But as this object had been already secured by his own contribution as a Life-Member, the amount has been entered in the name of Lady Estcourt, which stands now upon the list. MISSIONARY LABOR. The Rev. W. V. Lloyd was selected by the Lord Bishop to discharge the duties of Chaplain at the Qua- rantine Station, Grosse Isle. This situation Mr. Lloyd continued to occupy during the months of May and June: when he was succeeded by the Rev. Mr. Chap- man, Missionary at Dudswell. Mr. Chapman has not forwarded any regular Report to the Secretary : stating as bis reason for this omission, that he did not consider it necessary to do so, in consequence of the routine of duties thit season having been» in all essential matters. 14 almost identical with that of last year, " with the excep- tion of the Sunday Evening Service in the Church ; and four visits to Crane Island, for the celebration of Di" vine Service there." Mr. Chapman arrived at the Quarantine Station on the 1st of July, and left on the 6th of October follow- ing. The Rev. £. G. W. Ross having been appointed by the Bishop to visit the spiritually destitute Settlements on the Saguenay, left Riviere du Loup, on board the steamer Tadousac, on the evening of September 3rd, and arrived at Riviere du Moulin, near the head of the Saguenay, on the following afternoon. Here he remain- ed for the space of a fortnight, at the hospitable man- sion of David Price, Esq., M. P. P., engaged in visiting, ministerially, the different families of French and English Protestants in the village and adjoining neighbourhood, catechizing the children, and distributing Testaments, Prayer-Books, Books of Family Prayer, and Tracts, in the French and English languages. On Sunday, Sep- tember 7th, Divine Service was celebrated at the resi- dence of Mr. Price, the Congregation consisting of Id individuals. It was intended to have held a second Ser- vice in the afternoon ; but in consequence of the deter- mination on the part of the Captain of an American vessel in the river, to sail that evening, the arrange- ments for public worship were, to the great regret of the Settlement, unavoidably disturbed. On the 12th, Mr. Ross proceeded to Gladfield Farm, distant 9 miles from Riviere du Moulin, stopping, en route, at the village of Chicoutimi, to visit Mr. Charlton, the only Protestant at present resident there. At Glad- field, the residence of Mr. S. Ross, he remained for the night, having in the evening catechized the children! expounded a portion of Scripture, and joined with the family in prayer. He had intended to proceed next Qi9nuii|[ thrjBe miles furthcor up the Biver in a bark canoe pr 19 (there being no beaten road on which a vehicle could travel) to visit Mr. McLeod, the oldest British Settler in the District ; but, in the estimation of those best quali- fied to form a judgment on such matters, the water was *too rough, and the wind too boisterous, to admit of his intention being carried into effect. He returned, there- fore, to Riviere du Moulin, and on the next day, Sunday, Sept. 14th, celebrated Divine Service, morning and evening; the Congregation on the former occasion a- mounting to IS, and on the latter to 13. Of this little flock, two farmers had come from a distance of 13 miles, through bush and over rugged roads, having undertood that this was the last occasion when, for at least a year, they could hope to enjoy the privilege of joining in the public Services of the Church. On the 15th, Mr. Ross visited, by appomtment, a family on the opposite side of the River Saguenay, where he had never on his former tours of duty been : and left with them a copy of Bishop Blomfield's Manual of Family Prayers, in French, and also some English and French Tracts. On the occasion of Mr. Ross' visit to the Saguenay District in the preceding year, he had been requested by a French Canadian (Roman Catholic) to furnish him with a French New Testament and book of Common Pray- er. On his late visit, this individual assured Mr. Ross that he was in the constant habit of diligently perusing both ; and accepted, with feelings of evident satisfaction, a copy of Bishop Blomfield's Manual. Another French Canadian farmer was also presented with a copy of the New Testament, at his own special request. On the 18th, Mr. Ross proceeded over-land from Ri- vidre da Moulin to Grande Bale, taking up his quarters at Mr. Blair's, " where," he writes, " I am always kind* ly and hospitably entertained." Mr. Ross' occupations and duties here being of course similar