NAME. 1.— Tlic name of this Society shall bo " The New- foundland Chuuch Society." OBJECTS. 2.— The objects of this Society sljall bo, (1) to con- tributo towards the maintenauco of the Clergy and Lincenccd Lay-Readers, (2) to assist in Hio erection, enlargement, or repairs of Churciics, Parsonage?, or School-Rooms, and in the purchase of Land for Glebe or other Church purposes, (3) to provide for sale a supply of Bibles, Prayer- Books, School-Books, and other Religiou? Books and Tracts, and (4) to create and maintain a separate fund for assisting the Wid- ows and Children of deceased Clergymen of this Diocese. D. — Tho Rural Dean sliall report tho rcaiilt of tho leeclion in liis i>euncry to the r^ecretary iu St. John's, tho first convenient opportunity. 10. — Tho new Llopresentatives ahall bo convened by the Heeretary tit the Michaelmas Quarterly Meeting; until which limo tho former Koprcsentatives shall continue in odice. 1 1. — As often as it shall become noccsary from tho death, absence iVom tho Colony, resignation, disquali- fication, or relusal to servo, of any of the Represen- tatives, to appoint another or oiiiers in thoir place, a special meeting of the Members, in tho Deanery whero tho vacancy has arisen, shall fas soon as tho Rural Dean, or, in his absence tho Clergyman next senior in standing in the Diocese may in his discretion appoint) be convened in like manner as tho Easter meeting, when the required Representative or Repro- scntativcB shall in like manner bo elected. 12. — The President, or a Vice-Presidont and six other Members of the Committee shall bo competent to manage tho business at every meeting duly con- vened. 13. — All Clergymen of iho Diocese holding tho Bishop's licence, shall bo exojjicio honorary Members of the Committee with tho right of speaking, but not with the exception of the Officers, of voting at its Meetings. GENERAL iMEETIXGS. 15. — An annual General meeting of the members and friends of the Society shall be holdcn in St. John's on the second Thursday after Trinity Sunday, or soon after as the Bishop may appoint. The Se- cretary shall give notice T^) each of the Clergynicniii »St. John's, v.^ho shall publish it (with the Bishops con- sent) in his Church on the previous Sunday. 16. — At the annual general meeting a report on the State of the Society, with tho Treasurer's account duly audited, shall be submitted by the Committee, to be printed, or otherwise, as shall bo then and there determined by the members. 17. — A special general meeting may be convened at any time, (1) by the President; (2) by a Vice-Pre- sident and six members of the Committee; or (3j by any twelve members of the Society whose payments are not inarrear; provided notice of such meeting be duly given as in the case of annual general meet- ings. 18. — The Chairman shall not vote at any general meeting, except in the case of an equality of votes. COLLECnoXS. 19 — .U is expected that a Collection for the various objects of the Society will bo made every year by every Clergyman in the Diocese, from every head of a fami- ly and every adult member of the Church in his Mis- sion, assisted if need be by his Church-wardens and other respectable Members of his Congregation. 20. — Every Clergyman shall transmit to the Secre- tary, a list of the Contributors to the objects of tho Society in his Mission, with the amount of their seve- ral payments, and to the Treasurer one-fourth at least ( .) DUTIES OF OFFICERS. 25. — In the absence of the President, the Archdea' con, or in his absence, the Senior Yico-Pfosidciit» shall take the Chair at all meetings of the Committee or Members, and shall have a casting vote. 26. — The Treasurer shall receive all monies for warded to him for the objects of the Socict . and shalj pay or disburse the same as determined b;, ihc Com. mitteo, and shall furnish to the President and Com" mittee a statement of accounts up to the day appoint- ed for auditing the same. 27. — No money shall be paid or disbursed by the Treasurer except on a written order, specifying the amount to be paid, and its object; which order must be signed by the Chairman of the Committee at which the grant was made, or in his absence, by the Senior Officer of the Society in St. John's. 28. — The Committee shall meet for despatch of business in St. John's, on the first Thursday after every quarter day, at 2 o'clock, p.m. 29. — A Special Meeting of the Committee maybe convened at any time, either [1] by the President, or [2) by two Vice-Presidents; or [3] by any five members of the Committee ; provided due notice of such meeting with its object be given the day before to all the other members of the Committee in St. John's. 30. — At a special meeting to be holden seven days before the annual meeting, the Committee shall ap- point two of their number to examine the Treasurer's account up to that season, which account examined, approved, and signed by the auditors as correct, x 4R tjf e 11 Shall bo £ubu\itte;l to tlio Committoo to bo by Ihciu incorporated in or ai>pcn(icd to tlie next yearly llcport, and so presented lo the mcaibcrs at the next annual general mcetin;^. 