Gentlemen, — After a recess of seven months, I have found it necessary to call you together at the close of our Municipal year. Since we last met in Council, I addressed a letter to Wm. Jackson, Esq., M. P. &c., upon the subject of constructing th>^ Grand Junction Railroad. A copy of that letter, with the an- swer 1 received, will be laid before you . I have to call four attention to the promises of the Company who are in possession of the Grand Junction Railway Charter, to re-imburse this Council the amount expended by you for the preliminary survey. I have been in communication paircrs and pathmostera. l\y the l8th Vic. Cap 1S4<. you are empowered to impoae a licen.ie upon MawkerK and other venders of merchandize. I leave to your consideration tho propriety of acting upon that authority, or leavin;^ it to your successors. It may not be improper for me to remind you of the change in the mode of Reeres and Ueptity Reeves qualifying, lest incon- venience or delay may be occasioned in the new Council. The time for which you elected me to preside over this Coun- cil will shortly expire. I beg to acknowledge my thanks for your kindness and consideration, and I look back with pleaaiire to the harmony with which you discussed the many important questions brought before you. I am, Gentlemen, &c., WILLIAM COTTINGHAM, WartUn. United Counties of Peterboro } and Victoria. ^ Council Chamber, Jan. lOtb, 1854i. { c V e c d c r b t The Special Committee Appointed to Report on the Wardcn^s Address, Icgleaye to Report : — 1. With regard to the correspondence betwten William Jackson, Esq., iM. P., and the Warden, on the subject of tbr Grand Junction Railroad, your committee consider it advisable that the same should be published. And as to the expenses incurred by these Counties, for tke preliminary survey, your committee recommend that the Warden do communicate the amount to the Company, in whose hands the Railway is v r placed, with a view to its being refunded to the Counties, according to the understandini; that such was to be the case. 2. As to the request of the United Counties of Northumber' land and Durham, for a guarantee on the part of these Counties to make one half of the Boundary Line road between North Monaghan and Cavan into a gravelled road, your committee certainly consider that this council should contribute towards this work, but would recommend that you delay taking any action in the matter u.itii the By-Law of the United Counties of Northumberland ar ". i^ ..ham, to raise £llf),000 fortbejRur- pose of constructinr i^. - tticti < ads, re« ive the sanction of the t P t «« 98 Ciovernmffnt, or until the »id I'nilcd CoiinticA arc in a condi- tion to provided with tho work. H. Your Coiniriittee would urgfully recommend that the different munici|ialitieii ihould pujr over, with as lii'le delay »n Eossible, the amount of county rates due on the ;il»i «l Deeetn- er last, great inconvenicnno and expense arising to the County from the want ot these funds. As many of the Municipalities find it very ir.con? enient to colleet the taxes in the month of December, your committee would recommend th ^ in future, the period should be extended to the lit of Fe'^'mry. i. Your C nil' ••i-i, • ■ fully aware of the great inconveni- ences ol tW [ tesetit law n'l^arding Boundary Ijne roads ; they consider that <'h I low which allowed County Councils to d'.'legai" I'heir powers r.vcr such roads to the Township Coun- cil*; vn cordancR with orders of Council. 10. James Munro, for taxes erroneously collected from him, for Lot No. 19, north side of portage Road, Eidon, formerly passed by Finance Committee, but omitted to be reported . n. Registrar for Twdex Book, per acc't di. 187. 3 12. .Tames O'Neil, for repairs on Bridge, over Otonabep, at Peterborough. 2 17 G 13. Roger iMcHugh, for services as Constable, in 1850, this sum will in all probability be repaid by Government, but the amount is fairly due by the County to McIIugh. 