to those already described at Riviere . du Moulin, it will be unnecessary 16 to particularize them further. On the 19th, in the evening, he performed Divine Service at Mr. Blair's, the Congregation amounting to 17. On Sunday, September 2l8t, two Services were held, attended on each occasion by 22 individuals. With regard to Grande Bale, Mr. Ross remarks that there are more protestants resident there than at any other station on the Saguenay. September 22nd, Mr. Ross left for Chicoutimi : where he became the guest of Mr. Charlton. And on the fol- lowing day he went on board a Schooner bound for L*Anse-a-r£au, at the mouth of the Saguenay, a distance of 60 miles from Chicoutimi : where he arrived after a voyage of two days and nights, progress having been retarded by calms and contrary winds. "Here," he writes, " I was kindly received by Mr. Radford :" a state- ment which will meet with ready credence from all, who enjoy the pleasure of that gentleman's acquaintance. At L'Anse-ti-l*£au, Mr. Ross celebrated Divine Ser- vice on the evening of Friday, 2Gth, the Congregation consisting chiefly of Mr. Radford's family : for there are very few Protestants resident at this station, or at the adjoining one of Tadousac. On Sunday, 2Sth, after having performed a full Service in the morning, Mr. Ross crossed the Saguenay to Rivi^re-aux-Canards, for the purpose of visiting a Protestant family, the only one there resident. On the day following, Mr. Ross left L'Anse-^PEau in a boat kindly furnished by Mr. Rad- ford, and steered by Capt. Hovington, of Tadousac. After a pleasant passage across the St. Lawrence, Mr* Ross arrived in safety at his home^ Rivi^re-du-Loup. His very interesting journal he concludes in the following words i " The Missionary's visit to the Saguenay occu- pied 26 days. May God superadd His Blessing to the word preached, and to all our religious exercises and labours ! " Is it right to mention that, although your Board has availod itself of Mr. Ross' journal, from the circumstance 17 that the Society had for several years furnished the means of carrying the Ordinances of the Church to the destitute settlements on the Saguenay, the services of that Gen- tleman have involved no expense to the Church Society, but have been afforded in his capacity of Missionary of the S. P. G., the duties of his own settled Charge not being sufficient to give him full occupation at all sear sons. The Rev. W. V. Lloyd has forwarded to the Secretary a Report, relating chiefly to Sunday Services, performed by him at Danville and Warwick , in the neighbourhood of Melbourne, during the three months ending March, 23rd, 1866. As we look upon many portions of Mr. Lloyd's Report as likely to prove interesting to the members of the Society generally, we shall proceed to make some extracts from it. After having introduced the subject of the several duties performed by him during the period of his emplo3rment, he proceeds to say : *' I " may add a few general remarks, which may not be " thought unworthy of the attention of the Board, res- " pecting the Church's prospect of advancing her work in the particular neighbourhood, I have thought it necessary more especially to devote my attention tOk- " I refer to Danville, a village of very respectable pro- " portions, at a distance of twelve miles, by Railwray, *' from Richmond ; containing within its immediate- " neighbourhood, a population of fully 1500 souls ; and- *' one, from its natural advantages of position, the rich- ** ness of its soil, and its undeveloped resources, likely, ** of all other places in t\nA District (Sherbrookc i^d " Stanstead perhaps excepted) to advance most rapidly ** in material prosperity. " It has its ' Academy,' its District School ; both well " attended, and provided with teachers above the average " attainments : its Congregationalist and Adventist «* Meetiiig-Houses, with their respective resident pre»- *' chers: its periodical assemblies under the teachings of. « « I< « 18 " an itinerant Univenalist preacher— but no permanent " ' Cliurch' establishment. I mention these facts, a» " shewing a general desire for secular and religious edu" ** cation. ** There is no sufficient reason, in my mind, why the " Church should not make a further effort to meet these requirements, than itinerant Missionary labours can possibly afford — ^why Danville, the centre of by far " the most flourishing agricultural neighbourhood in ** the District, with its six or eight Stores, its two public " schools, its three dissenting