John Law. *«»:• Brother Law was bom in Fermanagh County, Ireland, in the year 1806. Little is known of his early life in thai country, except that, under the influence of early Christian nurture, he united with the Wesleyan Society at the age of fourteen. For some time before coming to this country, in 1831, he was employed r.8 a local preacher. In 1833, he entered the regular ministry of the Canada Confer- ence, receiving his first appointment to the Cavan Circuit, on which he endured his full share of the hardships, privations, and losses of pioneer life. For twenty-nine years he was actively employed oa some of the most important Circuits in our work. u MINUTES OP THE CANADA [1869. In 1862, he received a superannuated relation, and settled in "Whitby. As a Superintendent, he was a lover of Methodist disci- pline, which he carefully maintained and enforced on his Circuits. As a preacher he was sound in doctrine, adhering firmly to our re- cognized standards of theology, and his public ministrations were generally acceptable. Nor were his labors w'thout fruit. On some of his Circuits extensive revivals occurred, and many souls were converted. Two of the ministers of this body were among his spiritual children. He was a lover of order and punctuality, and displayed great neatness in his personal habits, as well as an amiable cheerfulness and vivacity of spirit. His aid was cheei fully given in the maintenance of Sabbath appointments, and his services as a class and prayer leader were highly prized. During the last few weeks of his life he was subjected to severe temptations, arisij^g from startling views of his own infirmity and unworthiness, which were not subdued by the recollection of a pub- lic life of thirty -five years spent in the service of the Church.. But by a renewed trust in Christ as a sinner saved by grace alone, he overcame the temptation, and rejoiced in the possession of steady and increasing peace. He died, September 7th, after an illness of eight weeks, in the sixty-second year of his age, and in the thirty-sixth of his ministry. 2. Matthew Whiting Was bom in Ancaster, April 26th, 1789, and died in Hawkesville, November 1, 1869. In early manhood, seized with the conviction of sill amidst the revelries of a ball-room, he fled from the com- panions of his folly, and was soon joyfully converted to God. Distinctly and confidently, in times and places innumerable, from the fulness of a personal experience, he declared the willingness of God to pardon, and the power of God to save. a ,*..., In after years he entered into the rest of perfect love, and al- though his evidence of this blessing was not always equally bright, yet he retained its comforts, and exhibited its power in a greater or less degree, through all the subsequent years of his life. Brothel Whiting entered the Wesleyan ministry in June, 1826, and from that hour, till the day of his decth, knew nothing among iiLen save ''Christ and Him crucified." His zeal for the cause of 1869.] WESLEYAN METHODIST CONF.iSRENCE. w Christ was not unlike that which filled the heart of the great Apostle of the Gentiles — No labor too hard for him to do — no fatigue too great for him to bear— no matter how great, or how nu- merous the difficulties that stood in his way, he prosecuted his work with unquenchable zeal. Even when relieved from tho re- sponsibilities of a particular charge, his earnest soul could not be at rest. When his brethren pronounced him worn out by the arduous labors of many years, he still found open fields of toil, into which he entered with all the enthusiasm of youth, and often did as much work for his Master as many who were yet in the vigor of manhood. It was work, beyond his years, that brought him to hia grave — like a soldier with a free discharge in his hand, he jet perished in the field. As the result of his faith and zeal, few have been more successful in winning souls to Christ. All over this land — in private life, in official circles, in the Christian ministry, are to be found those who were converted to God through bis earnesfc ministry. Perhaps no one in the generation of preachers to which he belonged has gathered in a greater harvest. Of him there could , be said nothing more, and there should be said nothing less, than, that he was a holy, earnest, and successful minister of Christ. In his last hours he enjoyed, under great physical sufferings, the peace which passeth understanding. There was no anxiety to live, and no fear to die. In either case there was the most per- fect resignation to the will of God, and the most perfect assurance ' that all his iiiterests were safe in the hands of the Lord. V He breathed his last in the bosom of his family, and passed ' away to hear, ** Well done thou good and faithful servant, thou hast been faithful over a few things, I will make thee ruler over many things ; enter thou into the joy of thy Lord." ' 3. Joseph Hugill. Brother Hugill was bom in Yorkshire, England, on the 9th November, 1823 ; he came to Canada at the age of eight years ; was converted to God in March, 1844, at a protracted meeting held at Switzer's Church, on what is now the Streetsville Circuit; was called to the work of the Christian ministry in 1850 ; and after spending nearly nineteen years as a faithful and successful am- bassador for Christ, he fell at his post, on the Farmersville Circuit, on the 30th of