The Society shall be called the Diocesan Ohcbou Sooiitt or Naw Bbunswiok. H- No alteration shall be made in the Constitution of this Society, «ior shall any Bve-Law, Rule or Regulation of the Society be re- pealed, annulled or altered, except at a Meeting of the Qeneral Committee, by the vote of at least two-thirds of the members pre- sent, nor until it shall have received the sanction of the Lord Bbhop of the Diocese, which sanction must be given in writing, and delivered to the Secretary within six months of the said Meeting. in. No alteration or amendment in the Constitution, nor any repeal, cancellation, alteration or amendment of any Bye-Law, Rule or Regulation of the Society, shall be proposed or made at anv Meet- ing, unless notice shall have been given in writing at the next previous Anniversary Meeting of such proposed repeal or cancel- Ifttibn, nor unless the terms of such proposed alteration or amend- ment shall have been stated in writing at such previous Meeting ; lirom which, without the unanimous consent of the members present^ no deviation, except of a mere formal nature, shall be permitted. IV. No repeal, cancellation, alteration, or amendment, shall be pro- Esed, except by a member qualified to vote at the Anniversary eetmg, wnose name shall be entered on the Minutes by the Secretary, together with the said proposition. V. The payment at any one time of a sum not less than Ten Pounds, shall constitute a Life Member ; and the payment annually of any sum, however small, shall constitute the person paying the same, a Meniber of the Society. Provided that no member shall be qualified to vote at any General Meeting of the Society, unleiss <^ w,e full age of twenty-one years, nor unless he be a Life Member, or shall have subscribed and paid at least five shillings during the jii9f preceding such Meeting. VII. {Executive Committtt,) 1. There shall also be an Executive Gomniittoe, to be oompoMd of the following Members, viz : The Officers of the Society as provided tot the neit preoeding Article. All Clergymen resident in the Diooese, duly lioonied by ihe Lord Bishop, and Subscribers to the Sooiety. And twenty-four Lay Members of the Society, boing Life Mem* bers, or Annual Subscribers of at least One Pound } to bt annually elected at the Anniversary Meeting, provided that no annual Sub- Bcriber shall be qualified to be elected, unless h« shall, during the year preceding each Meeting, have paid his subieription of at leut One Pound. 2. Five Members of the Executive Committee, three of whom to be Laymen, shall form a quorum. 8. The Executive Committee shall meet either at Frederioton or Saint John, on the first Wednesday in January, on tho dav next following the Annual Meeting, on the first Wednesday in Marohi on the first Wednesday in June, and on Wednesday alter the first Tuesday in October. VIII. {Objects.) The Society shall embrace the following objeoti, and none other, via: — 1. Missionary Yisits to places where there is no settled Olwgy- man, and aid to new and poor Missions. 2. The establishment of Divinity Soholarshipi at King'l OoUegei Fredericton ; and assistance, when neeessarv, to thoie iHio may oe under preparation for the Ministry, espeoiafly Sooi of Clergymen. 8. Aid to Sunday and other Schools in which Ohuroh pnneiples are taught, and the training and encouraging of Sohoolffiaiters and Cateohiata. 4. The[8upply of such Books and Traoti aa we on the Oatalogne the ■1..^. ftlog«« of the Sooiety for Promoting Chriitian Knowledge, and none other* 6. Aid to the bailding and enlarging ol' Ohurohes and Chapeli. 6. Aid to the building of Parsonage HooBea. 7. The creation of a Aind towards the augmentation of theatiptndt of Olergymen who are poor ; and towards the education of the children of such Cler^men ; and towards the making a provision for those who may be incapacitated by a^ or iufiirmity. 8. The creation of a fund for the Widows and Orphans of tht- Clergy. 9. Aid to the Endowment Fund in Particular Parishes. tx. The Society will employ no Clergyman on Missionary services without the Bishop's license and appointment, and vrill submit it* dioice of Divinity scholars to his Lordship's approbation. Z. It shall be competent to any member of the Society to limit his •ubsoription to anyone or mere of the objects above recited, whieh he may be most anxious to promote. XI. {Local Commtitee.) 1. The Members of the Society in each Parish, or in each Mis- aon, consisting of two or more Parishes, shall, at the discretion of the Missionary of such Mission, constitute a Local Committee ; and so also the Members residing in any District of a Parish set off under the authority of the Lord Bishop, with the concurrence of the Hector and Church Corporation of such Parish, (there being in such District a Church duly consecrated, and a resident CIergy< man licensed thereto by the Lord Bishop,) may, at the desire of such Clergyman, and with the approval of the Bishop and the Bector of the Parish, form a separate Jiocal Committee ; and in that case the District shall, for the purpose of the Society, be con* ridered as a separate Parish. 