These definitious will render it possible to declare adulteration in the case of fraudulent substitutes for turpentine used ns a paint material, or otherwise, in the arts. But turpentine is also in use as a drug; and for its definition in this regard we must refer to the pharmacopoeias. .. . The British Pharmacnpceia (Ed. l^fth) thus describes oil of turpentine:— ' The oil distilled, usually by the aid of steam, from the oleo-resin (turpentine) obtained from Pinus Sylvestris. and other siiecies- of pinus; rectified if necessary. Limpid, colourless, with a strong, peculiar odour, which varies in the different kinds of oil, and a punj^i it and somewhat bitter taste. It is soluble in its own volume of placial acetic acid. It commences to boil at about 160 dep. C". and almost entirely distills below IM ■> -a. C little or no residue remaining." The Unit, ' : armaciipteia (Eighth Decennial Revision"), defines turpen- tine as "A ec sin obtaineri deg. and 162 dcg. C Other specific tests require it to be free from petroleum benzine, kerosene, or simi- lar hydrocarbons. Forty-two samples of the collection now reported, contain petroleum, and are therefore adulterated under section 7 of the Act. Four other samples are adulterated inasmuch as they fail to meet pharmacop«pal re(iuireraents. although the character of the adulterant or adulterants is not so clearly made out. Five other samples I have judged 'doubtful." and one sample is evidently a wood turpentine, and must therefore be regarded as adulterated. These results may U siimmarized thus:— Sample*. It is pcrftM'tly well known that the principal uses of turpentine are such technical uses as in paint or vaniisli, in shoe polishes, stain removers, etc. Even here it should be tnie turpentine as defined by Order in Council of Juno 6, 1912, quoted above. The presence of petroleums (iniiienil oils) is equally an adulteration of turpen- tine whether this is sold for medicinal purposes or for uses in the arts. This is the main adulteration of turpentine at present; and is evidently the result of a desire to find a market for cheap petroleum fractions at the p ee of tur- pentine. It has been asserted that the ' itorinixture of small percentages of petroleums does not injure turpentine for painter-i' use. This statement ds very difficult to believe when we consider the different behaviour of torpenes and petroleums to ox>'gen ; l>nt even were it true, the purchaser should be able to buy turpentine when be u-ks for turpentine, and pays the price of that article. If he desires to add petroleum to it. he can easily purchase the petroleum at its market price, and mix as he niny please. Or, if he is offered a mixture of turp<'ntine with petroL 'iii-.s, the true character of such mixture should be nunle known !■> him at the time ot sale, and it should not be offered him as turpentine. Turpentine appears not to be m.ide in Canada.: A large importing house in Montreal writes under date March 20: •■ Turpentine is an article that it is impossible for the jobber in (^anada to control, ns tiiere is no turpentine manufacturer in this country; and if it is the intention of the eovernment to prevent adulterated turpen- tine to l)e sold in this country, why do they not stop its importation? All the turpentine that we buy is bought for pure: and if it is not pure it is a matter that wo have no control over whatever. We think, therefore, that the labour you have ffiine to. as far as turpentine is conierned. is wasted." This statement is echoed by several other correspondents. If it be indeed true that Canada has no control over the quality of the article turpentine, the case is a sad one; and it should lead to renewcfl effort on the part of manufacturers to try still further to obtain a good wood turi>entine from the extensive raw materials which are found in our country. I have seen very good turpentine nf Tanadian manufacture, produced in experi- mental plants; and am not without ho|v that the production of turpentine may yet become a successful Canadian industry. But, even ihould v le comtK'llcU to rely upon the imported article, it is certsui that genuine turpentine is obtainable, if huffiri'Tit care in tcAting »amplcii be taken. In all the above cases, adulteration consis'ted in admixture of mineral oil, in amount varying from 3 per cent to 35 per cent. I am convinced that most of the importers and distributors of turpentine named in this report, and probably all of the immctliate vendors, believed themselves to be suppplyinT genuine turpentine, or, at least, the best article procurable. If this report docs nothing more than expose the facts of the case it will, I think, be justified, and if it leads Canadian importers of turpentine to take necessary precautions to procure a genuine article, and to refuse to buy adulterated goods, it will have performed n valuable service to the community. If we have not home-produced turpentine in Canada, we have at least homo-produced petroleum and can make such additions of that article as we may thinl- desirable. As this is the first inspection of turptntine since its legal definition by Order in Council. I think it not 'inreasonable, in view of this fact, and of the above con- f iderations, to suggest that no legal action be taken by the Department ; ' ut that the information furnished be regarded as advisory.
