To tht jnourable John Carlinq, Minister of Agriculture, Ottawa. Sib, — I have the honour to report that in accordance with instructions received on 18th July, 1890, to represent the Dominion of Canada as Honorary Commissioner to the Jamaica Exhibition, I entered upon my duties at once, visiting the leading centres of trade in Canada, and calling upon the principal millers and manufacturers for the purpose of inducing them to send exhibits of such of the productions of Canada as I felt were likely to find a market in Jamaica and the British West Indies generally. I addressed meetings in the leading cities of the Dominion, convened by Boards of Trade and Chambers of Commerce, submitting to thom such information as I had gathered as to what articles were suitable to send, and placing in their possession valuable statistics in relation to the ti-ado of the island prepared by Mr. George Johnston, Dominion Statistician. I visited the leading cities of Nova Scotia, New Brunswick, Quebec, Ontario, Prince Edward Island, and corresponded with Manitoba and British Columbia, meeting everywhere warm sympathy with the object in view; the result being that a very important lot of exhibits were sent to Jamaica, a catalogue of which will bo found in schedule marked " A ". After completing my work in Canada in the securing of exhibits, I arranged with the railway companies that freight on all was to be paid one way, and such exhibits as were returned to be carried free of charge. The arrangements with the steamship companies at Halifax differed from the rail- way ariangement in the respect that returned exhibits were to be at half rate. Archibald of Antigonish. X.S., F. W. Fearman of Hamilton, Out., and the Quebec Provincial (lovernmeiit. The cheese was pronounced by the judges to be better than, and the buttei' equal to, any that, had been im])orted into Jamaica. The supply of both articles has hitherto beeii obtained from the United States. Bacon and Hams — A similar verdict was given in respect to bacon and hams. Awards. — The awards to the Canadian exhiiiits, which ap])ear in schedule marked "C," reached 7ne on my leturn to Canada. By rel'ercnce to schedule marked ' l),' it will be seen that Canada has carried otl' lli'j)ii)lomas of Jlonour, 91 Gobi Medals, TO Silver Medals, 1.") Bronze Medals, and 14 Honouraiile Mentions; thus secui-ing the proud position of receiving alai'ger number of awards than any other country represented at the Fxhibilion, except .lamaica. The J)iplomas of awards will shortly be sent to the successful exhibitors. So soon as ]iroper information is received exhibitors will be informed where and how they can got the medals, should they desire to purchase them. A careful report on each exhibit has been made and appended hereto marked "E," from which information can be gathereil as to the pros]ieft for trade. Trade.— It isgratifying to be able to say that already a very considerable amount of trade with Canada has residted from the exhibits sent to the Fxhibitioii. Apart from the representatives who wont fro u Canada to look after the exhibits, manj- of whom had from 15 to 20 to attend to, several ])rincipals of tirms visited the Exhibition in the interests of their industries, and became satistieil that, with pro- per attention, a remunerative business could be doiu'. Several parties who went to Jamaica to represent exhibits have made airangements to ojien up business connec- tions, and are being represented in Jainaica and Canada. At the time of writing I have letters from quite a number of exhibitors expressing gratification at the orders thej' are receiving. I found a strong sympathetic feeling on the part of the peo]de of Jamaica in the efforts Canada was making to extend her trade. The following Local Governnients sent valuable exhibits at their own expense, quite independent of the individual exhibits from their Provinces, viz. : Nova Scotia, New Brunswick, Prince Edward Island, Quebec, Ontario and Manitoba, all of whom have received Diplomas of Honour. LiME-LiGHT Views.— A prominent feature of the Exhibition was the nightly dis- play of limedight views of Canada— from Halifax, N.S., to Victoria, B.C.— by Messr.s. Halley and Granville, of Montreal. Those gentlemen carried lette-s from me to the various cities and towns of Canada, collecting funds sufficient to bear the exjjense of this additional attraction. Dimock, of Truro, X.S., a8 Superintendent of the Canadian Court, was a very happy one. It affords mo pleasure to state that he performed his duties in a most creditable manner. Ivirly and late in his attendance, courteous and obliging to all with whom he came in con- tact, he enables me to bear testimony to his unceasing vigilance and untiring energy in placing the Canadian Court in a position of incomparalilo excellence. In tho interest of Canada, 1 felt that it would lie important to visit tho loading points in tho island and address meetings. I had every C(mfidenco in leaving nuUters in Mr. Dimock's hands, knowing that while absent eveiy interest would be attended to. 1 had good audiences at all the meetings, and in some places very large ones. All seemed most anxious to hear about the resources of (^anada. The Commissioner representing tho Province of Quebec, Mr. Augusto Diipuis, rendered very elRcient services. For about two months he was in constant attend- ance in the interests of the (Quebec (Jovernment exhiliit, and evinced generallj' tho deepest interest in the success of the Canadian Court. It gratifies me to be able to testify to his zeal, industry and devotion to the charge entrusted to him. Mr. L. Theriault, M.P.P., i-epresonted the Province of New Brunswick in a most etlicient manner. I cannot speak too highly of the attention given to the exhibits from tho Government of Ontario by Mr. E. J. Forbes, of Toronto. I cannot close this portion of my Rejjort without expressing my appreciation of the extreme kindness and attention "wluch L received from all with whom I came in contact in Jamaica. The hospit;'.!ity of tho people was unbounded. I found no in- convenience whatever from the climate; indeed, the reverse. I will not attempt to give any description of this lovely island, where every temperature but that of cold can be "had. Many parts of it are like " glimpses of Paradise," and " there is hardly a spot in the island where tho eye will not rest upon some view which tills it with a sense of the fulness of beauty." " Good hotels are being built in different parts ot tho island, and where such are not to be had comfortable quarters can be obtained by those in search of health or recreation. TRADK ASPECTS. piour. — The baking of Canadian flour at tho Jamaica Exhibition, and distribu- tion of samples of bread 'to the general public, settled the (piestion of the former's keep- ing qiuUities. The people were informed that tho flour had been sixty days in tho island before being baked; and subsequently, that the flour baked at the close of the Exhibition had bc^en four months in tho island. It was jjerfectly sweet, and made as good bread as had been pi'oduced at the beginning. Public opinion, in view of this, "and tho undoubted unsurpassable ([uality of tho bread, became very outspoken in fiivour of Canadian flour. All things being equal as to price, there can bo no doubt whatever that the great bulk of the flour required in Jamaica can be sold by Cana- dian millei's, and what has been proven as to the keeping qualities in Jamaica holds good for all tropical countries. Tho flohl thus becomes very large. Great case should be taken that tho quality of the flour exported should always be kept up to the mark, and prove as good as that which was sent to the Exhibition. There need be no difficulty in this, as Canadian mills have now the most approved system of grinding in the .vorld. During the wet season in the tropics, shipments of this important article should he made in such qiumtities as will prevent any accumulation, and such as can bo consumed within 30 or 45 days after arrival, and thus avoid any possibility of detri- ment in consequence of climatic influences. The barrels containing the flour should be bound with hickory hoops. Tho reason for this is. that when empty they bring a better price for packing fiuit than barrels with flat hoops. The business could be very largely cxtondod, greatly to the advantage of consumers in this country.
