Twenty Shillings. If he be admitted, this shall be considered as part of what he is to pay into the fund — (if he be rejected, the money to be returned; but should the Candidate decline comuig forward, the money to be forfeited to the Lodg^ — He shall stand on the Books one month, that strict enquiry may be made as to his character ; (unless proposed at an emergency, and the character of the individual so well known by the Members, as to preclude the necessity of further enquiry;) then to be balloted for on the next regular Lodge night, when, on the ballot being taken, if one negative appear, be shall \\i I be declared duly admitted, unless the Brother making the objection, rise and state to the Lodge, reasons for the applicant's bein^ refused, to the satisfaction of a majority of the Members pi'esent ; but two negatives shall exclude, without any rea- son being assigned. In balloting for a Brother to become a Member, if two negatives are against him, he shall be ad- mitted, unless satisfactory reasons are assigned-, as before, for his being rejected ; but three nega- tives shall exclude without any reason being given. That every Candidate, after being balloted for and accepted, shall, before he is admitted, pay or cause to be paid into the hands of the Secretary, the sum of Five Poun^ls Five Shillings, (which sum entitles him in due course to the Master *s Degree,) of which the Twenty Shillings deposited at the time of his application, shall be deemed a part; and should an Emergency be called for giving either of the Degrees, at the request of a Candidate, he shall defray the whole of the e.^<- pence. VI. A Brother desirous of becoming a Member of this Lodge, must produce a certificate of his good conduct from a Lodge to which he formerly be- longed — be proposed by a Member in open Lodge, and shall stand on the Books one month, that strict enquiry may be made as to his character, unless proposed at an emerjgency, and his charac- ter %o well known by the members as to render # '^^v :'-'.^ # further enquiry imneceasary ; then to he balloted /or as by the 4th article, on the next regular JLodge night, and if admitted, he shall pay into ,the mnds Fifteen Shillings, as also his proportion .of the evei^ing's expences. In, all debates concerning the affairs of the Lodge, complaint made, or questions that may aHse, every Brother shall stand up while he speaks, and address himself to the Master ; and if more than one speak at a time, the Master shall order the %st v^no stood t^p, to proceed, an Grand King and Grand Spribe, Grand Treasurer^ Grand Secretary, Grand Chaplain; and also of the High Priests, Kings and Scribes for the time being of the several Cnapters over which it shall preside, which comprises all Royal'Arch Chapters held within the jurisdiction of the Grand Lodge of Nova-Scotia, either by virtue of the warrant of a private Lodge, or under the sanction of any other Grand Lodge already had and obtained; and also of the Past Grand Officers, Past Grand and Deputy Grand High Priests, Kings and Scribes of the said Grand Chapter, and Past Chiefs of Private Chapters — And the said enumerated Offi- cers shall be the only members and voters in this Grand Chapter. Section 2. The Grcnd Chapter shall be hoidcn at the Mason Hall at Halifax, on the first Wed- nesday in February and August in each and every jj|| year ; and the Grand or Deputy Grand High Priests, and in their absence the Grand King or Scribe for the time being, may at any time call Ht special meeting, to be held at the Mason Hall aforesaid. J 12 ^ Section 3. The Chiefs of the Grand Chapter shall be the Grand Master, Deputy Grand Master, and Senior and Junior Grand Wardens of the Grand Lod^ of Nov«i-Scotia for the time being ; and the otherOfficers shall be appointed at theAnnualMeet* ing which shall take place inFebruary in each year* Section 4^ The Gnmd Chapter shall have the Bole Government and Superintendence of the sC' vcral Royal Arch Chapters, and Lodges of Most f Excellent Master Masons, within the Jurisdiction of the Grand Lodge of Nova-Scotia ; to assign their limits, regulate their mode of working, and settle controversies that may happen between them or the members thereof; and shall have power under its seal and the sign-manual of the Grand High Priest, or in his absence the Deputy Grand High Priest attested by the Secretary, to constitute new Chapters of Royal Arch Masons, and preparatory Lodges of Most Excellent Mas* ter Masons within the Jurisdiction of the Grand Lodge of Nova-Scotia. » Section 6. No Warrant for the Institution of a new Chapter of Royal Arch Masons shall be granted, except upon the Petition of nine regular lloyal Arch Masons ; which petition shall be ac- companied by a Certificate from the Officers of the Lodge, nearest the place where the new Chapter is intended to be opened ; vouching for the moral characters and masonic abilities of tne petitioners, and recommending to the Grand Chapter to grant their prayer. Section 6. The Grand High Priest, and in his absence the Deputy Grand High Priest, shall have the power and authority whenever they shall '^\ 13 -i deem it expedient (during the recess of the Grand Chapter of which they are Officers) to grant Mat- ters of Dispensation under their respective hands and private seals, to a competent number of peti- tioners, required by the fifth section of this Con- stitution ; empowering them to open a Chapter of Royal Arch Masons, for a certain specified term of time ; provided, that the said term shall not ex- tend beyond the next meeting