II. — The Officers of this Society shall consist of a Patron, a President, Vice-Presidents (being the Rural Deans) a Treasurer and Secretary. The Committee of Management shall consist of the Officers of the Society, jmd of seventeen Lay Member» of the Society, exclusiTe •of the said Officers, of whom four shall be elected by Members of the Society resident in the Deanery of Avalon ; three by Members resident in the Deanery of Conception Bay ; three by Members resident in the Deanery of Trinity Bay ; tnree by Members resident in the Deanery of Notre Dame Bay ; two by Members resident in the Deanery ot Placentia ; and two by Members resident in the Deanery of Fortune Bay, of whom seven shall be a quorum. The President, or in his absence, the Archdeacon of the Diocese, or Bishop's Commissary, shall be ex-officio Chairman of the Committee ; and in addition to his vote as Member •hall, when the votes on any question are cc^ual, have a casting vote. All Clergymen of the Diocese shall be €x-']jlicio honorary Members of the Committee, with the rigwt of speaking, but not, with the exception of the said officers, of voting at its meetings. As often as it shall becoiito necessary, from the death, absence from the Colony, rey gnati^n, or refusal to serve, of any of the said Lay Members, to appoint others or another in their or his places or place, a special meeting of Members of the Society, in such Deanery where the vacancy shall arise, shall be convened in like manner as tht Easter Meeting ; and the like notice shall be given of such special meeting, when the necessary number of Members, to re- place those required, shall be in like manner elected. III. — His Excellency the Governor for the time being shall be requested to accept the office of Patron : the Lord Bishop shall be Pi'csident, and the Rural Deans Vice- i^resider* of the Society. IV. — All persons paying the annual sum of Ten ■hillings currency, shall be Members of the Society^ "with power to vote at the annual and other meetings. V. — It shall be the dutyof the Committee to determine from time to time on the appropriation of the funds, to the furtherance of the Gospel in this Island, under the recom- BieiV^ation and sanction of the Lord Bishop of the Dioceee % \ 'f * A ♦ 'f -^the obj«ctt to which luch appropriation ahall be mada •hall be as follows :-— 1st, towards the maintenance of th« Clergy and licensed Lay-Readers — 2nd, the erection, enlargement ox repairs of Churches, Parsonages, and School-rooms — 3rd, the supply of Bibles, Prayer Books, School Books, and Religious Works and Trrats. VI. — The Committee sliall meet on the first Monday of every quarter at St. John's. VII. — The Committee shall appoint, each year, two of their Members to Audit the 'J'rcasurcr's Account. VITI. — A Monthly Meeting of the Members of tho Society shall be held on the 2nd Wednesday in every Month, at 7 o'clock ; and a General Annual Meeting of the Society on the 2nd AVednPsday after Trinity Sunday, or as soon thereafter as the Bishop may appoint. IX. — No existing law shall be repealed or altered, nor any rule established, except at a General Meeting of the Saciety, the proposed change having been first re- commended by the President or the Committee, and in the latter case, approved by the President. A Special General Meeting of the Society may be convened by the President at any time on his own authority, or by the Committee, or by any twelve Members of the Society by a written requisition addressed to the Secretary. X.~A11 Meetings shall be opened and closed with tho Prayers recommended to be used at the Meetings of the Society for the Propagation of the Gospel in Foreign Farts. XI.— The Members of the Church in every part of the Island, shall be invited to co-operate by forming Local Committees under the direction of the Clexgy in ch Mission or Parish. Office of Patron. It is with very great pleasure that your Committe«, first of all, inform you, that having been permitted to wait upon the Governor, Charles Henry Darlikq, Esquire, with an Address, tendering to His Excel- lency the congratulations of the Society on his safe arri- val in this colony, and soliciting the honour of His patronage, in conformity with the 3rd Standing Rule, His Excellency was pleased to accede to that request, and also to notify to the Archdeacon his intention of con- tributing £80 per annum to the Society's funds. They would but inform your Excellency briefly, that the Society was established, simultaneoubly with kindred Institutions in the other North American Dioceses, in the year 1834 — that it has obtained, year by year, increasing favor and support among the Members of the Church of England, and especially since the year 1846, — that it has enjoyed the patronage of former Governors of this Colony — that its agency has been largely blessed of Almighty God in extending the in- estimable benefits of true Religion along the Coasts of Newfoundland and Labrador, — and that it may be re- garded as the association, through whose instrumentality ihe ministrations of our Reformed Church are to be per- manently secured to her numerous and widely-scattered children within the lintits of your Excellency's present Government. In conclusion, the Officers and Committee of the Society assure your Excellency that their Prayers shall not be wanting for an abundant blessing on your ad- ministration of your high trust, as the Representative of our beloved Queen, that it may tend to the promotion of all the interests*,- -especially the best interests — of the people of this ancient dependency of the British Crown. The new law adopted at the last Anniversary Meet- ting, regulating the future election of the Committee, came into operation on Easter Tuesday of this year. At the Meeting held in this town, the following Mem- bers of the Society were duly elected as the Represen- tatives or Delegates for the Bural Deanery of Avalon, * viz. — ^the HoM. Thomas Row, Etjgenius Harvey, F. C. K. Hepburn and P. G. Tessier, Esquires. Your Committee regret to have to state that the only other returns which have yet been received, are from the Bural Deanery of Conception Bay, where F. B. Castbr, M. H. a., C. Crowdy, and W. Bendbll, Esquires, were duly elected, — and from the Bural Dfeanery of Fortune Bay, which is represented on thei Committee by H. W. Hoylbs, Esquire, M. H. A., and Ji Bi Wood, Esquire. The Rev. B. Smith, Rural Dean of Trinity Bay has informed the Secretary, that at a meeting, duly conve- ned and held in Trinity, Delcgatct were elected, but two ftr 1^ of the gentlemen 80 elected having been also choien elsewhere, no return has been made from that Deanery, ' and it is intended to proceed to a new election. Your Committee, having been informed that in two Rural Deaneries no election of Lay-Representatives or Delegates was held on Easter Tuesday, as required by the ^nd Standing Rule, appointed a Sub-Committee, consisting of B. Robinson, H. W. Hoyles, and F. B. Carter, Esquires, to consider the best mode of making provision for such omissions ; and in due course a Re- solution framed by those gentlemen, will be submitted to this meeting, by the adoption of which, it is hoped and believed, the difficulties which have arisen will be removed. The Collections in the different Missions, for 1854, were such in amount as to call for thankfulness from all, who are interested in the Society's welfare, and to prove i that the Society is advancing in the estimation of the members of our Church in the colony. I have generally collected between £30 and £40 from the Sealers — the last Spring I collected only a few Shillings. Indeed I applied to the crew of but one vessel, — not thinking it right to apply tn others, when the catch was generally so small, and the necessaries of life 80 high." The Rev. Mr. Collbt writes : — . >) .TIT ra " The enclosed papers you will find are the accounts of the Sub- scriptions to the Newfoundland Church Society, collected in For- tune and Hermitage Bay, the Fall last past, 1854. They are a few pounds less than was sent th«> year b^rore ; but the reason is obvious. This Summer there was only one Clergyman for the two Missions: last yeat there were three, two at Harbor Briton, one atQrole, and those of the people who are in the least backward or unwilling to pay, are ever ready with an excuse ; yet the facti that manv who have only seen their Pastor once, and some fci^t not at all this summer and notwithstanding have paid their sub- •criptioo, proves that they are anxious for his visits, and wiflihgto oontribute according to their ability towards his support among them." The Rer. Mr. Kingtvell writes : — *' I now forward by way of Tizzard's Harbour, the list of Con- tributions for the past year, in behalf of the Newfoundland Church Society, with an order on Messrs. Clift. Wood & Co. for the amount. The Codfishery the past Summer has throughout the Mission been very limited, to which in a great measure mAy be attributed the small collection in favour of the Society," j, t''rif}; The Rev. Besides the collection for the Church Society, there was one made to aid in the purchase of a Bell for Bonavista