assemblies, should not " also have its Church and resident Minister. *' Nor have I reason to suppose, from my occasional intercourse with the people, that they have an insur^ mountable objection to ' hear the Church ' ; to adopf/ " her fine and scriptural truths, when made known to ** them ; nor an indisposition to offer a liberal hand to " her support, if called upon. Mr. Lloyd performed Divine Service on five different occasions, morning and evening, at Warwick, distant from Melbourne 27 miles. Attendance, owing chiefly to inclemency of weather and state of roads, varjring from 17 to 32. At Danville, Divine Service was celebrated, morning and evening, on seven occasions. Attendance, from like causes, varying from 30 to 5S. On one occa- sion, from the extreme severity of the weather, Mr. Lloyd was obliged to return, after having made an ineffectual attempt to reach his destination. We shall close our extracts from the highly interest- ing journal of this missionary, by citing two brief pas- sages more : " Sunday, February 3rd. After the second Lesson, I ** was privileged to take my part in a ceremony' of ex- *' treme interest, viz. the incorporation by Baptism into " Christ's holy Church of a married lady, who up to the '' period of my recent visits, had not the resolution to *' seek this privilege. " Sunday, February 24th. I employed a portion of " my spare time in the preparatory examination of an *^ adult candidate forvBaptism. A gentleman of 28 years « of age, holding a respectable position in life ; but who, "like too many in the country, had been left, from "parents' neglect, a prey to spiritual starvation. He " was baptized,in the presence of his appointed witnesses, " after the 2nd Lesson of the morning Servioe." The Rev. P. S. Williams of Sorel, has forwarded to the Secretary, a statement of missionary Services, per- formed by him at the River David Settlement during the past year. From which statement it appears that Mr. Williams celebrated Divine Service there on 13 occa- sions : on three of which the Sacrament of the Lord's Supper was administered. The number of attendanta on public worship during th^ year, averaged 18 Adult»: 20 oooiiiliog chiefly of the membert of 4 families resident in the neighbourhood. " One of the most constant and diligent attendants on my ministrations at River David, in all weathers," writes Mr. Williams, *' is the child of. " a fiigitive from a Spanish Convent ; who, accompanied *' by another unfortunate, took refuge on board an £n- *«glish Vessel." WIDOWS' AND ORPHANS' FUND. In consequence 4>f the proposed extension of the Mis- nonary labours of the Society, the Annual Sarmon in aid of the Widows' and Orphans' Fund has been discon* tinued; and one for Missicmary purposes substituted. This measure, necessary as it was felt to be, was adop- ted with much reluctance : and the Board regret to find that, from the wording of the Resolution referring to this subject, on impression has arisen that no further contributions to the Widows' and Orphans' Fund would be received : an error which, it is hoped, that this expla- nation will remove. Subscriptions and donations to this Fund are still received as heretofore. DEPOSITORY. The Sales at the Depository, during the twelve months ending December 31st, 1856, h&ve amounted to the sum of J636 12s. 4d. The Depository Committee have made the following grants of Books, &c., within the year, for gratuitous distribution: Bibles, 17; Books of Common Pray^ 21; New Testaments, 12. And here they would strongly urge upon the Society, the necessity of arousing the Country Missions, which derive the largest share of benefit from this institution, to a more practical exhibition of interest in its prosperity^ than they have hitherto evinced. It is therefore re. commended that the By-law, bearing upon this point* should be so amended as to provide for eight meetings of the Central Board annually. It is also recommended that an abstract of the proceedings of the Central Board should be prepared by the Secretary, and appended to Ithe Annual Report, for the information of the members. Your Board beg leave to report, that in several of the Missions the annual Sermon or Sermons, required by the By-laws, have not been preached during the past year : while in others, no subscriptions in aid of the objects of the Society have been collected. However trifling the amount contributed may be, it is believed by your Board that in every Mission something might, with pro- per exertions, be effected. And it