TITLE. Section i. This body shall be known as the Grand Lodge op the Ancient Order op United Workmen op British Columbia. It shall possess all the powers and privileges of a Grand Lodge ;'S0 long as it shall act in conformity with the Con- ^stitution and Laws of the Supreme Lodge of the ikOrder. ARTICLE II. HOW composed. Section i. This Grand Lodge shall be com- posed of the following officers: Junior Past Irand Master Workman, Grand Master Work- lan, Grand Foreman, Grand Overseer, Grand Reorder, Grand Receiver, Grand Guide, Three i) Grand Trustees, Grand Inside Watchman, irand Outside Watchman, Grand Medical Ex- iminer, and Supreme Representatives. At sessionB of the Qrand Lodge each Subordinate Lodge shall be entitled to one vote for its charter, and one additional vote for every fifty Workmen degree members in good standing, as shown by the last Beneficiary report received bv the Grand Recorder immediately preceding sucfi sessions. Subordinate Lodges may elect one Re- presentative for every vote they shall be entitled to, or they may be represented by a lesser number, and the Representative or Representatives preB ent from any Subordinate Lodge may cast the entire vote of the Lodge thev represent. In all other cases every member of the Grand Lodge present at a session shall be entitled to one vote only. Sbo. 3. The Representatives shall be elected at the stated meeting in December each year, to serve for the term of one year. Sso. 4. When a vacancy arises in the represen- tation of a Lodge, from any cause, the Lodge may, in its discretion, fill the same, but the elec- tion for filling such vacancy shall not take place until the next meeting after the decision to fill the vacancy has been made; Provided, however, that when on account of such delay there wiii not be sufficient or reasonable time allowed to the Representatives elect to prepare to attend the next ensuing session of tne Grand Lodge, and travel thereto, the Lod^e may fill the vuvUi^c/ forthwith, f Bxo. 8. Past Mfcuiter Workmen in good standing in the Order, who have received the Grand Lodge degree, shall be entitled to Beats in this Grand Lodge, without voice or vote; excepting when the body shall by a majority vote hold secret sessions. The privilege of the floor, to represent a special matter, may be ^ranted to a P. M. W. not a mem- ber of the Grand Lodge by a two- thirds vote. Seo. 9. This Grand Lodge shall have ex- clusive original jurisdiction over all Lodges of A. O. U. yt, within the Province of British Col- umbia, subject to the provisions of the Supreme Lodge Constitution and Laws and the Right of Appeal. It possesses the right and power to es- tablish rules for conducting its Beneficiary system, to make such assessments for revenue upon its Subordinate iiodges as may be necessary to defray its expenses, and may prescribe penalties for the non-payment of the same. To prescribe the duties of its officers, determine the number and character of its committees and I)rescribe their duties. To heai and determine all matters of centre, versy brought befpre it, by appeal or otherwise- subject to an appeal to the Supreme Lodge. To establish a Board of Arbitration to settle all disputed questions arising between it and the beneficiaries of deceased members, or those claim- ing to be such, and all questions arising between those claiming to be such beneficiaries; and this Grand Lod^e hereby constitutes itself a tribunal of review in all matters determined by such boardj it may determine the modes of procedure *m eucn cascP, and constitiltes itself an arbiter itt all such matters, making its decision conclusive between the parties, subject to an appeal to the Supreme Lodge. ARTICLE VIL DUTIES OP OFFICERS. Section 1, The Past Grand Master Workmen shall install the Grand Lodge officers, and perform such other duties as are enjoined ,by the Laws, Rules and Regulations of the Order, or that may be required of them by the Grand Ijodge, or Grand Master Workman. Sec. 2. The Grand Master Workman shall pre- side at sessions of the Grand Lodge; enforce order and decorum: decide all questions of order with- out debate, subject, however, to an appeal to the Grand Lodge: appoint Grand Lodge officers, pro tem, in case of temporary absence or disqualifica- tion of any Grand Lodge officer; sign all orders drawn upon the Grand Receiver for such sums as may be voted by the Grand Lodge, or authorized by the Finance Committee between sessions, if he concur therein, and such other papers as may require his signature to authenticate them, He shall also exercise a general supervision over the Order in this jurisdiction; appoint all Committees not otherwise provided for. He shall call the Grand Foreman to his chair during the discussion of any question before the Grand Lodge on which he may desire to speak. District Deputy Grand Master Workmen may be appointed by the Grand Master Workma as in his judgment' may be deemed expedient, as provided in Section 13 of this Article. Ho shall, at the Annual Session, present a report of his acts between sessions of the Grand Lodge. He may hear and decide such appeals and ques- tions of law as may be submitted to him, and all of his decisions shall be binding upon the Order in this jurisdiction, until reversed or modified by this Grand Lodge. He shall have a watchful supervision over the Subordinate Lodges in this jurisdiction, and see that all the constitutional enactments, rules any edicts of the Supreme Lodge and the Grand Lodge are duly and pro- perly observed, and that the work and discipline of the Order are uniform. Among his special prerogatives are the follow- ing: To call special meetings of the Grand Lodge; to install, or cause to be installed, Officers of Sub- ordinate Lodges, and give such instructions and directions as the good of the Order may require, always adhering to the laws of the Order; to cause to be executed and securely to preserve and keep the official bonds and securities of the Grand Recorder, Grand Receiver, and Grand Trustees, ,at his option to grant charters for the institution of new Lodges; Provided, that in a city or town where there are one or more Lodges, the recoin- jmendation of a majority of such Lodges must first be obtained before granting any charter, unless otherwise ordered by the Grand Lodge; to refuse the issuance of a Beneficiary Certificate, when in his judgment such refusal will be bene- ficial to the Order, and to discharge the executive [functions of the Grand Lodge in the interval [between sessions. The Grand Overseer shall, in the tem- porary absence of the Grand Master Workman and the Grand Foreman, preside over the Grand J^:>dge, and he shall be ex-officio Chairman of the Committee on Good of the Order. Sec. 6. It shall be the duty of the Grand Re corder to record the transactions of the Grand Lodge; to receive, file and safely kee] all papers and' documents of the Grand fiodge; , prepare, sign and certify all instruments emanating from the Grand Lodge, and, when necessary, affix the seal of the Grand Lodge thereto; to keep an accu rate account of all moneys received, and on all warrants drawn on the Grand Receiver, and to report the same by items to the Grand Iiodge at each annual session; also, the Lodges that have neglected to make proper returns and are in arrears; to keep a register of all Beneficiary Cer tificates issued in accordance with the laws of the Order, and the annulling and reinstating of the same. . He shall, on the fifth of each month, make out a detailed statement of all funds received for the month previous, and on what account, and of all disbursements, and on what account, which report shall be verified by the Com- mittee on Finance, and shall cause the same to be printed in the