2. Each Local Committee shall hold an Annual Meeting on some convenient day, previous to the Anniversary Meeting, when the recommendationB to the General Committee of special objeetB shall be determined on. 3. Each Local Committee shall be empowered to depute two Lay Members of the Society to be elected at the Annual meeting of the Committee, to assist the Missionary in submitting the leooim- mendations of the Committee to the consideration of the Oeneisl Committee. 4. It shall be competent to each Committee to recommend any of the above recited objects to the special consideration of the General Committee, in the appropriation of the firnds of the Society^- 8 XII. 1. The Society shall hold its Anniversary Meeting at Frederiotott «nd Saint John alternately, on the first Thursdayin July in each year. 2. A Special General Meeting may be callea at any time br the Frerident, or in his absence, by any two or more of the vice- Presidents, four weeks' notice being first eiven thereof b^ adyex^ iasement in one or more newspapers, published in Fredenoton aiijd l^aint John respectiyely. XIII. (7%e General Committee.) 1. The General Committee of the Society shall be composed of the following Members, viz : The Lord Bishop of the Diocese, who ektiXl be the Chairman ; but in the absence of the Lord Bishop, tlbe Committee may elect a Chairman, the ^'ecretary or Seoretari^ who shall also serve in that capacity at the Meeting of the General Committee, the Treasurer and the Auditors, the Bector or Mission- ary of each Parish, or of a Mission comprising two or more ParisheSi and the Clergyman of any separate District of a Parish (provided that in the absence or sickness of the Rector of any Parsh, tiie duly licensed Curate or Assistant Minister shall be considered pro hoc vice a Member of the General Committee,) and the Lay Depu- ties elected by the Local Committees as before provided ; all such persons being Subscribers to the Society. Proof of the election of such Deputies by each Local Committeei to be the Certificate of the Chairman or Secretary thereof. 2. The General Committee shall meet on the two days next pie- ^oa& to the Anniversary Meeting, to make the Annual appropria- tion of the funds of the Society ; and a report of the proceeding -^f such Meeting shall be made at the Anniversary Meeting* 3. The Order of Business in Gen'^ral Committee shall be as follows : — > Firstly, Production of Certificate of Lay Deputies. Secondly. Secretary's Beport to be read, and also a report of the proceedings of the Executive Committee for the past year. Thirdly. Beport of the Auditors to be read and laid before the General Committee. Fourth^, Such appropriations or disposition of the fiinds to the object of tibe Society as a soajority of those present may determine. XIV. The Clergy are requested to preach annually two Sermons in 4ihelr respectiye Churches, with a collection on each ooctision for •Hie Genual Parpoiies of the Society. ■\ \ ■V'l ]>i;i5 V'^^ iH .: ,■■ -inni'ij^ irrrj}-i^l}[ RESOLUTIONS OF THE GENERAL COMMITTEE. be as That the title of all Churches, towards the erection or completion of which any grant is made from the funds of this Society, be vested either in the Chuch Corporation of the Parish in which such Church is situated* or in some party or parties in trust to convey the site, as soon ts practicable, of such Church to the Church Corporation as soon as the same may be legally constituted. (14 Report, page 24.) That no grants from this Committee, subject to conditions, be paid until an order is issued from the Executive Committee, who will pre- viously ascertain that the conditions of the grants have been fulfilled. (17th Report, page 21.) That in fUture no application for gtanta shall be considered which is not made on the first day of the meeting of the General Committee, or previously. (18th Report, page 24.) That each Missionary receiving a salary from this Society, be request- ed to make an annual return to the Secretary, to be handed in by him at f^e first me'>ting of the General Committee, as follows, viz : The number of Churches imder his charge. The number of weekly or other stated services held in such Chiurches or stations. The number of Communicants. The average number of attendants. The amount contributed in each Parish towards the support of auoh Missionary. (19th Report, page 24.) That when a Missionary is absent from his Mission on account of ill health, with leave from the Lord Bishop, his Lordship be authorised, in his discretion, to pay to him the whole, or any part of the sum granted for such