George Hills, D.D., F^irst Bishop of the Diocese. There was a celebration of the Holy Communion at Christ Church Crhedral, at 8 a.m. The celebrant was the Rector, the Rev. Canon Beanlands, assisted by the Rev. J. B. Hewetson. At 10 a.m. Matins was said by the Rev. J. B. Hewetson, followed by a celebration of the Holy Communion, the Ven. Archdeacon Scriven being the celebrant, assisted by the Rev. Canon Beanlands and the Rev. S. C. Scholefield. At eleven o'clock, the Clergy and Lay Representatives as- sembled in the Cathedral School, the Ven. A. Scriven, M. A., Archdeacon of Vancouver Island and Bishop's Commissary, in the chair. The Synod was opened by the Rev. Canon Beanlands with the appointed office. The Chairman appointed the Rev. J. B. Hewetson to act as Clerical Secretary for the Session of Synod. In accordance with the Canon the Chairman appointed a Committee consisting of the Rev. W. D. Barber and Lt.-Col. Wolfenden, with the Lay Secretary, Mr. E. Baynes Reed, to examine the certificates of the Lay Representatives elected since the last Session of Svnod. The Committee reported that the following" Lay Represen- tatives had been duly elected, and that their certificates were in due order. Nanaimo, St. Alban's. Mr. A. E. Planta, and Mr. J. H. Simpson, elected July 28th, 1892, in place of Mr. VV. H. S. Perkins and Mr. T. L. Browne, resigned. Nanaimo, St. Paul's. — Mr. P. L. Good, elected Sept. 6th, 1892, in place of Mr. S. G. Langton, resigned. Esquimalt, St. Paul's. — Hon. Jas. Baker, M.P. P., elected Oct. 28th, 1892, in place of Mr. J. H. Williams, resigned. Cedar Hill, St. Luke's.- Mr. B. H. Tyrwhitt Drake, elected Nov. 9th, 1892, in place of Mr. John Vantreight, declined to act. Lake, St. Michael's. — Mr. Percy Woilaston, and Mr. R. H. Hall, M.P.P., elected Nov. loth, 1892, in place of Mr. E. S. Wilkinson, and Mr. H. E. Croasdaile, resigned. On motion of Mr. E. Baynes Reed, seconded by the Rev. J. B. Hewetson, the report was adopted. ROLL call. L When the See is vacant, or when formal notice of resignation shall have been given to ihe Synod, the Bishop, or in his absence the Dean, or in his absence the Senior Archdeacon, or in his absence the Archdeacon next in seniority, or in his absence the senior Priest of the Diocese, shall, within one fortnight of the date of such vac.incy bei.ng brought to his knowledge, or after f(jrmal notice shall have been given, as aforesaid, jumnion a special meeting of tlie SynotI to meet at the Cathedral City of the Diocese, in not le;>s than three, nor more thrn six- months from the date of such sunmions, for the purpose of electing a successor to the See, and during the vacancy of the See no other business shall be transacted by the Synod. II. No election shall take place unless half of all the Clergy and Lay Rep- resentatives be present. The vote of a majority not being less than two-thirds of each order j)resent, shall be necessary for such election, the Chairman voting with the Clergy. If the recpiired number of Clergy and Lay Representatives should not assemble at such special meeting, the members present shall adjourn to any day within one week, and so on from time to time until the required number ol Clergy and Lay Repre- sentatives shall assemble, when the election shall i)e proceeded with. The Chairman, for the purpose of thiij rule, shall be the Dean, Archdeacon or Senior I'riest of the Diocese, or in his alxsence one of the Clergy to be elected by the meeting. III. On the day and at the place appointed, the Holy Communion having been first celebrated, the Chairman shall declare the meeting constituted, and it shall be in the power of the Synod to elect any Clergyman in Priest's Orders, and 8 of Canonicnl age, of this or any other Diocese of tlie Church of England, or of any Colonial iM-anch of tlic said Church, being duly licensed in the same, to fill the vacant See, or to delegate to any person or body the power of choosing a liishop for the vacant See, such choice to be accepted by the Synod as final. All such pro- ceedings to be with closed doers until the final declaration of the result. IV. Should the election be made by the Synod, the Declaration of Election shall be signed in duplicate, in presence and on behalf of the Synod by the Dean, Archdeacon or other Chairman presiding, witnessed by one Clerical and one Lay memlier. (^ne of these declarations shr'.l l)e transmitted without delay to the Arch- bishop of Canterbury, and the other kept in the Registry of the Diocese. The approval of the Archbishop of Canterbury having been obtained, his Grace shall be recpu-sted to take the necessary steps for the consecration of the Bishop elect. 