The Honorary Secretary shall have printed forms supplied to members desiring to propose any candidate for membership, and the name shall be submitted at the first meeting of the Executive Committee and Ballotted for, and a two-thirds vote favoring admission shall con- stitute such candidate eligible, and upon the subscription being paid, applicable to the Class— i.e. Resident, Non- resident or Privileged — the (candidate shall be entitled to all the privileges of the Club. Meetings. Meetings of the Club shall be regularly held the 1st and 3rd Thursdays of each month at the hour of 4.30 p.m., in the general meeting room of the Club, at which it will be in order to have the Public Questions of the day freely dis- cussed, and the policy and scope of the Club reviewed. Annual Meetings. The Annual Meeting shall be held as provided in Article 10 of the Constitution, notice of which shall be given by the Hon. Secretary in one English and one French Conservative newspaper of the City for at least eight clear days, previous to date of meeting, such notices of meeting appearing three times in each paper. The President shall preside at such meeting or in his absence one of the Vice-Presidents. jf.'.:;iJw'."jHa'iURii-- 17 fu:^^) At the Annual Meeting the Executive Committee shall report as called for in the Constitution ; the nomin- ation of officers shall be made for the ensuing year, in writing during the first half hour of the meeting ; the presiding officer of the meeting shall then declare the nominations for the respective offices closed, and voting shall proceed. In case of a tie the Presiding Officer shall decide. The quorum at such meeting shall consist of twenty five members in good standing. In all questions sub- mitted to vote by show of hands the majority shall rule, and in case of a tie the Presiding Officer shall decide. SUB-C0HHITTBB8. The Executive Committee of the Club shall appoint the following sub-committees, a House Committee, a Finance Committee, a Speaker's Committee, a Recep- tion Committee and a Literary Committee, of at least seven members eacL, of which the majority in each shall be selected from the Executive Committee. The others may be select;ed from the members of the Club. Duties of Committebs. The House Committee shall have the oversight and regulation of the Club premises, the fixing of the hours at which any meetings not specially provided for in the Constitution and By-laws shall take place, and the fee to be charged for the use of the Club Rooms. They shall also have the oversight and control of the employees of the Club, and shall investigate all complaints made against any employee or attendant of the Club, with power to suspend such employee or attendant, and report to the Executive Committee, and to engage a competent successor or successors in the interim. This Committee sh^ll coneist of the Hon. Treasurer with six other members, three of them must be selected h'om the Executive Committee. Their duties sliall be as follows : 1. The Hon. Treasurer shall receive all moneys belonging to the Club, proceeding eittier from member- ship fees or ordinary daily receipts, furnishing a receipt therefor, the stub with entries, remaining in the bound Club receipt book, and shall deposit all moneys received in the City and District Savings Bank in the name of the Club. 2. The Committee shall be handed by those authorized to incur expenditure or make purchases on behalf ot the Club all accounts for goods supplied or services rendered to the Club, and having received from the p-oper Committee satisfactory reports co!icerning the same shall pass such accounts and transfer them to the Hon. Treasurer for payment. 3. All accounts shall be paid by cheque. All cheques shall be drawn payable to order. 4. All cheques shall be signed by the Secretary- Treasurer and countersigned by the Hon. Treasurer or in the absence of the Secretary-Treasurer, they may be signed by the Hon. Treasurer and countersigned by the President. The Speakers' Committee. This Committee shall hold meetings regularly on Tuesdays and Thursdays at twelve noon and shall be prepared to supply suitable speakers at meetings of candidates in the Montreal District, selecting the same from the register kept for the purpose in the Secre- tary's office. The Committee to make arrangements with speakers for their expenses when necessary and to report the same to the Finance Committee immediately. 9" RlOlPTION CoMMITTRi. Tliis Committee shall have the selection of such litera- ture and newspapers as in their discretion are in the interests of the Club, and the recommendation to the Finance Committee of reading room furniture and sup- plies generally for the same. Calling of Meetings. A meeting of any of the Committees may be called by the President of the Club, or by any five members of those constituting such Committee, or by the same number of ordinary members, by circular or postal card addressed to each member of the Committee, allowing 24 hours clear notice after mailing. Quorums of Committees. In each of the Committees, House, Finance, Speakers, Reception and Literary, five members shall constitute a quorum for the transaction of business, and in the Executive Committee fifteen members shall constitute a quorum.
