 To appropriate certain aums of money for the improvement of the KoatU and Hridges in 
 the 'rownship of Raleigh. 
 
 WHEREAS the sum of one hundred and eighty-six 49- KM) dollars is accruing from non- 
 resident ytatute Labor tax, as raported by tlio Clerk. And \\'iierea.s it ia necessary to 
 raise an additional sum of one thousand live Imndred dollars for the maintenance and itn- 
 provemont of the Roads and Bridges in the Township of Raleigh for the current year. 
 
 Be it therefore enacted by the Municipal Council of tiie Corporation of the Township 
 of Raleigh, under and by virtue of the Consolidated Municipal Act of 18S3 and amend- 
 ments thereto. 
 
 Ist. That the sum of one thousand eight imndred and six 49-100 dollars, inclusive of 
 the amount accruing from non-resident Statute Labor tax aforesaid, be and the same in 
 hereby appropriated for the improvement of the roads and bridges in the saiii Township

 2d. That it shall be tlic duty of each Commissioner as appointed by By-law Tso. 449 to 
 expend the ainount so appropriated for the improvement of the roads and liri-iges in hi« 
 Division, and he is hereby authorized to grant orders on the Treasurer of thisl'orpoiation 
 to persons filling contracts thereon, less the amount hereinunder specified as ovenlrawn 
 in the respective Rural Road Divisions in the year A.D. 1880, stating en each order the 
 nature of tlie work done and where it was performed; provided always, that the money* 
 accruing from non-resident .Statute Labor tax sJiall be expended m the Statute I^abor div- 
 ision wherein it was collected as reported by tiie Clerk t,o each Conmiissioner; and that no 
 Commissioner shall exceed the anit. hereinbefoi-e appropriated to his Division without hav 
 ing first obtained the consent of the Council and the Treasurer notitied thereof by the Clerk. 
 
 3d. That it shall be the duty of the Treasurer to withhohl the following sums, as shown 
 by the Auditors' Report to be overdrawn, and to chaige to the respective Rural Road 
 Divisions, as follows:— To R. R. Division No. 1, $lvtl.0.3 ; No. 2, $21.04; No. 3, $125.69. 
 
 4th. That the following special appropriations be made, viz:— On the Raleigh and Har 
 wich Town line, one hundred dollars, and tiiat Stephen White be Commissioner to expend 
 the same. On the line between Raleigh and Tilbury East from the centre of the Eighth 
 Con*, to Lake Erie, the sum of sixty dollars, and Samuel Wellwood be Commissioner to 
 expend the same. On the line between Raleigh and Tilbury East from the centre of the 
 Eighth Con, to the River Thames, the sum of forty dollars, and Gilbert H. Dolsen be 
 Commisaioner to expend the same. Provided always, that the adjoining MunieipalitieM 
 appropriate equal amounts for the several purposes herein provided for.

 thereof : That from and after tlie jxisiing of thia Uy-law tlio owner or harborer of every 
 dog or bitch within the limits of t\w 'I'ownship of Raleigh shall cause the same to be reg- 
 istered at tlie office of the Township Clerli or A»se«3or, and sliall cause a collar to be worn 
 around tlie neck of each to wh'cli shall be attached a metallic plate to be supplied by the 
 Township Clerk or Asse-ssor, having stamped theieou a number corresponding with the 
 number under which said do;;^ or l)itch is registered, and the year for wliich the said reg- 
 istration has been made, and such metallic plate shall be sujiplied free of cost after regis- 
 tration. The owner or harborer of every dog or bitcli, or person registering thf same, 
 sliall at the time of registration pay to the said Clerk or Assessor, for every clog lue sum 
 of one dollar, and for every bitch the sum of two dollars, and such registration sliall be 
 renewed annually on or before the first day of May in each and every year. Ths said

 Tliird R. R. Division, James H. Oilhuly , in the Fourth R. 11. Division, A. D. Whaloy ; 
 in the Fifth R. R. Division, Wm. H. Taylor. 
 