5. " And for removing doubts with respect to the validity of the resignation of the said Office and Dignity of Bishop of British Columbia, it is our further will, that the said Bis'^op or any of his successors, shall, by instrument under his hand and seal, delivered and sent to the Archbishop of Canterlmry for the lime being, and by him accepted and registered in the ofiice of the Vicar-Cieneral of the said Archbishop, resign the Office and Dignity of Bishop of British Columbia, such Bishop shall from the time of such acceptance and registration, cease to be Bishop of British Columbia, to all intents and purposes, but without prejudice to any responsil)ility to which he may be liable in law or eipiity in respect of his conduct in his said office." 6. M. The Synod reassembled in the School House, the Ven. Archdeacon Scriven in the chair. Hon. Mr. Justice Crease resumed and moved the following resolution, seconded by Dr. Praeger : Whereas doubts exist as to the legality and competency of this present meeting of Synod to complete the election of a Bishop, because the notice required by the constitution of at least three months after such vacancv has occured, has not been given for the required period. Be it resolved, for the purpose of avoiding doubts, that the meeting of the Synod for the purpose of electing a Bishop, be disbanded, and that a fresh summons be issued in accordance with the Canon for the election of a Bishop. After some discussion the motion was withdrawn. ADDRESS OF THE CHAIRMAN. The Synod re-assembled. The Bishop in the chair. ADDRESS. The Bishop dehvered his inaugural Address. Afy /Reverend Brethren, and Brethren of the Laity : My first words to you must be to express my most sincere thanks for the way in which J have been received in this Diocese. The act of thanksgiving and prayer in the Cathedral upon the evening of my arrival in Victoria, was a fitting prelude to the hearty welcome which I have experienced on all sides during the past month. In addition to the official reception in the Odd Fellows' Hall, I have had the advantage of being persv^nally introduced to a large proportion of the members of the Church at receptions, which have been arranged in the several parishes. This has been a decided help to me in the difficult position in which I find myself called to follow one who was so true a friend to you all, as my revered predecessor. It would be impertinent of me, comparatively a stranger, to attempt any analysis of the work and character of Bishop Hills, but I cannot refrain from saying, that to my mind, he was an ideal pioneer Bishop. It is impossible to exaggerate the advant- age which this Diocese has had in the guidance of his firm hand during the past t^2> years. He has indeed borne the burden and heat of the day, and cleared the way for his successor. " He soweth and another reapeth." May he be spared to see here on earth the development and growth of all that was so dear to his heart in this Diocese, in which his name will never be for- gotten. During the interregnum of six months you know better than I can tell you the admirable way in which the Venerable Archdeacon Scriven has administered the aff'airs of the Diocese, and I shall lea\e it to one of you to propose that a recognition of his services shall be enrolled upon the minutes of the Synod. 1 shall never forget the great personal kindness which he has already shown to me, and I am profoundly thankful to have such a fellow-worker in the ministry. May I also add a single word of my appreciation of the able and careful way in which the Lay Secretary, Mr. Baynes Reed, has put me in possession of the details of the work of the Diocese. 