November, 1868, in the 46th year of 'his age. lJl , r' '•■-rt T' 16 MINUTES OF THE CANADA [1869. Brother Hugill had received a liberal education, was a diligent student, a good, practical preaclier, a faithful and judicious pastor, a wise counsellor, and a warm and sincere friend. Being of an amiable, affectionate, cheerful and unselfish disposition, he was happy in his family and happy in his work ; and he enjoyed, in no ordinary degree, the confi.ilence and esteem of the people amongst whom he labored ; and also of his ministoiial brethren who were favored with his acquaintance. For the last few years his health had not been good, yet he labored on with unabated zeal, especially on his last Circuit, where he was gi'eatly honored in promoting the work of God, and where ho was universally respected and beloved ; and there can be no doubt that his excessive labors brought on that fatal disease — typhoid fever — which terminated his life. *'' ' He died well ! Though his last short illness was very severe, and, from its nature, deprived him for the most of the time of his reason, yet in all his lucid moments, his confidence in Christ was unshaken, his spiritual vision was unclouded, and he could rejoice in God with joy unspeakable. **// ., .;! ,' ; ,., ■ ••X-^.,i;> ', :.wS: ,,.;.,■' ■■■■V- ':r,.:'i:' ■; a. 4. Thomas Robson. . , . =^f Brother Robson was born at Wallsend, near Newcastle-on-Tyne, m the month of April, 1819. He early attended a Wesleyan Sab- bath School, and was converted to God when twelve years of age. He was subsequently appointed a Sabbath -School visitor, and at the age of nineteen years entered upon the duties of class-leader and local preacher in his native town. Brother Robson emigrated to this country in the year 1843, and not finding in the neighbourhood in which he settled a society similar to the one of which he was a member at home, at once joined the communion of the Methodist Episcopal Church. The same year he yielded to the request of that ^ody, by going out into their ministry. In the year 1855, however, ^-i other Robson having long had a preference for the work of the ministry in connection with our Church, embraced an opportunity tc enter it, and until the day of his death witnessed a good minis- terial profession in our ranks. He was affectionate and devoted ; his untiring industry rendered his name precious on the several cir- 1869.1 WESLEYAN METHODIST CONFERENCE. 17 cuita to which he was appointed. On the Nissouri Mission, in the month of October, 1868, this devoted ^ixlnister fell at his post, scarcely having time enough to lay down his weapons ore he sunk on the field. In his death, however, there was time to convey to his bereaved partner, and for the comfort of his numerous friends, the most unmistakable testimony of his safety and peace. "His works do follow him. " r ' ^ 5, Thomas E. Garbutt, Was bom in the Township of Whitchurch, County of York, Ont. , on the 2nd of August, 1835, aijd died on the 19th of March, 1869, in the thirty-fourth year of his age, and eighth of his ministry. In his youth he was blessed with the teaching and prayers of godly parents, and was thus led, in the fourteenth year of his age, to Christ as his Sa viour. He gave his heart to God. and had his name enrolled as a member of the Wesleyan Methodist Church. At once he began to tell what the Lord had done for him, and to exer- cise a salutary influence among his youthful companions ; and ere he was called to preach publicly was instrumental in the conversion of some souls. In the year 1861 he was received on trial as a preacher, and after labouring three years on Circuits, and spending two at Victoria College as a student, was ordained to the work and office of a min- ister. His labours were specially blessed to the youthful portion of his congregations. His preaching was plain, practical, and per- suasive, disarming prejudice and winning its way to the hearts of hearers. In the fall of 1888 he was requested to go to Montreal South Cir- cuit to fill a vacancy. Though at personal inconvenience he cheer- fully complied, and entered upon his new sphere of labour humbly and prayerfully trusting in his Master. He soon won the hearts of his people, who began to look for a gracious revival and to express wishes for his re-appointment to the Circuit. The Lord willed otherwise and took him to be with himself. On the 14th of March, 1869, he preached his last sermon, when, with unusual earnestness, being scarcely able to restrain his tears, he pleaded with souk to come to God through Jesus Christ our advocate. On the Thursday following, dangerous symptoms from erysipelas appeared. He then 2* MilO MINUTES OF THE CANADA [1869. said he was ready for either issue, and gave directions what to do if it should terminate in death. On Friday morning, while conversa- tion was going on by his bedside, on the blessedness of a preparation for death, he arose from a state of saeming unconsciousness, and, with a great effort, said, " I feel Him precious to my soul now." He tried in vain to say more ; in the evening he calmly fell asleep in Jesus. In the early part of his sickness he was contemplating the making a ermon on the recognition of friends in heaven. He passd away to prove, inexperience, "We shall knoAV each other there." 