Church ; this, I think, lessened the former col* lection. The people's donation of Firewood amounted to about £9 12i. If you insert this, together with the sum given towards the Bell last year it will make about £63 3s. 2d. collected in this harboer, for Church and Missionary purposes. The Consecration took place on St. Peter's Day, the Church being set apart to its holy uses by the name of the Church of St. Peter the Apostle. The Building, which is a good specimen of a wooden Chiirch, was designed by the former Mission-' ary, the Rev. W. Grey, whose friends in England con- tributed largelv towards its erection : — the labour and responsibility of bringing the sacred work to its com- pletion devolved on his successor, the Rev. G. M. JoHWSoN, who with great zeal and energy, under God's blessing, triumphed over considerable difficulties, and carried the work to a successful and happy termination, • Your Committee report with satisfaction that Chur- ches in course of erection at St. Lawrence, in the Mission of Burin, at Oderin, Hermitage Cove, at Lama- line, and on the coast of Labrador, at Forteau and Battle Harbour,are in that state of forv/ardness, that they may be consecrated at the Lord Bishop's next visit to those places. Churches are likewise in course of erection at Bay-de-Verd, Old Bonavonture, Nipper's Harbour, and Lower Burgeo. Phelps and Freer were advanced to the Priest- hood. The Bishop held a confirmation in the Cathe- dral Church, on Sunday, 26th November, 1854, when 150 persons renewed and ratified their Baptismal pro- mises. At the end of last year his Lordship left St. John's for Bermuda, and your Committee, gratefully xemembering the liberality of our Brethren in that part of the Diocese in contributing towards the restoration of our Church after the calamitous fire of 1S46, feel that they will be only giving expression to the sentiments of tne Members of the Society in offeringjto those kind, though unknown, friends, their best congratulations on the recent conseoration of a portion of a noble Churchr in the capital of those Islands, in which, it is hoped, iliany souls will be fed and nourished unto life eternal. Charles Walsh writes from Upper Island Cove; -• **t beg to transmit to you for the information of the members of the Church Society, so far as the Committee thintc proper, that I can testify to the general willinfm«8s of the people of this missica to support the objects of tbe Church Society. It is searcely four yeaiB since I came to resiae among them, and during that time tho duty of contributing to the support of their minister has been better understood and attended to by them. — And it is not only in respect or their contributions to the Church Society, (or ds they commonly understand the payment to be to th^ir minister,) that I can speak with eatisfaelion, but also as to their general behaviour. In this respect also there has been a considerable improvement, and, I be* lieve« that many persons here, if they were severally asked, would bear similar testimony. I mention this, because formerly disorder- ly conduct was too common in this place, (Upper Island Cove,) eo ^sAch so, that the plaee had quite a name for i^ and now happily, in this reftpeot, we have begun a retrograde course. What I predicted two years sinee as probable, viz, : that the Church Society's collection, in course of time, I hoped would be £60 instead of £-10, has been thus euljr lulfilled. Much, nay, everything seems to depend upon the Cleti^V' man doing his part in bringing home to all classes of persons, and particularly to youns: men who have their own earnings, tbe duty of supporting God's minister, &o. I trust I shall not be thought Tain or presumptuous in expressing this opinion, or in sneaking of wh«t is done in a pecuniary point of view in my mission. At present we are far behind in one respect, and that is with reghrd to a place of abode lor the minister. There is no parsonage house, nor any prospect of one at present. — I am happy to say that the proposed improvements to the Church at Bryant's Cove have tor the most part been effected, t. e , as tar as hop, and the Committee of (he Church Society would enable me. The people of Bryant's Cove assisted most wil« lingly in contributing such labour and material as was in their power. Several of them assisted at the alteration and enlargement for a fortnight, and some even for three weeks and longer Too much praise could hardly be bestowed upon many of them as they kept to the work while there was anything to be done, and this all gralvitousiy. Mr. Blackmore