ARTfCLB I. — Op The Name. This Conference shall be called the " NoVa Scotia Conference of the Evangelical Lutheran Synod of pPittsburg." Article II. — Op Members. This Conference shall consist of the Lutheran min- isters and congregations in the Province of Neva Scotia, ^received into its connection. • Article III. — Op Ebpresentation. Artiolb VIII. — Duties op Ofpcers. Sec, 1. — Duties of the President. — It shall be the duty of the President io preside over all meetings of Confer- ence. Sec. 2. — The Conference Sermon shall be preached during the regular meetings of Conference, either by the President or by some one whom he has appointed. Sec. S. — ^The President shall present to Conference at the close of his term of office, a written report of the official business traHsacted by him during the year, as well as of all important events which have occurred during the same time in the history of the Conference. He may, at the same time also, recommend any mea- sures which are calculated to promote the welfare of the Church. See. 4. — The President is authorized to appoint com- mittees not otherwise provided for. With the concur- rence of the other officers, he is authorized to report to Synod, and request the suspension or disposal from office of any minister, when any charge of immoral con- duct, preaching false doctrine, or neglect of pastoral duty, substantiated by sufficient evidence, has been preferred against him. Sec. 5. — So far as within his power lies he shall see that the decisions of Conference are carried into effect. I Sec. 1. — The Secretary shall keep a faithful and accu- i^tc account of all the proceedings of Conference ; read at the opening of each session, the minutes of the previous meeting ; record the same, after their correction and adoption, in the mimite-book ; and call the roll. iSec. 2. — He shall prepare all official documents and cleliver the same, attested by his signature, to the Pre- Bident. He shall also attest the record of the proceed- ings of Conference, with his signature. ^i Sec. 3. — Should the office of Secretary become vacant, jfrom any cause, during the interim between the occur- l^nce of such vacancy and the meeting of Conference, the President should take posession of all papers and documents belonging to Conference, and keep them in charge until the olfiec can be filled by an election. Article X. — Op the Duties op Treasurer. Sec. 1. — The Treasurer shall receive and have custody of all monies belonging to Conference, and shall hold the same subject to its orders. He shall ^^jay all sums regularly appropriated, taking receipts for the same and shall present, at each meeting of Conference, a written report, with a copy of his account. Sec. 2. — He shall furnish the Secretary a tabular state- ment of the amounts received from the several pastoral ^charges, and of the Expenditures made, and attest the same with his signature. Sec. 3. — At the close of his term of office, the Con- ference shall appoint a Finance Committee to audit these several accounts and to advise with the Treasurer-elec^ in regard to the investment of monies. 6 CONSTITUTION OF THE tSec. 4- — Should tho Treasurer's ofFioo from any cause whatover, becouie vacant, the Piflsident, witli tho advice and consent of tho other olficera, shall apjwint a Trea- surer, and shall take measures at once to have delivered to his appointee all monies, documents, and papers, in the liands of the previous incumbent. Article XI. — Of Ministers. Sec. 1. — It is the duty of tho Pastors to preach the "Word of God, to administer the Holy Sacraments, to give regular Catechetical Instruction, and to Confirm ; to have oversight of Suniay Schools belonging to the congregations ; to visit the sick, to bury the dead ; to install regularly elected members of the Church Council and in connection with them to administer discipline ; and to be an example to the believers in wonl, in con- versation, in charity, in sj)iiit, in faith, in purity. Sec. 2. — No pastor shall confirm any person without a previous examination of the candidate as to his know- ledge of the Order of Salvation, with special reference also to his knowledge of the distinctive doctrines of the Evangelical Lutheran Church. Sec. 3. — No minister shall preach or perform any ministerial duty within the pastoral charge of a brother, except at his request or with his consent, only under extraordinary circumstances.