Mission. (23rd Report, page 33.) That if any alterations shall be found necessary in the Schedule of Missionary Salaries, granted by this Committee, by reason of the death* absence, or removal of any Missionary named therein, the same shall be made by the Lord Bishop, with the concurrence of the Executive Com- mittee. That all grants by this Committee for Missionary salaries, and all sums placed at the disposal of the Lord Bishop, shall be for the aorvice of the fiiscal year in which the grants are made, and shall expire with itt (25th Report, page 30.) That all vouchers for the payment of any sums of money whatever* must bear on the face of them, the authority under which they are paid» tmd the period for which they are claimed, together with tlie sorvioefl performed. 10 That the Treasurer be directed not to pay any monies after the Ist d«j of May in each year, until authorized to do so by the General Conunil> tee at their meeting in July. He thanks the Society for the late grant of books, which, owing to the limited supply at the Depository, ho has been unable to take up, and he hopes that the Committee will allow an extension of time. McKeel writes as follows: " I entered upon the duties of this extensive mission on the 20th of Oct. iMt, and although deeply impressed with the responsibility of the charge, I was cheered by the consoling thought that He who had called me to the work would give me grace to perform the same. The warm welcome I feoeived showed that there were many who valued the services of the Ohivp^t and are unwilling to be deprived of its ordinances. Ever since I hare had reason to be encouraged in my work, although, owing perhapi. iA greiit measure to the absence of a resident Clergyman, there h much tod^ore. The sevices during the winter were, on the whole, well attended, though the weather for a great part of the time was most unfavorable. The Average attendance may appear small, but this is owing to the num- ber oif services, performed at distant stations where the people are scat- twe4 and few in number. The Church in Ne%v Bandon is too sitaall for the congregation, and during the fine weather standing room could not be obtained. A Parsonage is being erected on the glebe — ^to be completed on the Ist of October. The whole of the Gloucester Mission, including Shippegan and Miscou Islands, has been visited, and the greater part of Bestigouche once. During the winter months, I find it useless to establish Sunday Schools, which I trust to have in full operation during the sumnler ■lontha*- The' School at Bathurst has been punctually attended and umbers fl%^ on the list. There has been a good deal of sicknesjs and very many deaths this Hvfeter. I have buried eleven of my flock. The constant visiting of the iricdk^hM: added much to my work. During the past year the Missionary has bedi indebted to the Sons of Temperance for the use of their Hall which has been supplied with lights and tael free Of charge. The CSmrches at Stanley and Tay are only six miles apart, and vet the flrst if serred by the Blissionary of St. if aiy's and Stanley, who lives 28 miles distant, and the other requires a journey of at least 25 miles from 0x9 Rector of Douglas. It is a grievous matter for consideration, that James's Church, which is always well attended by an earnest congrega- tion, on one day in the month, should be closed ior 40 Sundays through- out the year. It is hoped that a person whom the Bishop has consented to Ucense as a lay reader, and who will be a most invaluable assistant, m^ be induced to accept this office. It is difficult to keep Sunday Schools In operation, owing to the distance at which the people liTOflrom the Charoh, the want of suitable teachers, and the imposslbilUy of being present my* neir. We have, however, a small School at St. Paul's Church during ihe summer, and I endeavor to supply the deficiency by publicly cate- chising the children on the week dav Services. Tliese Services held every month at St. Paul's, and every fortnight at Harvey's, are well and vegularly attended, particularlv by aged members of the Church, who fr^uently express their thankftilness at having Divine Service thus brought within their reach. In Wickham, the Church has occasionally %een closed in consequence of violent storms, which prevented my cross- ing the river ; and we are somewhat discouraged by the removal flrom the Parish of several families who were closely attached to the Church» ^hich has very much reduced the congregation and the number of com- munlcants. The Monthly Service at the Shannon Settlement, which was discontinued during the winter, has been resumed. The church here jprioceeds but slowly. The people are chiefly members of the Baptist de- nomination, BAd are not disposed to contribute largely, though the oon- |[regationB have hitherto exceeded those of the