Oonsid a desire 1 especially i I PREFACE I The author of the following work wa<5 led to iU preparation p»"incipally from his appointment as Treasurer to the Superan- nuated Preachers' Fund, at the Brockville Conference, in 1850. The manuscripts were seen by a number of Brethren at the Ham- ilton Conference of 1853, and a resolution was unanimously passed, requesting its publication. The various materials for the work have been collected from the most authentic sources, at great cost of labour and perplexity. The principal part of the work is drawn from official documents, and the rest from private sources of information. While this publication goes forth at the request of Conference, the author wishes it to be distinctly understood, that that Body ought not to be hold responsible for the facta or reasonings which are here presented, until the work has been fully examined, con- sidered, and expressly sanctioned. Some of the dates may be erroneous, and many particulars will probably have to be corrected in a future edition. The author has consulted every available official document within his reach, and the majority of the lists of appointments have been examined by the respective brethren. To several others, letters have been written for information ; fiom a few of whom replies have been received. Contributions, serving to improve the work, in dates or facts, will be gratefully received, with a do«ire to perfect the statistics, as far as possible, in a future issue. Considerable delay and additional labour have been created by a desire to revise and extend the returns to the present period ; and especially from the contemplated union and consolidatipn of the 1 «* /f'- k PREFACE. work of Cod in Eastovn and Western Canada. In anticipation of this desirable consuinniati(^n, we have incorporated all the Ministers of the Eastern District in rcijidar order anions the members of the Canada Conference. This alteration necessarily compelled the author to re-copy and extend the whole work before committing it t) press. As this is the first edition, the author lias thought proj)er to insert the na' )s and appointments of such as have died in the work, witli such a\'ailable notices as presented tliemsolvos. If we are to give " lionour to whom lionour is due," surely those devoted, successful, and faithful labourers ouglit to have a place among us; "And we desire that every one of you do show the same diligence, to the full assui-ance of ho])e unto the end ; that yo be not slothful, but followers of them wlio through faith and patience, inherit the promises." Ileb. vii. 11, 12. "Whose faith follow, considering the end of their conversation ; Jesus Christ, the same yesterday, to-day, and forever." xiii. 7, 8. It will be found that a few brethren who were formerly members of this Conference, but are now employed in the mission work of the liower Provinces, are inserted, as they are all under tho direction of the Parent Body. At one time it was intended to publish all the appointments of such brethren as have joined the Conference from other bodies, but, after consulting with some senior ministers, and on maturer consideration, it has been deemed advisa- ble to confine tlie Register to our own proper work, with a reference only to the time which these brethren ti-avelled in those bodies. The tabular view of the ministerial status has been compiled from the printed copies of the stations of the Methodist Episcopal Church and the Minutes of our own Conferences, and of other private or personal information, compared with the Report of the Committee, presented to the Twenty-Eiglith Annual Confer- ence, held in Toronto, June, 1851. That Report has been found defective in some particulars, so that the author Jias been compelled, in a tew cases, to differ from it. The returns are made generally as found in the pointed Minute^ but in several instances great per- > ■ploxity ineen found compelled, } generally great per- ^ ■ploxity wati occasioned by conHictinnf dates. Tho author craves the indulnfenco and forbearance of such brethren as find tlioiusilves erroneously reported, and hopes to prevent tho lecurrence of such errors in a future edition. We have supplied a brief history of the Superannuated Preachers' Fund, the present Constitution of that Fund, and the amount con- tributed towards it during the preceding twent\-ono years, with a summary of the disbursements, and a table showing the compara- tive tlitference of dividends under each administratioa. The information furnished in tliis work will be useful in assisting to trace the course of appointments, the ministerial status, and some histoiical reminiscences, which would be often difficult, and, in some cases, impossible for many