The Rev. James Elliott, President for 1867, in the Chair. After the usual devotional exercises, the Conference proceeded to organize. The retiring Secretary, Rev. Jam^ss Gray, cfJletl for the names of the Ministers and Preachers who hiad been ap- pointed to attend the Conference. Two hundred and fifty- were reported from the several Districts ; one hundred and eighty of whom answered to their names. The Rev. Wm. Morley Punshon, M. A., President for the ensuing year, was introduced to the Conference, and took the Chair. The Conference then proceeded to elect a Secretary, and the Rev. Charles Lavell, M. To Balance in han£ Superannuated Ministers Children out of the Children'a Fund — which practice is alleged by the Children's Fund Committee to Ive a dcsparture from the origiT,\al intention of the Fund., and therefore irregular and unconstitutional. Having ascertained that the resolution of the Kingston Con- vention, Avhich originated the F'und, and which was adopted by the Quarterly Official Boanls, requires " that a fimd l>e establifihed for equalizing the support of Preachers' children upan the prinaple adopted by the Eiiglish Cor^''erence :" and that the Dractice of that body has always been to provide for the children of :;ip€.'ana\jated Ministers out of their Children's Fund ; and further, that the practice has been sanctioned by the declaratory resolution of the Conference, to be found in the Minutes of 1858, and set forth in the Di8cij)line of 1859, and has been the usage of the Connexiou for many years past, tha Committ«e are of the opinion that the claims of the children of Superannuated Preachers are a regular and legit i mate charge upon the Childi'en's Fund, -iud recommend that they be paid as usual. Your Committee are happy in being able to come before the Conference with tidings of cheer from our Sunday Schools in every part of our extended work. The statistical refcui-ns are fuller than in former years, and show most gratifying progress in almost every par- ticular. The schedules report an increase of 89 schools ; bu^ it is believed the net gain does not exceed 60, and that the remaining 39 should have appeared in the returns of last year. The increase in the staff of Teachers is 698, and of Scholars 3,126. There is also an i crease of 705 Scholars meeting in class. The amount raised for Mi;^- sionary and Sunday School purposes is $17,358 05, an If - -l f I 82 MINUTES or THE CANADA [1868. I increase of about $2,500 over the previous year. There is only one particular in which a decrease is observable, namely, in the number of Teac^hers who are not members of our Church. Your Committee observe with pleasure that the B<5ok- Steward, acting on the recommendation of the last Con- ference, has commenced the publication of a monthly paper for Sunday School Tejujher-s. Tliey are convincee en- larging upon other topics of interest which have beei. before them ; but in view of the facts already presented,-— rin view of promoting the purity of our Sunday School Literature, — in view of the fact that our future as a Church will in no small degree depend upon the religious training of the youth of our congregations, they respectfully submit that the time has come when our Sunday Schools should be organized on the connexional principle, as a distinct depart- ment; of our work, under the control of the Conference, and receiving that careful consideration from year to year which 80 important a matter denjAuds. Article II, The object of this Society ehall be to promote the canse of Sab- bath Si liools in conaectioi) with the Wesleyan Methodist Church ; and thus by a careful reUgious training of those who may be brought within its influence, seek to advance the interest* of the Redeemer's Kingdom in the earth. Article III. Provided that no person shall exercise the functions of a Director who ia not a member of the Wealeyan Metuotlist Church. Article IV. In order to cflFectually carry out the object of this Society, each District shall constitute a Branch of the Union, and shall hold its Anniversary on the evening of the first day of the May District Meeting. The District Committee shall consist of the Ministers and Preaohom, Directors and Life Members, and one lay Represen- tative from each Sabbath School within the lx>undarie3 of the Dislri t, and shall be entitled to elect its own Chairman and Secre- tary, and one Director of the Association, in addition to any Life Directors within the bounds of the District. Article V. From tuition fees in the Faculty of Arts we hav' received very little assiataiioe, aa all who enter the University in that Faculty do so upon pai(' uj) scholarships. Until the result of the contemplated appeal to the country is known, a sufficient sum in some way or other must be provided to keep the income of the College from being less than it is at present, or, as we have before intimated, the work of giving our youth a Univoi'sity education, as far as we are concjerned, muht