official journal of this Grand Lodge. * He shall prepare and forward all printed forms and documents authorized by the Grand Lodge. He shall conduct the correspondence of the Grand Lodge; attend with all the necessary books and papers under his control on all sessions of the Grand Lodge, and perform such other duties as may from time to time be required of him by the Grand Lodge or the Supreme Lodge. He shall keep a black book, in which he shall enter the names of all persons rejected and members sus- pended or expelled, together with date, name and number of Lodge. He shall keep a full record of all Benificiary Certificates issued, and from the monthly statements of each Subordinate Lodge keep a full record of the status of all W. degree r».embers in this jurisdiction. He shall forward to the Grand Medical Examiner during the first week of each month a warrant for medical examinations passed upon by that officer during the preceding month, which warrant shall amount to fifty cents for each medical examination passed upon, and the sum so paid shall be charged to the several Subordinate Lodges from which such examinations were forwarded to the Grand Medical Examiners. He shall make record of all matter received from the Supreme Recorder in the books of the Grand Lodge. He shall give a good and sufficient bond, in such sum as the Grand Lodge may from time to time determine. It shall be the duty of the Grand Re- ceiver to receive and take charge of all the funds and property of the Grand Ijodge not otherwise dit^posed of; pay all orders drawn on him by the Grand Master Workman, attested by the Grand Recorder with the seal of the Grand Lodge attached, for appropriations made by the Grand Lodge, or bills contracted in accordance with the Laws and Regulations of the Grand Lodge. He shall render in writing at each Annual Session of the Grand Lodge, and oftener if required by the Grand Lodgp or Grand Master Workman, a true and perfect account of his receipts and disburse- ments, by items, from whom received and to whom gaid, and the amount of funds and property in his andt?; and when required by the Grand Lodge or Grand Master Workman, deliver to the Finance Committee for examination, the books and vouch- ers pertaining to his office. He shall execute a receipt for any moneys coming into his hands, stating therein on what account the same were received. He shall execute and file with the Grand Master Workman an official bond in such sum as the Grand Lodge may from time to time determine ; and should the Grand Receiver fail or refuse, for twenty days after his election, to execute and have approved, his bond herein required, it shall be the duty of the Grand Master Workman to appoint another Grand Receiver, who shall execute such bond as is herein required, *^nd enter upon the duties of the position. The Grand Receiver shall perform such other duties as may be required of him from time to time by the Grand Lodge. Board of Arbitration. — The Jjinior Past Grand Master Workman, the Grand Master Workman and the Chairman of the Grand Lodge Committee on Laws, shall constitute a Board of Arbitration, to hear and determine all controverted questions which may arise as to the disbursement of the Benefi.^iary Fund, under the control of this Grand Lodg-» In this Board is vested jurisdiction to hear and deter nriiue all controversies as to the liability of this Grand Lodge for any claim made against it by those claiming to be the beneficiaries of deceased members, and also as to who are entitled as be^eticiaries when conflicting claims are set up, and the decision of a majority of said Board shall be final and conclusive, unless reversed by the Grand Lodge or JSupreme Lodge, it being the purpose and intention of this provision that all these rights shad thus be determined without recourse to courts of law. The Orand Lodge degree can only be conferred in open session of this Grand Lodcre, or by authority of this Grand Lodge, in an adjoining room, when the business is such as will not admit of interruption. ARTICLE X. :^BVBNCJB. ' Section 1. The revenue of this Grand Lodge shall be derived from the fees or the organization of the new Subordinate Lodges, the issuing of Beneticiary Certificates, a per capita tax on the membership, and the sale of supplies. Seo. 2. The fee for Beneficiary Certificates shall be one dollar each. Each Subordinate Lodge shall pay semi-annually ( in January and July) to the Grand Lodge such sum of money as the Grand Lodge shall decree, for every member on its roll ; whicli sum of money, together with the semi- annual report, shall be forwarded to the Grand Recorder, who, upon receipt of the same, shall immediately forward to the Lodge the past word of the ensuing term. ARTICLE XI. DELINQUENT AND EXTINCT LODGES. Section 1. Any Lodge may be suspended either by the Grand Lodge in session or by the Grand Master Workman with the concurrence of the Committee on Laws between the sessions of the Grand Lodge. First. — For refusing to obey an order of the Grand Lotjige or Grand Mapter Workman. Second. - For neglecting or refusing to conform to the Constitution or Laws of the Supreme Lodge, Grand Lodge, or general l^ws ^u4 reguiatiopa of tfee Ortler, , 24 ^ Third. — For neglecting or refasing to make its payments of taxes or assesements for the General or Beneficiary Funds to the Grand Lodge. Fourth. — For neglecting to hold the regular stated meetings as provided by law, unless pre- vented from doing so by some uaforseen circum- stanoe. Fifth. — By its membership diminishing so that less than a ooustitutinnal quorum is left. Provided, That a charter shall not be suspended in either of the above cases until the Lodge shall have been duly notified by the Grand Master Workman, and a reasonable opportunity given to answer. 8eo. 2. An impeached Lodge ncirlecting or refusing to answer within a given time, when required to do so by the Grand Lodge» may be tried and suspended for contempt ; provided, ihnt to suspend a Lodge it shall require two-tnirds of all the votes present at a session of the Grand Lodge. ARTICLE XII. OHABTBB APPLICATIONS. Section I. Any fifteen or more persons having the prpscribed qualifications, may petition the Grand Master Workman for a charter for a Lodge. The application must be accompanied with not less than one hundred dollars ($100), for the charter, rituals, odes, blank books, and supplies necessary for the organization of a Lodge, and also by the certificates of a physician as hereinafter provided. Sec. 6. If, after the balloting prescribed in the preceding section, it is found that less than fifteen members have been elected. Ihe Lodge shall not be instituted until the required number is made up. Laws and rules in conformity with this Constitution and Beneficiary Rules may be made, which shall not be repealed, altered or amended, unless the proposition for such repeal, alteration or amendment, be made at an Annual Session of the Grand Lodge, signed by at least three members of the Grand Lodge (unless recom- mended by the Grand Master Workman, or the Committee on Laws), when it shall be read and referred to the Committee on Laws, who shall report thereon, when said report shall lie over at least one sitting, when the proposition shall be considered, and if agreed to by two-thirds of the votes present, it shall be adopted. '^'E^ch member shall deeignate the person or persons to whom the Beneficiary i'und due at his death shall be paid, who sliall in every instance, be one or more raembers of his family, or some one related to him by blood, or who shall be dependent upon him. 6. Order of Payment to Beneflciaries.