 3d. It shall l)e the duiy of the said Inspectors to see that the piovisions of the said By- 
 law are eiiforc<Mi, and to prosecute all owners or harlmrers of dogs who have not complied 
 thereunto. Also, it shall be their duty to see that the provisions of the Canada Thistle 
 Act are efliciently and diligently enforced in their Divisions, independent of' the Over- 
 seers of the Statute Labor, and the salary of said Inspectors shall be fifteen dollars each. 
 
 4tb. It shall further be the duty of the said Inspectors to attend to and prosecute upon 
 all complaints made by ratepayers in his Division under a penalty of forfeiture of salary, 
 and he shall not divulge the names of those ratepayers who have given injformatioff. It 
 shall be the duty of the Clerk to provide the said Inspectors with the names of al* per- 
 sons on the Assessment Roll who have not paid the tax on doga when the Assessor re- 
 turns his Roll.

 said road allowance; thence southeasterly fifty-ooe rods, more or less, on a lino which, if 
 produced, would run on the lino of the lands owned by Alfred Davidson; thence south- 
 westerly to the easterly limit uf tlio road ullow.Huce between Lots Eighteen and Nineteen; 
 thence northwesterly along said line thirty-three feet; thence north-easterly parallel witli

 1st. That the following sums shall V>e levied and collected upon and from all the 
 rateable property of the Township of Raleigh for the year of our Lord 1887: 
 
 2d. The sum of three thousand eight hundred and eighty-seven 18-100 dollars is here- 
 by levied upon and ■ uiU be collected from all the rateable property of the said Township

 by a rate of one and a-half mills in the dollar. 
 
 M, That the further nam of six thousand dollars, as per Schedule A hereunto annexed, 
 is hereby levied upon and shall be collected from all the rateable property of the Town- 
 ship of Raleigh for Township purposes foi the year of our Lord 1887, by a rate of two 3- 
 10 mills in the dollar. 
 
 4th. The further sum of five hundred and thirty-eight tloUars is hereby levied upon 
 and shall be collected from all the rateaVde property of the said Township of Raleigh [save 
 and except on the property of certain Roman C'atholic supporters of .Separate Schools], 
 for the year of our Lord 1887, by a rate on the dollar of '23-100 of a mill. 
 
 oth. That if the above sums of money so levied and collected according to the said 
 rates shall at any time exceed the amount so recinired for the aforesaid purposes respect- 
 ively, the Treasur .r of this Corporation shall pass such excess to any deficiency that may 
 arise for any or eit;her of the ay)ove mentioned purposes: and if no deficiency should arise 
 then sucih excess shall be appropriated to the general puq)o.sos of the 'I'ownship. 
 
 Gth. That the Clerk of this Corporation is hereby re<)inrc(l to levy a special rate [over 
 and above all other rates] upon, and which shall be collected from all the rateable pro- 
 perty included in each and every School Section the Trustees oj' which shall furnish him, 
 on or before the '2-lth day of August with a written statement signed by the Secretary 
 Treasurer and certified by the seal tliereof, of the amount required for Public oj- Separate 
 School purposes in each School .Section, such a rate pro rata an will amount to the suni 
 so required, a.s near as may l>e — save ami excojit Union School .Sections where the school 
 houses are beyond the limits of tho Municipality; and the Treasurer of this Corporation 
 is hereby authorized and instructed to pay to the order of the Trustees ot each School

 "A By-law respecting founds and Poiindkeepers," finally passed on the Second day of 
 September, ISS.i, be and *hc .*ame is lureby umemled as follows : 
 
 The Jirst clause of said I'y-law numbered 437 is hereby repealed, and tlie following 
 clause shall be read in lieu tliereof : '*lst. That from and after tlu; passing of this By law 
 all horses, bulls, oxen, cow;^. sheep, goats, pigs, giocje, ti'.rkeys, hens or any other animal, 
 shall be restrained and wiiolly pr(-Iiil)iteil from running at huge within this Municipality, 
 and all such animals found lunning at large on any imldiu highway v/ithin the .Mi'niei- 
 pality may be impounded, subject to tho provisions and restrictions hereinafter set forth, 
 by the Overseer of Higiuvays oi- any other person: and .such Overseer or any other person 
 may deliver to the I'oinidkeoper at the time such animals are impounded, a statement of 
 their charges for loss of time and trouble in conveying such animals to the Pound, not 
 exceeding twenty-five cents for each horse, fifteen cents for each head of cattle, and ten 
 cents for any other animal so impounded, e.vcept jioultiy, whicli shall be live cents each. 
 And the Poundkeeper shall levy and collect such sum in addition to his other lawful fees 
 and charges, and shall forthwith pay over the same to the person delivering such anim-

