Resolution re 0. Bryant. Moved by Rev. Coverdale Watson, seconded by Rev. Joseph Hall, and Resolved, — That although Rev. C. Bryant's name appeared in the Minutes of last year as having been left without a station at his own request, it is nevertheless a fact that such relation was by special arrange- ment of the Stationing Committee to meet the peculiar exigencies of the work at Maple Ridge, and that Bro. Bryant really continued to supply the work there during that period, in conformity with such arrangements, and tlierefore tins Conference puts oi record Bro. Bryant's true position as affecting his claim for the year's standing. Resolution re. Rev. Principal Whittingrton. Whereas, Rev. R. Whittington was a year ago left without a station at his own request, in order to allow him to accept the position of Principal in our College; and whereas, Bro. Whittington has been so engaged during the year, and is now a member of our Conference ; Resolved, — T.hat we ask the Superannuation Board to favorably consider his case and permit him to stand hs having been engaged in the service of the Church, and allow the past year to count in reckoning any future claim which Bro. Your Committee is pleased to report : That the Epworth Leagues of this Conference nre doing a noble work and tilling a long-felt want. We have also to report an increase of four in the number of Leagues, and thirty-five in membership. We wish to recommend — 1. That every effort be made to form new societies, and that the pas- tors take pains to understand and explain the workings of the Society. 2. That every effort be made to have every League represented at the conventions called by the Provincial Association. Having had the pro- gramme of the Second Annual Convention, to be held in Vancouver frou; June 14th to 19th, inclusive, placed in our hands, we heartily commend this programme to the sympathy and support of our Epworth Leagues. 3. We have alio made some comparisons between them and the reports of last year, and in some respects the comparison is gratifying. The membership of the churches in this Conference has increased by 269. The dmounts raised for (^onnexional purposes by the various Cir- cuits and Missions is below that of last year by |l,.'n4. The grand total of amounts raised for all purposes is also below last year in the sum of 8! 1,041. The severe financial closeness of the past year is no doubt the cause of these fallings off. The amounts paid by the Circuits for the support of ministers, as far as we are able to estimate, is in advance of last year, the amount of advance being ^2,31(1. Your Committee has not received any special communication ufion which to report, but may sav that while we recognize the existing evils of intemperance, which are no less than on former years, we rejoice in the steady growth of temperance organizations, and we believe an increasing interest in the mind of the public. As a Church we have sustained our record of uncompromising hostility to the liquor traffic, believing it to be the greatest power in the land opposing moral and religious advancement. We are glad to see the increasing interest which is being taken in juvenile work by the temperance organizations, and urge our ministers to give as much help as possible to this work. We would express our hearty approval of the action of the members of Parliament in scouring an amendment to the Municipal Act with reference to clubs. We find a growing sentiment in favor of entire prohibition of the liquor traffic manifested in arrangements for the formation of prohibition clubs. We would urge our ministers and people to seek to secure, at an early date, a vote on the question of Prohibition. As far as we are able to judge, we fear that the action of the Decennial Missionary Conference of India in failing to condemn the action of the Government in encouraging intemperance, mpurity and the traflSc in opium, is likely to create a false impression \n the eyes of the world. Your Committee notice with regret that due regard is not given to the uirculiition of papers published at our own Book Room in two or three schools. 3. We are glad to find an increase of 631 volumes in our libraries, but speeiiil care should be taken by the school boards in selecting books so as to raise the stafidard and cultivate a taste for good literature. 4. Only two sihools are reported as holding teachers' meetings for the study of lessons. We urge the importance of regular weekly meetings for this purpose. ."'. It is recommended that a pledge roll be kept in each school, and that it be brouglit before the scholars for signature at least once a quarter. •i. Out of 3,680 scholars only 452 are reported studying catechism, .Uthougli this is a small increase on least year, our school boards are not alive to this most important branch of Sabbath School work. Re the memorial of the Victoria District asking for the establishment of a Chinese Mission at Nanaimo, we recommend that such a Mission be established. 