Parish Church. The ouilding, however, \% so far advanced that it affords better accommodfition • during the summer than the small school house where the services were formerly held. For the last three months, at the desire of the Bishop, I have opened the Parish Church at Petersville wery other Sunday. The atterdance is large, and the people seem pleased to have again an opportunity of meeting together for public worship. They will contribute liberally for the sup- £rt of a resident Clergyman, and I trust the Society will assist them as r as possible in filling the vacancy, or in making some arrangement bv <«rhich so large a body of church people may be regularly supplied wida the ministrations of the church." Mr. Pickett regrets that the amount of the contributions, which will not be less than $40, should be less than usual. He has left a widow and several children to imitate the integrity and to fnllow the example of a devout and regular worshipper in Ood's iiouse. With the assistance of Mr. Bovd, tho oatechist, I was enabled to keep dpen the Parish church at Springfield ^vory Sunday throughout the rammer and fall. The numoer of sorvices uertbnnod in me whole Mission WM 120, of these 21 were performed by Mr. Boyd. The woric of Johnston is the most laborious of tho Mission. The dlstanee of the Parish church flrom the Springfield Rectory is sixteen miles, and a road exceedingly billy and difficult to travel. To perform Divine Service alone in Johnston, I have travelled about 900 miles ; if other occasiona be added, vestnr meetings, parochial and other calls, and collecting tor the Church Society, the distance cannot be less than 1200 miles. On two or three occasions, I have held Divine Service about two miles above Cole's Island, a distance of 26 miles ; but as the people of that part are within a few miles of a Station, where a regular Sunday service is held by the Rev. Mr. Shaw, of the adjoining Mission, I trust that they wHl take advantage of so good an opportunity of worshipping there. By the attendance again this year of our young people at the Sundajr School, I gather that taey appreciate the eflorts made for their spiritual instruction. I am happy to say that a few persons have l>een inducedy at Johnston, to open a Sunday School in connection with our Church» One of my church wardens, Mr. John Pearson, takes an active part ia conducting it, and I trust that under his superintendance the children will advance in sound religious knowledge. They are sadly in want of lK>okf of all kinds for the successful working of the school, and I trust that the Society will make a grant towards it. Mv list this year gives evidence of a growing interest felt ia the objeote of the Society by the people of Springfield. It will be seen that tiie amount reaches nearly as much as it did last year in both Parishes. I took the opportunity on two occasions publicly to lay the Bishop's circu- lar of March 81st before them, as well as to show as far as I was acquainted* our actual position with the Society for the Propagation of the OospeL In most instances the subscriptionB were doubled, in others largely in- creased. As to the withdrawal of the Societies' grants, and the conse- quent closing of the Churches, I think I may venture to assert for thie Mission, that were such a state of things probable, there is nothing that they would more deplore, and nothing that they would rather forego than the ministrations of our Holy Catholic Church. I am happy to state that when an eilort is made to place the Church in an independent SMition by raising an Endowment Fund, there are parties to be found in pringfleld who will aid as far as their means will allow in carrying out the ol^ect." St. Andbbws and Chahoook.-— Mr. G. D. Street, Secretary of thi* local Committee, reports contributions to the amount of $188 66, which* he is happy to say, is a considerable increase compared with that of last year. Bey. Ranald E. Smith has continued his services as assistant Minister as usual. With regard to the Mission at Chamcook, he reports as follows : — " The Sunday services at Chamcock have been kept up xegiUarly for the past' year. The average number of communicants is greater than any previous year. The Sunday School and choir are making good progress under the superintendence of Mr. Grimmer, who has lately taken up his residence at this place. Our great object in this Mission is to strive to preach the Gospel in ail its fUlness. that by so doing we may both attend to the spiritual interests of our people, and attach them to that branch of the Church of Christ which we glory in upholding." St. David and St. Patrick. — Rev. J. S. McGivern writes that at the annual meeting of this local committee, contributions for the present year were reported as follows:— St. George $146 88, Pennfield and Pope Logan $28 97, and