6. Robert Lowrie Gabie. Mr. Gabie was born in the township of Fitzroy, Ontario, on the 12th day of July, 1S35. In the years of his childhood and youth he was often the subject of strong religious convictions, which he always attributed, under God, to the influence of a pious mother's counsels and prayers. In the month of August, 1858, he attended special religious services held by the Rev. Geo. Case and the Rev. Jas. A. Gordon, in the Wesleyan Church, Osgoode. Here he was led by the T Ahe Spirit to discover his true condition as a sinner before God, and to seek for that mercy which he felt he needed ; and while prayer was offered to God on his behalf, he was enabled to apprehend by faith the merits of Christ, and to rejoice in the light and peace of God's salvation. At the Conference of 18G3, he was accepted for our regular work. In all the Circuits to which he was appointed during his four years' probation, he was " abundant in labors," and greatly successful in winning souls to Christ. As his early literary advantages had been very limited, he was stroiigly desirous to make further mental im- provement ; and, at the Conference of 1867, he was permitted to defer hi^ acceptance of ordination for a year, in order to attend Victoria College. But a ministerial vacancy occurring at Bramp- ton, he was sent thither as the colleague of the Rev. M. Fawcett ; and he labored for the year with his accustomed earnestness and success. At the following Conference he again resolved to forego his ordination for a time, and go to College. Many ol his minis- terial friends, knowing that his health had not been good for some years, tried to dissuade him from taking this step, but in vain. He 18G9.] WESLEYAN METHODIST CONFERENCE. m entered hopefully upon his studies, but in less than three months it became evident that his mind and body were both breaking down. Symptoms of insanity developed themselves, and he was sent home. His malady grew worse, until the sudden and melancholy termina- tion of his life, on the 18th day of May, 1869. Brother Gabie's piety was deep and uniform. In public and in private he preached the doctrine of full salvation from sin by the blood of Christ, and professed to jjrove its truth in his own experi- ence. Many of his sermons displayed great force and originality of thought ; and hia ministry wr characterized by a self -consuming zeal for the glory of God and the salvation of all to whom he preached. Many are the "seals " of his apostleship, and many to- day mourn his early death. But while they lament his sudden removal, their sorrow will be softened by the blessed hope of meet- ing him again in heaven. j .••vCiiift:;';' Question VI. The Committee of the Children's Fund regard with satisfaction the general accuracy of the returns from the Districts and the promptness with which the payments have, in every instance, been made. The number of Children to be provided for in the ensuing year is 841, which, thoiigh larger than that of this year, witl occasion no inconvenience, as the increase in the membership is proportionately large. The Committee recommend an average rate per mem>)er of thirty -five cents, and the payment of $25 to ea..^h child having claims upon the Fund. 'i.';- ■'-:.*.■■-' J^ careful review of our Sabbath Scliooi woiA at the close of another year, has inspired your Committee with gratitude for the past, and hopefulness of the future. Although the statistical returns are not so complete as might be desired, yet the facts they present are generally of Cj,n encouraging character. According to these returns, the scholars taught in our schools number 53,024 ; being an increase over the previous year of 1,703. Of these scholars^ 8,9/1 are over sixteen years of age, and 4,467 are meeting in class, thus giving * evidence, on the one hand, that our Sabbath Schools hare not failed to attract our rising youth ; and on the other, that the instructions there imparted have been the means of making many of them wise unto salvation. ■P 1869.] WESLEYAN METHODIST CONFERENCE. 89 A noble band of officers and teachers are engaged in this work, numbering 7,691, of wliora 5,684 are members of the church. The Committee have pleasure in calling the attention of the Conference, to the large amount raised in our schools during the past year for Missionary and School purposes, reaching the handsome sum of $21, 5 2 G. 33, and being an in- crease of $4,168.28. The reports that h&ve reached us from those schools in which the Sabbath School Banner has heev used, lead us to believe that that periodical is doing a good work ; and the Committee would recommend that earnest endeavours be made for its more general circulation among our Teachers. They would also repeat the recommendation of the Com- mittee of last year, to the effect that the price of the Sabbath School Advocate be reduced, and that hereafter it be issued at the uniform rate of twenty-five cents per copy, where not less than ten copies are taken. TBI iSuuj f of our Sabbath School Literature received the consideraw/^^ at your Con\uuttoo, and they would most earnestly press upon the attention of t\\^ (•onference the necessity of adopting some means for securing Libraries, which shall be free fit^m works of fiction, uninterosting and '"pointless narratives, and historic compends of nations ; and which shall contain a greater proportion of Methodistic Biographies and works on the nature and benefits of practical godliness, than those generally offered to the