7 '.i 3 With regard to the application of the Sheriff for the following articles for the use of the Jail, viz: 6 pair of Blankets, Linen for 6 straw Ticks, do for 12 coarse Towels, Vour Committee recommend (hat they be furnished. A^ to the application of James Armstrong for £4" 11 3d, and ofDr McCrea for X3 for attendance, Sic, on a pauper named Archibald Cameron, your Committee are of opinion that these claims ought to be made to the municipality of Otonabee, they being the parties, your committee consider as liable and not the County Council, especially as the Law provides for municipalities imposing Rates for the support of indigent persons, while your Committee arc not awai'e that any such power is given to County Councils. As to the claim of Thomas Reardon, for repayment of certain Taxes, your committee, though of opinion that such claim cannot now be entertained, yet they would submit the matter to the Council, aware that there is a degree of hardship in the case, though entirely of Mr. Reardon's own making. Your Committee have had the Balance Sheet and Books of your Treasurer before them, they have great pleasure in reporting the correct and plain raancer in which your account5are kept by that officer. They observe that there is a balance on hand at 3l5t December last, of .£592 7 ?^ applicable to County purposes, the immediate liabilities amount to £P.'>4' 3 11, yet .! the Taxes arc dn.ilj in ronrsc of payment into ihc Treasury. 6 2^. 6 '25 your committee nre of o|iinion that (here will be no ilifliciilty in carrying oti tiie financial departinent ol the r'nunly, until yoiu next scmi-nnniial meeting; in June. All which is respectfully suhmittetl, TUO. FOIlTVi:, C hat/fUUH. Committee Room, 11th January, 1S51'. The Committee on Schools beg leave to JReporrt : That under a recently passcil Provincial Act, 16 Vic. Cap. 168, entitled " The (Grammar Schools Amendment Act," cer- taio powers and duties are imposed upon the County Council under the said Act, whicli it Avould appear necessary should be attended to at the present sitliii^-, in compliance with the law. By the 9th section of the said Act, it is provided that the old Grammar School Trustees should meet on the first Wednes- day in January, IS;")]., and select from among themselves three Trustees, one of whom shall retire annually. Your Committee lunhnstaiul thai this :Ao.]) has been laken, and that the selection has resulted in the chdice of the llev. Mr. Gilmour, the Kev. Mr. ]ioi;er, and Dr. llay. Your Committee, in fullilinent ol the CounciPs duty as to the selection of the remaining three Trii.->lecs to be appointed under the Act, as County Giaminat- Scliool Trustees for the Town of Peterboro, would recommeuil, as lit and proper persons to fill such situation, the J.lev. Mr. Liurnham, the Llev Mr. Gemley and John Jjangton, Esq. Your Committee has had a paper placed before them, con- taining a list of Philosophical Ajiparatus, INIaps, &c,, put into the hands of the County Clerk for safe keeping ; your Csmmittce are of opinion that the Trustees of the Peterboro County Gram- mar School, being a Corporation in Law, are the only proper persons to take charge of all school property, and be answerable for the same in their corporate capacity, and would therefore recommend that the Clerk be authorised to notify the Trustees of the view the Council take of the matter. Your committee would beg to call tlic attention of the Coun- cil to the H'th section of the 16th Vic. Cap. 18(i, which gives power to the County Council to increase the number of County Grammar Schools, by granting aid from the Grammar School Fund provided by. Government, to the extent of not less than fifty pounds for each such new Grammar School, opened accord- ing to law, and provided tht; senior Grammar School first gets a SHm not less than £100 per annum. Your committee has reason to believe tlip Government Fund received by these Counties amounts to .£200, consequently tli« 2b- • Council have at their disposal jC 100 for the purpose of aiding ifiew County (irainmar Scliools, opened acconling to law, and which would entitle them to (.rovernment aid. A petition has been laid before your coinmittee, frorathe inhab- itants of Norwood, praying; for aid for a Grammar School, and it will be a question for the Council to consider, whether they will,at this iirae, take this question up,orwait until all applications of this nature have time to come in, and be brought under the action of the Council. Should, however, the Council think pro- per to come to some decision now with r spect to the opening of additional Grammar Schools, your committee believing that there is a sufficient sum coming from the Government Fund, after leaving £100 for the senior school, to open two new, or additional Grammar Schools, with jCoO per annum each, would recommend the Council to adopt the Western and Eastern sec- tions of the United Counties, as the localities where such addi- tional Grammar Scliools should be op<«ued. All of which is respectfully submitted. F. FERGUSON, Chairtnan, Committee Room, January 11th, ISD^. 