Bourke Settlement $6 75 ; total $182 60, which is an increase of $42 compared with the past year. The following report was unanimously adopted at the meeting of this committee : — " In reporting the amount of our contributions for the present year, this committee desire to renew their thanksgiving to Almighty God for His blessing on the past labors of the Society. The circular lately ad- dressed to the clergy by the Lord Bishop, read in the churches of this Mission by the rector, referring to the inability of the Treasurer to meet the demands on the Mirsionary fund pro tern, is, in our opinion, no just cause for alarm. We are thankful for this communication; our brethren need to be rightly informed of the actual wants of the Church, and when- ever a just cause is made out, we believe God will open a door, and that his people will be * ready,' in proportion to their means, to contribute cheerflilly to the necessities of their poorer brethrer. We learn with pleasure from the Rector who has again volunteered his services in making the collections in this part of the Mission, that in view of the withdrawal of the grant iio long continued to the Church of the Diocese by the Society for the Propagation of the Gospel, our people now begin to see and feel plainly their future responsibilities and duties in this respect. As an evidence of this, very many, we rejoice to say, have more than doubled their subscriptions. " I am glad to say," Mr. Jaffrey writes, '' that I shall be enabled to send to the Society the usual amount of subscriptions, notwithstanding we have been busily engaged during the past year in raising an Endowment Fund, which now, I am pleased to say, with some interest added, amounts to the respectable sum of $656 paid up and secured by mortgage, besides some hundreds of dollars subscribed, to be hereafter paid by instalments." St. Stephen. — Rev. E. S. Medley writes as follows :— '* Since the death of our much respected and lamented Rector, Dr. Thomson, so much has devolved upon this Parish in the way of providing for them- selves that the subscriptions to the Society have entirely fallen short. I can only report $10, the proceeds of two offertories in one Church. To our shame be it recorded. But the onus of supporting the Rector of St. Ste- phen has fallen entirely upon the shoulders of the faithful in St. Stephen* besides the value of the Glebes, which, it appears, are not worth more than $600. There is no Parsonage House and there is still a debt upon the Church. I am thankful to be able to say that the work of the Church is certainly progressing here. Our services are excellently attended and tlie number of Communicants increasing. I have held three services in one Church every Sunday since its consecration on the 29th September, 1864, and now I hold a Service in the afternoon at Mill Town alternately with St. Stephen. The congregation is increasing at Mill Town, but we want Prayer Books. I held a service last week at Baring, six and a half miles from here, suid the School House where I preached was crowded to excess. The Church is out of repair, but will soon, I trust, be ready for services once a month. The people say they will provide $100 per annum towards the support of a Clergyman, and I do trust the Society will encourge them by making a grant, so that I shall be enabled to have an assistant, as the work here is far beyond the strength of any one man. Besides the three services in St. Stephen on Sundays, (the want of a horse and wagon pre- cludes my getting further than Mill Town, two and a half miles from St. Stephen,) there is morning prayer with Holy Communion on overy festi- val of the Chiu-ch, and in Holy Wedk I held two r or vices every day with an address on each occasion. I am now preparing candidates for a Con- firmation in September next. I have not said half enough of tlie hearti- ness with which many of the Church people have come forward here to support me in the common work of building up the Church and Church principles, the satisfaction of our Bishop and many friends in seeing the work progressing and strengthening, and I trust that I shall have to report next year, under God, that we are out of debt, and that we roallj do feel a lively interest in the Society, by doing our duty towards helping and maintaining its many excellent objects." Hanford reports contributions to the amount of $100 19, a littie more than last year. Mr. HaOTord speaks of the great want of books, especially of bibles and prayer books in this extensive Mission. Weldfobd. — ^Bev. James P. Sheraton reports contributions to the amount of $32 70, and he writes as follows :— "I was admitted to Deacon's orders upon the 18th of December last, haying at that time been in the Parish a year and nine months as a Lay Beader. I haye one church and six stations, at a distance of from 