TRINTED Br JOHN LOVELL, ST. NICHOLAS STREET. 1870. /no 0:is¥/ PBOGRAMME FOR THE BEST CULTIVATED FARMS ADOPTED BY THE COUNCIL OF AGRICULTUEB, The 2nd of February, 1870., I. The system of rotation to be from six to ten years. II. The diflferent divisions of the farm shall be fenced, and shal -communicate to the stables by means of an alley or otherwise, to allow the passing of the cattle. Parts of the farm covered with wood shall not enter in the system of rotation. III. The fences shall be kept in good order. IV. Ditches and trenches in good order. V. No stones nor weeds in the fields. Weeds along fences to he mowed. VI. Cattle in good condition and in proportion to the extent of the farm : at least one head of cattle to each four acies, four sheep counting as one head of cattle. VII. The stables, pig-sties, dairy, barn, sheepfold, yards, agri- cultural implements &c., must be handy, in good order and on improved principles. VIII. Manures well prepared and well preserved. IX. Good pasture, in the system of rotation, generally succeed- ing the hay crop. X. Good and large meadows ; pasture and meadows forming at least one-half of the cultivated land. 6 XI. One of the divisions of the rotation, or at least one-twentieth part of the cultivated land, shall be in vegetables or hoed plants ; this part of the land to change every year. XII. Each section of the farm shall be in a good state of production. XIII. To express their judgment, the judges will allow ten points to each of the eleven first conditions ; in the examination of a farm they shall deduct part or the whole of these ten points, according as these conditions are more or less or not at all fulfilled. XIV. With regard to the 12th condition,thc judges shall allow for each field of the rotation an equal number of points, so as to ^orm that of 50, wha tever may be the number of fields in the rotation ; they shall preserve or sub-divide this number according to the state of cultivation of each of them. XV. In counties where vegetables and hay are cultivated on a large scale, or where there exist permanent pastures, or soils unfit for the cultivation of vegetables, the conditions of this programme can be modified by the Directors of Agricultural Societies, but with the consent of the Council of Agriculture. IMPERIOUS CONDITIONS. XV. None but farms of at least 60 arpents in cultivation shall compete ; but, with the authorization of the Council, the Directors^ shall have the liberty of forming two classes : one for large farms of at least 60 arpents, and the other for small farms of at least 20 arpents of cultivated land. XA In all cases the competitors shall be obliged to cultivate at least i an arpent in vegetables other than potatoes, under penalty of being deprived of competition. XVII. The winner of a first premium for the best cultivated farm shall only be able to compete in a higher class or when the competition is open to several counties. XVIII. The premiums awarded for the best cultivated farms shall be the following : $50 for the first, $40 for the second, $30 for the third, $20 for the fourth, $10 for the fifth. XIX. When there are two classes, the directors shall determine the number and amount of prizes to be awarded. XX. As heretofore, competition for the b^st cultivated farms, shall be held at the same tfme as those for standing crops, &c. Besolved : That, for the present year, competition for the best cultivated farms shall be optional but binding for next year, and that the Agricultural Societies be notified so as to be prepared to carry out this rule. Resolved : That the competition for standing crops, vegetables, &c., &c., shall be held the same year as that for the best cultivated farms. GENERAL BULES FOR THE MANAGEMENT or ALL THS Apnltnral Societies of tie ProTiDce of -» <•» « I. The direction and administration of the Society shall be intrusted to a President, a Vice-President and not more than seven Directors, except in Counties where there are more than seven parishes, when there will be as many directors as there are addi- tional parishes above the said number. The quorum shall be composed of five. II. No money shall be paid for services or expenses of the above mentioned oflficers, when fulfilUng their ordinary duties, except for the Secretary -Treasurer, for his services in the said capacity. III. The Annual Meeting of the members of the Society shall be held in December, on the day and hour fixed by the Directors, and shall be presided over by the President, Vice-President, or in their absence by one of the Directors chosen by the meeting. The Secretary-Treasurer shall act as Secretary of the Meeting. Can- didates for oflSces shall be presented all together, by one of the members, and seconded by another, both having paid their sub- criptions for the following year. Should there be opposition to one or more of the proposed candidates, an amendment shall be made proposing to substitute the names of such persons to those