public. The Committee feel satisfied that the time has come when a general Sabbath School agent should be employed, and would beg leave to recommend this question to the careful consideration of the Conference, 6* 90 MINUTES OF THE CANADA [1869. I In conclusion, your Committee rejoice that the entire Sabbath School question has been brought so prominently before the Conference ; and believing that ihe future pros- perity of this department of the Church's work depends largely upon a proper coiinexional organization, they sin- cerely trust that the constitution of the Sabbath School Uuion, in whatever form adopted by the Conference, will be heartily endorsed by all our ministers, and carried into practical operation in all our schools. The Annual Meeting of the Sunday School Union will be held on the Second Evening of the Session of Conference, at seven o'clock. Collections for Connexional Funds. Resolved f — That it is the judgment of this Conference that when collections for connexional purpo&es are appointed to be taken in any of our churches, the whole of such col- lections throughout the day shall be appropriated to the respective Funds to which they are related, without any deduction for the Circuit, or any Trust, or other Fund. Superannuated Ministers' Fund. Resolvefiij — That whereas the rule requires that all widows, claimants on the Superannuated Ministers' Fund, shall be members of our Church : therefore, it shall be the duty of the Chairman of each Annual District Meeting to make enquiries into the case of widows residing within their respective bounds, as to their membership, and report the fact annually to the Conference. Educational Fund. Resolved, — That the young men on probation receive from the Educational Fund the amount of expense which they incur in attending their annual examinations. Order of Connexional Funds. Resolved, — That the Connexional Funds shall be taken up in the following order, viz : — 1. Church Relief Fund — In the month of July. 2. Xncomr of Domestic Missions. Resolved^ — That the Financial District Meeting shall ex- amine into the circumstances and probable income of Do- mestic Missions, in the same way as in respect to Circuits, and suggest the amount that should be appropriated for the support or assistance of such Missions. Chairmen and Domestic Missions. Resohedf — l?hat the Chairmen of Districts forward, to the General Supei'intendent of Missions, the amount recom- mended by the several September Financial District Meet- ings for the Domestic Missions, as soon as practicable after the close of each meeting. Sabbath Observance. 1. Resolved, — That believing in the universal and per- petual obligation of the Sabbath, and regretting aT^y laxity in opinion or practice which may prevail, we feel it our duty distinctly to avow our firm belief in its sanctity, in the necessity of its strict observance, and in the untold benefits resulting to the community from its establishment. 2. Resolved, — That we strongly disapprove of the practice of encouraging' or allowing places to be opened on the Sab- bath, in the vicinity of our Camp-Meetings, for the sale of groceries or provisions of any kind ; and we would recom- mend our brethren to discountenance such places, and, if need be, to carry out, mildly but firmly, the existing enact- ments of the civil law against them. 1869.] WESLEYAN METHODIST CONFERENCE. m Preachers Attending College. ^ ^ Resolved,— Tha.t in all cases when Preachers, who Lave travelled four years, are then allowed by the Conference to attend College, their reception into full connexion, and their ordination, are thereby deferred. Relating to the Book Room. Resolved, — That every Minister and Preacher is hence- forth peremptorily required to settle his account with the Book Steward, at or before the Meeting of Conference. Resolved, — That in the case of any Minister or Preacher who is indebted the amount of $100 to the Book Room, the Book Steward shall be authorized to draw on the Treasurer of any connexional funds on which that brother may have a claim, to the amount of not more than 25 per cent, of his claim annually, until his debt is paid ; and that a like pro- portion prevail when the indebtedness is larger than the sum named. ReFolved, — That the brethren indebted to the Book Room, they not being claimants on the connexional funds, be re- quired to settle all overdue accounts. Candidates' Trial Sermon. Resolved, — That this Conference requires Candidates for our Ministry to preach a Trial Sermon before the District Meeting by which they are recommended, or before a Com- mittee appointed by the District Meeting, who shall rej ort their opinion of the sermon, and embody it in the recom- mendation of such candidate to the Conference. 