The Council of the Ecclesiastical Province of Que- bec is composed of the Metropolitan, the Archbishop; of his SufTragans, the bishops of Kingston, of Montreal, of Toronto, ofNewfoundland, of the North western Ter- ritory and Bytown ; and of the Bishops of Char- lottetown, of Halifax, of New-Brunswick and of Arichat. The Coadjutor Bishops are also convened to the Council. The Chapters are represented by delegates. On the arrival of the Bishops at the Metropolitan city, the Archbishop sends some of the principal mem- bers of his Clergy to meet and escort them. The Bishops, in the first place, proceed to the Metropo- litan Church and thence to the Archbishop's residence. The order of precedency in the Council is regulated by seniority of consecration, for the Bishops ; and for the priests empowered to act for the absent Bishops, by seniority of sacerdotal ordination. The eve of the opening of the Council, the bells of all the churches of the city are rung during a quarter of an hour, after the mid-day and evening ^^«/ti« ; they are rung in the same manner, the morning of the opening ol the Couned after the ^ngehst and fVom the moment the procession moves until the Bishop arrives at the foot of the altar. The other sessions are announced by the ringing of all the bells, as also the closing session of the Council, during the singing of the Te D4tnn ; in other respects the ringing of the bells Mows the rules of the solemn festiva^su In a preparatory Congregation composed of the Bishops alone, all matters concerning the Congrega- tions and Session3 are previously regulated. Then the Metropolitan proposes to the Fathers, and with theirapprobatfon designates the officers of the Council. During the procession the Litanies of the Saints are sung J and are concluded by the Agnus Dei, imme- diately on the arrival of the Archbisop at the foot of the altar. Having arrived in the Church, -the Fathers of the Council make a genuflexion and proceed to the faldis- torium prepared for them; and behind each prelate, his chaplain and subordinate officers are placed. The other members of the Council occupy the seats which have been assigned to them. The Metropolitan having prayed a few moments at the foot of the Altar, goes to his throne, takes off the cope, puts on the tunicelloBj the chasuble and pallium, and begins mass. At the Offertorium all the Bishops are incensed with three strokes; the* delegates of the Bishops, the Members and Deputies of Chapters with two j the others as usual. Aftet t\L& ^grus Dei, the senior Bishop, accompa- nied by the Master of Ceremonies, goes to receive the Pax and afterwards gives it to the other Bishops. . The assistant Priest gives it to the choir with the usual ce- remonies of the Pontifical mass. The celebrant does not give the benediction at mass because he gives it at the close of the Session. After m the Gospel of St. John, he takes off the chasuble, the maniple and tunicelloe, and puts on the cope j he then proceeds, wearing the precious mitre, to the faldis- torlum, prepared for him before the steps of the altar. The organ is played from the time the Bishop leaves the altar until his return. The Book of the Gospels is placed on a throne, in the centre of the hemicycle formed by the assembled Bishops. The Archiepiscopal cross is fixed to the throne.