3 to 18 miles from my place of residence. Last winter was unusually stormy and trayelling often impracticable, so that I was sometimes unable to reach my stations. During the fire months from January 1st to June 1st, I held thirty-six Sunday seryices and seyen week day sendees. There were also during that period, 9 baptisms, 6 marriages and 6 fUnerals. The contributions of the people towards my support amount nominally to three hundred and sixty (360) dollars. The Church standing in great need of repairs, the people resolyed to endeayour by degrees to place it in good condition. Accordingly last summer it was substantially underpinned, and the roof reshingled. I trust that we shall be able during the ensuing season to proceed with the work of renovation." Westfield. — Bey. E. S. Woodman reports contributions from this Parish to the amount of $63 62; and also from Welsford in the Parish of Petersyille, the sum of $17 30; in all, $80 92. Westmoiii.aki>. — ^Bey. D. M. I have taken more than usual trouble to obtain a larger amount of contributions, and have embraced every opportunity to impress upon tiie minds of myjtoek, the necessity of greater exertions on behalf of the Dlooesan Church Society, especially at the present time, and I am happy to ■ay that in many instances the appeal has been responded to hy increased ooatributions, and I cannot but hope that another year all will do this. In this matter, the responsibility seems to rest solely upon this Society. There are no other apparent meuu for the purpose. A small increased subscription on the part of every nieinber, a little exertion in obtaining new subscribers, and this great work could be accomplished before the oppor- tunity has past, and cannot be recalled. But beyond these demands, which should press upon the con- science of every member of the church, there is another point which should never be lost signt of, viz: the limited and often uncertain stipends on which the laborious Missionary is ot>li^ to live and work and pay large but necessary expenses. This is a subj^t which is engaging much attention on the part of ottr follow-churchmen in Sogland. It is cheering to find that thd highest in the htnd consider this a matter worthy of their consider- ation. The following words were lately addr<^sed to a meeting, in some respects similar to this, by His Boyal Highneej?, the Piinoe of Wales. They exhibit sincere good feelmg and kindnioaB of higiurt, and seem quite applicable to our position in tliis Diocese. *' All will admit, His Hoyal Highness was pleas&d to obscorye, " that it is of the greatest importance that our clergy should tie inen of education, and not only so, but that they should be able to devote a portion of their time to study and reflection, aa W0ll as to the more active duties of their profession, freed from the harrowing distractions of poverty. On motion of the Rev. W. Armstrong, the following grants were unanimously passed : — To the Executive Committee for contingencies, $200. To the Lord Bishop in aid of the education of children of the dergy, to be applied in aid of a child of the late Rev. T. MiGhee, $80. To Treasurer and Secretary, each $100, $200. The Minutes of the Meeting of this Committee, held at St John, July 8, 1B64, are ppblished in the last ii^port, pages 39^ 40 and 41. '' ' '' 'l ^iauu^yJ At the next Meeting of this Committee, held in Frederioton on the 5th October, a Statement of the Treasurer's Accounts made up to the 1st October, was presented. An account of Messrs. Chubb & Co., for printing the An- nual Report, amounting to $123.38, was read and ordered to be paid. The Treasurer was authorized to pay the grant of $40 made in 1803, in aid of the Church at Westfield. An account of the Secretary for postage and other expenses from July to this date, amounting to |7.96, was read'Md ordered to be paid. ' ^ ■I.(:ii;.^i The Lord Bishop on behalf of the Committee appointed in July last, with reference to a late resolution of the Society filr the Propagation of the Gospel withdrawing a portion of its grants to certain Missions, read a copy of a letter from the said Committee, which had been forwarded by his Lordship to the Society; — it was resolved that the said letter be received and entered upon the minutes. The Committee met at St. John on the 4th January, 1865, when a statement of the accounts of the Treasurer up to the Istinst. was received, showing a balance on hand of $1,663 28. The Rev. Canon Coster presented a report on the accounts of the Treasurer, which was received. An account of the Secretary for incidental expenses up to Ist January, amounting to $11 75, was ordered to be paid. At a meeting of this committee held at Fredericton on the 1st March, the Treasurer was authorized to pay the grants Blade in 1863, in aid of the churches at Dutch Valley, Sussex, and at St. Stephen.