-li one or more of the beneficaries named in a certificate shall die during the lifetime of the member, the surviving beneficiary or beneficiaries shall be en- titled to the benefits equally, unless otherwise pro- jVided in the Beneficiary Oertificate, and if all the beneficiaries shall die during the lifetime of the ember, and he shall have made no other dircc- ion, the benefit shall be paid to his widow if liv- ng at the time of his death ; if he leave no widow urviving him, then said benefit shall be paid, hare and share alike, to his children, his grand hildren, living at the time of his death, to take he share to which their deceased parents would e entitled if living ; if there be no children or rand children of the deceased member living at he) time of his death, then said benefit shall be paid to his mother, if living, and if she be dead at the time of his death, then to his father, if living, and should there be no one living at the death of the member entitled to said benefit under the provisions hereof, then the same shall revert to the Beneficiary Fund of the Grand Lodge. All Beneficiary Certificates issued by the Grand Lodge of Oregon or Washington, and held by jbembers under the Grand Lodge of British Columbia, directed as payable to "my order," **estate," "will," or in any other manner, not desig- nating payee or payees by name, shall be held to %Q payable only as provided in this section. * 6. Change of Beneficiaries. —Any member de- firing to change his beneficiaries, may do so in the llowing manner: He shall fill out the blank >na ou tli^ bftQk of bis Beneficiary CertifioatOi in I \ ; 1 authorizing the change ; he shall have hi& signa* ture attested by the Recorder of his Lodge and the seal of the Lodge attached thereto, or attested by a civil officer under his official seal, 5vhen the member cannot sign in the presence of the Re- corder. When this is done he shall deliver his Beneficiary Certificate to the Recorder of his Lodge, together with a fee of fifty cents. The Recorder shall forward the said certificate and fee to the Grand Recorder, who shall make a record of the change in the books of the Grand Lodge, and shall issue a new certificate in lieu thereof, payable as directed on the back of the surrendered certificate, provided the same shall be made in compliance with Section 4 of these rules. The new certificate shall bear the same number as the old one, which shall be safely filed and preserved. The provisions hereof relating to attestation only in special cases, may be waived by the Grand Lodge at its option. 7. Duplicate Certiiicate.— When a Beneficiary Certificate shall be lost, or it shall not be under control of the member to whom it was issued, he may have a duplicate certificate issued, if he so desire, upon making affidavit of the fact and exe outing a release to the Grand Lod^e of all rights and benefits under the original certificate, in such form and authenticated in such manner as may be prescribed in a blank furnished by *^e Grand Lodge. The same rule shall apply in the pay- ment of beneficiaries who may not be able to pro duce the certificate, and as a further security the Grand Lodge officers may require a bond of in demnity from beneficiaries. 8. Delivery of Beneficiary Certificate, — The Beneficiary Certificate issued to every member by this Grand Lodge shall be crelivered to him as soon as practicable after the Workman degree hae been conferred j provided that, in every Cuse, the dftto ot oou&teroigaing the eaid certifioate by the 91 Is Lr fraudulent misrepresentations. 10. Re-Examination, — If, for any cause, an iplicant for membership shall fail to receive the orkman degree within three months from the ate of his examination by the Medical Examiner »f the Lodge, said applicant must be re-examined, the same manner and form as in the original stance, and the re- examination papers must he ibmifted to the Grand Medical Examiner, and lUst receive his approval previous to the confer- ir»g of the said degree. H. Financiers.— It shall be the duty of Fin- anciers of Subordinate Lodges to charisre all assess- ments, made against each member liable for the same, under date not later than the eighth day of the month in which the assessment is made. To keep a careful record of the last known post- office address of each member of bis Lodge, and inform the Grand Recorder thereof, as well as of any changes in the same, monthly. To furnish the Recorder, on the day following the twenty-eighth day of the month, with the names of all members who had failed to pay their assessments on or before the twenty-eighth day of the month in which the assessment was made. To notify the Lodge of all applications for rein- statement, and of the fact that the required amount necessary to be paid by such applicant has beeo deposited with him, and to see that all arrearages of Beneficiary Fund paid by members who are duly reinstated are fowarded to the Grand Re- corder. ' To report to the Lod^e at each stated meeting the total amount of money received since the last report was made to the Lodge, specifying the amount collected for each fund. His medical examination and application for reinstatement must be approved by the Grand Medial Examiner. He must deposit with the Financier of the Lodge, all assessments made during the time that he has been suspended, including the assessments for the non-payment of which he was suspended, and the pending assessments. He must obtain the consent of the Lodge to his reinstatement by a majority vote. 29. Annulment of Beneficiary Certificate, — Any suspended member, who is not reinstated within the period of six months from the date of his sus- pension, shall not be entitled to the privilege of reinstatement under the preceding provisions; his Beneficiary Certificate shall be annulled, and he [Shall not be readmitted to membership except as herein provided. 3D. Reinstatement After Annulment. — Any sus- ipended member, whose Beneficiary Certificate has peen annulled, desiring to be reinstated, shall [make application in the same manner and form as Ithat prescribed for admission to membership, and (shall comply with and be subject to all the condi- tions necessary thereto, except that, in lieu of initiation fees, he shall pay the sum of seven dol- lars for the Grand Lodge Beneficiary Fund, in idditiontothe usual one dollar for the Subordinate Lodge Beneficiary Fund. A new Beneficiary Cer- tificate need not be issued in such cases, but the reinstatement shall revive the Beneficiary Certifi- jate originally issued to such member, if in pos- jiession of the member, otherwise anew certificate Qust be issued with beneficiaries named, as pro- rided in Section 4 hereof. Such reinstatement may be made only by the )dge of which the applicant was a member at the late of his eus|>enBiQU| v^ulese e\aQb lio^ ^ 46 defunct, or the applicant is a suspended member dt another beneficiary jurisdiction, and has been BO suspended more than two years, and has resided one year within the jurisdiction of the Lodge to which application is made. 31. Reinstatements to be Reported. — Whenever any suspended member shall be reinstated, in accordance with the laws governing such rein- statement, the reinstatement certiiScate, or medical examination, as the case may be, shall be for* warded immediately to the Grand Recorder, and the reinstatement shall be recorded, under its proper head, in the next monthly report of the Lodge. 32. Rejection.-ln the event of any applicant for reinstatement being rejected, the fees deposited \yith the Lodge, pending the result, shall be returned to the applicant, except fees paid for n^edical examinations. 33. When Rights are Forfeited.