Sib, — I Imvi! the lionour to hand you a report dealing with 119 samples nf ti a purchased throughout Canada by our inspectors in September, October anil Noveiiilj*-!- of last year. The ia.st considerable investigation of this article was made in April, 1909 (Bull. lt<3). Previous examination of tea (see Bull. 24, June, lt<91 ; Bull. !)9, July, \'M)\ ; Bull. I.'IO, Jan , 1907) had .''hown it to be so generally satisfactory in character, ai tn justify its bein^' less fre(|uontly collected than other kinds of food, more prone to iniuU eration. The present report coroborales exj>ectation in this regard. Doubtless the fact that tea is subjected tj careful supervision by tlic customs authorities at ports of entry ha.s much to do with its generally satisfaetorv charnctci-. An Orderin-Council dated September, 1891, fixes certain constants for tpa. 1. Asil. — Must not exceed 8 per cent, by weight, reckoned on the dry tea. All sample.s herein reported meet this reiiuirement. 2. Watf.r Soi.ubi-k Ash. — .Must not be less than 2 75 per cent. 3. K.xTHACTiVK M.\TTEK. — Must not be less than 30 per cent, of tiie weight of the tea. Most of the samples now reported yield much mure than 30 per cent, cxtractivi', many of them nivin^ from SO to 40 per cent. Fuui' samples give slij,'litly less than 30 per cent., but come very near the 'nininmm limit. Only one sample (No. 5970C) is notably lower than 30 per cent. Even these samples cannot be legally held to be ailulterated, since the tJrder in- Council does not detine a nietlmd of wurkiiig for extractive matters ; and I have sliowu in Bulletin No. 1.^3. p. 4, that different modes of extraction give such widely ditieieiit results that until some well delined method is made olilii;atorv the datum remains too uncertain to be strictly iiiterpreied.
