The Seal Fishery of Newfoundland which has brought and continues to bring a large amount of wealth to the Colony, is comparatively of recent origin. The cod-fishery has been prosecuted . for nearly four hundred years ; but the seal-fishery was of little importance till the beginning of the present century. It would appear that the attention of the people was so absorbed in capturing and cur* ing cod-fishery, they neglected this industry, which thougVi difficult and dangerous was capable of being . made very profitable. No attention was paid to the oleaginous treasures which the vast icefields float- ing past, every year brought within their reach ; and the great seal-herds were left to bring forth their young amid the icy solitudes, undisturbed by the murderous gun, club and knife of the seal-hunter. But the day at length came when this paradisaical condition of the seals came to a close. Gradually the hunters forced their way through the crystal ramparts by which nature had guarded the helpless innocents. The once happy nursery of the mother-seals became a slaughter-house red with the blood of their murdered darlings slain in their icy cradles : and the spot where tender mothers once fondled in security their white-coated babies became a scene of horror and death. During the following years it fluctuated greatly, just as it does at the present time, — sometimes sinking to ;^3,ooo and only once exceeding ;£i 1,000 in value. The last of these returned was for 1792 when the value of the seal oil was ;^i 1,920. The next step after taking seals in nets was shooting them from large boats which sailed about the the middle of April. At that time of the year the young seals had left their icy cradles and taken to the' water, so that only a few could be reached by the gun of the hunter. As late as 1795, the whole annual catch of seals only amounted to 5000. At length an important advance in this industry was made by fitting out small schooners of fronr 30 to 50 tons, carrying from 12 to 18 men, the outfit of each vessel costing about ;^75. The vessels, were stoutly built and had certain appliances for encountering ice. They did not at first leave port till t after March 21st, in order to avoid the equinoctial gales — or "St. Patrick's brush" as it was called — Soon, however, they learned by experience the advantage of making an earlier start in order to ' reach the young harps before they had taken to tne water. The ist of March at length became the; usual time of starting for the ice. In these little schooners the men speedily accjuired hardihood and' daring, and became expert in battling with the floes. The people of Conception Bay led the way in this new enterprise ; and Carbonear, Harbour ( Jrace, Bay Roberts, Cupids and especially Brigus became centres of the sealing industry. The skippers of these little vessels of from 40 to 80 or 100 tons be- came renowned as " mighty hunters" of seals, and many of them acquired considerable wealth. The crews also shared in the profits, and comfort and abundance prevailed in these sealing towns and villages. St. John's, the capital, soon followed ; and possessing advantages in its situation for starting for the ice, its enterprising people had speedily a small fleet emi)loyed in this hazardous but often lucrative industry. One hundred vessels used to leave the port of St. John's for the ice-fields. There can be little doubt that in those days seals were much more numerous and were takeit nearer shore and further south than at the ])resent time. So remunerative was this employment that its expansion was wonderfully rajjid up to 1815, when the whole business of the country sustained a severe shock by the termination of the wars between England and France. The value of the seal for human uses, and the right method of capturing it in these regions were slowly learned. At first seals were taken in nets which were placed between the shore and some island or rock at no great distance. In their migratory movements the seals go south along the shore during the early part of winter, and by means of nets placed in these narrow passages a few were taken. L'Abbe Raynal tells us that even previous to the year 1763, English fishermen were in the habit of re- pairing to certain favourable places in order to capture seals in nets, in the way referred to. The same method is still pursued in some parts of the northern coast of the island, and also on Labrador,, especially in capturing the bay or shore seal which is non-migratory. This net-fishery must have been supplemented by other methods of taking seals on the ice in spring, either by shooting them casually or taking them along shore when the ice was pressed in on the coast by continuous easterly winds, as not infrequently is still done. A notable instance occured this year (1894) when it is calculated 120,000 seals were taken from the shore. The increasing "catch" of seals^ in those early years, is shown in the annual returns made by the admirals commanding on the New- foundland station, to the Board of Trade. The first time this item of seal oil as an article of export is. mentioned in these returns is in 1749, when its value for that year is stated to have been ;^i,oo6. sterling. "-'2 .. 375.283 268,634 In 1857 there were 400 vessels of from 70 to 200 tons ewg. ged in the seal-fishery, their united 'crews numbering 13,000 men. The average annual value of the seal-fishery at that period was from a million to a million and quarter dollars. 