2. We also recommend that this Conference request the General Board of " sions to grant Bro. Chan Sing Kai a salary of $700 and travelling c J .nses. 6. We turther recommend the Conference to request the General Board of Missions to pay the sum of $281. 60, being the balance due to Rev. T. Crosby and Rev. C. M. Tate, as per Glad Tidings accounts. 4. Your Committee having carefully considered the reports of our mis- sionaries to the native tribes, and having in view the best interests of this important work, beg to report that in their judgment the continued use of the steamer Glad Tidings is very important, and if the General Board of Missions can see its way to the appointment of an earnest mis- sionary who may have some experience in our work amongst the Indian tribes and knowledge of Indian character, whose duty it shall be to visit those numerous bands of Indians who are to this day in heathen darkness, having scarcely yet heard the gospel message of salvation, we believe that the great Head of the Church would bless this enterprise, and render this steamer a greater blessing to all concerned than has yet been realized. We have the informatioHi before us that there are thousands of Indians on the seaboard of this Province who are still without any Protestant mis- sionary. We hu."e a suitable steamer, well equipped for such service as w^e suggest, and we believe it is the duty of our Church to make the best possible use of this vessel, which must be ever regarded as an expression of the Christian benevolence of our people. Should lack of funds render the appointment of a special missionary impracticable for the present year, we recommend that the steamer bo placed at the disposal of the chairman of the Simpson District, and that a grant be made, sufficient to enable him to use her as opportunity may offer in visiting various Missions on the District, and particularly in carrying bands of Christian workers from cai.ip to camp and holding special evangelistic services, as has been done with most blessed results during the past winter. 5. We further recommend that we adopt the minute of the Simpson District re the Boys' Home at Port Simpson. (See Resolution 3, Simpson District.) 6 Your Committee have considered the resolution of the Simpson Dis- trict with reference to the establishment of an Indian Industrial School at Bella Bella or vicinity, and we desire to express our approval of the suggestion contained therein, and recommend that the resolution be forwarded to tht "General Board of Missions. 7. Ri the recommendation for an Industrial School to bo established in Upper Skeena, we recommend the minute of the District be adopted. 8. We further recommend the Conference to forward the table pre- pared by Brothers Crosby and Bolton, which shows the discrimination practised by the Indian Departinent against Indian Schools under the care of the Methodist Church, as compared with their treatment of those under the care of other Churches. 1893] METHODIST CONFERENCE. 33 9. Further, that in view of the pressing necessity for an additional labourer in the Chinese Department we would earnestly recommend the Missionary Society to secure if possible the services of Bro. Grainger Hargraves, a minister of the Wesleyan Methodist Church recently returned from years of successful service in China, as one whose presence, counsels and labours would be of very great value in advancing the interests of our Chinese Mission work. That we are deeply impressed with the responsibility of our Church in relation to Sabbath Observance in this country, and would earnestly admonish our ministers and people to aim at reflecting the spirit of Bible teaching with regard to it. The Sabbath perishes only from the loss of the truth it embodies. For the maintenance of this, we need to keep to Bible teaching, to observe the estimate! and emphasis God Himself has placed upon it. Its unabated and undying obligation as the n st of holi- ness, and seen in the fact, that the command concerning it stands peer of the nine other Commandments in the ten applications of the one great law of love, with no liberty to modify this that does not apply equally to all the rest. The striking coincidence of a desecrated Sabbath and a back- slidden state in God's ancient Church, is admonitory, and has repeated itself again and again in the history of nations and individuals. 2. Whilst we would not interfere with the free play of individual con- science, we would at the same time warn against the subtle sophisms that often cloud the mind and serve the ends of inclination, by silencing doubt and over-riding scruple, until the sense of the sanctity of the day is lost. Inclination has many watchwords, and is fruitful in expedients. Facilities are increasing for invading the sanctity of the day and the tendency grows to admit one thing after another under the plausible pretext of "works of necessity," until practice reacts upon ST.t'ment, and the lower motives subordinate the higher. Whilst pum.tilious observance of the (lay is not synonymous with piety, it is equally true that we shall not be- come pious by laxity. We need to be careful, lest by leniency our voices grow weak and weaker in protest, until we have no Sabbath left to defend. Our rebuke of desecration cannot survive the day when it becomes our own condemnation. 