Drummond and Cahan, resolved that the telephone companies be requested to pin -e their rates to newspapers sufficiently low to encourraje the more general use of telephone lines in obtaining news. Cahan and Fraser, the Secretary was instructed to write the Postmaster General with reference to the unsatisfactory practice now adopted in regard to new8pa|)ers returned to publishers ; and to suggest the use of postal cards instead of the notice at present used ; as well as legislation looking to the en- forcing of such rule. On motion it was agreed that the thanks of the Asso- ciation be given to the New Glasgow Board of Trade for courtesies extended. SECOND SESSION. Grand Narrows, C. B. Sept. 12tli, 1889. Association convened at 9 p.m. President Alley in the chair. Minutes of first session read and confirmed. Read, letter from Messrs. McDougall and McNeil, which had been addressed to ex-President Bertram, offering the free use of the Grand Narrows Hotel to the Association during their stay. After an informal discussion as to the utility of the card of membership, it was agreed that the Secretary, Treasurer, and Mr. Cahan take what steps they deemed expedient to secure from railways, steamboats, and all lines of travel, any spe-^ial privileges for the press such as are granted to commercial travellers. On motion of Mr. W. L. Cotton and Mr. A. C. Bertram^ it was agreed that next year's meeting should be held in Prince Edward Island, and that Mr. W. L. Cotton, Hon. D. Laird, and Mr. Mclsaac, should be the local committee of arrangements, with power to add to their number. k 10 On motion, it was agreed that By-Law No. 1 be changed, by substituting the word " week " for the word " Tuesday " in the second Hne, viz. : "The annual meeting of this Assofdation shall be held on the third week in August, at such place as is decided upon at the previous annual meeting." Resolved, That Messrs. Cotton and J. J. Anslow be added to the Advertising Committee. A profitable discussion was engaged in as to advertis- ing, and some valuable suggestions made. Besolvcd, That the Secretary be instructed to convey tlie thanks of the Association to the proprietors of the Grand Narrows Hotel, the Telegraph House, Baddeck, Mr. Mitchell, of Bay View Hotel, AVliycocomagh ; toC^apt. Burchell, of the Steamer Marion, and to the railway authorities for courtesies shown.