to obtain; and thus the one im- portant and principal end is obtained by its publication. "Asa Boole of Reference^ it will be both pleasing and profitable to look back upon the achievements of by-gone days, and reflect upon the labours and sacrifices of those men, through whose in^:trumentality God has turned a barren wilderness into a fruitful field," and made " the desert rejoice and blossom as the rose." The history of the Superannuated Preachers' Fund presents a feature of becoming solicitude to provide for the wants of the afflicted and necessituous Ministers, who are unable to continue in the regular work of the Circuit; but in the early period of our separate and independent state, this income was very small, and the allowance necessarily limited to a mere pittance. In the Minutes of Conference for 1825, Vol. I., page 9, we find the following resolution, — " Resolved, — That our Superannuated brethren be permitted to make collections in all places where they may labour, and wjiere such collections do not interfere with the labours of the Circuit Preachers; and that they account for the same, together with all which they may receive in consideration of their services." — Some alteration appears to have taken place afterwards, for in the Minutes for 1833, Quest. 10, we find in ihajirst printed returns'^ " What has been collected for the contingent expenses^ and for making up the allowances of Preachers V And a reference that the allowance is only 82 per cent, of the claims of the '* Worn-out and afflicted Preachers, without any allowance to their families." In 1836, the name of this Fund is changed, and a separate mode of raising the ways and means is adopted. Quest, lo — *' What can he done for the purpose of securing a more efficient support for our Superannuated Preachers, and for the Widoivs and Children of those who have died in the Itinerant WorkV " 1. Instead of the public collections wdiich are now made in our congregations, (generally called the fifth collection,) there shall be private collections and subscriptions made in the societies, and among our friends throughout all our Circuits, during the month of May, in each year. " 2. That into this Fund each member of the Conference sliall pay cot less than one pound annually." 6 "62 THE BUPERANNDATKD PREACHERs' TXJ^Xt. In 1842, the time of making application for assistance to the Fund was chaniretl by the lollowing Uosolution, — h* *' That application be niado to our members and friends in behalf of the Superannuated or \Vo''n-out Preachers' Fund, somo time between the months of Novembi, md February ^^ "That those lay members who hi,,, e paid one ])ound to tlio Superannuated Fund annually, have their namjs printed in the Minutes of Conference." — Minutes 1842, "That all who subscribe and pay one pound and upwards annually to the Superannuated Preachers' Fund, receive a copy of the Annual Minutes gratis." — Minutes 1846. During the Session of the Belleville Conference, in 1848, a Com- mittee was appointed to consider and recommend a graduating Bcale of allowances, in order to effect a more equitable distribution of this Fund. The Committee reported to the Hamilton Con- ference in 1840; and after some few amendments were made to that Report, the following graduating scale of allowances was adopted, ** Resolved, I. Every Superannuated Preacher, who shall have travelled effectively yi/l^een years, shall receive £25 per annum; and from fifteen to twenty years, he shall receive £2 additional per finnum; and from tiventy to thirty years, he shall receive £1 lOs additional per annum." ^ Res. II. All the Ministers who may retire from the work, by per- mission of the Conference, and who shall not liave travelled y?/ifec?i years, but over elevfin^ shall receive in lieu of a permanent claim upon the Fund, the sum of £25 per annum for four years. " Resolved, III. All Ministers -who may also retire from the work, by permission of the Conference, and who have not travelled eleven years, but over eight shall receive in lieu of a permanent claim upon the Fund, the sum of £15 per annum, for four years, " Resolved, IV. All Widows whoso husbands shall not have travelled more than /(?m years, shall receive £lO per annum. "Resolved, VII. That the cases of Ministers who shall be obliged to desist from travelling on account of ill iioaith, or otherwise; or who may voluntarily cease to travel, — the iniuistovshavinq; travel- led less than eir/ht years, — all such cases shall be reserved for the special consideration of Conference. " Resolved, VIII. All Preachers who shall have travelled nine months, or more, under the direction of a Cliairman of a District, shall be allowed one year for such time, in all claims made accord- ing