 the British Constitution, that no taxes shall be imposed, levied, 
 or tiie proceeds applied, without the consent of a Representative 
 Body, freely chosen by the qualified Electors : calk ! by advertiw- 
 ment published in the newspapers, and by bills polled up in the 
 public places of the City, and held at the Glacis School House, 
 outside of St. John's Gate, on Wednesday, the 6th day of October, 
 1841, at 7 o'clock, P. M., for the purpose of taking into consi<ic- 
 ration the proposal lately made in the Town Council to impose, 
 levy and apply taxes, within the City, u'^der the authority of 
 appointments by the Executive, and the Ordinance of the late 
 Special Council of Lower Canada.

 Reiofved — That Her Majesty's Subjects in the ^lome Dominions enjoy an absolute and 
 inherent right in their property, secured by an independent administration of justice, and a 
 free representation of the majority of the qualified Electors, in the House of Commons, 
 without whose vote no burthens can be imposed on the |)oople. 
 
 On motion of A. Taschereau, Esquire, seconded by T, C. Aylwin, Esquire, 
 
 Resolved — That a similar right was guaranteed to the Subject in the dominions of the 
 Crown in North America, by the declarations contained in tliu Act of tlic British Parliament 
 passed in the year 1778, for remuving all doubts and apprehensions uf taxation in the said 
 dominions, by the Parliament of Great Britain. 
 
 On motion of J. Ciiabot, Esquire, seconded by Mr. Charles Gilhride, 
 
 Resolved — That the Act of Parliament of the United KinKdora of Great Britain and 
 Ireland, which constituted a Special Council in the late I'rovince of Lower Canada, consisting 
 of members to be appointed by the Crown, with powers uf taxation, was in violation of the 
 aforesaid declarations of 1778. 
 
 On motion of Mr. J. B. Frechette, seconded by Mr. Pierre Gutnette, 
 
 Resolved — Tliat the Ordinance of the said Special Council, appointed by the Executive 
 authority of the Crown in this Province, whereby the Governor was authorized to appoint, 
 and did appoint a Town Council for the City of Quebec, with power to impose, levy, and 
 apply taxes on the Citizens, was in further violation of the said declarations of 1778, and in 
 contravention of the legal right of propcny vested in Uie Subject in tiiese parts of Her 
 Majesty's Dominions. 
 
 On motion of Mr. John Teed, seconded by Mr. Pierre Ginijras. 
 
 Resolved — That the proceedings at a meeting of the said Town Council, held on the 
 first of Uctober instant, wnereby an intention is expressed of the actual exercise uf the said 
 power of taxation, is a just subject of alarm and iipjirehension, and that it is the duty of the 
 Citizens to oppose nny such taxation by ail legal nnd coiititltutional means. 
 
 On motion of F. X. Methot, Fsquire, seconded by Frs. Siguin, Esquire, 
 
 i^soA.'ed— That a Committee of Citizens be appointed to take all necessary steps by 
 Petition or llemonstrnnce, to be presented to the said City Council, against the proposed 
 taxation, and to report to meetings of the qualified Electors, to be called by public adver- 
 tisement.
