To the Representatives in Grand Division assembled : Brothers — Since the last assembling of this body, it has pleased the Great Patriarch above to bless our exertions and labours with a large amount of success. I have assurance through the reports of my deputies, that through- out the whole limits of our work, with very few exceptions, the order is ad- vancing with vigor and energy. My own observations, supported by advices from all sections of the Pro- vince, sustain the conviction that, without as well as within the pale of our order, the principles of legal prohibition have been rapidly gaining ground, so much so, that, with the exception of those immediately interested in the traffic, there are few men of intelligence and substance who are now prepared to array themselves against us, in this great struggle in which we are now en- gaged ; nearly all men being prepared to admit that the principle of legal pro- Eibition being carried out, must alleviate much suffering, and tend largely to ameliorate the condition of mankind. You are aware that shortly after the annual session, I enusod circulars to be addressed to the several Sidiordinato Divisions, recommendinfi^ orjjaniza- tions for the purpose of agitatinjj the country on the subjeiit of a I'rohibitory Law. During the early part of the winter an individual was sent to the State of Maine to collect evi(lence agaiii.'^t the .successful working ot the .Maine haw in that and other States where the law had been enacted. The re.'sult of his labors were published. In order to counteract the eirecl of sucli a ])ubliciiti()ti, and for (he purpose of diflusing reliable information on that sulijeci, I commissioned the Rev. Han- nibal Mulkins to proceed to those of the New I'liigland States that had enacted the law. The report of this gentleman has been laid before the Temperance Committee of the Legislative Assembly, and I do not doubt will have great weight ; but the chief object of such a report is to inform the public mind out of Parliament. This report will be laid before you, and yon will he able to judge with what integrity, zeal and ability, the'liev. Brother has aci£uitted himself of the task imposed upon him. Simultaneously with my sending the Commissioner of this body, the "Prohibitory Liquor Law League" dispatched their President and Secretary OD a like service, and I doubt not their report will be a \aluablo document, well calculated to enlighten the public mind on this great question. I recommend a careful examinatiuu of these reports with a view to their Sublication for gratuitous distribution, should they be found worthy of that istinction. Shortly after re-assembling of Parliament, after the'rccess, in obedience to the desire of this Grand Division, I proceeded to Quebec to watch the pro- gress of the law. In this duty I had the very ellicient assistance of OLir es- teemed and highly respected Brother Farewell, P. G. W. A. We had several interviews with the Temperance Committee, and with Mr. Felton, who had charge of the Bill. We consented to several amendments of the Bill suggested by some who were opposed to the measure, in order to render it less obnoxi- ous to them ; taking care, however, that the efficiency of the law should not be thereby effected. On a careful canvass of the members, we ascertained that there were in the house a majority of upwards of thirty member .-ledgcd to support the law. 1 regret, however, to have found several of the professed friends of the law, were friends through fear of their constituencies. I am im])resscd with the ad- vantages which would ihmbtless result from tjie gratuitous distribution of pub- lications of a cliaracler so reliable and resjieetable, but I did not feel myself justified in iiienrring so heavy a responsibility without the express sanction and direction of the Grand Division. I beg to call the attention of the Grand Division to the necessity which seems tome to exist for a more perfect Constitution for Degree Divisions. — Some complaints have been madi; as to confining the degrees to Sons of Tem* pcrance of a certain age. 1 can see no necessity for being more stringent than the Constitution of the National Division requires, and 1 recommend that the Constitution be so amended that "Sonjj" of the age of eighteen years shall be eligible to receive degrees. I beg to call the iilleiititm of the Grand Division to the necessity of a con- tinued and energetic system of agitation. Although the movement has passed that stage where the public point their finf^er at our efforts, there are large masses who are yet unmoved. Attempted legislation has no doubt done much to lead the public mind to reflect upon the movement, and the great blessings to result from the success of our efforts.— Still much requires to be done ; new eilbrts must be put forth, the dull and careless members of society must be reached, and their minds aroused to a sense of the miseries which* surround them. There never was a time in our history when active and energetic exertions were more necessary than they are at present. A successful issue to our labors and exertions can only bo achieved by a firm, determined and united course of action. All minor diflerences must be forgotten, and our whole strength concentrated on the attainment of this one great end. By this course our neighbours have succeeded, and by a similar course must we deseiTe success. OFFICE OF GRAND DIVISION, C. W., > Kingston, 17th Mat, 1865. J To, the Oncers and Eepresentatives Ch'arul Division, S. of T., C. W. In compliance with the Constitution, I herewith present the following re- port of the important affairs of this office during the term, and I have great satisfaction in being able to state that the order within this jurisdiction is in a sound and efficient condition. The subject of Prohibitory Liquor Law has engrossed much of the atten- tion of the order, and petitions have been forwirded to the Legislature from many Subordinate Divisions, praying for the immediate passage of such a law for the Province, but I regret to observe that several Divisions have been in- attentive to this important duty. From the schedule of petitions to Parliament, for session ending Decem- ber, 1854, I find that only 82 Subordinate Divisions had at that time availed themselves of this great privilege, and from said schedule we learn that up- wards of 160,000 persons, through their representatives and individually, had Setitioned that a Prohibitory Liquor Law should be enacted, and probably urine the present session as many more petitioners have prayed for the pass- ing of that righteous law. The Grand Division