4 : I Tile Committee on Roads and Bridges beg leave to Rqwrt, as follows : 1. With regard to the petition of Robert A. Stewart and others, asking for the sum ot £5, towards the repair of the Bridge known as Moffatt's Bridge, the Committee recommend that the sum be granted. Your Committee recommend that the "Warden negociate with the Town Council of the Town of Feterboro, with the view to their bearing half the expense of keeping the Otonabee Bridge in repair, but that it be understood as part of their arrangement, that the proportion of tax which Feterboro pays to the whole County rate be first deducted, and that then Feterboro pay half of the remainder, and if no ariangement can be effected Avitb them, then that this Council levy a toll on the Bridge to keep it in repair. Moved by Mr. Ferguson, seconded by Mr. Lang, — That the Town of Feterboro do pay one half the expense of keeping the Otonabee Bridge in repair, but that it be understood as a part of this arrangement, that the proportion of tax wliich Feterboro pays to the whole County rate be first deducted, and that then Feterboro pay the half of such sura. 3. As to the application of the Reeve of Asphodel for aid to repair the Bridge over the Trent, near Crooks' rapids, as soon as assured that the adjoining counties have contributed their shve i i 27 of such repairs, your committee would roco'.nmend that this Coun- cil also contribute a fair proportion of the expense ol such repairs. 4. VVith respect to the petition of John Saunders, ofDouro, your committee recommend that he apply to the Township Council. 5. Your committee recommend, that the order to Donald Cameron, residing on Lot. No. 1, 5lh concession Eldon, to remove his fence from the Boundary Inie, be passed. (Signed) JAAIKS W. DUNSFORD. Chainnant Council Chamber, rcterboro, Januaiy Uth, 1851. To the Honorable the Legislative Assembly of Canada^ in Provincial Parliament assembled. The memorial of the IMunicipal Council of the United Coun- ties of Peterboro and Victoria, in Session assembled, respect- fully sheweth : — That your memorialists have taken into con- sideration the amendments and alterations which they are of opinion it would be necessary and expedient to make in the Assessment Act, the Municipal Corporations Act, and the Li- cense Act, with the view of endeavoring to secure the more satisfactory and better working of the ^Municipal system. Your memorialists would therefore respectfully solicit the attention of your Honorable House in the first place to the Assessment Law, pressing the necessity of its amendment, by granting power to the several municipalities to tax, for local purposes, the personal and real estate ot all chartered railroad companies, and also that iMortgagecs may be placed upon the same footing us other capitalists, in the levying ai.d raising of municipal assessments. Your memorialists would press upon your Honorable House the justice and etpiity of granting to your memorialists the ap- pointment of all local County Ofliccrs, such as Shcrift", Registrar, Clerk of the Peace, Coroners. Gaolers,Court House i\.eepers,&c., and the regulation of all salaries, fees and allowances paid in whole or in part out of C'ounty Funds, or monies raised and levied by or upon the jieople; your nionimialists being of opinion that the body who raise taxes, should have the entire control and management oftheii application. Your memorialists would farther solicit your Honorable House (o place under their con- trol tlie granting of Licenses to Distillers, the regulation and control of Whiskey Stills, together with the duties derivable from their manufacture. Your memorialists therefore pray (hat your Honorable House will be pleased to tako the the foregoing matters, into your serioua i ff i 28 consideration, and grant such relief in the premises as may deemed right and proper by your Honorable House, and your memorialist) as in duty bound will ever pray. Your Committee find, fiom the report of last Committee on County property, that a large number of saw-logs have been cut on lands belonginij to this County in the Township of Belmont, and that theTreasurer has leceived no payment for said saw-logs^ your committee would therefore recommend that the matter be promptly inquired into. Your Committee also find from the last rejtort, that Mr. Fowlds has