 discovering itH character or its objects, ami 
 Mr. Laidlaw, as you are doubtless aware, is 
 now trying to work it to advantage lioth in 
 Bruce and Orey. 
 
 The Act, in brief, gives tho narrow-gauge 
 Company tlie power to group together any 
 numl)er of the; townsliips of a county in 
 which it considers the aggregate majority of 
 tlie ratepayers may be favorably disposed to- 
 wards it, and virtually to constitute the 
 townships so groupe*! a new municipality for 
 the pur|K)se of granting a narrow gauge 
 bonus. It is not left optional with the town- 
 ships vhether or not they shall bi; included 
 in the scheme — it is enough that they shall 
 
 " l>e asked," provided only that a majority ntoly, 
 of the Reeves and Dt^juty-Reeves can bo 
 induced to sign a petition to the County 
 Council, asking that bo<ly to submit a By- 
 Law to tlie ratepayers of the seotlon se- 
 lected ; thus, OS is the fact, in the County 
 of Orcy, eleven townships may be selected, 
 the Retives and Deputy-Reeves of five of these 
 to'.vnships may be utterly opposed to the 
 scheme and refuse to sign the petition, but 
 if those of the otiicr si.x — being a majority — 
 comply, the refusal of the minority will not 
 save these townshijts from lieing involved in 
 the scheme. Similarly in voting at the polls, 
 all the rateimyers in tlie five townships may 
 vote against the By-law; but if those in the 
 other six who vote in favor of it prove to \w 
 the majority, then the whole eleven town- 
 ships are mulcted in the amount of the iKinus. 
 In short, the narrow gauge compony is in- 
 vested with the power of creating a county 
 within r. county, for the purpose of granting 
 a narrow gauge bonus, and this is tho only 
 Act it can legally perfonn. Should the vote 
 ut the polls go in favor of the By-law, the 
 County Council have no option with regard 
 to its ratification. The Act distinctly says 
 that the Council "shall pass" the By-law. 
 
 I think you will agree with me that a piece 
 of legislation which breaks up tho Municipal 
 (Corporations of the country — which deprives 
 County Councils of a power which they have 
 liitherto had and have not abused— is an ini- 
 i|uitous measure which ought to l)e resisted 
 in every way while it is in force, and repealed 
 at the earliest {KMsible moment. If any such 
 change were needed in our municipal system 
 the people interested ought to have been con- 
 
 suited, or, at least, informed that it was in 
 contcm|)lation. No other ('oin|)nny now Iiom, 
 and no other Company ever liml, tho (lower 
 which this Act confers ii|)on tJiu Narrow 
 Gauge Comitany. 
 
 As Mr. Laidlaw is now trying to manipu- 
 late the Southern township of Brinu-, you 
 will probably be called upon to consider the 
 matter in your offli'ial capacity. The Act is 
 so ingeniously wonled, that a casual reader 
 might 1)0 excused for falling into the error 
 that the County Council is not only liouiid 
 to ratify tlio by-law, should it receive the ap- 
 proval of the majority of tlie ratepayers, but 
 that it is also lM)iind to submit it to them 
 upon tho petition of the majority of tho 
 Reeves and Deputy Ruevt-s ; and, as a matt4!r 
 of fiu't, it was under this misapprehension 
 that the County Council iif Grey submitted 
 their by-law. A careful reading of tho 5th 
 section, however, will show you that this is 
 not the fact — that the County Council is un- 
 der no legal obligation to submit the by-law 
 at all — and if you agree with me, that the 
 intendml operation of tin; Aet ought to 
 lie defeated in every legitimate way. I 
 take the iilterty of suggesting tliat the 
 pniper point for resisting Mr. Laidlaw's 
 scheme in Bruce will be when the petition of 
 the Reeves and Deputy Reeves is presenti-d 
 to your County Council, should the plan 
 reai'li that stage. If the Council refuse to 
 submit the By-law, tli(f schein ; is effectually 
 check-mated. Should the Coiineil think it 
 wise to go furthi^r and demand a repeal of 
 this flagrant violation of Muniei|)al rights, I 
 can asHure you of our hearty sup|>ort in this 
 quaiter. and it seems to m:! that steps, with 
 this end in vi(.>w, ought to be taken imuiedl- 
 
 In answer to this, I am aware it may 
 be said that the operation of the 
 law is no worse than the case 
 «f a Township voting against a County 
 lH)nus and being compelled to |iay their 
 portion of it, but y lu will not fail to observe 
 an csHciitlal ilistini lion between an appeal to 
 the rccof-;niy.ed Municipal Inxlies of the coun- 
 try, marked liy lH)undarics to which |)ri'suin- 
 ably all have consented, and an appeal to a 
 IkkIv called into existence for the sole pur- 
 pose of securing the success of that appeal, 
 and ceasing to exist as soon its tlie end is 
 served. If the (jompany of which 1 have the 
 honor to be President could have carved out 
 thi.' County of Bruce in the same way in 1 8(50, 
 the dilHculty of securing our Ismus would 
 have been very little indeed. 
 
 Y«ii have a practical example of tlu; mis- 
 chievous working of this Act in your town- 
 ship of Carrick, which is included in Mr. 
 liuidlaw's division of Bruce. Now, the peo- 
 ple of Carrick have been made iwrties to the 
 pr(!sci>t plan at the sole will and pleasure of 
 the Narrow Gouge Com|)any, acting under the 
 uutliority of an Act i)assed without the con- 
 sent of the people of that township, and 
 Rgainst which they hod no opportunity of 
 protesting — of which not one of them prolia- 
 bly had any knowledge, until it came threat- 
 ening them with the forcible appropriation 
 of a (Mirtion of their earnings, to be applied 
 to the building of a railway which they liavn 
 no iiee<i for, and which they have clearly 
 shown they have no desire for.