-When a member shall be suspended or expelled from the Order, for any cause whatever, he forfeits all rights, benefits and privileges, and his beneficiaries thereby lose all right to any portion of or claims under the Beneficiary Fund. 34. Transfer of Membership, — Any member transferring his membership from one Lodjj/j to another by clearance card, shall pay the asses- ments pending at the time of the transfer to the Lodge from which he received his clearance card, and it shall be one of the dunes of the Invebtigat- ing Committee to ascertain that the pending assessments are paid to the Lodge issuing the card, previous to making report to the Lodge upon the application referred to them, and the said assessments shall be forwarded to the Grand Re- corder by the Lodge collecting the same in the usual manner. 35. Funds to he Kept Separate. — All moneys col* lected of the members by Subordinate Lodges shall be placed in their respective Funds, and it shall be the duty of each Subordinate Lodge to see that the various Funds in its possession are kept separate and distinct. 37. Beneficiary Fund to be Forwarded. — When a call is made by the Grand Recorder on the Beneficiary Fund in the Treasuries of the Subordi- nate Lodges, it shall be the duty of such Subordi- nate Lodge to forward said Beneficiary Fund to the Grand Recorder within two days from the re- ceipt of the notice issued by said Grand Recorder, calling for said Fund to be forwarded. 38. Two or More Calls^ — Should it be necessary for two or more calls to be made on the Subordi- nate Lodge for Beneficiary Fund at one and the same time, the money on hand shall be forwarded as required by law in response to the first call, and the amount due on all remaining calls shall be forwarded to the Grand Recorder on or before the first day of the following month. 39. Failure to Forwar ' -Any Subordinate Lodge failing to forward the Beneficiary Fund due from it within the time specified for said Fund to be forwarded, shall again be notified by the Grand Recorder, and should the amount of Beneficiary Fund due fail to be forwarded to the Grand Recorder within one week from the date of said second notice, all the members under the jurisdiction of such Lodge shall stand suspended from all the rights, benefits and privileges of the Order until said Fund is received by the Grand Recorder. 40. Second Notices. — When a Subordinate Lodge is notified a eecond time to forward the Benefici^ tt the Master Workman, Forem; .ud Itecorder of Buch delinquent Lod^e, as may appear from the last report of such Lodge, filed in the office of the Grand Recorder.* 41. Entry on Minutes. — Whenever the Benefi- ciary Fund in the Treasury of any Subordinate Lodge is forwarded to the Grand Recorder, a record of the fact shall be made on the records of the Lodge at its next meeting. 42. Monthly Report. —It shall be the duty of each Subordinate Lodge to make a monthly re- port to the Grand Lodge, which report shall be closed and shall be sent to the '' \nd Recorder on the first day of the succeeding nth. 43. Contents of Monthly Reports. — The monthly report required to be made by each Subordinate Lodge shall contain the following information : The amount collected from each member on cur- rent or back assessments ; all suspensions, deaths, withdrawals, annulments of Beneficiary Certifi- cates, reinstatements and initiations ; Past officers, address of all new members, of members restored and all changes, if any, in former addresses of members of the Lodge before reported, and in case of suspension for non-payment of assess- ments ; the last known postoffice address of the member suspended. This record shall be furn- ished by the Financier and attested by the Re- corder, on a blank provided for that purpose on the report. 44. When a member has been reported as sus- E ended for non-payment of assessments, it shall e the duty of the Grand Recorder, to send by registered mail a notice to such member, notify- ing him that he has been suspended. 45. No farther action shall be had by the Lod^e on said application until after its approval by the Grand Medical Examiner and Grand Master Workman. When the application is returned approved hy the Grand Medical Examiner and the Grrand Master Workman, it shall be referred to a committee of three for investigation. It shall be the duty of the Lodge Committee to inquire and report at the next stated meeting of the Lodge as to the character and fitness of the applicant to become a member (except in a case of withdrafiral of the application by consent of two« thirds of all the members present, entitled to vote), when a ballot shall be taken, provided the report of the committee is favorable, and if the balls are all white, or only one black ball appears, the appli- cant shall be declared elected. If the report of the committee be unfavorable, or if there shall appear two or more black balls, the applicant shall be declared rejected, and no other action on the same application shall take place for the space of six months thereafter. A Brother of the Order wishing to trans- fer his membership from one Subordinate Lodge to another in this jurisdiction, must confbrm with the following regulations : He shall present his clearance card from the Lodge of which he is a member. If the Lodge be satisfied of the correctness of the card, the appli- cation shall be referred to a committee of three, whose duty it shall be to inquire, through the Becorder of the Lodge granting the card, if all assessments and dues that have been leviea, including any that may be pending, have been paid by the Brother holding the card. When the foregoing have been complied with, the committee shall report at the next stated meet- ing of the Lodge, if practicable, as to the fitness of the applicant for membership. If the report be favorable the applicant shall be balloted for, and if only two black balls appear, he shall be declared elected to membership ; if more than two black balls appear he shall be declared rejected, and his application shall not again be entertained by the same Lodge for three months. A member of the Order holding a clear- ance card from another jurisdiction, shall make application in the same manner and be subject to the same requirements as an applicant for initia- tion, except having degrees conferred and must be under fifty years of age. Provided^ he shall not be required to pay any degree fees, but shall be required to pay one dollar for a Beneficiary Certificate and one dollar bene- ficiary deposit, together with the Medical Examin- er's fees and the fee for membership by card, as required by the by-laws of the Lodge to which he makes application. If he be elected to membership he shall immedi- ately cancel and deposit with the Lodge his Bene- ficiary Certificate issued by the jurisdiction from which he has withdrawn, and from the time of his election he shall be entitled to all the benefits of the beneficiary laws of this jurisdiction, and he shall sign the roll of his Lodge within one month of his election. The Recorder of the Lodge shall immediately forward to the Grand Recorder the application for a Beneficiary Certificate which shall be issued in ,the same manner that other Beneficiary Certifi- cates are issued in this jurisdiction, and the Re- corder of the Lodge shall immediately forward the cancelled Beneficiary Certificate to the Subordi- nate Lodge, granting the clearance card. If the applicant be rejected, the fees shall be returned to him, except those of the Medical Examiners. Seo. 8. Any Brother who shall be concerned in organizing, or who shall countenance or support, or who shall, knowingly, visit any Lodge in this jurisdiction purporting to be an A» O. U. Seo. 9. A person gaining admission to the Order illeffally, shall be compelled to withdraw. His Loo^e may grant him a card, setting forth the fact of his withdrawal, with the reason