Sandys, D.D.: Whereas it frequently happens that persons from various parts of the Diocese, and from other Dioceses, make application for assistance in build- ing Churches, Parsonages, &c. , to the Clergy and Laity of the Church throughout the Diocese, without any recognised authority and proof of the facts of the case for which application is made:—" Besolved, therefore, that the Bishop be respectiully requested to establish as a rule in the Diocese that no Clergyman or Layman be permitted to collect money for any Church purpose beyond the bounds of his own Mission, or to proceed to any other Diocese for the same purpose, without the sanction and approval of the Bishop, given as a heading to his Subscription List; and that it be the duty of such Collector to communicate with each Clergyman before he makes a Collection in his Parish ; and that on his return from his collection tour, every person collecting shall present his Subscription List to the Bishop, and account for all moneys received. And further, that no person from any other Diocese shall make collections within this Diocese, without first oh- taining the sanction of its Bishop, under his hand and seal. Moved by the Bev. G. J. SboondiiT— For the encouragement of Education, and for the support of Day Schools and Sunday Schools in the said Diocese, in conformity with the principles of the said Church. Tbibdlt— For granting assistance, where it may be necessary, to those who may be preparing for the Ministry of the Gospel in the said Church, within the said Diocese. That the Society shall consist of the Lord Bishop of the Diocese, and of all Clergymen and Laymen who shall contribute to its funds. m. That the Lord Bishop of the Diocese be President and the Dignitaries within the Diocese be Vice-Presidents of the Society. IV. M shall be elected members of the Corporation at the meetings to be from time to time holden, on the day and at the place appointed by the by>laws of the Corporation for ito stated meetings. That every incorporated member of the Society shall subscribe not less than Ave dollars annually, to the funds of the Society, or contribute not less than fifty dollars in one sum, or land to the value of one hundred dollars ; and it shall be the duty of the Secretary on the first day of April in each year, to notify all incoTporatcd members who have not paid for the current year, and at the meeting in the month of June in each and every year, to make a return of those who have not paid up the five dollars for the year ending the 81st day of May previous, and such defaulters shall cease to be incorporated members of the said Society, VI. That there shall he a Standing Committee (three of whom shall be a quorum) to prepare the business for the meetings of the Society. That the President, Vice-Presidents, and Secretary be tx-offiao members of the Standing Committee. That the other members of the Standing Committee, not exceeding twenty in number, being ten Clergymen, and ten Laymen, shall be elected by the Society, out of its incorporated members, at the Annual Meeting iu June. vn. That this Sodety shall at their annual meeting in each year, choose one or more Vice-Presidents, in addition to the Dignitaries; one or more Treasurers ; two or more Auditors ; one Secretary : and such other oflBcera as shall be thought necessary, provided that none but members of the Society be eligible to any oflice. vm. That the paid officers of the Society shall be the Secretary, and an As- sistant if required, and that the former shall furnish security to the satisfaction of the President and Standing Committee. IX. That if any vacancy occur by the death, removal, or resignation of any officer, the President shall appoint a successor untU the next meeting of the Society. X. That the Society shall meet in London, on the second Thursday in the months of March, June, September and December, and the Annual Meeting shall be held during the week in which the Synod meets ; and that the President or Standing Committee have power to csdl a special meeting of the Society at any time. That no act done _ unless the President such meeting. in any meeting of the Sodety shall be valid and effectual, it or some one of the Vice-Pre^dents shall be present at XU. That with regard to all meetings of the Sodety, and to the making, altering, or repealing any by-laws, rules or regulations, it is to be specially noticed that by the act of the Legislature, 7 Vic, ch. 68, it is enacted that no act of the Sodety, or meeting of the Corporation, shall be valid unless six persons of the Corporation, at the least, shall be present, and the major part of them consenting thereto. That the Secretary conduct the correspondence of the Society, take minutes of the proceedings of the general meetings and committees, prepare the annual report of the Society, attend meetings of the associations through- out the Diocese under the direction of the President, and take the super- intendence of the afEairs and the accounts of the Society in all its depart- ments. XVI. That In order more folly to promote the objects of the Sodety, each congregation. B 'V^-ii^'^'l SECOND AMUAl REPORT or ^ht im$tp$uUA €kmKk l^^d^tg OF THB DIOCESE OF HURON, PRESENTED AT THB ANNUAL MEETING AT LONDON, HELD ON THURSDAY, JUNE 21ST, 1860. i *i In bringing their Second Annual Report before tto Society, the committee feel that they are called upon in the first place to acknowledge the bounteous hand of our heavenly Father, who has so eminently blessed the " small things '' with which the Church Society of the Diocese of Huron had to commence its career ; for already the com- mittee may congratulate the Society that the day of small things is passing away, and the income of the Society be- ginning to swell into proportions somewhat more commen- surate with the important work which the Society has to fulfil. Last year the income of the Society was $3,540.88, which was the result of much exertion, and of all the freshness of zeal and liberality which was naturally displayed in the circumstances under which our Society was estnblished, this year the more creditable sum of $6,387.63 is obtained ; being an increase over last year of no less than $2,846.75, wanting only $694.13 of doubling last year's income ; and this, it should be borne in mind, has been attained during a year of almost unprecedented commercial depression^ and one marked by disappointments to the farmer hardly ever experienced in former years. REPORT. 