will feel disappointed at the rejection of the Prohibi- tory Liquor Law by the House of Assembly. The trick by which we were de- feated has but few defenders, even their ardent admirers who were glad to avail themselves of its merits, are heartily ashamed of the forlorn scheme re- sorted to, to throw the bill over on an obsolete point of order, and that portion of community more intimately identified with the order in promoting the tem- perance reform, view the manner in which the measure was defeated as a gross insult to their religious and moral feelings. But we are neither ruined nor dismayed, and with renewed zeal and iron determination are prepared to renew and continue the agitation upon the sub- ject, until our great object is accomplished. Some thorough system of active agitation must at this session be devised, and I feel rejoiced to learn that sev- eral valued Brothers have already proflfered their assistance, and are again will- ing to take the field for a month or more, to arouse that section of the Pro- vince in which they reside, and where they are known and appreciated. Your (Committee would recommend that such an alteration in the Consti- tution of Subordinate Divisions as to permit the Degrees to bo conferred upon members under the ago of twenty-one years. In conclusion, your committee would congratulate the Grand Divison upon having placed the interests and entrusted the dignity of the order, in the hands of one who by his incessant labors and untiring zeal has proved nimself every way worthy of the honorable and responsible position ho so ably fills. Patriarch, to the members of the order, impressing upon them the necessity of being prepared for a renewal of the agitation in favor of the immediate enactment of a Prohibitory Liquor Law, and a more general support of the Temperance Publications, such as the Montreal Temperance Advocate, Albany Prohibitionist, and such as may be recommended by the Grand Division. Your Committee would urge upon members of this order, the necessity of supporting for Parliamentary and Legislative honors, none but men whose views upon the Temperance question are not only well known but above eus^- don — tried, and not round wanting. That they have examined and duly considered the petitions of Ridoau Division, No. 348, and Gloucester Division, No. 175, both neing for change of name, and thoy would recommend that the prayers of said petitioners be con- curred in by this Grand Division. They have also had under consideration the petitions of Fergus Division and Guolph Division, praying that the next session of this Grand Division be held in the Town of Guelph, your Committee beg leave to report adversely to the request of said Petitioners, as the G. Division, at the last annual session adopted the recommendation that the annual session bt held at some central place in the Province, and that the semi-annual meetings be held at places east and west thereof, which arrangement your Committee conceives will meet the wants of the order. With respect to the petition from Huron Division, No. 128, praying for a New Ritual, your Committee would report unfavorably to the prayer of said petition, as the National Division have permitted the one now in use to bo abridged, and all objectionable portions to be omitted, with the exception of the pledgo and obligation. They have also considered the petition of Richmond Division, No. 142, praying that the Degrees may be conferred on members of the Order under 21 years of ago. Your Committee would rccomincud that members of the full age of 18 years be permitted to take the Decrees. And furthermore, from Richmond Division, No. 142, praying that mem- bers under 21 years of age, may be eligible to hold any ofGce in the Subordi- nate Division. Your Committee approve of the prayer of the petition, and would consider such an alteration of the Constitution by the N. D. advisable. They have also examined the petition from Silvan Division, No. 267, pray- ing that the word " live " in Art. 5, Sec. 0, of Constitution of Subordinate Divisions, be struck out, and the words " one-lifth of the members present " bo inserted ; and would respectfully recommend that the prayer of said petition be not comphcd with. And also a memorial from Perth Division, No. 14, requesting the Grand Division to grant aid to Brother John Campbell, having sustained heavy loss by tho destruction of hia property by lire. Your Committee, while they sym- pathize with the Brother for hia serious loss, would rospectiully report unfa- vourably, as this Grand Division could not, under such circumstances, set a precedent which would cause endless trouble and expense. PETITIONS TO THE LEGISLATURE. Petitions should always be prepared in triplicate — First, to His Excellency Second, to the Legislative Council. Third to the Legislative Assembly. Each must be signed by the petitioner, (male or female.) The Petitions may be either written or printed. Three gentiinc signatures must be written on the sheet of paper on which the Petition is written or pnnted. All Petitions must be dated. The names must bo affixed to one side of the paper only. Humbly Shewetu, That your Petitioners regard Intemperance as a great moral and social evil, destructive of health, virtue and happiness, and producing only disease, lunacy and crime, entailing heavy burdens on society, and erecting a fatal barrier in the path of individual and national progress. That your Petitioners deem it the duty of a wise and patriotic'governmcnt in such circumstances to protect the community from the immense pecuniary sacrifices, the mental and physical maladies, the outrages on life and property, and the moral contamination consequent on the use of Alcoholic Beverages. Your Petitioners therefore pray your Honorable House to pass a Legisla- tive Enactment, prohibiting the manufacture and sale of intoxicating liquors, except for medicinal and mechanical purposes. The undersigned, inhabitants of beUeving the Order of the Sons of Temperance to be well calculated to extend the blessings ot Tutal Ab- stinence and promote the general welfare of mankind, respectfully petition the GRAND DIVISION OF CANADA WEST, to grant them a Charter to open a new Division, to be called Division, No. , Sons of Temperance, of the District of located in and under vour jurisdiction. We pledge ourselves, individually and collectively, to be governed by the Rules and Usuages of said GRAND DIVISION, and also by those of the NA- TIONAL DIVISION of North America. Enclosed is the Charter Fee, £1 5s. Books, Officers Cards, and Ode Cards, 12s. 6d. Blank Returns extra. NAUB3 OF APPLICANTS.
