That nil By-Laws, Rules, Order and Regulations, at any time or times heretofore made by the authority of this Chapter, are hereby annulled and made void. Clause 2.— ACKNOWLEDGEMENT OF THE SUPRE- MACY OF THE GRAND CHAFFER OF CANADA. This Chapter fully acknowledges the supremacy of the Grand Chapter of the Royal Arch Masons of Canada. Clause 3.-TIME OF MEETINGS. This Chapter shall hold its Regular Convocations on the fourtJi Friday in February, May, August and Novem- ber, at twe hour of 7 J o'clock. If a candidate shall re- quest an emergent convocation he must defray the necessary expenses thereof, (say $2.) The First Princi- pal ha3 the power of convening Emergent Convocationa 4 BY-LAWS. whenever the good of the Craft, in his opinion, may require them. The reason for convening them must be expressed in the Summons, and no other business, than that mentioned in the Summons, can be entered upon at such Emergent Convocations. Clause 4.~0N THE ELECTION OF OI/FICERS AND INSTALLATION. The Officers shall be elected on the fourth Friday in November, and installed at the following regular convo- cation. Clause 5.--SCRIBES E. AND N. The Scribe E. shall issue ail summonses previous to each Convocation ; notify all accepted candidates ; record all proceedings and prepare all Returns to the Grand Chapters. He shall be exempt from dues. In the ab- sence of Scribe E., these duties shall devolve on Scribe N. Clause 6.-TREASURER AND AUDIT. The Treasurer shall receive all moneys belonging to this Chapter from the Scribe E., and pay all accounts en- dorsed by the First Principal Z. and Scribe E. Any surplus funds are to be deposited in the Bank approved of by the Chapter, at the option of the three Principals. All Books and Accounts shall be audited once each year, as soon after the tistallation of officers as may be. Clause 7.--JANIT0R AND INSURANCE. The Janitor shall attend all Convocations, receive frona Scribe E. all Summonses, and distribute the same ; and shall have care over all the property of this Chapter, (which shall be insured) and an inventory of such taken each year by the two Scribes. He shall prepare and keep the room in order, for which services he shall re- ceive $1 each Convocation, and 50 cents additional when Summonses are issued and shall be exempt from dues. 1 ¥^.: BY-LAWS. 6 Clause 8.-F0KMS AND PROPOSING CANDIDATES FOR EXALTATION. For Forms and proposing Candidates, Ac, see Book of Constitution. One black ball shall exclude, but the 1st Principal may permit the ballot box to pass a second time, which must be final. All applicants should be affiliated members m good standing with some Blue Lodge. AppUcante for membership must produce their Grand Ix)dge Certihcate, unless the want thereof be satisfactorily accounted for. Companions residing five miles or over from the city, (within Canada) shall have their summonses sent to them at the cost of this Chapter. Clause 9.—FEES AND DUES. Each Member shall pay One Dollar per Annum as dues to this Chapter, which shall include the fee of wand Chapter, and must be paid before the election of officers takes place ; and any member who shall have allowed his dues to be in arrear over twelve months, shall, after special notice from Scribe E, and due trial, be suspended for non-payment of dues, and be reported to Grand Chapter. Affiliation dues, on joining, shall be Grand Chapter dues only, which are fifty cents, joining from a Canadian Chapter, and one dollar from a Chapter under foreign jurisdiction. Clause 10.— DEMITS. Application for Demits may be made either in person or by writing, and the Demit shall be granted if the ap- plicant is in good standing, and ail his dues are paid. Clause 11. -GENERAL COMMITTEE. ^ The three Principals and Scribe E. shall be a committee for general purposes, three of whom shall form a quorum, BY-LAWS. to whom all matters shall be referred, unless a Special Committer shall be appointed by the First Principal. Clause 12.--RULES OF ORDER. Aft^r opening tho Chapter, the following Rules of Order of Business shall be observed: Ist. Reading and Con- firming previous misutes. 2nd. presentation of Petitions and other Communications. 3rd. Reports from Com- inittees. 4th. Balloting for Candidates. 5th. Resolu- tions and General Business. 6th. Conferring Degrees; after which, 7th. Any unfinished business. Any Companion speaking on any subject shall arise.and* remain so whilst addressing the councU. Clause 13.— ALTERING AND AMENDING THESE BY-LAWS. No alteration shall take place in these By-Laws, unless proposed and seconded at a Re^lar Convocation. A copy of the proposed alteration shall bo put in writing, in order that it may be inserted in the Summons for the ensuing Regular Convocation, when it shall require the consent of two- thirds of the companions present to pass it into law. The alteration must be sent to Grand Scribe E. for the sanction and approval of the Most Ex. Grand Z. Clause 14.— SIGNING OF BYLAWS.