3. This day, which stands for the holiest and happiest things of the Church, the birthright rest of toiling man, and which is so strangely and beautifully related to our social institutions and spiritual life, claims a pi-ice in our thought and regard with all its enrichment of scriptural iiieaning, until it becomes more and more a joyous rest day, the Lord's Day indeed. Let ua have a sensitive regard to our influence upon others, 3mc 34 MINUTES OF THE BRITISH COLUMBIA [1893 as well as to the will of God. Much is expected of us, and many eyes are upon us. A tinn, enlightened and conservative position should be ours, and in our practice we should rather err on the side of Fcrupulous- ness than on the side of laxity. Neither the example of others, the tolera- tion of our times, nor tiie fear of ridicule should even cause us to waver. Resolved, — That in the opinion of this Conference the practice of giving and receiving invitations otherwise than through the Stationing Ccmmitcee ought to be discontinued by our churches and ministers, and that while giving the alt)ention to proper representations made to Quar- terly Official Boards in conformity with the provisions of the Discipline, the Stati'^ning Committee should hereafter refuse to consider any nego- tiations or invitations which may have been carried on or given directly between churches and ministers. Re salaries of Domestic Missionaries, — That having considered the memorial of Kamloops District re the salaries of Domestic Missionaries. we recommend that the General Board be urged, if possible, to restore the basis upon which the grants are made to this Conference, to the aniouuts allowed prior to the last meeting of the Board. Further, inasmuch as the position of Kamloops District is unique, the cost of living and ot travelling in that portion of the Province being exceptionally high, we would strongly urge upon the General Board the iuiperative need that exists of giving that District special consideration if our work in that great country is to be carried on efficiently, and would recommend thai grants be made to that District upon the basis adopted without discount. believing that such an arrangement would be the most equitable one possible under the circumstances. White moved the following resolution, seconded by Rev. 0. Bryant,— That John P. Hicks, C. H. M. Sutherland, Geo. H. Morden, J. C. Spencer and W. D. Misener, having travelled four years as probationers for the ministry, and having satisfactorily padsed all the prescribed Con- ference examinations, they be now received into full connection with the Conference, and that Geo. ''"heological Union. On Saturday, May 13th, Rev. Ebenezer Robson delivered his annual lecture on "The History of MethoiJism in British Columbia." An interesting discussion followed, and a hearty vote of thanks was tendered the lecturer. Sunday Services. On Sunday, May 14th, at 11 o'clock, the public and ordination ser- vices were held. Rev. Dr. Carman, General Superintendent, and the President of Conference, Rev. Joseph Hall, in charge. Dr. Carman preached the ordination sermon from the text Psalm xi.. 3 : "If the foundations be destroyed what can the righteous dot" The following were ordained to the Christian ministry : John C. Spencer, William D. Misener and George H. Morden. In the afternoon, at 2.30, the Sabbath School was addressed by Revs. T. Crosby and W. H. Pierce. In the evening, at 7 o'clock, Rev. Dr. George, of Seattle, \N'ashington, preached a sermon on "The Bible, a Bird's-eye View Thereof." At the close the sacrament of the Lord's Supper was adn inistered under the direction of the President of the Conference. Visit to Columbian Methodist College. On Monday evening. May 15th, tiie Conference accepted an invitation to attend a conversazione at Columliian College. A very creditable enter tainment was given by students of the College. Dearly Beloved, — Once more assembled ia Annual Conference for the purpose of reviewing the work of tlie past year and attending to the varied and important duties to which \>y the grxce of God we have been called, we greet you in the name of our Lord Jesus Christ, hy whose abounding niei'cy we ha\e been made fellow-heirH to the everlasting inherit- ance, unto whom, with the Father and the Holy Spirit, be all praise and glory, world without end. We give thanks to God and the Father of cur Lord Jesus Christ for the hope which is laid up for you in heaven, praying always for you that you might walk worthy of the Lord unto all pleasing, being fruitful in every good work and increasing in the kn twledge of God. We rejoice at the closing hours of this Conference to record the har- mony and brotherly love which have characterized its