 CONSTITUTION. 
 
 I. The name of the Association shall be the Maritime 
 Press Association. 
 
 II. The objects of the Association shall be to promote 
 the general interests of the journalistic profession. 
 
 III. The Association shall be composed of editors, 
 proprietors, business managers and members of the 
 regular salaried editorial or rei)ortorial staffs of ali news- 
 papers or periodicals published in the Lower Provinces, 
 t IV. The officers shall consist of a president, six vice- 
 presidents, cor.-secretary, secretary-treasurer, and an 
 executive committee consisting of the officers and seven 
 others, all of whom shall be elected annually by ballot 
 
 V. The initiation fee shall be one dollar, and the 
 annual dues one dollar, commencing 1st January, 1889.

 BY-LAWS. 
 
 Section L — The annual meeting of the Association 
 shall be held the third week in August at such place as 
 is decided upon at the previous annual meeting. 
 
 Section 2. — The arrangements for the annual meeting 
 and excursion shall be made by the Executive Committee 
 in conjunction with a committee of the local members of 
 the Association. 
 
 Section 3. — Five members shall form a quorum 
 ct meetings of the Executive. 
 
 Section 4. — The rules of order which ordinarily govern 
 parliamentary bodies shall be observed at the meetings 
 of the Association. 
 
 Section 5. — A Nominating Committee shall be appointed 
 at each annual meeting to suggest a list of officers repre- 
 sentative of the three Provinces, subject to election by 
 ballot in each case of contest. 
 
 Section 6.— The Constitution can only be amended after 
 due notice has been given at the annual meeting previous 
 to that at which amendment is made, and then by a vote 
 of the majority of qualified members present. In the 
 event of urgency being demanded, by a two-third vote, 
 without one year's notice, the Constitution may be 
 amended by those present at an annual meeting. 
 
 Section 7.-^The President shall preside at all meetings 
 of the Association and Executive, and in the event of 
 his absence, the Vice-Presidents shall preside in the order

 shall be to conduct all correspondence pertaining to the 
 affairs of the Association. The Secretary-Treasurer shall 
 keep the minutes of the Association, ifusue certificates of 
 membership, publish an annual volume of proceedings, 
 collect and receive all funds, and disburse the same as 
 necessary. 
 
 Section 8. — All accounts of the Association shall be 
 audited by a committee of three elected at each annual 
 meeting. 
 
 Section 9. — Members of the Association who cease to 
 become active journalists shall remain honorary mem- 
 bers and enjoy all the privileges of members of the 
 Association save that of voting.

 New Glasgow, Sept. 11th, 1889. 
 
 Association met at 11 a.in. at the Vendome Hotel. 
 Vice-President Alley in the chair. 
 
 Mayor Sutherland and J. D. MacGregor invited the 
 Association, on behalf of the town of New Glasgow, to 
 accept of their hospitality, and submitted a plan for a 
 comprehensive view of the town and surroundings in 
 the afternoon. 
 
 After an adjournment for the afternoon excursion, 
 the Association met in MacGregor's Hall at 9 p.m. 
 
 Vice-President Alley presided, and Mr. J. Burgoyne 
 was appointed Secretary pro tern. 
 
 After confirmation of minutes, the names of fourteen 
 new members were reported. 
 
 Mr. A. Milne Fraser read report of committee on 
 advertising. Said report stated that the Committee had 
 communicated with all newspaper publishers in the 
 Maritime Provinces, and had received about forty 
 replies, many of which contained useful suggestions ; 
 but it had been found impossible to get the committee 
 together, owing to lack of time since receiving the

 replies, and therefore no exUaustivo report had been 
 found practicable. The report recommended the ap- 
 pointment of a committee so comi)08ed that they could 
 meet together for consultation. 
 
 Messrs. Fraser, Burgoyne, Cahan, and A. Dennis, were 
 appointed a committee to bring in a report during con- 
 vention. 
 
 On motion of Messrs. Huestis and Fraser, it was 
 agreed that steps })e taken to secure, if pi>ssible, similar 
 privileges as to reduced rates at hotels, to those enjoyed 
 by commercial travellers. 
 
 On motion of Messrs. Drummond and Cahan, resolved 
 that the telephone companies be requested to pin -e 
 their rates to newspapers sufficiently low to encourraje 
 the more general use of telephone lines in obtaining 
 news. 
 
 On motion of Messrs. Cahan and Fraser, the Secretary 
 was instructed to write the Postmaster General with 
 reference to the unsatisfactory practice now adopted in 
 regard to new8pa|)ers returned to publishers ; and to 
 suggest the use of postal cards instead of the notice at 
 present used ; as well as legislation looking to the en- 
 forcing of such rule. 
 
 Besolved, on motion of Messrs. Fraser and Cotton, that 
 in future the initiation fee for membership cover the 
 current year*s subscription. 
 
 Read, report of treasurer, Mr. J. T. Hawke, shewing a 
 balance in hand of $42.90. Report adopted. 
 
 Read, telegram from President Bertram, regretting 
 that he could not be present at New Glasgow, but 
 hoping to meet them on their way to Cape Breton, 
 where ample arrangements were made for their recep- 
 tion.

 ciation be given to the New Glasgow Board of Trade for

 SECOND SESSION. 
 
 Grand Narrows, C. B. Sept. 12tli, 1889. 
 
 Association convened at 9 p.m. President Alley in the 
 chair. 
 
 Minutes of first session read and confirmed. 
 
 Read, letter from Messrs. McDougall and McNeil, 
 which had been addressed to ex-President Bertram, 
 offering the free use of the Grand Narrows Hotel to the 
 Association during their stay. 
 
 After an informal discussion as to the utility of the 
 card of membership, it was agreed that the Secretary, 
 Treasurer, and Mr. Cahan take what steps they deemed 
 expedient to secure from railways, steamboats, and all 
 lines of travel, any spe-^ial privileges for the press such 
 as are granted to commercial travellers. 
 
 On motion of Mr. W. L. Cotton and Mr. A. C. Bertram^ 
 it was agreed that next year's meeting should be held 
 in Prince Edward Island, and that Mr. W. L. Cotton, 
 Hon. D. Laird, and Mr. Mclsaac, should be the local 
 committee of arrangements, with power to add to their 
 number.

 On motion, it was agreed that By-Law No. 1 be 
 changed, by substituting the word " week " for the word 
 " Tuesday " in the second Hne, viz. : 
 
 "The annual meeting of this Assofdation shall be held

 Resolved, That Messrs. Cotton and J. J. Anslow be 
 added to the Advertising Committee. 
 
 A profitable discussion was engaged in as to advertis- 
 ing, and some valuable suggestions made.

 tlie thanks of the Association to the proprietors of the
