Helipving, as we do, that the law of the Christian Sabbatli is of uiiivorsal and {)erpetual oliligation, the proper observance of which secures jiliysiciil, mental and moral good to society ; and recognizing the wide- spread desecration of the day throughout this Province, in such ways as the running of passenger and freight trains, excursions by trains, steaui- lioats and stages, the opening of snloons, cigar and fruit stands, and con- fectionery stores, base ball playing, gunning and fishing, and the publica- tion of newspapers ; and deploring the fact that our legislators have hitherto failed to place on nur statute books any eftective legislation by which such open and continuous profanation of the Sabbath may be pre- \ented, we hereby submit for the adoption of the Conference the following resolutions :- - 1. That a petition setting forth our views as a Church, in common with other Cliurches, in reference to the nature and observance of the day, and praying for direct legislation on the matter, be sent from Confer- ence to the Local Legislature. 2. That a (Jomniittee tie appointed for the draftijig of a petition to be circulated among our people, in order that they, too, may join with us in tiie endeavor to secure, if possible, such legislation. .'5. That a Sabbath be set apart by tliis Conference, on which all our Ministers shall preach .sermons with special refeience to the subject. \. That the President of our Conference be recjuested to issue a pas- toral letter directed to tiie pastors and congregations of our Church, scattered throughout the bounds of our (Conference, in which the doctrinal views we hold in reference to the day shall be clearly and definitely set forth, and a special appeal made to all our people to r.nite their prayers and efforts to overthrow and destroy tl)is great evil of Sabbath dese- cration. 5. With respect to the State of the Work, during the past year, within the bounds of tbe British Columbia Conference, your Connnittee beg leave to report as follows : — 1. ^^'e find that, in every department of our Church woik, there has been a marked increase, for which we desire to express our gratitude to the (ireat Head of the Church. 2. At the close of our first year as a Conference, we desire to place on record the fact that the expectations expressed last year by the Committee on the State of the Work have been realized, and that imjjetus has been given to Methodism throughout the entire Province. Wo I'ecomnieiid no new methods, but rather a diligent and faithful working of our old methods, believing that, in the doctrines and usages of the Metho list Church, sanctified by the Spirit of God, we have all the agencies refjuired for the accomplishment of the great work committed to our charge. With reference to the spiritual interests of our work, we believe thci'e has never been a time in the history of our Churcli in this Pi-ovince when there prevailed a greater spirit of zeal and harmony in the Church, or when there was manifested a more widespread and earnest inquiry among tiie people regarding practical religion. 4. We are also glad to notice an inci-ease of earnestness on the part of our pesple in the work of the Sabbath-school, and that the past year has. been characterized by a large number of conversions among the children. II. Indian Missions. 1. The Crosli;/ (lir/s' Home. — We rejoice to learn that, under the care of Miss ivniglit as matron, assisted by Miss Hart, recently of Halifax, N.8., the success of the institution has been satisfactory, cas the number of inmates has increased. That the Naas River Orphanage for Boys be merged in this institution, which shall hereafter be known as "The Methodist Training and Industrial Institute." 2. That the Revs. Thos. Crosby, A. E. Green, and D. Jennings, be apjrointed as the Board of Management. '^. Cape Mudcje. — We recommend that an official letter be sent by the Secretary of this Conference to the Agents of the Church Missionary Society at Albert Buy, informing them that the MethocliBt (Jhurch has at present no intention of establishing a Mission at present at (Jape Mudge. III. Chinese Mishions. We gratefully record our conviction that our work among the Chinese is no longer an experiment. The Victoria Mission, by improving tlm moral tone, suppressing the vice and rescuing the slaves of China town, has been a decided success. The Rescue Home, under the experienced and efficient control of Miss Leak, is proving a great blessing to the inmates, and is in a state that seems to assure permanency of existence and usefulness. The Mission School at New Westminster is established, and is success- ful ; a very hopeful feature is the large proportion of pupils in connectioiii with the school who attend the Sunday-school and Class-meeting. Your Committee recommend : — 1. That a Missionary be appointed to superintend the Chinese work iiii this Province. 2. That in all our schools a small fee be charged to meet expenses. 3. Hai.l, Secretary. 1888] METHODIST CONFKUENCE. 28 REPORT OF THE .SABBATH-SCHOOL COxMMITTEE. se work iiu Your Committee beg leave to report as follows :— While we believe that too great importance cannot be attached to Sabbath-school work, we admire the eHicient regulations provided in our itook of Discipline for the prosecution of such work, and most earnestly recomniend the members of our Church, both clerical and lay, to pay special attention thereti . Upon examining the schedules, we are gratified to note some encour- aging features in connection with the past year's »vork ; — 1. The large proportion of officers and teachers re{>orted as members of our Church. 2. The number of conversions which have taken place among the fiuholars. 3. The increase in the numbers of those who have signed the total abstinence pledge. On the other hand, we feel it our duty to note a few facts which are of a discouraging nature. In the Hrst place, but a small number of schools exists in proportion to the number of our preaching appointments, a fact which leads us to urge upon all our ministers and preachers the advisability of doing all in their power to organize schools wherever it is at all practicable. Furthermore, we regret the apparently small amount of interest taken Ijy our schools in the Catechism, and here your Committee would observe that while we believe Methodist theology is the grandest in the world, 110 better compendium of which exists than that found in our Catechisms ; and while in these days creeds and beliefs are denounced by many so-called reformers, and while hundreds we fear of even our Mf " dist young [)eople are not able to give a proper definition of any of the holy doctrines of our Church, we feel it is high time to emphasize in the strongest manner possible the importance of this great matter. Your Committee have learned that there are to be found many places where schools might be instituted if teachers could be secured, and would, therefore, reconnnend that a few persons should be selected to go to these places in bands of four or five, and seek out the neglected children who are growing up without any religious knowledge. In conclusion, we, as a Conunittee, would most respectfully recommend to all interested in Sunday-schools the importance of temperance instruc- tion in all our schools, also the duty of doing all we can in order to enlist the sympathy of our children in our Missionary work, as well as extending the patronage we feel is due by us to the excellent Book Room and Publishing House of our Church in Toronto. The annual income from all sources has fully met the expectations of the Treasurer. Notwithstanding the low rates of interest, there has been an increase realized from this source of ^l,67i>.29. Tlie claimants have been paid in full, and the debt, with which we commenced the year, has been reduced 81,667.25, leaving only a balance of 81,044.95. 0. On the whole, the working of the new law has been an encourag- ing success during this, the tirst year of its existence, and augurs well for the future. I do not claim for it absolute perfection, but it cannot be •changed till the next General Conference. As we cannot " mend " it till then, let us, as minister.s and laymen, "keep it" and, witli the improve- ments that may be made at the next (ieneral Conference, it will be a last- ing blessing to tli(( Church in all times to come.