writes from Bay Roberts :— " In reply to your request for information for the next Report of the Church Society, I beg to say, that I have but little of particular interest to communicate ; stiil this mission of Bay Roberts is in general, I humbly hope, prospering. Through God's blessing upon my eflforts, the enlargement of the Church which was begun two years ago is now completed, and I have had the pleasure of seeing it well filled on repeated occasions with (judging from their de* meanour) a devout and attentive congregation. ' This enlargement gives a hundred additional sittings. The erection of another Churoh in the adjoining settlement ot Coley's Point has been eommenoed and proceeded with as far as the putting up of tbe frame to the wallplate. Among thesa offerinjrs I must not omit to mention the valuable gift of a Silver Cummmunion Sarvice for the use of the Church. These things tend, I think, to shew that at least there is a degree of attachment to our Church and her Services prevsiliog here indicative of good ; may the attachment increase, and ail attendant blessings abound, and to God be all the glory a,nd •J 1 the praise!" The Rev. G. M. Johnson, of Portugal Cove, writes :— "The only unusual occurrence in the past year has been ths holding a Church Society meeting in this place. This meeting was held on the 31st January in the largest room in the parsonage House. The Archdeacoc, the Bev. J. F. Phelps, and some gentle- men of St. John's came over to assist me on that occasion. The room, which holds a considerable number of people, was crowded, and a!f seemed to take a great interest in the proceedings. Tht Archdeacon presided, and explained the nature and working of the Church Society generally. A paper drawn up by myself, gave information as to its working in Ihismiision particularly, and the duty of the people in relation to this Society; and the business was closed by suitable resolutions proposed by the gentlemen of St. John's, and some of the people belonging to this place. The whole pro* oeedings seemed to give great satisfaction. Su/ih meetings give a very good opportunity of explaining the duty incumbent upon the people of giving to the best of their ability for the support and fiirtheranre of religion, and of pointing out the best means of fulfilling that duty. Though the people of my mission are very poor, I think they recognise this duty of giving, and are disposed to perform it. One very gratifying instance of this occurred when I was making my last collection. An old man, the oldest member of the Church here, quite past ali labour, whom I had not spoken to, not thinking him able to give, came to my house, and asked me if I would receive so small a sum as a shilling for the Church Society. He added that it was ail he was able to give, indeed all he had, and that he was almost ashamed to offer it, but that he would be very proud if I would accept it— he only wished he could give more. The circumstance gave me much pleasure, and I did not let the old man depart without assuring him I would not only gladly accept it, but that I thought more highly of his offering than all the others, alihough I am sure very many give very wiU liogly. yet his only was a ourely spontaneous offering. I couid not help thmking of the widow's mite, and our Lord's comment upon it, nor eould I refrain from applying it to thii old man's ease, and •aoouragiughim by reminding him of it. . i V / ^ / Meetlugs of Branch SJiurietieN, . . . Your Committee have received information of two meetings in iiid of the Society held in the course of the year, at Trinity and Portugal Cove ; and they would take this opportunity of respectfully recommending to the Clergy, in their several missions, the imitation of those examples, in the belief that no plan is better adapted for bringing their flocks acquainted with the character and operations of the Society, and obtaining their support of its great and sacred objects. . In' concluding this Report, your Committee desire with humble and heartfelt gratitude to acknowledge the " goodness and mercy" which have followed, and still follow, the Society's operations. In the brief review which has been taken of the past year, many gratifying and encouraging circumstances have been presented to your notice, giving promise of a bright and prosperous future. Your Committee are fain to believe tnat the members of the Society will never forget how much, under God, the advancement of the interests oT the Church depends on their sympathy and assistance, their prayers and their alms.