39 You are aware that one of the last official acts of Bishop Hills was to appoint Canon Beaniands as Rector of Christ Church Cathedral, which gives me the distinct advantage of being- set free for a larger amount of general Diocesan work than otherwise I could possibly have hoped to undertake. The parishioners are to be congratulated upon the appointment of one whom they have known for so many years, and whom they can trust. I have to ask your indulgence for being unable to present to you the usual statistics with regard to the spiritual work of the Diocese during the past year. On the other hand I have been able to grasp with tolerable clearness the financial condi- tion of alTaiiS. The endowments stand as a monument of the work of the late Bishop, but there is a pressing need of increased subscrip- tions to the Mission Fund of the Diocese, and I have to ask your most careful attention to the Report that will be presented to- day. The amount collected and subscribed cannot really repre- sent the interest taken in the general work of the Church, and 1 earnestly trust that a special effort may be made to clear off the present liabilities, and considerably to augment the amount annually collected. The basis and principle of m}- work will, I hope be that of hearty co-operation with this S}-nod and its several Committees. With the ever increasing population, new spheres of work must constantly offer themselves, but for the present we must be content to strengthen the existing organiza- tions. With increased support we may be able to secure the help of one or more itinerating Clergymen, who may \isit the scattered settlements in the island itself and in the smaller islands with which we are surrounded. I have been advised that the present would, unfortunately, not be a good time to make a special appeal for funds for the new Cathedral. With the beautiful site, and with the other buildings erected, or soon to be erected in Victoria, it is quite impossible, however, to think that it will be very long before something definite is done. A very important resolution is to be laid before you with regard to the meeting which will be held (D.V.) in Toronto, in September, to consider the question of the consolidation of the Anglican Church in Canada. I hope that the subject will be fully and carefully debated, and I need hardly say that 1 shall cheerfully accept whatever decision is adopted by this Synod. I have no special schemes to-day to set before you for enlarging the borders of the Church ; for deepening the spiritual 40 life of the people ; for delivering- the message of the gospel to the Chinese and Indians in the Diocese. We must all feel that " There remaineth yet very much land to be possessed," (Joshua xiii, I ;) and 1 assure you that it is in my heart and that I realize to the full the great responsibilities of being called upon to have a share in such a work. Need I add that I hope to be the Bl.^hop of no one particular party in the Church, but to strive to enlist the sympathy and support of all. May the Holy Spirit of God guide us in our deliberations in this Synod and help us to a truer devotion of ourselves, body, soul and spirit, to the work which has been committed to us, and may we all " grow in grace and in the knowledge of our Lord and Saviour Jesus Christ. CONSIDERATION OF REPORTS OF COMMITTEES. REPORT OF THE EXECUTIVE COMMITTEE. The Executive Committee present the following- Report to the First Session of the Sixth Synod of the Diocese : 1. Since the last Report was presented, the resignation of the First Bishop of Columbia, Right Rev. Geo. Hills, D.D., has been accepted by the Archbishop of Canterbury, and the See re- mained vacant for a period of five months. The Committee feel bound to place on record their grateful recognition of the value to the Church in this Diocese of His Lordships 33 years of unwearied labours, and their earnest hope that he may be spared to enjoy for many years the rest which those labours have earned for him. 2. The Resignation of Bishop Hills took effect on Nov. 15, 1892, and on the 22nd of that month a Special Synod was held in Victoria for the purpose of electing a successor in the See. By a unanimous vote of the Clergy and a two-third vote of the Laity, it was decided to delegate the choice of a Bishop to the Archbishop of Canterbury. His Grace accepted the respon- sibility, and appointed Rev. W. W. Perrin, M.A., Oxon, Vicar of St. Luke's, Southampton, who to-day was enthroned in the Cathedral Church as the Second Bishop of British Columbia. 44 3- The Committee regret to have to report a serious defici- ency in the Mission Fund, amounting to one quarter of the sum required to pay the grants for the year ending June 30th, 1893. The cause of this deficiency will be dealt with in the Report of the Mission Board. 4. The arrival of the present Bishop on the 18th of May, is a matter for great thankfulness. At a public reception held in the Odd Fellows' Hall, kindly lent for the occasion, an address was presented to His Lordship by the Coinmittee on behalf of the .Synod, and was read by Hon. Mr. Justice Crease. 