is therefore recom- meQded that the By-law, forbidding grants in certain cases, be strictly enforced. The discontinuance of the regular meetings of several of the District Associations has probably tended to pro- duce the neglect alluded to: and the Board would therefore recommend that an attempt be made to insure their renewed activity. It is but justice to the St. Francis District to state, that its Annual Meeting has been held without interruption ; and its accounts trans- mitted with a regularity, that reflects credit upon the Treasurer, R. D. Morkill, Esq., of Sherbrooke, and his predecessor in that office. The grant of £10 each, to those of the Clergy, whose Congregations (in addition to any regular payment pre- viously agreed on) had raised a similar sum for their use, ( 25 has proved so searanable a relief to many, that It is earn- estly hoped that the state of the Society's funds may justify the bestowal of a like gratuity for the last year. To this end they would therefore urge, earnestly and affectionately, upon the Members of the Society and of the Church generally, to make renewed and increased exertions for the augmentation of her funds. They would call upon all, who bear the name of Churchmen, no longer to hold back, no longer to stand aloof in cold, unchristianlike indifference ; but to come forward, and aid, as Churchmen should aid, in the sending forth of fresh labourers into the Lord's Vineyard, and in the maintenance of those that are already toiling there. *• Freely ye have received: freely give!" ST. FRANCIS DISTRICT ASSOCIATION. The annual meeting of the St. Francis District Asso- ciation (being its thirteenth Anniversary) w^as held at Sherbrooke, on Wednesday, October 15th, 1856. Thd Rev. A. Balfour, having taken the Chair, submitted to the Meeting a lucid statement of the object of the Asso- ciation, and appropriate addresses were delivered by the Rev. Dr. Nicolls, Rev. Professor Thompson, Rev. T. Pennefather, and A. Scarth, Esq., student of Bishop'a College, Lennoxville. " Service has been performed every Sunday morning, " at Robinson Village, the head-quarters of the Mission* *' Congregation, 50 to 80. Afternoon Service has been " held at St. Thomas' Church, on the Victoria road, once " a fortnight. Congregation, 35 to 50. There has been " a falling oiFin the attendance upon the Service at this "Church, inconsequence of an unhappy family division: " which has resulted in the removal of three families ♦' from the place — ^numbering 15 persons — all of whom " were regular attendants, and five or six of them com- "municants. Afternoon Service is also held monthly " at St. John's Church on the Dudswell road. Congre- " gation 20 to 30, " An occasional third Service has also been held at a " School^House about 2 J miles from St. John's Church, •• where I have had a Congregation of 50 to 80, or more. •' The people in this neighbourhood are mostly Dissent- *• ers. They have been so tossed about with every wind " of doctrine, that they hardly know what they believe " themselves. i " A monthly Service has also been held at Lingwick, " about 12 miles from Bury ; where there is a Congre- " gation of from 30 to 40, who profess adherence to the " Church. The inhabitants of this Township, and also " of the next adjoining, are almost all Highlanders, of " the Free Kirk. They have however no Minister at " Lingwick. A very few of the more liberal sort attend " the Service of the Church, and some of them subscribe « to the Church Society, 30 *' I generally put up for the night at the house of " James Ross, Esq., J. P. who wishes me to consider his " house my home, when I am not specially invited else- " where. He, although not of the Church, has invaria- " bly attended the Service, and phewn every attention " to the Clergyman. " A School has been kept at the Village of Robinson " during the past Summer, in connexion with the Church: " for the support of which the Church Society grants " £12 lOs. per annum. There are on the Books, 32. " Average attendance 20, mostly rather young children ; ** as the older ones are needed at home during the Sum- *' mer. " We hope to be able next year to report one perma- ^'nently kept at this village, under the auspices of the " Colonial Church and School Society ; from which we " anticipate a grant. Which, with that from the Church " Society, and local taxes and Subscriptions, will make "up an amount sufficient to secure the services of a "competent master. •' The Subscriptions will be much smaller than here- " tofore, because