proposed in the main motion, provided such persons form part of the Society. If a poll be asked by two persons having right of vote, the President shall be bound to give it, and the Secretary will at once begin to register the votes of those who shall present their tickets of membership for the present year and who shall have paid their subscriptions for the following year, at least one hour 10 before the said Meeting, and the President shall declare as elected those who shall have obtained the majority of votes. IV. All Meetings of Committees shall be presided over by the President or Vice-President, if they form part of it, or by one of the Directors chosen by the Committee,and all questions shall be decided by the majority of the members of the said Committee. The Presi- dent shall vote, and, in case of equality of votes, he shall have the casting vote. The proceedings of the Committee shall be entered in the Book of Deliberations by order of the President, who shall sign them with the Secretary. V. The Secretary, by order of the Directors, shall attend to the- printing of necessary tickets, programmes, posters, &c., and shall see that these posters be posted up in convenient localities in the County ; he shall also hand them over to the Directors for distri- bution among the members. The Directors shall be responsible to the Society for the monies they shall receive for it. VI. In all competitions the competitors must have paid their subscriptions to the Secretary or one of the Directors, on or before the 1st of May of each year, and those who shall not have paid before the said date shall be admitted to compete only on the cea- ditions imposed by the Society ; but in all cases they shall be bound to pay double the ordinary subscription. VII. Competitors must reside within the limits of the County. VIII. The use of animals of improved breeds belonging to the Society will be given to those who shall have been members of the Society for the two preceding years, in preference to those who shall have joined it since only one year. IX. Competitors, who, at exhibitions, &c., shall have obtained a prize by fraud, corruption or misrepresentations, shall be deprived by the Directors of the prizes they shall have obtained, and also of the right of entry in one or all of the subsequent exhibitions. X. No competitor shall bo entitled to more than one prize in the same class, and no animal can compete in more than one class. XI. Animals entered for competition must be bond fide the pro- perty of the competitor for, at least, three months previous ; except -i-j,™-v.;„--'v;4. -vv-AjiV 11 for males, who when they take a prize, must be kept in the County for the following season. XII. Brood mares must be accompanied by their foals, so as ta allow the judges to ascertain their merits as such. XIII. When the judges are not convinced that a cow has calved the preceding spring, or that she is not evidently in calf, the said cow shall have no right to any prize. XIV. No prize shall be given to a sow, unless it be proven, to the satisfaction of the judges, that she has had young pigs or that she is capable of having them, and also unless she be kept by her owner at least six months after being awarded a premium. XV. Ewes must have had young ones in the preceding spring and have been closely shorn, as also all other sheep, on or after the first of May. XVI. When there shall be but one competitor in a class, or that the animal or article exhibited shall not be worthy of a prize, it will be left at the discretion of the judges to award or suppress it. XVII. Animals entered for competition must be secured in such a way as to allow the judges to examine them with facility. Vicious bulls, stallions, &c., shall be secured with the greatest care and attention, and be held by the owner or some other person. Every animal left loose or placed any where but the place indicated by the directors, shall forfeit his right of competing. XVIII. Industrial, domestic and dairy products must have been manufantured in the County during the year, either by the compe- titor himself, a member of his family, or some one under his direction. XIX. Competitors must not place their name nor their initials on animals or articles exhibited, under the penalty of being excluded from competition. XX. A competitor or his representative, who shall be soen speaking to the judges while fulfilling their duties, shall be excluded from competition. XXI. Competitors must submit to the regulations of the Society^ Cases of doubt shall be decided by the Committee of exhibitiou^ 12 All animals or objects exhibited must remain on the show grounds till the hour chosen by the Directors for the closing of the said exhibition. XXII. In ploughing matches, competitors must be members of the Society and have given their names to the Secretary or one of the Directors, at least eight days before the appointed day. XXIII. The place for ploughing matches shall be chosen by the