 dirt be spread evenly on each .side of the ditch; and to grant orders on the Treasurer to 
 each contractor, less twenty per cent, of the amount due, until the contract is fully com- 
 pleted and duly accepted by the CVnincil ; and for the due performance of these and all 
 duties of Commissioner the said Commissioner shall be entitled to receive a sum of twen- 
 ty dollars, and shall be held personally responsible for the completion of the work and

 Drain, and for borro./ing on the credit of the Municipality the sum of $340.00 for 
 P"" completing the same. Provisionally adopted the 2"ith day of July, A. D. 1887. 
 
 WHERKAH on the 24th day of October, A.D. 1878, the Municipal Council of the Cor. 
 poration of the Township of Raleigh passed a By-law to provide for the construction of 
 the Brush Drain, and numbered ,324. And Whereas the said Drain was completed in 
 accordance with terms of the said By-law. And Whereas the said By law provided for 
 the maintainance and repair of the »aid drain at the expense of the lands and roads ass* 
 essed therefor. And Whereas complaint h'^s been made that the said draui has beooMta 
 obstructed, and in need of repair. 
 
 And Whereas thereupon the said Council procured an examination to be made l)y W, 
 G. McGeoi'ge, P.L.S., being a person competent for such purpose, of the said drain pro. 
 posed to be repaired, and has also procured plans and estimates of the work to be made 
 Dy the said W. G. McGeorge, and an assessment to be made by him of tlie real property 
 to be beneiitted by such repair, stating as nearly as he can the proportion of lienetit • 
 which in his opinion will be derived in consequence of auch repair by eveiy road and lot

 3rd. That l.cvi 13. Mar.shall be and he is hereby appointed Commissioner to let the 
 contract ,or contracts for the repair of tlie said drain and works connected therewith, 
 by public sale to the lowest bidder (not exceeding the estimate), but every such contrac- 
 tor, with one good and sufiicient surety, shall be rei^uired forthwith to enter into bonds 
 for the due performance and completion of siuh contract according to .said plans and spc 
 citications, and within the time mentioned in such bond, (unless othoiwise ordered by the 
 Council); and it shall be the duty of the said Conmiissioner to cause the said works to be 
 made end completed in accordance with such plana and specifications; and to grant orders 
 on the Treasurer to each contractor, less '20 per cent, of the amount due, until the contract 
 is fully completed and duly accepted by the Council; and for the due performance of these 
 and all duties of Commissione* , he the said Commissioner shall be entitled to receive a 
 sum of fifteen dollars, and shall be held personally responsilile for the completion of 
 the work and payment of the money as herein provided. 
 
 6th. That this By-law shall be published in Thk Chatham Baxnkr newspaper for four 
 Buccessive weeks previous to the hnal passing thereof, and may be cited and referred to

 year have not yet been fully collected, there being uncollected of such taxes a sum not 
 less than tlie sum hereliy authorized to be borrowed. And Whereas the sum of four 
 . thousand dollars is required to meet the now current expenses of the said Corporation, 
 and it is exp«dient to authorize the Head and Treasurer to borrow the said sum. 
 
 lie it therefore enacted by the Municipal Council of the Corporation of the Township 
 of Raleigh, as fcdlows : 
 
 1st. That tile I{ead, with the Treasurer of the said Corporation, be and they arc here- 
 by authorized, under the seal of the (Corporation, to borrow from the (Canadian Bank of 
 Commerce the sum of four thousand dollars, required to meet the now current expendi- 
 ture of said Corporation. 
 
 2il. That the said Head, with tlie Treasurer aforesaid, be and they are hereby author- 
 ized to pay or allow to the said Bank interest on the said sum so borrowed at the rate of 
 seven per cent, per annum. 
 