5. Inasmuch as the next Journal of Synod will contain the full report of the Session held in November for the election of a Bishop, as well as that of the present Session, the Committee recommend that an extra Synod assessment of $100 be made to meet the expense ; and with a view of making more widely known the work of the Synod, they suggest further, that the number of copies printed be raised from 300 to 500. 6. The annual accounts of the Synod, duly audited, will be presented to the Synod. The Report was read, and on motion of the Lay Secre- tary, seconded by Lt.-Col. Wolfenden, and duly carried, was adopted. REPORT OF BOARD OF MISSIONS. The Board of Missions present the following Report to the First Session of the Sixth Synod of the Diocese. I. In pa ng these j,^rants for the March quarter the Board was obliged o notify the Clerg-y that there were no funds avail- able for the payments of the grants for the quarter ending June 30th. The Fund being largely overdrawn on the date of 31st March, and the income for the June quarter only just being sufficient to pay the overdraft which amounted to $1,222.42. It is most urgent that immediate steps be taken to raise the sum of $987.50, the amount required to pay the grants for the quarter ending 30th June. 3. This failure of the Mission Fund is due, amongst other things, to two chief causes : (a) The present commercial depression which has lasted for a whole year, and has not yet by any means abated ; (b) The resignation of our late Bishop and the consequent long vacancy of the See. 4. The Board are glad to be able to report an increase in the number of parishes which have sent contributions to the Mission Fund ; but they regret to have to report that there are still one or two congregations which have neglected to make even the collections ordered by the Canon, The Board feel that such conduct is unworthy of parishes professing loyalt} to the authority of the Synod, and they cannot recommend the continu- ance of a Mission Fund grant to any parish so oflfending. 5. A sub-committee was appointed to consider the schedule for the ensuing year, consisting of the Bishop, The Archdeacon, Mr. Justice Drake, Mr. T. R. Smith, Mr. W. C. Ward and Major Dupont. Barber, — Whereas, at a meeting held at Winnipeg, on the 15th and 1 6th days of August, 1890, at which all the Dioceses ot the Church in Canada (except British Columbia and Caledonia) were represented, a " scheme for the consolidation of the Church of Ens-land in British North America," was discussed and adopted ; And Whereas, the Provincial Synod of Canada, at a meet- ing in September, 1892, agreed to the said scheme with certain verbal alterations ; 48 And [Vherens, it is provided by the said scheme that a *' General Synod of the Church of Hng-Iand in the Dominion of Canada and the Diocese ot Newfoundland " shall bo formed, and that a first meeting of such Synod shall be held in the City of Toronto on the second Wednesday in September, 1893 ; Be it Resolved, that one Clerical and one Lay Delegate be appointed to represent this Diocese at the said meeting in Toronto, with instructions to report to this Synod at its next session. [N. H. — The italics represent the new matter introduced into the " Winnipeg Scheme " by the Provincial Synod. In the foot notes the original wording of the scheme is indicated.] 1. CoNSTi ruriON. There shall lie a General Synod consisting of the Bisltops of the Church of England in the Dominion of Canada and the Diocese of New- foundland, and of delegates chosen from the Clergy and the Laity. The delegates shall be chosen by ihc several Diocesan Synods according to such rules as they may adopt, or, in a Diocese which has no Synodical organiza- tion, may be appointed by the Bishop. The representation shall be as follows : — Dioceses having fewer than twenty- five licensed Clergymen, one delegate from each order ; Dioceses having twenty- five and fewer than fifty licensed Clergymen, two of each order ; Dioceses having fifty and fewer than one hundred, three of each order ; Dioceses having one hund- red licensed Clergymen and upwards, four of each order. 2. Time and Place ok Mketinc. Ii) .-/ General Synod shall meet for the first time in the City of Toronto, on the second Wednesday in September, 189,1, and shall be convened by the Metropolitan senior by consecration . 