9S ^MINUTES OF THE CANADA [1869. Resolved, — ^hat the Book-Steward be instructed to pub- lish an edition of the Model Deed, in 12mo. or 8vo. size, in good type, — Long Primer or Pica, with side notes, — for the use of the Conference and Trustees in Ontario and Quebec, and other portions of the work. Resolved, — That whereas the Secretary of State for the Colonies, in a Despatch recently addressed to the Govern- ment of this Dominion, has undertaken to lay down sundry regulations giving precedence to the Clergy of particular denominations, and whereas there does not exist in this country a union of Church and State, or anj peculiar form of Christianity established by law, this Conference would record its respectful but decided protest against all Govern- mental instruction or interference, evincing a preference for this or that ecclesiastical system ', as such preference, while inflicting an injustice on large numbers of her Majesty's loyal subjects, is calculated to foster a spirit of religious caste and exclusiveness in the Church thus favoured. Resolved, — That this Conference having a most agreeable recollection of the interchange of Christian salutations and deferential expressions of brotherly affection, at our last- annual meeting, with the Synod of the Presbyterian Church in Canada, in connexion with the Church of Scotland ; avail ourselves of tho occasion of this our annual assemblage^ to 1869.] WESLEYAN METHODIST CONFERENCE. 99 renew tlie expressions of our profound respect and cordial affer^tion for that venerable body, its members and con^jre- gations — a church so rich in historic records of martyr suf- ferings, apostolic labours and unswerving fidelity to P»'ot- estant faith and liberty. As our Presbyteriar bretliren, as well as ourselves, have been deprived of that co-operation on the part of the State, which upon the grounds of public faith and patriotism both they and we had reason to expect, in the higher education of youth, we congratulate them on the great success of their appeals for individual aid to sus- tain their University ; and we assure our honored Presby- terian brethren of our fraternal and zealous co-operation in all that appertains to the true religious and educational in- terests, as well as th'^ citizen rights and privileges of our common country ; and we devoutly pray that a rich eflfusion of the Holy Spirit may ever accompany their works of faith and labors of love. Resolved, — That the Superintendent of Oil Springs' Mis- sion be permitted to travel through our work generally for the pui-pose of securing sufficient pecuniary relief for the Trustees of the Oil Springs' Church. Also that the Rev. George Goodson be associated with him for the above named purpose. Resolved, — That permission be given to Rev. Wm. Jack son, of Danville, P. Union of Methodist Bodies. ' Resolved, — That the Conference re-affirms its resolution of 1866 on Methodist Union, viz : — 1. That this Conference cordially reiterates the expression of its conviction as to the desirableness and importance of a union of all the Methodist bodies in Canada, who believe the same doctrines, sing the same hymns, have the same form of worship, the same love-feasts, the same prayer and class meetings, and the same general rules of society. 2. That the Conference re-appoint a committee, consisting of in equal number of minivSters and laymen, to confer with any similar committee or committees appointed by other Methodist bodies, on the subject of union, and report to the next Conference. 3. That the committee be composed of the following brethren : The Ex-President, Co-Delegate, and Secretary of the Conference, the Kevs. Drs. Wood, Green, and Ryerson, the Honbls. James Ferrier, Billa Flint, and J. C. Aikens, members of the Lesjislative Council, Edward Jackson, Esq., of Hamilton, John Macdonald, Esq., of Toronto, and Edwin Ohown, Esq., of Kingston. Canada Temperance Union. The Conference recommend 3d to be adopted and pub- lished the following resolutions on the subject referred to in the Memorial of the Canada Temperance Union. Resolved, — 1. That this Conference hails with much pleasure the formation of the Society designated the Canada Temperance Union, having for its object the consolidation and co-operation of all the various organizations of the country with a view to promote the cause of total absti- nence and the entire suppression of the liquor traffic, 1869.] WESLEYi^N METHODIST CONFERENCE. 101 regarding this effort as essentially Christian in its character, and in perfect accordance with the views of Mr. Wesley, and the general rules of the Methodist Churches. 2. That while this Conference reiterates its frequently- expressed views on Total Abstinence, it would renew its earnest recommendation that every minister should preach at least one sermon in each year to each congregation under his charge, enforcing Mr. Wesley's sentiments against drunkenness and drinking, as truly scriptuial and tending to the moral and physical welfare of society. 3. That this Conference earnestly recommends some form of Temperance effort in connection with all our Sabbath Schools, and urges on all Superintendents and Teachers the propriety of placing in the hands of the children such books and tracts as will serve to inform them on the subject of Temperance, and guard our youth against the pernicious drinking practices which now prevail to an alarming extent. 4. That this Conference earnestly entreats all ministers and preachers, as far as their special duties will allow, and all the members of our churches and congregations, to rer- der all possible aid in the attainment of a revival of sound Temperance principles as auxiliary to the spread and growth of vital godliness. 5. That with a view to testify its appreciation of the purposes of the Canada Temperance Union, we do hereby appoint five brethren as delegates to represent this Confer- ence in the Convocation to be held in Toronto next Sep- tember, and that the following brethren be the Committee : Revs. I.