thereof, or it may, aiter due trial and conviction, expel him. It shall be an offence for a person to first be- come a Workman by joining a Subordinate Lodge out of the district in which he resides, if there be a Lodge in such district, unless upon dispensation of the Grand Master Workman, which dispensa- tion shall only be granted upon recommendation of the Lod^e nearest his place of residence, and a Lod^e receiving such e person without such per- mission shall, for the tirst offence, be liable to reprimand from the G. M. W., and for the second, to be dealt with as the Grand Lodge may deter- mine ; but the standing of the members in the Order, by reason of the offence, shall not be so far impaired as to debar thom from any of its pecuni- ary benefits ; provided, where there is more than one district in a city or to,/n, applicants may peti- tion any Lodge in such city or town. ARTICLE III. MEETINGS. Section 1. The stated meetings of this Lodge shall be held every week (unless special permis- sion be granted by the Grand Lodge, or Grand Master Workman, to meet semi-monthly), at the place and on the day it shall provide in itsbjr-laws, and which by-laws shall not be changed without the approval of th*> Committee on Laws of this Grand Lodge. The hour of meeting shall be prescribed in the by-laws. Sec. 2. Five Workmen degree members, includ- ing either the M. W., Foreman, Overseer, or a P. M. W. in good standing shall constitute a quorum for the transaction of business. The Lodge shall be opened at the time prescribed in the by-laws, if a quorum be present. In the absence of the M. W. F. and O., the Junior P. M. W. present shall take the chair, and all business except conferring the J. W. degree shall be transacted when open in the W. degree. Sec. 3. Special meetings may be called in such manner as this Lodge bhall by its by-laws direct. Sec. 4. No Lodge-room or any Subordinate Lodge under the jurisdiction of this Grand Lodge shall be established, and no meetings of any Lodge shall be holden in a room where intoxicating liquors are sold, uuder penalty of forfeiture of chartw, ■ XIYITUTION FBB8. ' SxOTiON 1. The initiation fee, and fees for con- ferring the several degrees, shall not be less*than 17, as follows : Three dollars ($3) for proposition fee: one dollar ($1) for the J. Each Lodge shall pay the Grand Medical Examiner the sum of fifty cents. Seo. 2. Each member, before making applica- tion for the W. degree, shall conform to all the requirements set forth in the beneficiary rules of this Grand Lodge, and no member shall be ad- vanced to the W. degree until each and all of said requirements have been fully complied with. Seo. 3. DEGREES. Beotion 1. ARTICLE VI. OFFICERS. Section. 1. The officers of a Lodge shall be a Past Master Workman, Master Workman, Fore- man, Overseer, Recorder, Financier, Receiver, Guide, three Trustees, Inside Watchman, Outside Watchman, and Medical Examiner or Examiners; and they shall be elected, with the exception of the Past Master Workman, Guide, Inside Watch man and Outside Watchman. The Past Master Workman shall be elected only on the institution of new Lodges, or when the sitting Master Workman is re-elected to any office, when he shall be elected from the Past Master Workmen, if any. but if there be none, then a Past Master Workman shall be elected from the W. degree members of the Lodge. The Guide, Inside Watchman, and Outside Watchman shall be appointed by the Master Workman on the night of installation, and he shall have full power to fill all vacancies in said offices, if any should occur. The Medical Examiner or I Examiners shall, if practicable, be members of the [Order. In the election of Trustees, one shall be elected [to serve six months longer than the first, and one [to serve twelve months longer than the first, and it the end of the term for which they were sever- illy elected, their successors shall be elected to serve eighteen months each. 8eo. 2. Any officer may be removed for inatten- tion to his duties or conduct unbecoming an officer of the Order by a two- thirds vote ; and vacancies occuring by reason of death, resignation or other- wise, shall be filled in the manner of the original selection, except in the case of Master Workman or Foreman, whose place shall be filled by the Fore- man and Overseer, respectively, without election, to seive the remainder of the term; but in case of a vacancy in other offices, nominations, election and installation may take place at the same meet- ing of the Lodge. Sec. 5. When a P. M. W. degree member is a charter member of a newly instituted Lodge, he alone shall be eligible to the chair of the G.M. W. Sec. 6. Every officer against whom charges are preferred shall have a fair and impartial trial, in accordance with the laws, rules and regulations of the Order, and unless otherwise ordered by the Lodge, he shall officiate until the charges prefer- red against him shall have been determinea. ARTICLE VII. NOMINATIONS. Section 1. Nominations for candidates for elect- ive offices shall be made at the stated meeting immediately preceding the election, and the pre- siding officer shall not close the nomination until everv member present has had an opportunity to speak. At the time of the nominations of officers the Master Workman or presiding officer shall appoint a committee of five to select and recom- mend for election one or more Medical Examiners, who shall if praticable, be members of the Order in good standing, which committee shall report to the Lodge at the stated meeting for the election of officers. ARTICLE VIII. ELECTIONS. Section. 1. All of the elective officers of the Lodge shall be elected with their own consent at the last stated meetings in the months of June and December, except where Lodges meet semi- monthly, in which case the term shall be one year, and their officers shall be elected at the last stated meeting in December. Provided, That when either of said days fall on a legal holiday, the election may be held on the next regular meeting preceding the said last meet- ing in June and December. Sec. 2. When an election is held for an officer, or officers, the presiding officer shall act as judge, and shall appoint two members who have received the Workman degree as tellers, who shall assist in conducting the election in a just and impartial manner ; they shall keep a register of all votes polled, and should it appear that there are more votes polled than there are legally qualified voters present, the presiding officer shall declare the bal- lot illegal and void, and direct another ballot to be [taken immediately. The Financier shall keep a full and cor- rect account between the Lodge and each mem- ber ; receive all moneys for the Lodge and pay the same to the Receiver immediately, taking his re- (jeipt therefor; he shall notify all members in arrears to the amount of three months' dues, and when a member is in arrears to the amount of six months' dues, he shall notify the Mapter Work-^ man of the fact ; he shall, at the time of the elec- tion of officers, furnish the Master Workman with a list of the members of the Lodge in good stand- ing, and entitled to vote ; he shall make out the semi-annual returns of the finances of the Lodge ; he shall make out the report for the semi-annual tax due by the Lodge to the Grand Lodge ; he shall perform such duties as are required of him in the beneficiary rules, and at the end of each term he shall furnish the Recorder with a list of all the members and their standing in the Lodge,, and shall furnish the Grand Recorder with the postoffioe address of every member of the Lodge, and of all changes therein, on or before the first day of every month, and have his books written up for the Finance