several have left the place, who were " in the habit of subscribing. And some, alas ! have "^become ♦ weary in well doing.' While other names " will be omitted, because the Clergyman has also be- " come weary of paying their Subscriptions." Under date October 18th, 1856, the Rev. A. A. Allen, Missionary at Compton and Coaticook, writes : — " Ac- " cording to promise I send you a few words to let you " know what has been done amongst us, during the past " year, in Church matters. " That portion of the Clergyman's salary paid by the " people is received half-yearly. For the last year, end- "ing 31st July, the Congregation at Compton have " lately handed in the balance, making good the £30, *' Currency. Besides this, through the indefatigable " exertions of A. Stimson, Esq., we have the hearts of I • 81 ** all gladdened, in the worship of our God, with the *• sweet sounds of an excellent double-reeded Mclodeon. *' Two young ladies of the Mission have kindly under- •* taken to preside at the Instrument, which they do " well, and to the satisfaction of those who, with them, " are permitted to lead the songs of praise in the assem- "bly of the faithful. '* The pew-rents are being called in to liquidate the " debt, which still rests on the Church Building. "From Coaticook, for the year ending 31st July last, "I have received on account of salary but j£lO, in two " payments of £5 each. When the rest (j£ 15) is to come, " / do not know. Such dealings, on the part of persons " undertaking to guarantee the poor Parson's pittance, " are, to say the least of it, very, very inconvenient ^ The Rev. T.^ S. Chapman, writing from Dudswell, says : — " The number of Subscribers is a little more than " doubled this year. However, the sum total does not " bear the same proportion, on account of hard times " among farmers. The rains last summer did extensive " injury to the crops. The claims of the Society, not- " withstanding, were cheerfully acknowledged by most " of our people, when laid before them." MEGANTIC DISTRICT ASSOCIATION. The Missionary can " say that the disposition towards the Society is very " good. " St. Nicholas, where a few working people only re- " side, whom the Missionary visits at distant intervals, " has begun to do most commendably, as will be seen " from the report furnished." The Rev. C. P. Emery, writing from New Ireland, mentions amongst other matters of interest, the incor- poration into the Church of England, by Baptism, of a woman arrived at the age of 51 years. " She had been " careful," he writes, " in having her children baptized, " but had been careless of herself: having been brought " up a member of the Baptist denomination. God was " pleased to bring her to a due sense of her state by a "severe illness. She sought the holy Sacrament of " Baptism : with, as I trust, due repentance and lively " faith. And, with somewhat melancholy satisfaction, I " received her into the number of Christ's flock." With reference to a series of Meetings attended by your Secretary in the month of March last, at Pointe Levi, St. Giles, St. Sylvester, Leeds, Inverness and New Ireland, Mr. Emery says: — "I am in hopes that our " District Association Meetings, last Spring were pro- " ductive of good. The Congregations of Trinity and " Christ Church have not yet paid in the amount requi- '* red by the Bishop towards the Clergyman's stipend for " last year. But I have been calling Meetings lately: " and several of the people, I am glad to say, begin to " appear determined to do something; aud the majority " of those who have entered their names on the Sub- "scription list, have made their Subscriptions much " larger than they have ever done before. But yet, I " must eoufess that, with one exception, I think that »t^ \ * the people have not subscribed as much as they can. *' I was anxious for them to maintain spiritual Ministra- '* tions in their midst, entirely from their own resources : " but no ! the time does not seem yet to have arrived. "With respect to Schools, I can say but little. I " have two, distant from each other 20 miles, carried on *' under very inefficient circumstances. I ought to have " eight hard-working Schools. *♦ The people are too backward, and too much divided : *' otherwise they could do all that is required in main- **taining the Sanctuary and the School. There is the "power within: it requires developement : and I am " anxiously striving to effect this. I do not like extra- *' neous assistance : it has a tendency to deaden. "The