31. — The Comiuiltce shall fix the salary of tho Se- cretary, and sliall j)roviUo for all tho eoutin^cut ex- penses ot the CornuilLtee and the Society. DUTIES OF THE SECllETAIlY. 32. — The Secretary shall summon aud attend all meetings ol' the Coinmittcc and Member.^, and shall arranpre the basines.s. and record minutes of the same, to be sip;ued by tho CiKiirman. He shall prepare tho annual report, and .superintend tho prinlin'? of the pame ; shall conduct the correspondence with tho Clergy and others on behalf oi the Committee; and shall be responsible for tiie safe crstody of all books, receipts and papers belonging to the Society. PRAYERS. 33. — Ail raeeungs of the Society, or of the Com- mittee, shall be opened and closed with the prayers used at the mcctin.js of the Society for the Propaga- tion of ttie Gospel, or or.hers provided for the pur- pose by the Bishop of tho Diocese. Note. — While it is expected that every Clergyman in the Colony will make a yearly collection for the promotion of the objects of the Church Society, and impress upon every individual under his Pastoral charge, the obligations by which he is bound to contri. buto thereto, year by year, — the system of the Church Society does not require any Clergyman to withhold tho ordinances of the Church in any case of refusal or neglect to pay towards his support. The above rules were agreed to by the President and members of the Church Society at an adjourned special general meeting held on Friday, July IGth, 1858. V. Whitoway, Esq., and second' ed by John Bowring, Esq., — that the report now read, with tho Treasurer's accounts, bo adopted and printed. 2. — Proposed by tho Hon. Attorney General, and seconded by the Rev. T. M. Wood, — that this meeting desires to acknowledge, with reverence aud gratitude, the mercy and goodness of God to the Church Society during the past year. 3. — Proposed by the Hon. Judge Robinson, and se- conded by the Hon. R. J. Pinsent, — that wo rejoice to hear oi the creation of three more missions in tho diocese during the past year ; and that we pledge our- selves to promote to the utmost of our power tho further extension of the Church. ' 4. — Proposed by the Rev. A. W. Mountain, and se- conded by the Rev. John Pearson, — that we desire to express our sympathy with the Church Societies in the other colonial dioceses, and rejoice to hear of their success. 5. — Proposed by E. L. Jarvis, Esq., and seconded by the Rev. G. Nicholas, — that thanks are oflfered to the Committee for conducting the business of the Society, and that W. fl. Mare, Esq., be Treasurer, and the Rev. R E P O R T , &c. fc:, mf The Committee of tho Church Society in present, fng their Annual Report, cannot withhold au expres- sion of regret that tho operations of the Society are not more commensurate with tho importance of ita work and object; and thac the duty of co-operation is not more generally acknowledged and acted upon in every Mission in tho Diocese. Until this end has been attained, tho work of the Church Society will not be fully accomplished. Your Committee cannot but remember that five years ago certain alterations in the constitution of the Society were proposed and agreed to, with tho confident hope that, as every alleged ground of objec- tion was then removed, all the Missions would unito together for the support and extension of our Holy Religion. Why has not this been done? There cannot surely be any real objection to the Society, for it is to be noticed that nearly all those Missions which refuse to co-operate for the first three objects of tho Church Society, are careful to comply with thoso Rules which relate to the fourth object. Your Com- mittee would again earnestly entreat all the Reverend Clergy, and the members of the Church generally, to consider whether they arc not keeping back from a good and holy cause without sufficient reason. The necessity for combined exertions is every year becom- ing more apparent; while, unhappily, there appears among many little inclination to work together tor the glory of God through the instrumentality of our Church Society, which is so strongly recommended by the Right Rev. the Bishop o( the Diocese. 16 ' The actual incoino during tlio past year amounls to the sum of £835 14 7: of this, XOfji G was sub- scribed in St John's. — Whctlior considerod as a whole, or with rofereiiCb to the capital only, your Comiuittuo cannot regard tliis as a satisfactory result. They liope and believe that many and great efforts are loado for the hupport of religion, which do not appear in tho returns; but still, after all, with respect to the parish- es and missions which do unite their exertions, what is the result, when compared witli what might l)o ex- pected from Christian people, when culled on to pro- vide for the worship of Almighty God and the minis- trations ot religion. And it is not as to tho amount contributed by individuals that wo complain ; for in- deed many of the subscriptions are very liberal; the chief cause of regret is, that not one-half nf the adult members of the Church contribute anything at all, while the burden