cut timber on lands belonging to the County, and has not paid for the same. Your Committee would recommend that ti . Clerk do write to ^Ir. Fowlds, for immediate payment. All of which is respectfully submitted, AVn.LIAM LANG, Chainna?i^ Committee Pvooni, January 25th, ISbk JMr. "VVAunr.N, The Conimitlrc on Schools hcg leave to Rcjiort. That they find upon enfiuiry, that there is a snrphis I'luid due your TTnited Counties of ovi r One llnndrcd I'ouiids, after allow- ing the One Hundred Pouiuis provided for the .Senior (Jrammar .School, and recommend that it be ajiplied to the endowing of Two additional (rramniar Schools, j^ivitig to eacli the sum of fifty pounds. Your Committee recommends that there be granted the stitti of fifty pounds to the Township of Ops, for a Grammar School, to be located in and known as the Lindsay County Grammar School, so soon as the School is under operation according to Law, and the Township Council of Ops provide for ail the otiier expenses connected with such school. Your Committee also recommend that another, or additional Grammar School he established in the Township of Asphodel, and located at the Village ot Norwood, and to be known as the Nor- vood County Grammar School, and be endowed with the sum of fifty pounds, the balance of the one hundred pounds at your dis- posal, so soon as the Council of Asphodel provide for all the ne- cessary expenses of such Grammar School according to Law, and those interested erect the necessarf buildings. Your Coimnittee further recommend, that your Council do provide a fund, to be known as the Counties Grammar School Fund, and that provision be made to pay to any Grammar School that may be hereafter established in any Township in these United Counties, (provided that no more than one be es- tablished in any one municipality,) the sum of fifty pounds yearly, to such Grammar School, so soon ns provision is made by such Municipality to defray all expenses connected with such Gram- mar School, over and above the said fifty pounds provided, and the necessary buildings are erected by those inlerestedjyour com- mittee are led to recommen(^ the above, because application is made (in addition to those from Ops and Asphodel,) from Otonabee, Emily and Mariposa, — your committee acknowledge their claim as good. Your Committee would impress upon your Council that the Government Grammar School fund is increasing Irom year to year, and they believe that ultimately it will be sufficient to give to each Grammar School fifty pounds, which will do away with the necessity of the provision recommended by your committee. Your council will therefore provide that as the fund of the go- vernment increases your fund will decrease. Your Committee have to call the attention of your council to the fact, that it will be necessary at tins session to appoint the several Superintendants of Srhools in these Counties, and that the following nmnos be recommended as such Superntendants : For Otonabee, llev. Hill, Esq., your Committee cannot recommend your Council to provide for the payment of Sub-Treasurers of School Monies, considering that the Township Council should do as it thinks proper in the matter, as it is for the convenience of the inhabitants of the several Townships that Sub-Treasurers are appomted. All of which IS respectfully submitted. A. A. MC LAUCHLIN, Cfuzinnan, Council Chamber, January 2Gtl), 1854<, REPORT Of the Standing ContmUtee on Roads and Bridges. Tho committee on Roads and Bridges beg leave to report* — That ihev have had under ilioir consideration the condillon of the present County, or Boundary Roads, and regret to find that little appears yet to have been done towards their improvement. The committee have also had under their consideration tho appropriation of County funds for the repairs and improvement of County roods generally, hui as they were not unanimous on the point, agreed to leave it in tho hands of the Council. The attention of your committee has also been called to the petition of Samuel Strickland, Esq., and others, for aid to construct a Bridge across the River Otonabee at " Laltefield," ia the Township of Douro, connecting that Municipality with the Municipality of Smith. While your committee readily acknowledge the importance of a Bridge in that quarter, and the propriety of granting aid to construct it, — they are not 31 prepared, without further inrormation, t» say that Lakefield would be the most suitable location.
