event of the story of the "Ciinil viil of Mudriil," which has heen IikikIoU down through receding goneratiouH, transpired through the close of the six- teenth century. The scene opens at the Castle Royal, near the Citv of Madrid in Spain. Don de Pareia, the owner and occupant of the castle, is the last de- scendant of an ancient and honored family, noted for tlielr austeritv and ty- ranical ducisiona in public a fTairs, and a man cordially hated and feared. He was at thla time the Alcalde, or Mavor, of tlie commune, and also President of the House of Deputies. About a fortnight ahteceding the eventful night of the "Carnival of MMdrid," he bad sentenced to death four Spanish soldiers for a tri- lling offense committed to the district of Navarre. The sentence was based on an Illegitimate and entirely ex parte pro- ceeding, secretin held in tlie Cli iber of the Cones, where the prison had been denied even a hearing— all i igat- ed by the infamous Pareja, the I'n lent. The people of the entire province became so incensed and outspoken In their denunciation of the cruel sentepce, that the cowardly Pareja quailed and com- muted the sentence for five days ; at the end of which time the entire populace appealed to him to pardon the con- demned, but in vain, for upon the afternoon of the day fixed in his decree for the execution it toolc place in the public square of Madrid, where tho po -r fellows met tlieir death bravely, amidst the lamentations of the whole people. Instead of four victims, however, there were only ihree brave soldiers who gave up their lives to satisfy the wicked man- date of the tyrant. The missing one was Ferdinand Casirella, a soldier of won- derful bravery and the idol of his com- rades, who on the night preceding the day assigned for the execution, aiugle- handed, throttled the guard and escaped from the galleys of Malaga, where he had been chained to his seat awaiting execution. He fled to Madrid, remained In hiding several days, and in disguise witnessed the cruel execution of his beloved comrades. The cruelties that bad been imposed on him and the hor- rible sight that he had witnessed so fired his intrepid heart that he swore ven- geance on Don de Pareja, and at once J O THE LADIES. Craftily conmiinicaiing witli them, he soon called together several of his comrades from Navarre and formed a secret order, each member bound by oath to avenge their brothers' deaths. It was agreed to resort to bombs, and in this manner to slay Pareja and destroy his castle. They selected as the night of his destruction the evening upon which uon de Pareja was to give in marriage the hand of his lovely niece, the Princess Savedra, to a wealthy duke of an adjoining province. To appropriately celebrate the e^ jnt, Don de Pareja had arranged for a carni- val within the spacious ground adjacent to the castle, and spared nothing In hir endeavors to secure for the proud even* the rarest attractions to be found in itli the realm. But instead of an evenirg of merriment, it proved to be one of disas- ter. As soon as the sports and pastimes were concluded, and the bridal party had retired to the salon of the castle, Ferdinand and his band of conspiralors appeared at the entrance of the castle. Tnree bombs were secietly conveyed into the castle and carefully placed, and as they are about to explode Ferdi- nand is seen rapidly fleeing from the doomed castle, bearing gallantly the lovely Savedi ft in his ivrms, whom he has «eized and borne away under the very eyes of her new husband and stern uncle. As Ferdinand and Savedra make their escape by hoat across the lake, and his companions reach the woods close at hand in safety, there is a frightful explosion ; the limbers crash amidst the falling walls and roof of the castl,e and wicked Pareja dies a miserable death. The dew was on the summer lawn, The roses bloomed, the woods were green, When forth there canite, as fresh as dawn, A liiaiden with majestic mien. They girt a crown about her brow. They placed a sceptre in her hand. And loud rang out a nation's vow: God guard the lady of the land. KciyU'^^ / / And now the cuckoo calls once more. And once again June's roses blow; And round her throne her people pour, "Recalling sixty years ago. ^ And all the goodly <^ays between,- > i* «»• ' Glory and sorrow, love and pain, The wifely mother, widowed Queen, The loftiest and the longest reign. She shared her subjects' bane and bliss, Welcomed the wise, the base withstood. And taught by her clear life it is The greatest greatness to be good. Yet, while for peace she wrought and prayed She bore the trident, wore the helm. And, mistress of the main, she made An Empire of her island realm. So gathering now, from near, from far, From rule whereon ne'er sets the day. From Southern cross and Northern star, Her people lift their hearts and pray: Longer and longer may she reign, And through a summer night serene.