proceedings, and above all, with profound gratitude do we make mention of the presence of our Divine Master so blessedly vouchsafed to us in all our gatherings for worship and throughout the sessions of Conference. The returns which come to us from the several Districts show a grati- fying increase in the membership of the Church during the year, largely the result of revivals, which by the grace of God have watered and re- freshed the heritage of the Lord in the different sections of the Conference. The Simpson District has been especially favored, and many of the Indians on that extensive District have been brougl.t to a saving know- ledge of Christ during the year. With devout gratitude to the Great Head of tlii. Church we record the reception into full connection with the ministry of our Church by thin Conference of live young men, who have given good proof of their minis- try during four years of probation, and have passed successfully nil the examinations prescribed by the Discipline of the Church. Tlie Sabljath School returns show a steady increase both in attendance and in amounts raised for Sahbath School and other purposes ; but again we would direct your uttention, brethren, to the fact that our catechism is not so generally used by the schools as is desirable for building up and ectablishing our young people in the doctrines of our holy religion, a clear and compreliensive knowledge of which is so necessary for the devel- opment of an earnest and intelligent piety. We would also mention with much gratification the steady progress which is being made by the Epworth Leagues of Christian Endeavor wiihin the bounds of this Co iference, and most earnestly comniend them to your appreciative regard and fostering care. We affectionately urge that great care be taken that these societies, which have already become so valuable an organization of forces for tlie prosecui 'on of religious work, shall be truly loyal to the doctrines and di-scipline of the Church, and to this end we strongly recommend the employment of every available means of becoming thoroughly acquainted with them. 1893] METHODIST CONFEKfiNCE. Tlie past year will be long remembered as an important epoch in the history of our Church in this Province, because of the establisliment of "Columbian Methodist College," which took place on the 8th of September, 1892, under the efficient principalship of Rev. R. Whittington, M.A., B.Sc, and Miss Lucy Hurlbert, M.E.L., and was incorporated by Act of Provincial Parliament at its last session. The success of this College, which is established by the British Columbia Conference of the Methodist Cliurch for the purpose of imparting educa- tion to the youth of both sexes in the higher departments of learning, under tiie most healthful Christian influences, has greatly exceeded the expectations of its most sanguine promoters ; and this Conference, encour- aged by tho past, and realizing tlie needs of the young men who are to constitute the ministry of the coming years, has resolved on the immediate establishment of a theological department, where an efficient training, fitting them for the great life work to which they have been called of God, will be imparted. The Rer. J. H. White, ex President of the Conference, has been appointed College Secretary, and is released from circuit duties in order that he may devote his entire time to the service of the Church ill this important interest. We bespeak for him your heaity and prayerful co-operation in his work. Again we would impress upon your minds, brethren, the solemn and perpetual obligation upon all men to " remember the Sabbath Day to keep it holy," and would atiectionately warn you against any relaxation from the oart-ful and conscientious observance of this holy day, instituted of God for sacred rest and divine worship. The great temperance reform still calU loudly for unremitting and earnest etfbrt on the part of the Church ; and let us exhort you, brethren, to unceasing tidelity in this severe and prolonged struggle against intem- perance, that most prolitic source of poverty and crime. While it is matter for devout gratitude to God that during the past year the lives of all our ministers have been preserved amid the dangers wid toils incident, especially, to missionary life in some parts of our work, yet we are deeply conscious of the loss sustained by our work in the retire- ment of Rev. C. Bryant from the active ranks of the ministry on account of failing health. We bespeak for him your earnest prayers, if peradven- ture it may please God to restore him again to health and to his loved employ. We cannot close this pastoral address without referring to the great pleasure and profit we have derived from the presence with us of our beloved and revered General Superintendent, Rev. Dr. Carman, whose matured wisdom and stirring gospel addrfssen have been a source of strength and inspiration to us. We ask you to join us in prayer to Almighty God that his useful life may be long spared to the Church.