Committee within twenty-four [hours after the last meeting in each term, and de- [liver to his successor all books, papers and other [properties belonging to his office, and perform IBUch other duties as are required by the laws, lies and regulations of the Order ; he shall give >nd in such sum as the Lodge may require for 16 faithful performance of his duties. He shall, if required, give the Lodge a monthly statement of its funds, and shall have his accounts ready for settlement within twenty>four hours after the last stated meetings of June and December, and his books written up for the Auditini? Committee; and shall at the expiration of his term of office, deliver to his successor all moneys, books, papers and vouchers in his hands. Before entering on the duties of his office, he shall give to the Lodge his bond, with approved security, for such amount as the Lodge may require for the faithful perform- ance of his duties. Seo. 8. The Guide shall have charge of the badges of the Lodge, and shall report to theM.W. any injury done to the same; he shall place the badges for the use of the officers and members at the opening of the Lodge, and at the close care- fully collect and replace them ; he shall not lend or dispose of any article belonging to the Lodge for any purpose or any occasion without a vote of the Lodge to that effect. When directed by the M. W. he shall canvass all votes on motions and resolutions. He shall be the messenger of the Lodge during its meetings, and perform such other duties as may be required by the Lodge and as pertain to his office. 67 Ssa 9. The Inside and Outeide Watchmen shall perform such duties as are required of them by the laws, rules and resrulations of the Order. Sbo. 10. The Trustees shall have a genera supervision of the property of the Lodge ; they shall invest such sums as are ordered to be drawn from the Receiver for that purpose. They shall have the custody of all securities of the Lodge for money loaned or invested ; they shall collect or realize all sums when so directed by the Lodge ; they shall oolleet all interest, rents and other moneys arising from all investments belonging to the Lodge, and pay all moneys collected by them to the Financier ; they shall at tue last stated meeting at the close of every term report their transactions to the Lodge, and make an inventory of all properties of the Lodge ; they shall keep a book, in which they shall enter in full, a correct account of all ncioneys, stocks, notes, and other property received by them belonging to the Lodge and disposition made of the same, and at the expiration of their term of office they shall turn over to their successors, or such person or persons as the Lodge may direct, all books, papers and property of every kind in their possession belong- ing to the Lodge. Before entering upon the duties of their office, they shall each give bond, with ap- proved security, for such sum as the Lodge may require, for the faithful performance of their duties. Sbc. 11. The securities on all bonds required to be given by all officers named in this Article shall justify the same, as is required by sureties on official bonds of Government officers in the Province of British Columbia, and no bonded officer shall be- come security on the bond of another officer. Seo. 12. Medical Examiners shall make critical and thorough examination of all applicants for membership, according to the forms provided by the Grand Lodge, and they shall report the result I - 68 of Biicb examination to the Lodge, together ^ith their opinion ns to the character of the person pro- posed ; provided^ that in case of the inability of the Medical Examiners to discharge their duty, the Lodge shall have the power to fill the place pro tern, for such examination and report. Each candidate ^^hall pay not less than two ($2) dollars to the Medical Examiner as his fee for making an examination, also fifty cents as a fee for the Grand Medical I' xaminer for each and every examination made, and the Grand Medical Examiner's fee shall be paid into the Lodge when the application is pre- sented. No person shall be elected as such Medical Ex- aminer unless he is a reputable practicing physi- cian, graduate of some reputable school of medi- cine and no other; and it shall be the duty of such Medical Examiner to file with the Grand Medical Examiner a certified copy of his diploma or col- lege certificate, authorizing him to practice, or a certificate from the proper ofiScer that the law has been complied with, as recorded in the office of the Clerk of his district, within two weeks after such election, unless he had pre- viously filed such copy or certificate by reason of a Sreyious appointment in the same Lodge, and no ledical Examiner's Certificate shall be entertained by the Lodge until said certified copy has been filed, and his appointment approved as provided. Subordinate Lodges may choose one or more physicians to examine applicants, but such Ex- aminers shall, in all respects, be governed by the requirements of this Article, and all Examiners shall, as far aa practicable, be members of this Order. The Lodge may, for good cause, remove, by a two-thirds vote of those present at any regu- lar meeting, a Medical Examiner, and elect another in his stead to fill the unexpired term ; provided^ that a motion in writing for such removal shall be submitted at a stated meetingr of the Lodge, at least one week before such vote is taken. 8bo. 13. If any Medical Examiner shall recom- mend an applicant laborintr under chronic disease, or if any death shall occur from such chronic dis- ease within the space of six months after exami- nation, it shall be the duty of the Grand Medical Examiner to immediately investigate and carefully consider all the facts and circumstances connected with the case that may reflect on the Subordinate Examiner, and if he shall find that proper care and prudence were n^^t observed in making the aforesaid examination, be shall suspend said Ex- aminer until after the next meeting of the Grand Lodge, which shall determine whether snch sus- pension shall be final ; and in cases in which there can be no doubt of negligence, the Grand Lodge may remove such Medical Examiner, and such removal shall debar a Subordinate Examiner from acting in a professional capacity for the Order for- ever, or until his disability is removed by the Grand Lodge. Seo. 14. Any Lodge Examiner who shall have favorably passed an applicant upon his statement of family or personal history or condition, and who shall subsequently ascertain that said appli- cant has misstated or concealed any material fact in relation thereto, shall refer the matter to the Grand Medical Examiner, who shall at once pro- ceed to investigate the matter, and shall report to the Subordinate Lodge of which said applicant is a member, the result of his investigation ; and should said report of the Grand Medical Examiner warrant it, the member shall be tried, as provided by law, and if found guilty he shall be expelled, [from the Order* 70 ARTICLE XI* OOMMITTEES. 8EOTION 1. The BnsiseBs Committee sball serve for the term, and it eball be their duty to do all in their power to find employment for those who are without it. All members who are out of, and de- sire employment, should notify the Business Com- mittee to that effect. Seo. 2. The Master Workman, Foreman and Overseer shall constitute the Belief Committee, of which the Master Workman shall be Chairman. Their duty shall be to visit the sick and disabled 'members of the Ledge, acd report at each stated meeting the condition of such members, and in such Cflses as Ibey may deem necef sury they may suggest to the Lodge such pecuniary assistance as they believe is needed. b£0. 