 3d. That the said sum so l)orrowed shall be repaid on or before the fourteenth day of 
 December next. 
 
 4th. That a covenant or agreement, sealed with the Corporate seal and signed on be- 
 half of the Corporation by the Reeve and Treasurer, be duly executed and given to the

 Whereas a majority in number of the owners as shown by the last revised Assessment 
 Roll of the property hereinafter set forth to be benefitted by the construction of the Towl 
 Drain, have petitioned the (Council of the said Township of Raleigh, praying that a drain 
 be congtructed oomniencing at or near where th« watercourse crosses the line between the 
 north and west (juarters of I^ot twenty-two in the Ninth (Concession, thence through said 
 west quarter and I^ot 2!) in the 9th (Concession, and through Lots 21 and 20 in the 8th 
 Concession, to an outlet in the Moodie drain. 
 
 And Whereas thereupon the said Council procured an examination to be made by W. 
 G. McGeorgc, P. L.8., being a yierson competent for such purpose, of tlic said drain pro- 
 posed to be constructed, and has also procured plans and estimates of the work to be 
 made by the said W. (j. Mc< Jcorge, and an as.sessmcnt to 1)« made by him of the real pro- 
 perty to be benefitted by siich construction, stating as nearly as ho can tlie proportion of

 W qr of said lot, and through lot 21 in the Oth Concession to the road between the 8th A Oth Concessions, 
 and southwesterly along said road to a distance of about 3S rods ; thence northwesterly and westerly 
 through lots 21 and 20 in the nth Concession, and into lot 19 of said 8th Concession. The drain will greatly 
 benefit lands throucb which it runs and other lands using It as an outlet. I estimate the cost of the woric

 To raise the sum of $218.40, being the amount assessed against the Muntcipality of Ral- 
 eigh for the extension of the Howard Drain. 
 
 Provisionally adopted the 28th day of November, 1887. 
 WHEREAS the Municipal Council of the Township of Harwich have served the Head 
 of the Corporation of the Township of Raleigh with a copy of a report, plans and estim- 
 ates made by Sherman Malcolm, P. L.S., for deepening, widening, straightening and ex- 
 tending the Howard Drain in the said Township of Harwich, and extending the same 
 into the Township of Raleigh, and improving the outlet thereof. And Whereas the said 
 Sherman Malcolm, P.L.S., has assessed certain lands and roads in the Township of Ral- 
 eigh for benefit, for outlet, for construction and su1>sequent repairs. And Whereas an 
 agreement was duly executed between the respective Councils making a pro rata reduc- 
 tion of forty dollars from the amount of two hundred and thirty-eight 40-100 dollars, as- 
 sessed against the said Township, leaving the amount to be raised in the said Township 
 of Raleigh one hundred ninety-eight and 40-100 dollars. And Whereas to cover the cost 
 of publishing the By-law and other expenses a further sum of $20 will have to be raised. 
 
 lie it therefore enacted by the Municipal Council of the said Township of Raleigh, pur- 
 suant to pi-ovisions of the Consolidated Municipal Act of 188.S and amendments thereto: 
 
 1. That for the purpose of paying the sum of one hundred thirty-nine and 60-100 dol- 
 lars, being the amount charged agaiqst the said lands so to be benefitted as aforesaid, 
 other than roads belonging to the Municipality, the following special rates shall be asses- 
 sed and levied in the same manner and at the same time as taxes are levied upon the un- 
 dermentioned lots and parts of lots; and the amount of the said special rates assessed as 
 Aforesaid against each lot or part of lot respectively, shall be assessed and levied in the 
 year A. D. 1888.

 BE it enacted by the Municipal Council of the Corporation of the Township of Raleigh, 
 under and by virtne of the Consolidated Municipal Act and amendments thereto. 
 
 1. That in case a poll be demanded l)y any candidate or elector at the nomination of 
 candidates for the offices of Reeve, Deputy-Reeve and ('ouncillors of the Municipality 
 during the year 1888, the election Hhall take place and be held in the several polling 
 subdivisions of the Municipality, as provided by law, and at the following places, viz: —