cease for the present. Reverend and Dear Brethren, — It is with feelings of unmingled satisfaction that we receive your Address. We rejoice greatly in the success which continues to attend your manifold labours, and especially in the sure ground of hope that the enlargement of your bcirders, now reported, is the pledge of yet more Abundant increase in years to come. We note with joy, for instance, the hold which I.j^ethodism is taking of the young people of Canada, as eviiiced by the number of Un- dergraduates in Victoria University, and of pupils in the Female College. It is worth much to have the moulding of the mind, and the direction of the taste and studies, of our young people ; and the Church which secures this advantage goes far to bespeak for herself a prosperous future. And whilst you are thus providing specifically for the Christian culture of the middle and upper classes in College and University, you establish and multiply Sunday Schools for the religious instruction, on the Lord's day, of the children of the poor. In the statistics ••elating to your Sabbath Schools, there are two things which excite our grateful satisfaction : the number of scholars who meet in class, and the number of volumes in the libraries. We infer from them that the policy of your Sunday Schools is directed by men of broad intelligence and earnest godliness. As a rule, if our senior scholars leave the Sunday School undecided for the Lord Jesus, their conversion in after yeara is most uncertain, and, as a matter of fact, rarely occurs. Too much importance, therefore, can- not be attached to the salvation of our scholars, and their voluntary association with the people of God whilst they are sdiolara ; and your sustained and pmyerful efforts to secure these objects will doubtless be owned, in yet larger measure, by the favour and blessings of Him who is " the Head over all things to the Church." We cherish a strong confidence that in all your educational institutions, you will continue to train up the children and youth of your societies and congregations in the doctrines, privileges, and duties of the Christian religion ; and that, whilst so doing, God, even our own God, will cause you to "joy before Him according to the joy in harvest, and as men rejoice when they divide the spoil." 8 110 MINUTES OF THE CANADA [1868- We are tlimikful to note fitrther that, both among the new settlements and Indian tribes, your Missionary work has been marked by unabated progress. We look at this fact in the light of your godly care for "^he young people who are growing up in your midst, and we rejoice. It is only as we are at once conservative and aggressive, that the true end of our existence as a Church can be reached. If, on the one hand, we seek to enlarge our borders, but, at the same time, fail to pi'eserve to Methodism her own children, the jx)wer of ejitension is impaired, and a collapse is imminent. If, on the other hf^nd. we care only to kef.^p and cherish those already under our influence, wo close against our- selves a field of labour which calls into exercise the noblesft feeliiigs of the " new man," and furnishes a sphere for the manifestation of the loftiest Christian heroism ; and we forfeit, moreover, the crowning benediction of Him who came *' to seek and to save that which was lost." In our children we '* have a goodly heiitage," which, by all means, and at any cost, we must keep and cultivate. It is amongst Churches which are aggressive in their genius and organiza- tion, that "the light of the moon" may become "as the light of the sun, and the light of the sun sevenfold, as the light of seven days." In both departments of service you have the promise of a God who keepeth covenant. Not only has he said, — " I will pour water on him that is thirsty, and floods upon the dry ground ;" but also, ** I will pour My Spint upon thy seed, and my blessing upon thine off- spring." In your past history and present condition we mark the fulfillment of these promises. To make one true Min- ister requires a combin^ion of circunistencea and influences, — of privileges offered and opportunities embraced. Such a macQ i« the fruit of Divine grace, and of a providence equally Divine, working together to thia end ; and no stronger proof cf the presence and power of Christ in a Chiirch can be desired than the foi*thcoming, from year to year, of young mon who prove themselves " able Ministers of the New Testiunent." We rejoice exceedingly that, in your Church, the hright succession coB»tinues to run on, and we pray that Methodism in Canada may ''not want a man to stand be fore" the Lord ♦' forever." During the last year the hand of our God has also been upon us for good. A mighty impulse was given to th» faith and hope of the as'^eiubled Ministers by a conversation on the state of the work of God, which took place on one of the early days of the last Conference. On returning to his Circuit, the cry went up to