3. The Finance or Auditing Committee ehall audit all bills against the Lodge, and examine the books and vouchers of the Becorder, Financier and Beceiver, and make report in writing of such examination at the end of the term» or whenever directed by the Lodge. ABTICLE XIL DUBS, GOOD STANDINQ, BEINSTATEMBNTS. Section 1. Fach member of the Lodge shall |)ay into the funds thereof, as dues, such sums as ^hall be prescribed by the by-laws, which shall in ko case be less than twenty-five cents per month, to commence with the date of his receiving the J. "W. degree. Sec. 2. Any member who neglects or refuses to pay the dues, as fixed by the by-laws of the Lodge, for the period of three months, shall not be entitled to vote, nor to the 8. A. pass word^ and shall be disqualified from holding office ; and if neglecting or refusing to pay for the period o| six months, he 71 shall be reported to the Lodge by the FinaDoier^ and the Master Workman shall, unless otherwise directed by the Lodge, thereupon declare such member suspended from the Order. Sec. 3. Dues shall be construed to include any indebtedness to the Lodge other than the Bene- ficiary Fund. Sec. 4. Any member who has been suspended from all the benefits and privileges of the Order, by reason of non-payment of dues or arrearages of Beneficiary Fund, applying to be reinstated, shall conform to all requirements of the beneficiary rules. He shall apply in writing to be reinstated, which application shall be referred to a committee of three, whose duty it shall be to investigate his character and fitness for membership, and report their opinion in writing at a subsequent meeting of the Lodge, whereupon a ballot shall be taken under the same rules and restrictions as upon the first application for membership. If rejected, the aforesaid amount of arrearages shall be returned, Seo. 5. A Brother who has been suspended from the Order for six months and over, and who has passed 50 years of age, cannot be reinstated. Sec. 6. Any member who has been indefinitely suspended or expelled by the Lodge (except for non-payment of dues or assessments), shall not b© restored to membership except by permission from the Grand Lodge, or in case the Grand Lodge is not in session, by permission of the Grand Master Workman. He shall also comply with the requirements of the beneficiary rules. ARTICLE XIII. BENEFITS. This Lodge may pay such weekly sick benefits and such funeral benefits as may be prescribed by its by-laws. 72 ARTICLE XIV. DISPUTES AND GRIEVANCES. Any miembers of the Lodge between whom may arise any disputes, difficulties and grievances, may specify the same to the presiding omcer in writing, who shall appoint a committee of three members who have attained the W. degree, whose duty it shall be to examine the parties, their proofs and witnesses, fairly and impartially, and report their decision to him ; he shall communicate the same to the parties concerned, when, should the dissatis- faction continue, the whole matter shall be brought before the Lodge, and undergo a regular form of trial ; provided, however, that a member having alleged a dispute, difficulty or grievance against another which shall be proved malicious, he shall for the first offence be fined a sum not less than three ($3), and for the second offence be expelled as a dangerous disturber of the peace and "harmony of the Lodge, after due trial and convic- tion in accordance with the laws, rules and regu- lations of the Order. ARTICLE XV. CHARGES AND TRIALS. Section 1. Any member violating any of the obligations, established principles, laws, rules or regulations of the Order, disregarding the require- ments of the Constitution or by-laws, disclosing the secret work, or private business transactions of his own or any neighboring Lodge to any one not a member of the Order ; divulging the name of a member who has reported unfavorably on an applicant, or opposed his becoming a member ; feigning himself sick or disabled ; practicing, aid- ing or abetting any other misrepresentation, false pretense or fraud ; guilty of drunkenness, immor- al or criminal conduct of any kind ; entering the 73 Lodge in a state of intoxication ; using profane or improper language in a Lodge ; wilfully persist- ing in disturbing the peaceful and harmonious workings of the Lodge, shall be liable to expul- sion, suspension, fine or reprimand, as the Lodge may determine, charges having first been preferred in accordance with this Article. Nothing in this Section shall be construed to conflict with any provision of Section 4 of this Article. Sec. 2. In all cases of charges against any officer or member of the Lodge for violation of any law or requirement of the Lodge or the Order, or for improper or immoral conduct, the same shall be proceeded with and trial had in the manner and form prescribed in this Article. . Seo. 3. Should any officer or member be found guilty of any charge, it shall be the duty of the Lodge to prescribe the punishment ; provided, that to remove an officer or suspend or expel a member, shall require a vote of two- thirds of all the members present entitled to vote. Sec. 4. Any officer or member of a Lodge of this jurisdiction, who shall knowingly and wilful- ly convert or appropriate to his own use, or to the use of any other person, contrary to the laws and regulations of the Order, any moneys belonging to the General or Beneficiary Funds ; or who shall expose in any public manner, in his own house, office or place of business, or who shall report any part of the ritualistic or secret work of this Order, to any person or persons not members thereof ; or who shall obtain admission to the Order by means of any false or fraudulent representation or pre- tense, shall be tried, and if found guilty of the [charge shall, in addition to any civil or c.iminal Eroceedings that may be instituted against him, e expelled from the Order, and be forever debar- red from becoming a member of the Order. Any oflOicer or member of a Lodge of this jurisdiction, who may be charged with im- moral or unbecoming conduct, shall be tried in accordance with the Taws of the Order in the Sub- ordinate Lodge of which he is a member. Sec. 6. Every member shall be entitled to a fair trial for any offence involving reprimand, suspen- sion, fine or expulsion. No member of the Order shall be put on trial for any offence, unless charges be preferred in writing, and a copy thereof, under the seal of the Lodge, be served upon him, and he have the opportunity of defending himself before a committee appointed to hear the case who shall report to the Lodge having jurisdiction. He shall have the privilege of defending himself by counsel, provided the counsel shall be a mem- ber of the Order in good standing. Sec. 7. Such charges shall be referred to a com- mittee of five members. Such committee shall, without unnecessary delay, summon the parties and try the case, and the full committee of five must be present during the trial. If a witness be a member of the Order, he shall give his evidence on the honor of a Workman ; if he be not a mem- ber, then oath or affirmation, and the proceedings must state that such obligation or oath was ad- ministered. No testimony shall be taken without notice, or opportunity for cross-examination oy the opposing party. Sec. 8. It shall be the duty of the committee to whom a charge has been referred, to examine the parties, their proofs and witnesses, carefully and impartially ; and shall give due notice of the time and place of trial, and give fair opportunity for accuser and accused to be present, and to have counsel, if they so elect ; provided, such counsel are members of the Order. But one witness at a time shall be allowed to be present. The journal