 community. The character and virtues of our Order will be closely

 Ontario, in reference to procuring Charter Blanks, I have received sam 
 plos from him, and he oilers to have them printed to suit our Jurisdic-

 they miglit bo procured from some State (irand Lodge (iheapor, and 
 promised to bring tho matter before you. 
 
 Provisituj will have to be made for the payment to Fuller Lodge No. 
 '», Albion Mines, of the ifiilOO borrowed money, which conu's duo on the 
 ISth April next, also the interest or else an extension of tho Note for 
 <me year longer. 
 
 There is also another deV)t of ^."jO, IT. S. Currency, due tho estate of 
 the late Wm. Curtis, which I intended to have paid after the funds eame 
 in on the .'ilst December, but knowing that Fuller Lodge would want 
 their money, I decided to wait till after the mooting. 
 
 A('(!ording to orders ^ivon at last session I had .'iO copies of the Pro- 
 ceedings printed, distributing them among the various Lodges in tho 
 jurisdietion and also to those in tho United States who favored us with 
 theirs. 
 
 I would recommend that the Constitution of tho Grand Lodge be 
 revised and printed, as 1 have had several applications for them from 
 Subordinates ; there is also wanted a supply of Working Books and 
 I iodge Supplies. 
 
 The Constitution and By-Laws of Pioneer Lodge, No. 9, I have re- 
 ceived, and presented them to this Grand Lodge for approval.

 "Right Hand of Fellowship," and a cordial greeting there. (Jrand 
 Master Hayden made an able and interesting speech, which wa** 
 responded to in a suitable manner by our (Jrand Sire. 
 
 At Sacramento the Brethren received us in a handsome manner, 
 provided for us during our stay in tliat City, and entertained us with 
 a Public; Dinner and (Jrand Hall. At this City the (Jrand Represen- 
 tatives participated in tho imposing ceremonies of laying the Corner

 ized by har:nony and good feeling, and much important businoMs was 
 transacted. 
 
 The motion for the restoration of the Aporn was laid over till next 
 Session. 
 
 Tho (Jrand Hire, in his able and interesting re[)ort, shows that tlic 
 Order, during tho past year, has made great progress. T will only 
 copy from that report tlie lollowing decisions, which were contirmell 
 by the Grand Lodge: — 
 
 Ist. A Brother of the Scarlet Degree in good standing, desiring a 
 a Certificate of his grade, to enable him to join an lOncampment, is 
 entitled to receive tho same, from the Secreiary of the Ijoclge, in due 
 form, upon application, and no vote of the Lodge is necessary for su«'h 
 Cortiticate. 
 
 2nd. The Grand Sire has no power to authorize Royal Purple Degree 
 Members to wear aprons at the celebration of the 2(jth April, or «hi 
 any other occasion. 
 
 3rd. The Grand Sire has no power to authorize Subordinates, under 
 the jurisdiction of tho State Grand Bodies, to apply to Sister Lodges 
 outside the jurisdiction, for pecuniary }>id for building Odd Fellow's 
 Halls. 
 
 4th. The costumes wore in the G. R. D. cannot be worn on public 
 occasions. 
 
 5th. A Brother of the Patriarchal Degree is entitled to receive the 
 Semi-annual Word. 
 
 6th. Voting in a I^odge is by the usual sign of an Odd Fellow, 
 except on ballot for membership, and is proscribed by tho work. 
 
 7th. A Patriarch under suspension in. his Encampment, is n«it 
 eligible t^) ofKco in a Grand Encampment, and should such Patriarch 
 bo elected, it is not competent to instal him. 
 
 8th. It is unlawful for the Charge Books, or others containing or 
 relating to the sectret work of tho Order, to be taken from the Lodg«' 
 Room. 
 
 9th. Tho N. G. of a Lodge, being the proper custodian of such books, 
 may entrust them to his subordinate Officers, for the purpose of quali- 
 fication, while in the Lodge Room. 
 
 10th. The laws of the Order prohibit tho writing of the Initiatory 
 Charges, as well as all other parts of the secret work. 
 
 nth. The O. B. N. of N. G. ( 30 Charge Book ) fully answers. 
 
 12th. A Lodge or Encampment has the right to visit other liodges 
 or Encampments, when accompanied by its l^residing Officers, outsid<! 
 its own jurisdiction, without Cards or a A. T. P. W.