Congregations at Trinity Church have been ** much better than formerly. The largest numbers, at " different times, have varied from 104 to 130. The col- f* lections at the Offertory have also been on the increase. " Before I conclude, I must say, Mr. Secretary, that "I think you were rather too severe upon us, when " you were making your official rounds last March. We " do not intend that you should have this opportunity " on your next visit to our district. Taking all things " into consideration, we have done a little more this "year; and next year we intend, under the- Divine " Blessing, doing a great deal more." The Missionary stationed at Frampton, Rev. J. H. Jenkins, expresses himself thus, apologetically, with regard to the smallness of the sum contributed by hit people : — " The amount subscribed in the Mission for the " Society, is, as you see, very small. Parkin, Missionary at Valcartier, has forwarded the following communication to the Secreta- ry : — " Many efforts had been made to establish a School " at the Pine River Settlement, which forms a growing ♦• and important part of this Mission : but every attempt " failed, till with the aid of some friends in Quebec and " Toronto, together with the liberal grant of the Church " Society, a School, promising many good results, has " been, I trust, permanently established. " Two things I have to rejoice in, with thankfulness : " the acquisition of such a master as Mr. Lindenberg, ** and the gradual subsiding of difficulties, which arose " from its being a Church of England School. " It is certainly with much satisfaction that I refer to " the indefatigable exertions of the master. Under many trying circumstances, and with small prospect of any thing like adequate remuneration, he has set hiitaself " down in a nook of the forest, with the hope of being " useful to his fellow men. " The School, from such beginnings, now numbers 30, " or more, scholars of all denomination?. And the Sun- " day School is even more numerously attended. Merrick** salary assumed by the Society, upon transfer of amount of his Commutation by the Church Society of Montreal. Stated Meeting, — Januabt 10th, A letter from the Secretary, S. P. G., was read by tbe Lord Bishop, announcing the recommendation of the Committee to transfer the late Bishopric Fund to the Church Society of this Diocese, upon certain condi- tions. The Report of the Finance Committee having been read, the following grants were made : £20, towards erection of new School House at Port- neuf, and £10 towards repairs of old one in vicinity of Church : upon certain conditions. £15, for defrayal of expenses incurred by renooval of Church at St. Catherine's, Valcartier. £13 10s., repairs of Church at Dudswell. Gratuity of £10 to Rev. W. C. Merrick. Gratuities of £10 each, to Rev. Dr. Falloon, Rev. Mr. King, and Rev. Mr. Parkin t upon certain conditions. ^The Resolution of the Central Board, October 10th, 1866, with reference to gratuities, was allowed to re^ main operative until May 1st, 1850. Hi Bl fil Bl •■, 72 The Lay Committee were requested to address a Cir- cular to the Church-Wardens and CoDgregationfi of the rural Parishes and Stations ; urging upon them the duty of canying out their part of the condition connected with the gratuity to the Clergy. The Standing Committees were appointed — and it was ordered that 1,000 copies of the Report should be prin- ted. Special Meeting, — ^February 19th. The JLord Bishop having submitted a communication from the Secretary, S. P. G., having referience to the proposed transfer of the Fund for the future Endowment of the Bishopric of Quebec, it was Resolved: That the terms proposed by the S. P. G. be accepted. And that tho Lord Bishop be requested to communieate the same to the Society. Stated Meeting, — ^May 14th. A Motion having been brought forward by Rev. Mr. Parkin, for increasing the annual grant for Missionary purposes, another Motion, in amendment, was submitted by Mr. Wurtele. After ^tome discussion, Mr. Parkin consented to withdraw his motion : and it was then re- solved that the several clauses of Mr. Wurtele's amend- ment should be referred to a Committee to report upon the whole subject. The sum of £7 10s., in addition to former grant, was voted,* to cover expenses incurred by removal of Church at St. Catherine's. It was agreed to advance the sum of £l25f on certain conditions, as a loan, to pay off debt on glebe at Gasp6 Basin. The Report of the Depository Committee was read, approved, and adopted. » 4 ■A I >