3. The Synod shall consist of two Houses ; the Bishops constituting the Upper, and the Clergy and Laity together the Lower House. The Clergy and Laity shall vote hy orders if required. 4. The President of the General Synod, who shall be styled the Primate, shall be elected by the House of Bishops from amcmg (2) their oivn number. The Primate shall hold oflice for life, or so long as he is Bishop of any D of the General Synod ; nevertheless, „■ may resign at any time. 5. The (General Synod shall have the power to deal with all matters aflfecting in any way the general interests and well-being of the Church within its jurisdic- tion. Provided, that no C'anonsor resolutions of a coercive character, or involving penalties or disabilities, shall be operative in any Ecclesiastical Province, or in any Diocese not included in an Ecclesiastical Province until accepted l)y the Synod of such Province or Diocese, and that the jurisdietion of the General .Synod shall not withdraw from the Provineial Synod the, right of passing upon any ohjeet lull- ing within its jurisdiction at the time of the formation of the General Synod. The following, or such-like objects, may be suggested as properly coming within the jurisdiction of the General Synod : («i) Matters of Doctrine, worship, and discipline. \h) All agencies employed in the carrying on of the (3) ^(V/tvrr/ work of the Chit re h. (r) The gene^'al missionary and educational work of the Church. ((/) The adjustment, with eonsent of the Dioceses, of the relations between Dioceses in respect to Clergy Widows' and Orphans', and Superanuation Funds. (^) Regulations affecting the transfer of Clergy from one Diocese to another. (/) Education and training of candidates for Holy Orders. \g) Constitution and powers of an .\))pellate Tribunal. (h) The erection, division or re-arrangement of Provinces (4.) ' (2) " That the scheme of Union should not either affirm or disaffirm the necessity for the retention of Provinces under the (ieneral Synod ; but on the contrary, the retention or abolition of the various Provincial Synods should be left to be dealt with according 10 the requirements of the various Provinces, as to such Provinces and the Dioceses therein may seem proper." (3) "That in order to avoid complication, this House accepts the third para- grai)h of Article l, but refers to the general meeting at Toronto the ijucstion of the advisability of increasing the number of Diocesan representatives of each order. " (4) "This Provincial Synod in assenting to this clause (Article 2) does not thereby surrender any powers or jurisdiction now possessed by it, nor does it in- tend thereby to take away from or interfere with any rights as to the acceptance of the said amended scheme of Union possessed by the several Diocesan Synods in regard to the formation of such (Jeneral Synod." (5) "That the (jeneral Conference be reqdested to incorporate in the consti- tution of the General Synod a solemn Declaration, corresponding to the Declaration issued by the Bishops and delegates of the Clergy and Lnity assembled in the first Provincial Synod of this Ecclesiastical Province, reciting the intention of the General Synod to hold and maintain the Doctrine and Sacraments of Christ as the Lord hath commanded in Ilis Holy Word, and as the Church of England hath received and explained the same in the Book of Conunon Prayer ami Administra- tion of the Sacraments and other Rites and Ceremonies of the (Church, according to the use of the Church of England ; together with the Psalter or Psalms of David, pointed as they are to be sung or said in (Jhurches ; and the Form or Manner jf Making, Ordaining and Consecrating of Bishops, I'riests and Deacons, and in the Thirty-nine Articles of Religion." (5) "That the Resolutions and the Scheme now ajiproved by this House as the basis upon which the General Synod may be ft)rmed be connnunicated in due form to the several Diocesan Synods of this Ecclesiastical Province, with the ex- pression of the earnest hope that the said several Synods may be able to accept thereof and, upon the basis so agreed on, send delegates to the meeting to be held in Toronto in September, 1893 ; and that it should Ijc a further instruction to the said Commillee to take such steps as they shall think desirable to acquaint the Province of Ruiiert's Land and the other Dioceses outside the jurisdiction of this .Synod with the action of this .Synod in respect of the said scheme."
