Your Conunitteo beg to report that we consider the observance of the Christian Sabbath to be binding upon all men by the coniniand of tJod, as necessary U) man's physical, mental and moral well-l)oing, and as conserving the interests of society. 2. The fact that on this subject the people of British Columbia are in sentiment and practice far below the people of all the other Provinces of the Dominion is to us as painful as it is deplorable. 3. The extent of Sabbath desocratior, in this Province calls for the prayerful attention of members of this Conference, and such a deliverance on the subject as becomes a body of Christian ministers and laymen charged with the moral and religious interests of the Methodist Church and its adherents. 4. The Sabbath we regard as a sacred heritage which should be guarded with vigilance, that all encroachments upon its .sanctity should be reprobated, and that stnuiuous endeavors should be made to create a public sentimeiit favorable to the Christian observance of this holy day. 5. That the systematic desecration of the Sabbath by railway and steamboat coinpani(!.s, by which a large number of their employees are deprived of the privileges of rest and worship which this day was intended to secure to them, and the loss of wliich must entail both physical and moi-al harm, calls for action on the part of all Christian people to secure for all classes of our fellow-citi/.ens the right of cessation from labor, that the privileges of the Sabbath may be enjoyed by them. 6. We urge upon all our people to oppose all forms of Sabbath excur- sions, as being in contravention of the law of God and detrimental to the sanctity of the day. as also all parties of pleasure and social visiting. In our judgmentt, he desecration of the Sabbath is ruinous to the Christian character of our country and our homes, dishonors God and depraves man. It is ruinous to our young people, and tends to profligacy and vice. 7. We I'ecommend the Conference to appoint a committee that sliall co-operate with similar committees appointed by other Churches, to secure from the Legislature of this Province such legislation as may be necessary to ",ecure the proper observance of the Sabbath ir British Columbia. Although this Fund has been in existence since the time of the for- mation of a General Conference in 1874. it has never had a writtcik constitution. The object of the Fund, as gathered from its history, and found in tlie Journals of the General Conferences and in the Discipline of the Church, is to pay the travelling expenses of delegates to and from the General Conference, and of representiitives to other churches and bodies who are appointed by the Genei'al Conference ; to meet the salaries and expenses of our (Jeiieral Superintendents, and of all (ieneral Conference committies that have no funds of their own ; as also to pay the expenses of transfers in certain specified cases. The different departments of the Church, up till the meeting of the last General Conference, paid one-half of the salaries and expenses of the General Superintendents, leaving only the other half to Vkj pjiid by the Fund. The income for this moiety wjws derived from collections taken up from year to year in the several Circuits and Mi.ssions in the entire Church, and yet tliat income lias always been insufficient to meet the demands, and hence the Fund h.is always been in debt. The present Trtasurer whs appointed at the last General Conference, and the wliole amount ncce. «ary to meet all the above claims in full was thrown on the Fund, without aid fi-om any department of the Church. Nearly all the collections for the year 1S8() and IScS? had been paid to the former Treasurer, and yet at tlu^ close of the General (Amfert-nce the Fund was in debt about !?."), 000. The present indeljtedness of tlie Fund is between .*6,000 and !!?7,000, with large ((uarterly payments and other heavy special claims to be met as they arise. The Finance (Jommitiee of the General Conference, seeing the very great responsibility involved and the lai-ge amounts to he, ivaiscd, took the following action, viz. (Journal, p. '1-A) : The estimated amount required during the ((uadrennium, less cash on hand, was .$30,000, or an average of $7,500 per year. Tiiis amount was divided by them as follows : Toronto Conference, §1,430; London, *1,000 ; Niagara, *1,000; Guelph, ^..ib; Bay of Quinte, •$87.'); Montreal, %!1,1l';'); Nova Scotia, .$400; New Brunswick, etc., $400; Newfoundland, §! 125 ; and Manitoba, etc., !?3 10. These amounts will therefore be recjuired annually, in the estimation of the Finance Conunittee, to meet the claims on the Fund. The full Balance Sheet, having been properly audited and accepted by the Hoard, is published in the Journal of the General Conference. The Fund is divided into two accounts, the Capital and the Annual. The Capital Account is made up of legacies, donations, and other amounts given for the purpose of investment, the interest only being used. Olosb of Financial Year. Resolved, — That tninisters or preachers removing from Circuits or Missions shall be responsibe for the pulpit work on the same up to the last Sunday in May inclusive. The financial receipts of a Circuit or Mis- sion, after the loth day of May, shall not be used or pledged for payment of the salary of the minister or preacher removing from the same. Addresses were delivered by the (ieneral Superintendent, the President of the Conference, liros. Win. Clarkson, A. E. Ureen, Amos Kushan, native assistant (interpreted by Rev. C. M. Tate), J. (Gardner (on (Chinese work), and a Chinese convert, first in English and then in Chiiic^se, Mr. (lardner interpreting. 2. Rkception of Candidates. The Reception Service was held on Friday evening, May ].'5th, the President of the Conference ])residing. The Seci'etary read the names of the candidates, James Calvert and William H. Pierce, who then related their Christian experience and call to the work of the ministry. Rev. J. P. Bowell moved, Rev. C. Bryant seconded, and Rev. Dr. Williams, General Superintendent, supported the resolution of reception. '^. Tempekanck. The Confei-ence Tenipenuice Meeting was held on Saturday evening, May 14th, and was addressed by Rev. C. Watson, J. A. Wood, and others. 4. Sahhath Services. On Sabbath, May lath, tiie Conference Love-feast was held at 9.-'i<> a.n)., conducted by Rev. C. IJryant. The Ordination Sermon was preached l)y the Rev. Dr. Williams, who thereafter, a.ssisted by the President, Secretary and other ministers, oi'- dained the Candidates for the office and work of the {christian ministry. The Educational Meeting was held on Monday evening. May IGth, the President of the Conference presiding. Addresses were delivered by Dr. Kent, Rev. J. Hall, and the General Superintendent. 6. Sabbath School. The Sabbath School Anniversary was held on Tuesday evening. May 17th. Addresses were delivered by Revs. A. E. Green, W. B. Seccombe, and T. W. Hall. Seccombe, 36 MINUTES OF TUK BRITISH COLUMBIA [1887 OBITUAliY. WILLIAM BENJAMIN CUYLER. The Rev. William Benjamin Cuyler wa3 born in the neighborhood of Whitechurch, Ont., in the year 1859. He must have given his heart to God in early life, for he was yet young when he began to preach the gospel and was received as a probationer in connection ivith tlie London Conference of the Methodist Church. He was a painstaking student, and was successful in revival services. In 1883 Bro. Cuyler met Rev. C. M. Tate at St. Catharines, Ont., and expressed a strong desire to consecrate himself to the Indian mission work, and in the following year the Lord opened the way, and he was sent to the Bella Bella Mission. He soon endeared himself to all the brethren on the District, and to them his memory is precious. His unbounded enthusiasm led him to visit distant tribes of Indians in open canoe, exposed to inclement weather, regardless of personal comfort, so tliat ■wi\ cannot but record the conviction that his unselfish devotion led to the afPici'on that compelled him to give up the work he loved so well.