 The (irand ('. and U. Secretary concluded his admiral)le report with 
 the following satisfactory and encouraging remarks: — 
 
 The figures Just giv(Mi show that as an Order we have a net Capital, 
 of invested Funds, of over Ni)U' and <i half Millions of Dollars, above 
 the legitimate demands of our present need ; the question arises, 
 whether we measure up to our full ability as philanthropists and 
 humanitarians. Do we occupy the held which lays open before us 
 earnestly inviting laborers to itsgolden harvest, coinmensurately with 
 our whole ability? We have done much witlun the last forty years, 
 and theorteringiiasgcme up like the " alms and prayers" of the good old 
 c(uituri()n, " lor a memorial before God," but there is work yet to be 
 done, and ever will be whilst the world and humanity survive. Wo 
 began our career simply as assurers of each other against sickness and 
 death; beyond ourselves our next aim was to eare for those " in whom 
 we live again," our seecmd selves, our families; to material support 
 to those we super-added in time, moral aid; the area of our ministra- 
 tions has continued to amplify and enlarge, comprehending as it now 
 does many collateral auxiliaries to the general object. In all these we 
 have eminently, and shall we resting upon this reward, be contented 
 " with our laurels," or shall we go forward for further triumphs 
 under the broad banner of Odd Fellowship? The world moves, and 
 shall we in active sympathy with its fruitful genius onward " pitch our 
 moving tent,'" or passively lag behind? That we iiave accomplished 
 our original mission, and nobly, is very true; all our obligations have 
 been met yet resources remain. Can we not avail of these and of the 
 propitiuoua fortune which smiles upon our laltors to enlarge their 
 value to our membership, to our widows, to our orphaned ones, to 
 Immanity at large? Let us diligently incpiire into this subject. There 
 is no organization of men in the world in which abounds greater 
 elements of material power, and whose combined energy harnumiously 
 directed is capable of producing a larger intluenco for good within its

 been our friend and support, let us learn our whole duty as men and 
 brethren, and under His guidance enter with alacrity and wisdom upon

 I will not extend this Report, by giving you details, of the doings of 
 the Grand liodge, which you will find in full iti the published reports. 
 
 In ("onclusion Brothers, allow me to thank you for the honor yon 
 have done me, in sending me as your Representative, to so august and 
 worthy a body. I rejoice to know that whoever may represent you at 
 the next session of the Grand Lodge U.S., will o<'(!upy a much prouder 
 position than I did at the last two,— only representing as I did, three 
 Subordinate Lodges, as 1 feel confident that he will at least represent 
 a greater number. I am pleased to be able to report that tlie Order in 
 our Sister Province, of New Brunswick, is likely to spread. Pioneer 
 Lodge, which I instituted on my way to the meeting of the Grand Lodge, 
 is already in a flourishing condition and I have reason to believe through 
 the instrumentality of some of its prominent members two others will 
 shortly be organized in that Province.

 Installations: — At the meeting appointed for installation, I visited 
 Fuller [iodge, No. .'>, ortlcially, and on being admitted with tlie other 
 Grand Oflicers proceeded to instal the ollicers for the present t<>rm, 
 which l)eing done in ample form I declared the oflicers installed. I 
 also visited Norton Lodge, No. (5, otTicially, accompanied by the other 
 (irand Ollicers, and thereupon the oflicers "of that Lodge where installed 
 in ample form. I also visited Eastern Star Lodge, No. 2, ofliciallv, and 
 being admitted, accompanied by other (Jrand Oflicers, proceeded to 
 instal the oflicers, for the present term ; on the Vice <jirand being pre- 
 sented for installation, objections where made to the effect that not 
 having a majority of votes cast, his election was illegal. On enquiring, 
 I found this objection to be correct, whereiipon I ordered a new 
 nomination and election for members eligible to fill the otllce of V. G, 
 Nominations having been made I ordered a ballot to be taken, the 
 result of which was the election of V. G.; after whicli the installation 
 was proceeded with, and the installation of oflicers declared in ample 
 form. 
 
 I then proceeded to St. John, N. B., and visited Pioneer Lodge, No. 9, 
 oflicially, and having all tinngs in readiness, I installed the oflicers in 
 ample form. 
 
 I also visited St. Lawrence Lodge, No. 8, Charlottetown, P. E. I., 
 and installed the ofiicers in ample form. 
 
 QueslionH: — From the N, G. of Eastern Star Lodge the question has 
 been asked, — " How is a Ijodge to take evidence on an appeal from the 
 decision of a Committee? " 
 
 Requisition :~ A requisition from three members of the Grand Lodge 
 asking for a Special Meeting of the Grand Lodge to be called. 
 
 Suggestion: — I find from questions asked on points of Law and 
 u.sage, that in many instan('es, the Grand Master is applied to before 
 the Law itself is ccinsulted or examined. I do therefore respe(!tfully 
 suggest, that the Lodge provide the latest edition of the Digest as well 
 as the Journal of Proceedings of the G. L. U. S., and that a copy of 
 each be kept on the desk of the N. (j1, or P. (i., during the meetings of 
 the Lodges, for reference to Law and usage, and thus much unneces- 
 sary delay is avoided, the time of the Lodge saved and a great deal of 
 correspondence with the Grand Lodge saved.

 Returns of all Lodges received. St Lawrence Lodge, No. 8, Charlotte- 
 town, seems to have something wrong with it ; Report received but not 
 §roperly Ailed out. Report of Pioneer Lodge of last term, pronounced 
 y the Committee incorrect ; I forwarded to them for correction. 
 
 All Books and Supplies ordered at last meeting, I have procured and 
 distributed.
