The Municipal Council of iheso Counties in Special Session assembled, at the Court House in tlie town of L'Orignal, on Friday, the 27th December last, on the subject of the above Railroad, on which occasion the following Report was presented by a Com- mittee to which the same had been referred, and by that body unanimously adopted, viz : — PRESCOTT AND RUSSELL. At a Special Meeting of the Municipal Council of the United Counties of Prescott and Russell, held at the Court House, in the town of L'Orignal, on Friday, the 27lh day of December, 1850, Chauncey Johnson, Esq., Warden, in the Chair, the following Report was introduced and unanimously adopted, viz :— We, the Conuniltee to which has been referred the subject of the contemplated Railroad, chartered as "The Ottawa and St. Law- rence Grand Junction Railroad," and commencing in union with the Ldchine Railroad, thence to St. Eustachc, St. Andrews, Grenville, Hawkesbury, L Orignal, Caledonia Springs, High Falls, and thence to the town of Prescott, beg leave to REPORT : That after giving the matter due consideration, and c-.-isidering the many advantages which this route possesses in respect of surface of ground, and the facilities of piocuring materials for the construc- tion of the Road, as well as other inducemenis and advantages in trade which no other route can present, there remains no doubt on the minds of your Committee but that thiS route will be the chosen one. Therefore, as your Committee are fully persuaded of the trutli of the facts, and that the contemplated wori; would be highly beneficial to the interests of the United Counties of Prescott and Russell, as well as to the Stockholders, we would most earnestly recommend that in the event of this route being adopted, this Council should strongly impress upon the inliabitants of these Counties the necessity of forwarding, by every possible means, the completion of a plan of such ack.iowledged importance, and towards this end that stock should be taken by those Counties to the amount of Forty Thousand Pounds. Also, that provided the people of Bylown should consent to form a junction of their Railroad with the contemplated Grand Junction Railroad, at any point agreed on, your Committee would recommend that stock should be taken by the Counties to the amount of Four Thousand Pounds, [deducted from the above mentioned ^40,000.] Your Committee would further recommend that the following pentlemen be appointed a Committee to draft an address to the pub- lic, to be signed by the Warden, upon the proposed Railroad, and publish the same as expeditiously as possible, viz : — W. K. Mc- Kenzie, Donald McDonald, (F.) Henry Wm. McCann, and Peter McLaurin, Esqs. ; and that a sufficient number of copies of the same be printed for circulation here and in other parts of the Pro- vince. Your Committee would also recommend the following gentle- men be appointed Committees of Vigilance on the present occasion, viz : — L' Orignal. Chauncey Johnson, Esq., War- den. C. P. Treadwell, Esq.. Sheriff. W. K. McKenzie, Esq. Chauncey Johnson, Jtmior, Esq. Charles Hersey, Esq. J. P. Wells, Esq. Hawkesbury, ( West.) Henry W. McCann. Esq. John Waddell, Esq, Mr. James Gamble. Committee Roo.m, OMMITTEE R00.M, > Dec. 28, J 850. i Certified : Don. McDonald, (F.) County Clerk. Chauncey Johnson, Warden. The importance of the road and the advantages to be derived from it, particularly by the people of these Counties, should the same pass by the route recommended by the Committee, have already been so long bef )re the public, that, although recommended to address you, nothing is left me but to state that I .cordially agree with the Council over which I had the honour to preside as Warden, in the action taken by them on this occasion, and strongly recom- mend its adoption. I furthermore respectfully urge you, and the people of the Ottawa Counties generally, to consider the many benefits to be by you and them derived from this undertaking, and to express my hope that every individual interested in the prosperity of the Ottawa w.U come forward liberally and take stock therein ac- cording to Jiis means, feeling satisfied of the safety of the invest- ment, and thoroughly convinced of the great enhancement in value of the several properties of the people of this section of Canada which will accrue therefrom. I cannot allow this opportunity to pass without expressing my own personal conviction (based on a residence in the Province of upwards of fifty years, and the opportunities afforded me of consult- ing with military men,) of the advantages of this route to the main- tenance of British supremacy in the Canadas in the event of any hostile collision with the neighbouring Republic, as affording the ready means for the transportation of troops and military stores ilirougli a section of country ilius far reriioved fruiii ihc froiUicr.
