ARTICLE IIL-OFFICERS. , The Officers of the Society shall consist of a President, three Vice-Presidents, a Recording Secretary, a Treasurer, a Curator, a Corresponding Secretary, a Secretary of Committees and nve Councillors, all of whom shall constitute the General Committee. These officers shall rank in the above order. The Treasurer, Curator and tive Councillors shall constitute the House Committee, of which the Curator shall be ex officto Chairman. 2. The election of Officers shall take place yearly, by ballot, at the Annual Meeting. , Candidates for office in the Society shall be nominated at least six days before the election ; and no candidate shall be eUglbl for election to any office but that for which he has been nominated. 4. The President, or, in his absence, one of the Vice- Presidents, or an ex-president, or gr.duate meml^er, at he request of the President, shall preside over all meetmgs of the Society enforce the due observance of the Const Uufon, ,lec.de give the casting vote in case of a lie. 5. Appointments for Ordinary and Open meetings shall be posted in the College Entrance by the Recording Secretary, and announced from the chair two weeks previous to such meetings. Any member so appointed, who is unable to act, shall, within four days, give written notice thereof to the Recording Secre- tary, who shall forthwith post up the name of a substitute ; if such substitute be unable to act, he shall notify the Recording Secretary, in writini,', on or Vnjfore the following Monday, and his place shall be filled as the General Committee may direct. 4. Any defaulting member, who has failed to give the notice required by the preceding section, shall forfeit his right to vote for officers and prizemen, unless a satisfactory excuse be offered to the Society within two weeks after the meeting for which such member was so appointed. 5. A Public Meeting of the Society, to which the Patrons i. shall be invited, may be held on any Friday evening appointed i by the General Committee. 6. An Essayist, a Reader, and Debaters, for each Public meeting, shall be elected by ballot, at least two weeks before such meeting. The General Committee shall have power to fill vacancies arising from resignations. The Reader shall submit his selection to the General Committee for their approval. The Debaters shall select their subject, and report the same to the Society one week after their election ; in default thereof the General Committee shall chose a subject for them. 7. On any Friday evening an Open Meeting may be held at the discretion of the General C< mmittee, for which an Essayist, Opener and Respondent shall be appointed. The readings shall be voluntary, and any member shall have the right to speak upon the question for discussion. No member shall speak more than once upon any ques- tion, unless with the permission of the Society, except in explanation of a material part of his speech which may have been misconceived, and no new matter shall be introducer! upon such explanation. A reply is allowed to a member who has opened a debate or moved a sub>lantive motion other than those enumerated in Rule i6, but not to the mover of an amendment. 11. When two or ujore members rise at once to speak, the Chairman shall determine their precedence. 12. When a member is speaking;, no person shall interrupt, except for the purpose of calling him to order. 13. A member called to order shall at once sit down until the point is stated and determined l)y the Chairman, whose decision shall be given without debate, unless, being in doubt, he shall invite discussion. If such decision is appealed from, the grounds of appeal ami the reasons for the decision having been slated, the question shall, without deliate, be put as fol- lows : -"Shall the decision of the Chair be sustained ?" 14. Any m niber may require the question under discussion to be read at anytime, but not so as to interrupt a member ' while speaking. 15. When a member is speaking, a motion being read, or a vote taken, no member shall walk out of or across the room, or make any noise. All motions and notices of motion shall be in writing, except votes of thanks, and motions to reconsider, to adjourn, to take the previous question, to close the debate, to hy on the t'vble, to postpone the discussion to some future meeting, to divide (when the sense will admit of it), or to refer. 18. A motion to adjourn shall be in order at any time, except when a member is speaking, during a division a elec- tion, or immediately after a motion, or the adoption of the previous question. A motion to adjourn simply shall be decided without debate. 19. The previous question shall precede, and, until decided, preclude all amendments to the main motion, and shall be in this form : " Shall the main motion be now put ?" 20. On the adoption of a motion to close the debate, the main motion and all amendments already moved shall be put in the usual order, without further discussion. 21. Only one amendment to an amendment shall be in order, and no irrelevant amendment shall be permitted. 22. One week's notice iu writing shall be given of motions for the appointment of Committees, the suspension, expulsion, re-election, or censuring of a member, the reconsideration or discussion of any question or resolution, to amend the Lawsor Rules of Older, or for a return from any officer or committee : and the President may, subject to an appeal to the Society, direct any n\otion made to stand as a notice. 23. A motion to reconsider the decision of the Society on any question must be made by a member who voted in favor of such decision. 24 A vote of two-thirds of the members present at a regular meeting shall be required to alter, add, strike out or suspend a s? . When the .society goes into Committee of the whole, the President may leave the chair and call upon some other member to preside. Twenty-four hours' notice in writing of the meeting of every Committee shall be posted up in the Entrance Hall. 27. Reports of Committees, other than reports of progress shall be in writing, signed by some officer of the Committee. ' 28. When the report of any Committee has been read to the Society, it shall be deemed to ])e received, without any motion to that effect, and may then be adopted with or without amend- ment, considered in Committee of the whole, referred or laid on the table. 29. Any member may admit a visitor to the Reading Room, or to a private meeting of the Society. 30. Cases not provided for in the foregoing rules shall be governed, as far as possible, by the practice of the Legislative .•\ssemblv of Ontario. ■ 38 THE UNIVERSITY COLLEGE THE McMURRICH MEDAL. Through the generosity of \V. B. McMurrich, Esq., M.A., The University College Natural Science Association has it in its power to award a medal, known as " The McMurrich Medal," which is open for competition to the members of the University College Literary and Scientific Society, subject to the following provisions : 1. The competition for the said medal shall be oi)en to Undergraduates of Toronto University who are members of the Natural Science Association, or of the Literary and Scientific Society. 2. The said Medal shall be given f .r the best Essay on some scientific subject, preference being given to those indicating original research. 3. The essays for competition shall be sent in, oa or before the first day of March in each year, to a Committee of the Uni- versity College Natural Science Association, previously nomi- nated and appointed by the members of this Association : and the said Committee, so appointed, shall award the medal, and bring in their Report in regard to the same at the Annual Meet- ing of the said Association. 4. The donor shall be an rx officio member of the said ('om- niittee. 5. No medal shall he awarded unless the ("ommittee deem the essay worthy of such an acknowledgment. 6. The Reading Room shall he open daily fn,m 9 a.u.. lu ; p.m. during the coniinuance of Lectures. 2 One member of the Committee shall be in charge of the Keadmg Room each day of the week by turns, whose name ^hall be posted up in the Reading Room, and who shall be responsible for -he preservation of due order and decorum. 3. No person shall cause any disturbance by conversation or by any noise in or about the Reading Room, or in the ilalls durmg the meetings of the Society. 4. No smoking or spitting shall be allowed in or about the Keadmg Room, or in the Society's Building. 5. No person shall cut or otherwise deface the Periodicals, or the walls or furniture of the Building or Reading Room. 6. No intoxicating liquor shall })e allowed on the Society's premises. ^ 7. It shall be the duty of the member in charge to enforce the foregoing By-Laws. In ca^^e of any offence against them, he Shall warn the person so offending to desist, and if the oftence be persisted in or repeated, he shall suspend the offender from the privileges of the Reading Room until the Committee shall have met and adjudicated upon his conduct. Any member may extend the privileges of the Society to members of other Universities, for a period not exceeding one week at a time, on entering his name in the Visitors' Book kept for that purpose. 10.