has to be borno by a comparatively small number. The Committee of the Church Society can never cease bearing their tostimony against thiti state of things, as they feel strongly that it is the duty of every one, in whatever station of life God has placed him, to contribute according to his means for the support of that Religion to which ho bolongs. Does not the Apostle tell us that " tho Lord also hath ordained, that they who preach tho Gospel should live of tho Gospel ?" Milner Yearly grants to two Missionaries at Pinchard's Island and Salvage, each X60 The Widows' and Orphans' Fund has now been in successiul operation for the last five years, and your Comnjittee have much satisfaction in calling attention to the gradual increase of its capital from X675 to considerably over £1800. There was the greatest necessity for the formation of such a fund, though hap- pily in the good Providence wf God no further claim has arisen as yet since the death of the Rev. John Moreton. The actual income for this year, including interest ofloans and donations, amounts to £24:4: 10 7. There appears to have been some misunderstanding on the part of several members respecting the neces- sity of a strict compliance with one of the rules. The 30 15 37 10 5 15 21 120 ! 1^ Committee would tako this opportunity of saying that they teel it to be thcii* duty, in justice to those who have complied with the rules, to insist upon a collec- tion being forwarded yearly from every miasion where the clergyman is connected with the fund. If that most important rule, which provides for a yearly col- lection, is ne<>lected, it is manifest that the incomo will be materially afl'ected, and the stability of the fund very greatly endan,i;cred. It U hoped that, in future, the Committee will be spared the trouble of having to require arrears to bo forwarded. The Clergy in their respective missions are request- ed to use their best endeavours to increase if possible the yearly collections for this object. It is a matter of the deepest regret that the sums remitted as col- lections are, in several instances, so small, and so en- tirely out of proportion to the number of church mem- bers in the missions. LcGallaia It was announced in the last Annual Report, that it was inicnded to relieve tho Lord Bishop ol the troublo and expense of managing and maintaining the Doposi* tory. Tho stock was taken off the Bishop's hands at a valuation, and fresh supplies of books procured from England, so that tho Depot is now belived to possess every requisite usually supplied by such institutions. There has been, necessarily, a largo sum of moDoy drawn from the Treasurer's hands for the purpose of assuming tiie management of the Depository, but your Committee feel sure that such an iuvestment cannot but be approved by the Church Society, — one of whose especial objects is to provide lor sale a supply of Bibles, Prayer-Books, School Books, and other Reli- gious Books and Tracts. During the six mouths end* ing December 31, 18G2, upwards of one hund..*ed pounds worth of books were sold in the Depository in Water Street. It is hoped that all the Clergy will promote the circulation of Society's Publications : everything will be done by the Sub-Committee to make the depot as useful as possible; and any suggestions as to its management, or the su^ly ol books, will be thankfully received, and as far as possible adopted. A minute was passed by the Committee on October 2, 1862, to the effect that occasional grants of devo- tional books and tracts, to the value of 25s., should bo made to any Clergyman in connection with the Society, who will make application in the usual manner. J. Pearson, and se- conded by W. H. Mare, Esq., on Thursday, June 18, 1863; when the following amendment was proposed by G. T. Rendell, Esq., and seconded hy the Rev. G. M. Johnson, " If a Clergyman having joined the Fund after the 14tb June, 1863, removea»frora the Diocese after hav ing served less than fourteen years, his connexion with the Fund shall cease, and he shall be entitled to receive back half the amount of. the annual subscrip- tions he has paid. If he removes after having served fourteen years and less than twenty-one years, lie shall be allowed to remain in connexion with the Fund by paying an annual subscription of six pounds, or nine pounds if residing within the Tropics; or he way, if ho prefers, receive back half his annual sub- scriptions, upon which his connexion with the Fund shall cease. If he removes after having eerved twenty- one years, he shall be allowed to remain in connexion with the Fund by paying an annual subscription of Five Pounds, or Seven Pounds Ten Shillings if residing within the Tropics: or he may if he prefers receive back three fourths of his annual subscriptions, upon whic'.i his connexion with the fund shall cease. All Clergymen in connexion with the Fund previous to the 24th June, 1863, to be governed by the original rule 14 thereof." The amendment having been put to the meeting by the Right Rev. the Lord Bishop, was declared by hirn to be passed, and to be rule 14 of the Clergy Widows' and Orphans' Fund.
