The following resolution was submitted : Whereas, in the month of July last past a competent Civil Engmeer, employed by the Municipal Council of the Town of Napanee to examme the swing bridge across Naparee River on Centre street in the said Town of Napanee, for t'.e purpose of makmg repairs thereto, reported as the faOt was that the said swing bridge was dangerous and unfit for further uso, and the said Napanee Council caused the said swing bridge to be -e- noved with a view to the construction of a new swing bud-e in the place thereof. ° And whereas on the nth day of August last the Committee on Roads and Bridges of this County Council, including the Warden of the County, met the said Council of Nananee at the instance of the latter Council, for the purpose of consider- ing a claim then made by the Napanee Council to contribu- tion from the Corporation of the County of Lennox and Ad- d.ngton of such a share or percentage of the cosi of constn-.- tion and maintenance of the said new bridge as might be agreed upon between the Councils of the said Corporations or as might be awarded as the result of an arbitration respecfling the same between die said Corporations. And whereas the said meeting was abortive and without any d'-finite result. We have visited the Collegiate Institute in our county town (Napanee), and find everything in good order, clean and i neat, and seemingly well managed ; the pupils gave good evi- I dence of progress. We were cordially received by the teachers ' o{ each department, and they gave us every information asked lor. 2. We visited the gaol and found it clean and tidy, and the turnkey anxious to show us every department. We find I female and 5 male inmates, 3 of them vagrants, 2 for drunk- enness and disorderly conduct and i for an assault. 9 3. We find that it is quite necessary that there should be . water-closets eredted for the use of the Court House sufficiently 4 large for any occasion. We are surprised to find that the Corporation is still using pit closets in direct contravention of the laws, and would re- commend that when new closets are built they should be made in connection with the waterworks, or on the new approved dry earth system. 4. May such a state of affairs long reign through our county. We have also visited the gaol and foimd everything neat and comfortable, with the exception of the closets, which we understand in time there will be a drain in close proximity. We recommend conne(5tion of drainage with said drain, and also a closet for the geneial use of the Court House to be built in the near future. We found confined in the gaol five prisoners, four of whom being vagrant, and one for violation of the liquor law.