11 Still, however, notwithstanding these gratifying results, much remains yet to be done, and there is room for further improvement during the coming year ; ihe increased re- turns made to the Society have been obtained by an ex- tended sphere of operation ; many parts of the Diocese have this year contributed to the Church Society which were never reached before, and there remain many places which have yet to connect themselves with the Church Society. And here, before noticing the different funds of the Society, your committee would desire briefly to notice two cases as samples to show the exertions which have been made for the Society daring the past year. First they will take London, which stands, as indeed it should do, at the head of the list: from the congregation of St. Paul's Cathedral and from the Parochial Association connected therewith, and from the life and incorporated members who have sub- scribed to the same, no less a sum than $1009.38 has been poured into the treasury of the Church Society, a sum very nearly equal to ^ of the whole income of the Society last year, and this is exclusive of large sums raised for Ideal purposes, and to aid in foreign objects,amounting to $5300.64 as per list in appendix. As a second instance of increased liberality they will take the congregation of Bayfield, on the shores of lake Huron, a small, and, in point of wealth, a poor congregation ; last year the whole sum sent by this congregation was $1.12, this year from collections and Parochial Association the liberal sum of $58.38 has been contributed, besides $5.00 sent by the venerable incumbent, who has ministered there for years, and whose ill health caused the omission of three of the collections for the Society during the past year, otherwise the sum would have been greatly increased. Looking at these cases your committee believe they are justified in calUng upon the members of the Society to " thank God and take courage," for they believe that He who has thus prospered us in our past labors ^vill continue to vouchsafe His blessing, if only we are found faithful to Him and labor with a single eye to his glory. This is the amount of Income proper, but considerably more than twice that sum has passed through the accounts of the Society during the last year, as may be seen by the balance sheet in the appendix. WIDOWS AND ORPHANS' FUND. ; JV...I Besides the Annual Collection made during the month of January and other donations, $775.00 has been carried to the credit of this fund for Incorporated Members' sub- scriptions paid during the year, as per regulation of the Society, from which, when the expenditure for investments already made in the Building Society, &c., is deducted, there yet remains to the credit of this fund a balance of 1839.58, most of which may be immediately invested. MISSION FUND. .he The total amount received from this fund during the past year in collections and donations has been $2,100.66, added to which $120.00 has been repaid for advanced to missionaries during the previous year. No regular system of salaries from this fund has yet been adopted by the Society, but the Bishop, under the sanction of the Society's regulation, has made grants from this fund to various mis- sionaries and students during the past year, amounting to $1217, besides a special grant voted to Rev. J. Carey of $100, and $375 paid to Indian interpreters and school masters. This fund has been largely increased by the custom of making collections at the Church Society meetr ings throughout the Diocese, which is now followed almost everywhere, and your committee would urge its adoption in all cases ; from this source alone nearly $600 have been received, which is more than equal to an extra col- lection for this fund. There is a balance of $1,521.31 to the credit of this fund. ,v DEPOSITORY FUND. This is a new fund which was commenced by collections being made on the day appointed in the month of November last as a day of thanksgiving to Almighty God for mercies received; the response to this call, including donations, was $387.13, which has been expended in the purchase fo prayer books and hymn books, a large quantity of which are on hand to supply the wants of the Diocese. REPORT. 13 ' PAROCHIAL ASSOCIATIONS. •-..U -I, The meetings for the Society have been held in almost every conf^regation in this Diocese during the past year, and liberal contributions have been sent from almost all the Parochial Associations; and the interest excited in the Society's work throughout the Diocese by the visits of the deputations sent out makes it desirable to continue this plan in future years. The sum received on this account this year was $2,284.60, which with the balance on hand last year has been carried to General Purposes fund, making a balance at present to the credit of that fund of $1865.42, out of which the expenses of the Society must be taken, and then the balance can be carried to the credit of the Mission Fund, which is the chief branch of the Society's operations. ao;j':ti^^:':>i* -i'] -J 'ivxr v-'-'.i: V'Ar EPISCOPAL FUND. This Fuiid is in the hands of a Committee to arrange and report upon ; a full statement of this Fund will be given in the Appendix. J. B. Macauley.