and testimony shall be read on the call of five members. Upon the report of the committee being made, notice thereof shall forthwith be given by the Recorder to the party against whom the report is rendered, and he shall have two weeks in which to file his objections. When ob- jections to the report of the committee are filed as above provided, the Lodge may determine upon its merits, and either sustain the report of the committee, or grant another trial. Il the Lodge deems the objection not well taken, it shall pro- ceed to pronounce its judgment and afl&x the pen- alty. If no objections are filed within two weeks, the Lodge shall proceed to pronounce judgment upon the report and affix the penalty. Sec. 9. If a specific penalty for an offence be provided in the Constitution and By-laws, the M. W. shall enforce it. If none be so provided, the Lodge shall decide by paper ballot whether the penalty shall be explusion, suspension, reprimand or fine. During the ballot the accused Brother shall withdraw from the Lodge room. Sec. 10. Each penalty shall be voted upon separately, beginning with the lowest. A two- thirds vote of all the members present at the meet- ing shall be necessary to fix a penalty. If repri- mand is decided upon, then the accused shall be reprimanded in open Lodge by the M. W.; if fine is determined upon, then the Lodge shall fix the amount, not exceeding ten dollars ($10). If sus- pension shall be determined upon as the penalty, the Lodge shall proceed to fix the duration of such suspension, which shall take effect at once. If neither expulsion, suspension or fine be determined ir I ^ m TO Upon by the Lodge, the penalty shall, if the accused has pleaded guilty, or been convicted of an oflfence other than those prescribed in [Section 4 of this Article, be reprimand. Sec. 11. When a member shall be subject to a reprimand, he shall be summoned to attend some stated meeting to be fixed by the M. W., to be reprimanded from the chair of M. W., and unless he so attend at such stated meeting to be repri- manded, he shall be suspended from all benefits and privileges of membership from the close of eaid meeting until he shall so appear for repri- mand, unless it be shown by the certificate of a reputable physician that he was prevented from attending said meeting by actual sickness of him- self or family ; in which event he shall appear at the first stated meeting thereafter when a like rea- son of his absence shall not exist. Sec. 12. If the accused refuse or neglect to stand trial when duly summoned, and the committee have before it evidence of the service of summons upon said accused, and a sufficient time has elapsed for an appearance or a reply to said summons, the committee shall report the facts, with their docu- mentary evidence, to the Lodge, and if the com- mittee presenting to the Lodge such report shall so recommend, the offender may be adjudged to be in contempt of the Lodge, if a two- thirds vote of the Lodge concur in the findings, and the Lodge shall proceed to fix a penalty. Sec. 13. Any member considering that injustice has been done by the decision of the Lodge, may, within one month thereafter, appeal in writing to the G. M. W., or Grand Lodge, if in session, stating his reasons. Immediately upon making his appeal, he must notify the Lodge from whose decision the appeal is taken, of the fact, and said Lodge shall, within one month thereafter, forward to the G. M. The member making the appeal must certify to the Grand Master Workman, or Grand Lodge in session that he has notified his Lodge of the appeal. Should either party neglect these requirementP, the appeal may be dismissed to the disadvantage of the Lodge or Brother at fault. Sec. 14. Any Lodge desiring to take an appeal, shall do so in the same manner and form as above prescribed, and if no appeal is taken, the judgment of the Lodge shall be final. Sec. 16. Any member indefinitely suspended or expelled under the penal provisions of the Order,. . cannot be restored to membership except by per- mission of the grand Lodge, or between the ses- sions of said body, by the Grand Master Work- man. Seo. 16. When a Brother has been expelled from the Order under a misapprehension of facts, and such error becomes known to the Subordinate Lodge by whose decision he was expelled, such Lodge may, with the onsent of the Grand Lodge^ or Grand Master Workman, between the sessions of the Grand Lodge, reinstate such Brother, or order a rehearing in the case ; provided^ that before such brother can be reinstated, he must comply with the provisions of the beneficiary rules. Sec. 17. When a member is expelled or sus- pended, under the penal provisions of the Order, from all benefits and privileges of the Order, the Recorder shall notify the Grand Recorder, and forward to him the entire record of the case. The Grand Recorder shall then refer the case to the G. M. W. for his approval, and no penalty shall {become final until approved by the G. M. W. change of venue. Sec. 18. Any member believing that he cannot [obtain justice in his own Lodge, may present his ssan 78 case to the Grand Master Workman, who may allow the defendant a change of venue when he presents facts to him that cause him to believe that the defendant cannot obtain justice in his own iiodge. ARTICLE XVI. NOTICE. Every member shall record with the Financier Ms address, and such record shall be deemed his address until he directs a change of record. Notices or ofllcial journal sent by postal or usual methods to the recorded address, shall be deemed legal service and a bar to any plea of want of notice. ARTICLE XVII. TERMS, RETURNS AND DUES. Section 1. The semi-annual terms shall com- mence on the first regular meetings in July and January. Sec. 2. At the close of each term the Lodge shall report to the Grand Lodge the number of initiations, and the names of the Brothers admitted by card, suspended or expelled, and the cause thereof, rejected and deceased; the number of Brothers relieved with the amount appropriated for that purpose ; the amount of receipts, specify- ing the fund ; the total amount on hand invested and the result of the election of oflBcers, according to the form furnished by the Grand Lodge, which report shall be properly attested by the M. ARTICLE XIX. * BY-LAWS. Section 1. By-laws in conformity with thia Constitution may be made, and from time to time altered or amended, by submitting the same to the Lodge in writing, signed by two members of the W. degree, and having them read at two stated meetings of the Lodge previous to being acted upon, when, by a two- thirds vote of those present they shall be adopted ; provided, they do not con- flict with the laws or the Constitution of the Grand Lodge, or the Constitution of this Lodge, or the principles of the Order ; and provided, that nc fine shall be imposed without a triai and con- viction ; also, they may be submitted to the Com- mittee on Laws of the Grand Lodge, and are ap- proved by said committee. W. belonging to Subordinate Lodges in British Col- umbia from the Grand Lodge of Washington to the Grand Lodge of British Columbia, and of an agreement on the part of said membership, indi- vidually and collectively, to become a part of the said Grand Lodge of British Columbia and sub- ordinate thereto, and to be bound by its Constitu- tion and Laws, its Beneficiary Rules and its Con- stitution for Subordinate Lodges as the same are now enacted, and may be hereafter amended, changed and altered, which said agreement shall be deemed assented to by the said membership remaining in good standing in the Subordinate Lodges now or hereafter to be under the control of the Grand Lodge of British Columbia, and pay- ing dues and assessments th'^rein.