to the preceding scale and Resolutions. "Resolved, IX. That the present claimants upon the Fund shall be paid accouling to the preceding scale, with the following excep- tions, viz : — Revs. Messrs. Prindel, Wilson, Stoney, Yeomans, and Mrs. Slater. " Resolved, X. That the Rev. A. Piindel be allowed £25 per annum; the Rev. James Wilson £50 per annum, with the previous engagoment understood, that, on his demise, no subsequent claim be made upon the Fund by his surviving partner; the Rev. E. Stoney £30 per annum; the Rev. D. Yeomans £25 per annnum, with no provision for Widow. Each case to be governed by proviso attached to scale. Mrs. Slater shall receive £I5 per annum, iovfour years, after which her claim to be according to scale and proviso. " Resolved, XI. That all Superannuated Preachers be released from the payment of the £1 per annum, hitherto required by Conference. " Resolved- XII. That all Ministers hereafter comine: to us from other Churches, or other Branches of the Weslevan Church, shall be allov,'ed a claun upon the Fund, according to the number of years they shall have travelled in connexion with our Conference. " Provided always, That the Superannuated Fund from year to year, be sufficient to meet the allowance of the several claimants according to the foregoing scale; but when insufficient, acorrespon- dant reduction shall be made in the payment of the allowances of all the claimants." N. B. — The Conference, in settling the question of Ministerial standing, passed a Resolution that no more than one year should be allowed for the time travelled under the Chairman. 64 THE SITKRANNUATED PREACIIERs' FUND. u Upon reflection, every candid person will perceive that theso allowances can be considered as svpplemcntary merely to other means of p'crsonal income. The amount may be reckoned as auxiliary. The recent alterations in the constitution and distribu- tion of this Fund was intended to provide for two tilings, — a distribution in proportion to the services rendered, and, if possible, to prevetit the necessity of any reduction in this amount to the claimant. This change in its administration, is, however, to some exient, a d^'parture from the financial j)riiK'iples of Wesleyanism, which makes no more provision than the actual necessities of iti Ministers, without reference to ages, talents, standing, or other considerations of a similar nature. A Scriptural and Wesleyan Rule in financial appropriations, is to me.oX present necesslt//, Jind make no provision for to-morrow. By the judicious application of this principle in their mode of sustentalion, the Wesleyans appropriate their Funds for actual need, and not to fiotitioiis wants. Formerly, the Superannuated Preachers' Fund was pm-ely Eleemosynary \ and persons in the possession of sufficient means of subbistance were not allowed any claim ; but the change in its constitution has been considered a sullicient reason for relaxing the previous rule, that only such persons as wore really in want, shouW be assisted by its Funds. The new regulation of claims being proportioned to the amount of services rendered — and the consideration of thegreatly diminished amounis in most cases, render it less necessary, or desirable to apply all the proceeds of the Fund, with reference only to either personal wants or personal means. Wliilc it is encournirino" to find tliat hitherto, since (liis chaniro in its administration, this Fund has been able to meet in full all the claims aC'.Y^rdiiig to the scale of reduced allowances — yet it is to bo deeply regretted, that the allowance could not have been fixed much higher; as any one may discover that those amounts must V-: utterly insuliicient for such claimants as have not any other available menns of support. These annual contributions of the Ministers, durincj tho last l7 years amount to £2,308 ISs. 3d., and bear the proportion of about 7 to 11 of the entire atmual donations and subscriptions of tho membership and of the whole Church. We are gratified to find the income gradually improving, and that the average in 1853 rose to 3d. per member. In the year 1851, an Act of Incorporation was obtained for tho " Wesleyan Benevolent Societies;" and under the Provisions of this Act, the 14th and loth Vic. Cap. 142, the following Board of manngement was appointed in 1852 : " Resolved, — That the Rev. Enoch Wood, President of the Conference, be President of this Societv. "Resolved, — That the Revs. John Douse, A. Green, J. Spencer, E.B. Harper and H. Wilkinson be the Central Board of the Superan- nuated Preachers' Fund, with po\^ er and authority to obtain a Seal, and to hold and dispose of property, and manage tho business of the said Society, for the benefit of the same.