Directors, by a Committee named by them. XXIV. None but members of the Society, their sons, or employ(iS living with them, shall have the right to compete in these ploughing matches. A member's ticket will admit but one competitor. XXV. Each competitor must plough at least two ridges. The Committee shall fix the depth and width of the furrow. XXVI. The ridges to be ploughed shall be numbered and •competitors shall draw lots to know which shall be theirs. XXVII. Each competitor as soon as he has finished ploughing shall plant in the centre of his ridge, a picket with its number attached to it, and report to the Secretary the hour at which he finished his task. XXVIII. In the class of " Young Men^' whoever takes the first premium, can only compete in future in the class of "AdfitZ?«." XXIX. Competitors must plough with their own horses or those of their fathers or masters and must finish with the same team of horses under penalty of losing any prize to which they might be entitled. XXX. Competitors obtaining first premiums shall not compete in ordinary matches before five years after obtaining the said premium. XXXI. Ploughmen can receive no other aid but that required to place their pickets lo r re the ground, otherwise they shall fee deprived of any prize 1 ..aicb they might have a right. T^ider the same penalty, they shall not assist themselves with their hands. XXXII. The judges shall not be allowed to remain on the ground while the ploughing is going on, and after the termination they must be alone in making the examination of the ridges. 18 XXXIII. The Directors will appoint a jury composed of three- persons out of the County, for the examination of the farms. , j^j^ XXXIVc ComT)etitor8 for the best cultivated farms must be members of the Society and haved paid an entry of two dollars, at least eight days previous to the examination. XXXV. Prizes awarded to competitors shall be paid on a day appointed by the Directors. XXXVI. The judges for all the above competitions shall be chosen by the Directors or by a Committee named by them with that power. XXXVII. No person, having a direct or indurect interest in the competition, shall act as judge. XXXVIII. The report of the judges shall mention the classes and the order of merit. The said report not to be made known before being signed by the said judges. XXXIX. Judges must be selected from among pei-sons residing; out 0£ the County. In case of absence of one of them the Direct- ors can replace him by some other person present. XL Before making their entries, intending competitors, if required to do so, must show their tickets of membership either to the Secretary or to the person acting in his place. XLI. The Directors shall have the liberty to permit on the grounds the sale of articles and agricultural implements exhibited by parties paying one dollar for the said privilege. Parties selling refresh- ments and tobacco shall pay a fee of fifty cents. The sale of intoxicating liquors is strictly forbidden. XLII. In Counties where there is a suitable place fenced in to hold exhibitions, the Directors shall have the right of charging an admission fee, not exceeding 12i cents from every person not being a member of the Society. XLIII. All monies arising from the sale of such admission tickets shall form part of the funds of the Society, and shall go towards paying the expenses of the said exhibition. XLIV. All disputes or diflRculties that arise at exhibitions shall be decided by the Directors, unless they fall within the jurisdictioa of a special Committee. I' 14 XLV. Every successful competitor shall pay his subscription for the following year, which subscription shall be deducted from the amount he may receive at any of the exhibitions or matches. XLVI. No funds of the Society shall be spent without the immediate authorization of the Board of Directors. XL VII. The accounts of the Society shall be examined and audited by two members not forming; part of the Board of Directors. XL VIII. No geldings, except working horses and oxen, in pairs shall be allowed to compete. XLIX. No horse racing nor trotting matches shall be permitted on the ground of the exliibition during County fairs, and no funds belonging to Agriculturul Societies shall be applied directly or indirectly towards encouraging these kinds of amusements. lieHolved: That t])e above rules and regulations be accepted and approved, and that the Secretary of the Council be instructed to have them printed and distributed among all the Agricultural Societies of this Province. Resolved : That it be permitted to Agricultural Societies whose Board of Directors shall have passed a resolution to that effect, to spend a certain sum of money, to be determined by the said Board, for the purchase of forage seeds for gratuitous distribution among the subscribers to the said Society ; provided that the said sum of money, thus spent, shall in no case exceed the amount of subscrip- tions of the said Society. .
