Himsworth, Esq., Deputy Minister Inland Revenue. Sib,— T have the honour to hand you a report upon 139 samples of flour purchased l)y our inspectors in September and October of last year. One of the questions sought to be solved by the inspection is ilie moisture content of flour as ordinarily found on the Canadian markeo. Many complaints of the ready spoilage of flour have been remved. (See departmental file 10495!)). Twelve samples were specially enclosed in such a way that they could not lose moisture in transit, or while in storage with us. These samples show an average of 1 2 92 per cent moisture and three of them contain over 13 per cent. The remainder of the collection was contained in paper bags, and these samples show a pietty uniform content of moisture varying from 9-5 to 10'5 per cent, the average content being close upon 10 per cent. " Standards for flour as published in Circular G. 932, fix 13-5 per cent as a maximum amount of moisture ; and only one sample of this collection shows any excess. (No. 59191). There can be no doubt, however, that even this is undesirably high, and is especially high, for shipment in hot weather, or to tropical climes. Asli is fixed at 1 per cent as a maximum by our standards. Four samples show excess. Two of these are whole wheat flours, and should have been sold as such. The ash is not excessive for this class of flour. The other two contain added phosphates, and one of them appears to contain alum. These are so-called self raising flours. Two samples show organic nitrogen very slightly below the minimum fixed by standard, viz : 1-25 per cent Flours showing as much as two (2) parts per million of nitrite- reacting nitrogen are probably bleached by the use of oxides of nitrogen. Seven samples fall into this class. When more than two parts nitrite nitrogen per million is found, this is held to bo proof of bleaching. Three (3) samples of this collection are to be regarded as bleached. Such samples should have been sold not as " Flour ", but as " Bleached Flour ". An extended investigation of bleached flours was made in these laboratories in 1910, and the results are published as Bulletin No. 206. We have no legislation in Canada prohibiting the bleaching of flour ; but bleached flour is defined by Order in Council of 29th October 1910 ; and it is therefore illegal to sell a bleached flour under any other name.