heaven &om the heart and lips of many a Minister, '* Save now, ' I beseech Thee, O Lord ; I beseech Thee, send now prosperity." Amongst preachers and people there was felt a quickened sense of individual responsibility ; and it was not long before, in several places, " prayer was made without ceasing of the Church unto God," for the immediate outpouring of the Spirit. Special efforts were put forth, not only to reach " them that are without," but also to win for Christ the unconvorted in our Sabbath Schools and congregationa In many of our Circuits a great work of God soon appeared. In some instances, the influence of the Holy Spirit wa» bo plenteouo and iMJi-vasive, that the routine of Sabbath School instruction merged into a prayer-meeting, and scores of young persons sought and found ademption through the blood of Christ, even the forgiveness of sins. In other Circuits the hand of God was seen in the gathering together of men and women who had not been wont to attend the house of prayer. To these the glorious Gospel has come with the force and freshness of a new revelation of " good tidings of great joy ;" and in the change wrought in the heart and life of such as these, we have recognized an illustration of the words of Christ : *' The kingdom of heaven is like unto treasure hid in a field, the which when a man hath found, he hideth, and for joy thereof goeth and selloth all that he hath, and buyeth that field." Our net increase upon the year is 5,887 j but in a Church numbering 337,070 members, probably not fewer than 15,000 die yearly. We conclude, therefore, that during the last twelve months more than 20,000 persons have been gathered out of the world, and are now " written among the living in Jerusalem." ♦' Blessed be the Ix)rd God, the God of Israel, who only doeth wondrous things." It is not, how- ever, our purpose to convey the idea that we are content with the progress made during the past year. Whilst we ai"e devoutly thankful, we are very far from being satisfied. By the liberality of our members we have been enabled to take up a new Mission in the Red River Settlement, and one to the savage tribe of Blackfeet Indians, near the Rocky Mountains. We would again commend to your serious regard the great subject of the religious education of the children of the Church. It cannot be questioned that the want of godly fidelity, in the early and susceptible years of childhood, has l)een followed, in innumerable instances, by the most de- plorable consequences. While it is the duty of christian jwrents *o co-operate to the utmost of their ability in sus- taining and promoting the efficiency of Sunday School agen- cies, they should never forget that they cannot delegate to any agency whatever the obligation which God has clearly laid upon them to " bring up their children in the nurture and admonition of the Lord." The highest earthly good is not wortliy to be compared with this. If parents constantly show in their lives that wealth, social position, or worldly honor are regarded by them as objects of higher interest than personal godliness, it need not cause wonder if the children of such parents grow up with a low estimate of the impoi-tance of (tersonal religion, and destitute of an experience of its power. The wisest words of admonition will have little practical influence, if not sustained by the consistent example of a holy life. At the present time, when the influence of the press is so rapidly increasing, and publications, calculated to mislead and corrupt, ai*e scattered broad-cast over the land, it is of the utmost importance that the minds of the young be en- lightened and fortified by the study of a literature morally health;', and scripturally sound. Many of the works of fiction, issued from the press of the day, as well as the tales which appear in the monthly and weekly r^riodicals, sneer at religion, and stealthily insinuate the poison of erroneous sentiments. Such works, in addition to the ordinary effect of cretting a morbid and unhealthy mental excitement, have also an unquestionable tendency to pervert the judg- ment and corrupt the heart. Let such publications be ri- gorously excluded from your families, and only such litera- ture supplied as will strengthen the intellect, inform the judgment, and improve the heart Our various Oonnexional Funds, repre^senting important interests, so well sustained by you in the past, we again commend to your liberal support. Its claims and interests will l)e brought before you through other channels ; but we confidently hope, whatever may be the action of the lyegislature, that the intelligent zeal and liberality of a loyal and united people will not suffer the overthrow of an institution, founded by the wiadom and piety of our fathers, and intimately connected, during its history, with the prtstige uid progress of our Church in Canada. We rejoice to inform you, Brethren, that our Conference has been one of much harmony and peace.
