There are eight electric fire ahirms placed so as to com- mand every point of the City, and the Tiger bell being con- nected with the Telephone Office, an ahirm can be rung ai a moment's notice. There are ten water tanks distributed over the City of an average capacity of 15.000 gallons each for the supply of engines, where tlie water mains cannot be used to ad- vantage. liiqiioi* LiveiiKeM. With respect to the present mode of granting Liquor Licenses, as yoit are aware, the Mayor and Council who re- present the^citizens, and who are responsible to them for their actions in all matters ap]iertaining to the government of the city, have no voice in this very im|)ortant matter, the licenses being now granted under statute by a bench of Justices of the Peace, who upon nearly every occasion have disregarded the resolution of the Council, that no new license shall be granted, thus ignoring the well understood wishes of the people. I would recommend that the Legislature be petitioned at next sitting, with a view to remedy this growing evil in our midst, and have the control of granting or refusing Liquor Licenses within the city limits placed in the hands of the Mayor and Council, and I sincerely trust that our succes- sors in office will lose no time in bringing this matter under the notice of the Legislature of the Province. We have within the limits of the City of Victoria G2 houses licensed to sell intoxicating drinks . Health llepartineiit. A system of Sewerage is much needed for the city, but it is a matter of very weighty importance, involving the ex- penditure of a large sum of money. Having no data, how- ever, on which to estimate its cost I am pi-ecluded from mak- ing anything more than a passing observation. I quite agree with our Health Officer's report that there is a growing necessity for draining the city. They should not be alloweil to exist on oni- principal streets, but should be removed to the outskirts of the city or to the water edge, where they would be Ifc^s a nuisance. Another safe- guard would be strictly to carry out the law in reference to the establishment of earth closets throughout the city. Public* I'iti'k. With regard to the Public Park there should be some definite plan with respect to its continue us iniprovemeut, and do away with the present practice of carrying into etliect the various notions and suggestions of Municipal Council hn's who may become members of the Corporation. I understand there is a plan of the Park made showing existing roads, race track, etc., with a view of oliering a bonus for the best sys- tem for its improvement, but so far no steps have been taken in the matter. In view of the arrival shortly of the st(!am Koad Holler and Rock Crusher it is of absolute necessity that grades should be established throughout the city, a list of which showing the height in feet aiul tenths above the base of grades should be published with the by laws. It has been the practice for many years when a street beconjes worn into holes from the traliie upon it to macadam or gravel it for its full length at great cost. With the steam roller we shall be enabled to lift any piece of road that may become defective, adding a little more macadam where re- quired to keep it up to the established grade.
