Whereas doubts may arise as to the legal construction of the third Section ol By-Law No. 4, passed hy this Council on the Hth day of March 1850 ; And whereas it was intended by the Council in the passing of the said By-Law, that the word Commissioners mentioned in the said section, shall apply only to the persons or a majority of them appointed for the Superintendence and construc- tion of each of the roads in the fifth Section of the said By-Law nn^ntioned, and not to the several boards collectively, and for the purpose of removing such doubts ; Be it ordained and enacted by the Municipal Council of the United Counties of Leeds and Gren- ville, assembled at the Town of Brockville on the eighteenth day of June, in the year of Our Lord one thousand eight hundred and fifty one, and it is hereby ordained and enacted, that the word ♦' Commissioners" used in the said third Section of the said By- Law, was intended, and shall be construed and taken to mean the Commissioners or a majority of them respectively ap])ointed, or who may hereafter be appointed, for each of the Roads authorized to be constructed under the provisions of the said By-Law, and not to the said Boards collectively, anything contained therein or in any other By-Law to the contrary notwithstanding. Be it ordained and enacted by the Municipal Council of the United Counties of Leeds and Grenville, assembled at the Town ^i Brockville, on the twentieth day of June in the year of our ^ f»^ -I Lord one thousand eight hundred and fifty one, and it is hereby ordained and enacteid, that the Warden of these Counties, on the requisition of the Municipal Council of the Township of Leeds and Lansdown in Rear, be authorized to issue Debentures to the amount of seventy-five pounds on account of the grart made by this Council to aid in the construction of the firidgp at the village of Lyndhurst ; Provided a certificate be produced from the County Surveyor stating that the progress of the work will justify the ad- vance of the said sum ; And Provided also that, such Debentures shall be taken in part payment of the sum of one hundred and fifty pounds granted by the first section of By-Law number thirteen passed on the 12lh day of October 1850, and entitled "By-Law to cover certain grants of money." Be it ordained and enacted by the Municipal Council of the United Counties of Leeds and Grenville, assembled at the Town of Brockville, on the twenty-first day of June in the year of our Lord one thousand eight hundred and fifty-one, and it is hereby ordained and enacted, that the eighth and ninth sections of By-Law number four, passed on the fourteenth day of March in the year of our Lord one thousand eight hundred and fifty, and entitled " By- Law to repeal certain By-Laws therein mentioned, and to make further provisions than are at present by law made for the construc- tion of Four Toll Roads in the United Counties of Leeds and Grenville," be repealed, and the same are hereby repealed, any- thing in the said By-Law to the contrary notwithstanding. Be it ordained and enacted by the Muuicipal Council of the V *t\ v !■ \ T<- \ \ '^ \ United Counties of Leeds and Grenville, assetuhled at the Tuwu of Brockville, on the twenty-first day of June in the year of our Lord one thousand eight hundred and fifty-one, and it is hereby ordained and enacted, that there shall be raised and levied on all the taxable real and personal property in the said Counties fur the present year, the sum of £1799 18s 6d currency (free and clear of all charges and percentages for assessing, collecting and paying over the same) for common County purposes and for the support and maintenance of Common Schools in the said Counties, und that the said sum of j£1799 18s 6d shall be divided and appor- tioned on the several Township Municipalities of the said Counties in the following manner, that is to say, on Oxford the sum of JC148 5s 7d; on Bastard and Burgess the sum of £138 Is 3d ; on North Crosby the sum of £53 9s 7d ; on Yonge the sum of £194 2s 3d ; on Kitley the sum of £121 193 lid ; on Leeds und LAns- down (in Rear) the sum of £65 14s 8d ; on Elmsley the sum of £48 18s 2d ; on Escott the sum of £48 2s lOd ; on Edwardsburgh the sum of £130 16s 3d ; on Elizabeihtown the sum of £333 9s; on South Gower the sum of £52 2s 5d ; on Leeds and Ijansdown (in Front) the sum of £85 8s lOd ; on Augusta the sum of £212 5s 8d ; on Wolford the sum of £105 10s 2d ; and on South Crosby the sum of £61 lis lid; and the Township Clerks are hereby required tp place the said several sums on the Collectors Rolls of their respective Townships for the present year, by apportioning the same rateably on all the taxable real and personal property of such Municipalities respectively. 2. That there shall also be raised and levied on all the taxable real and personal property in each and every of the said Township Municipalities, the sum of sixpence in the hundred pounds, and so in proportion on any less sum foi the Lunatic Asylum as required by the second section of the Act 13 and 14 Victoria, chapter 68, and that the town Clerk of every such Municipal ^♦v is hereby re- quired to place the said rate on the Collector's Rv i of his Town- ship for the present year. 3. That there shall also be raised and levied on the said taxable . property in every such Township Municipality, the sum of three eighths of a penny in the pound, on the assessed value of the said property, as provided for by the eighth section of By-law number \ eight, passed by this Council on the tenth day of October in the year of our Lord one thousand eight hundred and fifty, and en- titled " By law to amend By-laws JVos. 4 and 5 passed on the I4)th day of March 1850," and that the Township Clerk of every such Municipality is hereby required to place the said rate on the Col- lector's Roll of his Township for the present year. 4. That the Township Collectors shall collect the rates hereby imposed on their respective Township Municipalities, and shall pay over the same to the Township Treasurers respectively, and finally 6 uluNe their respective aooounts with those ottiuers, ou or before the fifteenth day of Decembsr next. 5. Be it ordained and enacted by the Municipal Council of the United Counties of Leeds and Grenville, assembled at the Town of Brockvilie, on the twenty-first day of June in the year of our Lord one thousand eight hundred and fifiy-one, and it is hereby ordained and enacted, that the sum of one hundred pounds be granted and paid to the Municipal Council of the Township of Wolford in Debentures to be issued by the Warden upon the requisition of the said Council of Wolford, under the provisions of f 1 * / te it 8t ts. By'law number five, passed on the Hth day of March, 1850, and entitled " By-law to authorize the issue of Debentures," to^aid in the construction of a new Bridge across Trish Creek in the Town- ship of Wolford aforesaid ; provided a like sum shall be appropriat- ed and expended by the said Council of Wolford. 2. Thai the Treasurer be authorized to pay to Pierce Aoheson and nichard Osburn the amount which may be due them for keeping in repair the Victoria Macadamized road leading from Brookville to Addison, upon their producing to him a requisition from a majority of the Commissioners of the said road stating the amount which under the circumstances of the case they consider in justice due them for the said repairs. 3. That the following sums be granted and paid by the County Treasurer to the parties to whom they are respectfully granted, and that this By-law shall be a sufficient voucher to that officer for the payment of the said sums. No. 1. To the Statesman Printing Office the sum of Jei9 4s 2d, for advertising. No. 2. To D. Wylie, the sum of £24 lis 8d, for advertising and printing. No. 3. To Stephen B.