1 In the year 1863 the great innovator steam entered the field, and the first steamer took part in the seal-fishery. The value of steam in connection with Arctic explorations had been previously demon- strated ; and its introduction speedily revolutionized the seal-fishery. The sailing vessels were gradually driven out of the field and the number of steamers increased. In 1866 there were 177 sailing vessels and only 5 steamers. In 1873 there were 18 steamers ; in 1882 there were 25 steamers. At present there are 2 1 steamers, and the number of sailing vessels is small. The tendency is to eliminate men wherever machinery is introduced. The work is now carried on with far fewer hands. Not more than 5,000 men are employed in this industry. In a short time sailing vessels in this industry will be a thing ..of the past. Mr. L. G. Chafe has kept a full and accurate account of the work done by steamers, in connection ■with the Seal Fishery, during the thirty years which have elapsed since 1863. These statistics he has now decided on publishing ; and as a record of one of our great industries they will be found valuable and interesting, and I doubt not his publication will obtain a large circulation. In 1893 there was a disastrous failure,"~~only 138,- 339 seals being taken ; and including the number taken from the shore this year, the whole catch will not probably exceed 262,000. The 21 steamers engaged this year have only captured 152,821 seals. It is a mistake therefore to suppose that the capitalists get an undue sliare of the profits. There losses at tiines are very serious, and the returns on their outlay on an average very moderate. It is, I think, a mere dream to expect steamers to be withdrawn from this fishery, and sailing vessels to be restored. As well may we hope to abolish railways and revert to the ancient modes of locomotion. Steamers " have come to stay ;" and we have to submit to destiny. Now that wise laws have been enacted for the protection and regulation of this fishery, there seems to be no reason why it may not flourish for many years to come and continue to be one of the soirees of our national wealth. i")»i'il*t"K.('*>v.«'. Remarks in connection with Newfoundland Steam Seal Fishing. 1862. — This year there were two steamers from Dundee, seal fishing on the Newfoundland coast, viz. the Camperdown and Polynia — They secured very few seals, and on the way home the latter steamer put into St. John's to get her propeller fixed and other repairs made so as to make a safe return to Dundee. 1863. — The first steamer sailed from St. John's for the seal fishery viz. the Bloodhound Cac^idim Alexander Graham. Wolf, Captain Levi Diamond, was lost on her second trip, having a load of seals, oK Gull Island, Cape John ; crew brought home in the s. s. Lion, Capt. A. Graham. 1873. — The s. s. Bloodhound, Capt. Alfred Smith, was lost, also, the s. s. Retriever, Capt. Richard Pike. The s. s. Nimrod, Captain Peter Cummins, brought home the crew of the Bloodhound, and the s. s. Mastiff, Captain John Hicks, brought in the crew of Retriever, both were lost on April 38th. 1874. — The «. s. Osprey, Captain Samuel Blandford, was lost this year, on April 3rd, the s. s. Panther, Captain A. Bartlett, brought home her crew, 1876. — The s. s. Hawk, Captain Arthur Jackman, was lost this spring while on the second trip. 1878. — The s. s. Mic-Mac, Captain Samuel Bartlett, lost April 1 6th, off Cape John ; crew brought home in the s. s. Vanguard, Capt. Azariah Munden. 1 88a. — The s. s. Lion, Captain Patrick Fowlow, was lost on January 6th, with all hands, a beautiful calm moon-light night, somewhere in the vicinity of Baccalieu Island. She was bound from St. John's to Trinity, which place she was to sail from, to the seal-fishery. 1883, — The s. s. Proteus, Captain Richard Pike, lost while on a voyage in connection with the " Greely Expedition." 1884. — ^The s. s. THger, Captain Thomas Dawe,lost in Gulf of St. Lawrence, whilst seal fishing, the sea completely burying her up j crew brought home by the s. s. Leopard, Captain Henry Dawe. 1886. — The s, 3. ^fW»/(r, Captain Arthur Jackman, lost on the 27th March; crew landed at Greens- pond by s. s. Vanguard, Captain Charles Dawe. The s. s. Hercules, belonging to steam tug Co. was despatched from St. John'sfor them, and returned on April 5th. Captain Jackman took charge of the s. s. Falcon for the second trip. 1893. — The s. s. Eagle, Captain Arthur Jackman, abandoned on September ist, whilst whaling in Davis Straits ; crew landed at Dundee bv the steamships Aurora, Esquimaux and Eclipse. The greatest number of seals brought in by any one steamer, in one trip, wer^ brought by the s. s. Neptune Captain Samuel Blandford in 1888, numbering 42.242. The greatest number of seals brought in by any one steamer in one year, (in two trips) were brought by the s. s. Proteus, Captain Richard Pike in 1875, numbering 44,377. The greatest weight of fat (in one trip), was brought in by the s. s. Neptune, (465 tons register) Captain Samuel Blandford. Number of seals 41,983. Gross weight 874 tons, 2 cwt. o qrs., 26 lbs. Net weight 844 tons, 12 cwt., i qr.. o lbs. Specification given on page The I. s. Commodore of Harbor Grace 290 tons register, owned by Messrs. John Munn & Co., had a full load of seals in i?72. She was commanded by Captain Azariah Munden, and towed a quantity of seals from Baccalieu up Conception Bay on her tow rope, as far as Western Bay, where they were taken on board, and placed along with others in pounds on the deck.