of the Grand Chap- ter ; and provided further, that the same fees as are required by this Constitution for Warrants,^ shall be first deposited in the hands of the Grand Treasurer of the Grand Chapter. Section 7. And in all cases of such dispensa- tions, the Grand or Deputy Grand High Priests, respectively, who may grant the same, shall make report thereof, at the next stated meeting of the Grand Chapter, when that Body may either con- tinue or.recal the said dispensations, or may grant the Petitioners a Warrant of Constitution ; and in case such Warrant shall be refused, the fees that may have been paid, shall be refunded, excepting only such part thereof as shall have been actually expended by means of the application. Section 8. The Grand Chapter shall possess authority, upon the institution of new Royal Arch Chapters or preparatory Lodges of Most Excel- lent Master Masons, within its jurisdiction, to in- spect and approve of the Bye Laws and Regula- tions of such Chapters and Lodges- Section 9. No Warrant shall be granted for in- stituting preparatory Lodges of Most Excellent Master Masons, independent of a Chapter of Royal Arch Masons, ^ I % u Section 10. . The Grand Secretary of the Crrand CMltpter shall make an annual communication to the Grand Secretary of the Grand Lodee, contain- ing all such matters as may be deemed necessary for the information of the Grand Lodge ; and the Grand Secretary of the Grand Chapter shall also transmit to the Grand Lodge a copy of its Con* stitutions and Regulations. Section 11. No Companion can belong to a ^Royal Arch Chapter, unless he be a subscribing mnember of a regular Lodge; any member suspend- ed or excluded by a Royal Arch Chapter for un- masonic conduct j must be reported to the Grand Chapter, and any member suspended or excluded by a private Lodge, cannot be permitted to risit or belong to a Royal Arch Chapter within this ju- risdiction. Section 12. Any private Chapter however form- ed, whether under the Warrant of a private Lodge, or otherwise^ which shall refuse to conform to this Constitution, shall be suspended and forbid work- ing until it make due submission : and upon refil- ling to comply with such suspension, the members thereof shall be reported to the Grand Lodge for expulsion. Section 13. And for the purpose of diffusing « knowledge of the Lectures in the Royal Arch and Most Excellent Masters Degree, and promoting a uniform mode of working in the several Chap- ters and Lodges throughout the jurisdiction of this Grand Chapter ; the Grand High Priest and Deputy Grand High Priest, are hereby authorized and empowered to visit and preside in any and Qye>' ry Chapter of Royal Arch andPreparatory Lodgo 15 ;i^ ofMost ExcellentMasters within said junsoictionry and to giv» such instructions and directions as the .good of the Fraternity may require ; always ad- hering to the ancient landmarks of the Order. Section 14* No person shall be admitted to the Degree of a Royal Arch Mason, unless he has re- gularly and faithfully attained the three progressive degrees, has duly passed the Chair and been recei- ved and acknowledged Most Excellent Master ; nor until his name has been on the Books of i^^ regularly-warranted Lodge Twelve Months as aB Master Mason, prior to his application for that purpose. He must also produce to the Chiefs of the Chapter previous to his exaltation, a Certifi- cate signed in open Lodge, (the form of which is hereunto annexed) to be signed by the Masters and Wardens of the Lodge. Section 15. And every Royal Arch Mason who shall hereafter be exalted without complying with the regulations contained in the foregoing sections, shall be deemed to be illegally made ; and all Masonic communication is hereby inter- dicted and forbidden, between the Royal Arch Chapters under the junsdiction of this Grand Chapter, or any member of either of them, and any Chapter which may so illegally make Royal Arch Masons and the individual so exalted. Section 16. There shall be paid into the fundsl of the Grand Chapter, for the granting of a war- rant the sum of Three Pounds Ten Smllings; for every Companion who may be regivtered in the Books of the Grand Chapter, Two Shillings and Six-pence ; and for every GrandChapter Certifi- cate, Seven Shillings & Six-pence ; Two Shillinga J ^ m % 16 and Six-pence whereof shall be paid to the Grand Secretary for drafting the same. ^ Section 17. A correspondence shall be main- tained with the Grand Lodge of England, and a copy of tliis Constitution transmitted to the Grand Secretary of the same ; and a Report shall be made annually of the names of all Companions who shall be registered in the Books of this Grand Chapter. Resolution of the Grand Lodge of Nova-Scotia :— ijjf These Laws and Regulations are to be consider- J^eA^s part of the Rules and Orders of the Grand Lodge of Nova-Scotia; a due attention to which is strictly enjoined to be observed. An4„ it is hereby Ordered that they be inserted in the Book of Bye-Laws of every Lodge within this Jurisdic- tion, in order to refer to, whenever wanted. FORM OF CERTIFICATE. To the Presiding Chiefs of the Chapter of Excellent Royal Arch Masons, under the sanction of Whereas our trusty and well-beloved Brother a Geometrical Master Mason and Member of our Lod|e, has solicited us to recommend him as a Master Mason, every way qualified for passing the Royal Holy Arch : We do here- by certify, that so far as we are judges of the necessary qualifications, the said Brother has obtained the unanimous consent of our Lodge for this Recommendation.
